The 2012 USPS District 6 Fall Conference will be held at The Beeches in Rome, NY, from 9-11 November. A 52-acre country estate replete with ponds and walking paths, the Beeches was built in 1954. However, don’t be fooled by the quaintness of the English Architecture. Inside is a modern facility with up-to-date amenities offering comfort and excellent food.

This Central New York location has much to offer, from historic sites, theaters, mu-seums, recreation, great restaurants, and, of course, shopping. Downtown Rome is the

setting for Fort Stanwix National Monument which is open year round. Also on the site is the Willett Center which features exhibits from the Revolutionary War. Not too far away is the Oriskany Monument, dedicat-ed to the Battle of Oriskany and the site where General Herkimer fell.

Unfortunately, Erie Canal Village is closed this time of year, but not too far away in Boonville is the Black River Canal Museum. On your way there take a look at Delta Lake State Park, a busy spot for summer activities and for ice fishing in winter. Also nearby are Lock 20 in Marcy and Lock 21 in Rome, popular for their picnic facilities, fishing and viewing areas as sailboats and power boats of all sizes make their way through the locks.

There will be anofficial District 6 business meeting including the Chief Commander’s Mes-sage, and award presentations. You will have the opportunity to share your comments, sugges-tions and thoughts with the District Bridge and other members of the district. Prior to the Conference all District Committee Chairs must submit a written (or e-mail) report to the District Bridge Officer in charge of their respective committees and to D/Lt/C David Schulz, AP, District Secretary.

Detailed Schedules will be available at the Conference Registration Desk.

USPS Training Boat Over Labor Day Weekend D/6 had the use of the USPS Training Boat, a 20-ft. Boston Whaler. The purpose of the training boat is to give exposure to the USPS for the On The Water Educa-tion Programs. It is also an opportuni-ty for squadron members to interact

with the public about USPS and what local squadrons have to offer. Thank you to Ralph Jones and Paul & Maxine Flagg, and members of Susquenango Power Squadron for pitching in to help with the effort of displaying the boat at Tremain Boat Ramp area. Subsequent to the display Paul drove it to Tole-do, and USPS covered the flight back to home base — but at the cost of 22–hours of effort. The Fall Conference Meal Reservation Form is printed below. It was also e-mailed to all squadron editors. The process remains the same as in the past. Send the completed form, along with your payment, to the Fall Conference Registration Chairperson P/C Rick Gassner, SN. We have add-ed a children’s menu (see menu) for Saturday night dinner. Please notice the late registration charge for dinner. The hotel sets the cutoff deadline for meals. This Conference has bundled lunch, dinner and the wine and cheese reception into one price. While we are doing much better meeting the registration deadline, it remains difficult to pass firm numbers to the hotel if registrations are late. Registration cutoff for meals is 5th November, at which time the hotel chef will order the banquet food against our firm numbers. A small change in numbers is man-ageable, but we want to avoid late registration numbers.

In Utica you will enjoy a visit to the still-in-service historic train sta-tion as well as the Munson-Williams-Proctor Art Institute which offers art exhibits and often hosts performanc-es by various artists. The Boilermak-er Museum in Utica and the Boxing Hall of Fame in Canastota provide entertainment for sports fans. A visit to the interesting and informative Sears Oil Museum in Rome will please the Utica Squadron’s long time member (and Treasurer) Tom Sears.

If you’ve made the jaunt to the Utica area you might want to stop at Sangertown Square Mall; travel down the road a bit to stock up at Bremer’s Wine and Liquor Store, then drive down Commercial Drive to find Best Buy, TJ Maxx and the area’s only major bookstore, Barnes and Noble. On your way back to Rome you might want to stop at the Westmoreland Antique Center on Rt. 233.

For those not attending the Con-ference, or while on your own on Friday or after leaving on Sunday, there are plenty of popular area eater-ies including The Savoy (like The Beeches, also Destito family owned),

Applebees, the historic Franklin Ho-tel and the Delta Lake Inn. Those choosing to travel to Utica might want to stop at the FX Matt Brewery. Take a tour and get to meet Schultz, Dooley and friends and get to taste the renowned Saranac Beer and/or sister root beer and orange soda. Af-ter your tour you might want to stop to eat at Celtic Harp, Babe’s or Del-monico’s. Going hungry won’t be an option if you’ve ventured toward the shopping area of New Hartford where you will find local favorites Symeon’s, Michael T’s, Bella Cuci-na as well as a bunch of popular res-taurants including Panera’s and Uno. For desert, stop into the Florentine Bistro in The Orchard shopping cen-ter—you won’t be disappointed.

As you can see, the Mohawk Valley has a lot to offer. Come to the Fall Conference to keep up to date with USPS, spend time with old friends and meet new folks who also share a love of the water and boat-ing.

We will continue to use the e-mail process and thereby take advantage of our tax-exempt status by making group reservations by Squadron under the Squadron’s tax-exempt number. COMMANDERS: The Beeches, Rome, NY, welcomes the squadron reservations by e-mail. The process remains simple. An e-mail form letter was sent to the squadron commanders explaining the process and what rooms are available for hospitality use. Just fill in the blanks to include the squadron tax-exempt number, room requests and the commander’s name and credit card number. Then e-mail the form to the hotel at the address shown on the form. Revisions, such as add-ons, are acceptable and can be for-warded to the hotel using the same form. Upon checkout rooms have to be paid for by cash, squadron credit card or squadron check. Note: those members wishing to by-pass the tax-exempt process and take advantage of credit card perks etc. can register in the same manner by stating they will pay their entire bill by credit card at checkout.

They keep a 35’ C&C sailboat on Lake Erie at the Ashtabula Yacht Club, where Bob is Vice Commodore. Their two sons are also professionals and avid sailors who boat with their own fam-ilies.

With a degree in Electrical En-gineering and a Master’s Degree in Business Administration, Bob man-aged corporate banking relationships for almost 30 years on behalf of what is now Bank of New York Mellon. Representing Mellon, and earlier IBM, he worked with multi-nationals as well as small businesses in all industries, especially insurance and asset management companies.

Vessel Safety Check Program D/Lt Marshall Shear, SN

2012 Activity District 6 Vessel Examiners

(VEs) are on course to make 2012 another successful VSC year with three VEs already completing 100, or more, Vessel Safety Checks (VSCs) and qualifying for VSC Century Club.

Century Club recognition for completing at least 100 VSCs in a year has been earned by Kevin Parks (101 VSCs) of Rochester Sail and Power Squadron. This is the second year in Century Club for Kevin. Also, Bruce King (102 VSCs) and Marshall Shear (106 VSCs) of Iroquois Sail and Power Squadron have qualified for Centu-ry Club - Bruce for the second time and Marshall for the 8th year.

District 6 currently has 56 VEs who have completed 802 VSCs (as of late August). This places District 6 in the top 10 districts nationwide.

The top five squadrons in Dis-trict 6 include Iroquois (248), Rochester (215), Syracuse (127), Swiftwater (126) and Lockport (36).

Vessel Exams for Rental Marine Facilities (source:USCGAUX For Safety’s Sake, volume V, issue 1)

If you want to do Vessel Exami-nations on unpowered or other small rental vessels, here are some things you need to know: 1. These vessels are mostly rented for daytime use, and so do not need running lights. 2. Lifejackets usually are dispensed from a reserve supply kept at the rental facility. 3. Therefore, there must be suffi-cient supplies on hand in the livery to accommodate its full complement of vessels. In other words, 50 rental boats but only 20 jackets means no decal issued. 4. You need to educate the owner of the rental facility on safe boating practices.

5. You will not need to meet the person renting or operating the ves-sel. 6. Check each vessel for proper fittings, hatches that work and other relevant safety equipment (sound making device) and vessel features. 7. Use a 7012A Paddle Craft VSC form for simple vessels. 8. On a kayak, place the VSC decal on the port side, amidship, on the deck. 9. On a row boat, small sail boat or canoe, place the decal on the port side, amidship, just below the gun-wale.

Make sure the vessels you in-spect meet any state and local regula-tions before awarding the decal.

Finally, educate the owner of the facility on issues of boating safety. Be fair but firm. Lives depend on it.

volved. A lot is said about member ac-

quisition and more is said about member retention, but I’d argue that member retention is a self-directed activity. Think about why you joined initially and ask if you’ve kept your end of the deal. If you’re disappoint-ed in that part take a small step – go to a meeting. Consider getting a cou-ple of fellow squadron members to-gether and go to a District event. District needs to hear from all its members and you have the absolute right to be a part of the process that governs the organization.

Speaking of new member bene-fits and recruiting tools, I just be-came aware of another tool to en-courage people to join: BoatUS membership. If recent ABC3 gradu-ates take advantage of our six month free membership they can also re-ceive a one year free membership in BoatUS and receive even more bene-fits as a result of USPS membership. Details can be found on the National website; drop me a line if you need help finding the offering.

Hope to see you at a squadron or District meeting. Introduce yourself.

We talk among ourselves about the opportunities that new members can capitalize on, but do we use them ourselves? Have you taken any seminars recently? Have you taken the current versions of our courses, especially Piloting and Advanced Piloting? Do you take advantage of the member benefits available to you? Do you know the full range of benefits for members? Do you un-derstand that by using member bene-fits you help the organization gain a stronger bargaining position for more benefits?

There are lots of demands for our time today, some real and signif-icant, and some trivial. I suggest that for starters, once a month, you drop one trivial calling and, if necessary, re-arrange an important one so you can attend your squadron’s monthly meeting. You don’t have to show up with an agenda other than to be there and say hello, maybe enjoy dinner and some good conversation, and learn what’s going on. I’m confident you’ll discover that membership does have a socially rewarding com-ponent and it’s easy to become in-

and usually in one context: recruit-ing. I suggest we need to look at membership from the other side of the lens to see if we’re what we try to sell. Are you really a member?

You’ve paid your dues, you’re carrying a membership card, you get The Deep 6 and the national publi-cations, but are you really a mem-ber? Not simply a card-carrying member, but a participating mem-ber?

Do you attend squadron meet-ings? Do you volunteer to help with squadron work? Teach or proctor a class? Register students at public classes? Promote Power Squadron to your dockmates and friends? Do you

HELP WANTED USPS DISTRICT 6

The nominating committee for District 6 continues to look for people to fill positions on the District Bridge for 2013-2014. These positions are Administrative Officer and Treasurer.

The positions require people who want to work with other bridge members to implement the desires of the squadron members to make the district grow and succeed. Must be willing to work as a team member. Computer skills are a plus. Must be an active member of USPS and have attained at least one advanced grade.

Positions require attendance at four (4) meetings a year, receiving and making telephone calls, creating and answering emails, the administrative officer should desire to go through the chairs to become District Commander, and the treasurer must be familiar with Quicken or similar financial software. Duties for these positions can be found in the Operations Manual.

The compensation for working on the D6 Bridge is the chance to work with a team of knowledgeable and friendly people, make new and lasting friendships, and experience a great feeling of accomplishment.

ulous summer. Remember, anyone can note a change on the chart. Contact the Cooperative Charting chairperson in your squadron, or me, to learn the process for submission to NOAA. Remember, NOAA does not have the staff to do this valuable service so we must seriously think about what we can do to help. How many times do we find something not on the chart that should be there. Not too often, but it is very frustrating when it happens. Please keep me informed of what your squadron is up to. Remember there is a trophy in it for you! I will share the account of Syra-cuse Squadron’s recent event encouraging every squadron to get out there and DO IT!

COOPERATIVE CHARTING AUGUST 2012 — Syracuse Sail and Power Squadron D/Lt/C Judith Swanson, JN, D/6 Exec. Officer and CoOp Charting Chair

A beautiful day dawned on the day we were to undertake our annu-al cooperative charting cruise from Wellesley Island in the Thousand Islands. This was a payback for the 102 degree windy day we had last year when it had to be cancelled. Once again, due to the generosity of members Bill and Brenda Favro and their beautiful trawler we had room for everyone. We had eleven members join us. We had planned to chart number 14772 which is the east side of Wellesley Island to Ironsides Island on the St Lawrence. We included the Canadian side as well as that is on the chart. Within a couple of hours, we had found all navigational aids in their appointed places. We did note that a correc-tion had been made in the Notice to Mariners that a buoy at the en-trance of Alexandria Bay had been removed. We discovered three 5 mi/hr wake zone buoys in the bay entrance in its place. We will be looking into those as corrections to be sent to NOAA.

We had combined this outing with our monthly Happy Hour. This time it was held at Hackers right next to the Thousand Island Marina on Wellesley Island. This was a just reward for our hard work. Thanks to owner Joann Schwalm we had a table reserved with snacks and din-ner.

It’s a great chance to have fun with other members on the water. I hope more members take up the challenge and look around their boat-ing areas. When you find something that needs a correction, contact me and I will walk you through the process for submission.

Castle, in Alexandria Bay, NY, July 23-27, 2012. This truly was a District 6 member involvement/education rendezvous. The week included very warm, sunny weather, summer breezes, opportunity to welcome and pledge three new Syracuse members, and yes, needed rain. Renovated rooms, excellent food and dockage at Bonnie Castle and renewed friendships made for an outstanding week. I am pleased to report we had a surplus.

From Swiftwater’s Fore ‘N Aft There will be an Inter-Squadron Luncheon held on 28 October at the Westwood Country Club. The speaker will be

David White, the Recreation/Tourism Specialist and Great Lakes Program Coordinator for the New York State Sea Grant Extension Program since November 1984. Learn more about the success stories of our Sea Grant specialists, and funded researchers in New York’s Great Lakes and marine waters. The coastal efforts of both groups serve Lakes On-tario and Erie, Long Island, Manhattan and the Hudson Valley. The Inter-Squadron Group consists of Buffalo, Ham-burg, Niagara and Swiftwater.

Ye Olde Editor’s Corner by P/R/C Richard Ashley, SN

Hi! Obviously it is time for me to

talk about some things that are of real interest and/or concern to me, so, here goes.

On page 7 there is a Help Wanted notice from the District Nominating Committee. Now, you might look at it and say “What’s the problem? All of the positions are filled.” The response is “You are right.” The problem is that, in the normal course of things the current DXO will move up to D/C, and the DAO will move up to DXO. Sometimes either the Secretary or Treasurer would move up to DAO. However, both of those positions are filled with Past District Commanders and probably (really positively) don’t want to do it again. So, we really should be getting some new faces, and some new talents, on the Bridge. The Nominating Committee can work to identify folks for the jobs, and they do, but wouldn’t it be easier for all if someone who was interested would at least express that interest. Talk to them. Check out in detail the respon-sibilities, and then if they and you think a District Bridge position is right for you make the firm commit-ment. I’ve been there. It is work but — it is a lot of fun also, and very re-

warding. You also get to know people who can be lifelong friends. That’s what Ann and I did — that’s what you can do also. We are pleased that someone has stepped up to be Secre-tary. Give Isabel a call for the others.

Attendance is down. Believe me, I know the economy is tight, and we have many other challenges in our lives, but SQUADRON is fun, and the meetings are also. If you haven’t been to a function lately — either your squadron’s or district’s, give it a try. Again, friendships are gained, and you are contributing to the safety of yourselves, your families and the boating public.

You will notice in the meal reser-vation form that meals are in a pack-age this year; no separate lunch or dinner available. This is the require-ment of The Beeches. It is also NOT unusual. More and more we will be finding this, and I have seen it in other districts. In fact it is an even more aggressive package with Friday nights meal. Part of the problem is us. We have “skipped out” of the lunch be-cause we can get it cheaper at the fast food place down the street. That takes away our bargaining position because our strength is in numbers — numbers of meals committed, and number of rooms rented. The only way we have negotiating power is numbers — a good strong track record of numbers. We will be seeing combinations more in the future.

Now, maybe some fun. Although we still have our 31-foot Chris Craft Commander Sedan, we cannot handle it comfortably. It is For Sale, but that is not what this paragraph is about. Our kids knew we didn’t want to get out of boating completely, so they found and encouraged our purchase of a 21-foot pontoon boat. The thought was we could just step on board, no climbing, no jumping on and off. It fit the bill — until the permanent dock at our summer home became more and more challenging as the water lever on the St. Lawrence continued to re-cede. Our last purchase was a two-step stool which allowed us some eas-ing of the problem. Then as more and more rocks appeared in the marina we finally hauled the boat for the season. Our theme for this winter (sorry folks) is snow, snow and more snow. We’ll write you from Florida to see how it is going. We really want to go boating next year — maybe even take the boat to the District 6 Rendezvous 2013 at Bonnie Castle (see page 6 and the Spring Issue of The Deep 6). It will be a great time.

Incidentally, the boats name is Kalli Kalli — Estonian for Hugs Hugs.

Finally, the following may help clarify some of the confusion that appears to exist between the Boat Operator Certification (BOC) pro-gram, especially the IN level, and the new, 8-hour Practical On The Water Training (POWT) seminar. The two are completely different activities designed for different au-diences. Briefly, the 8-hour POWT seminar: • Is for the general public

(members and non-members alike) who want to learn or hone their boat-handling skills.

• Students are NOT expected to have prior experience in on-the-water, boat-handling skills.

• A maximum of 4 students can take the seminar at a time.

• The seminar consists of a 2-hour classroom training session, fol-lowed by 4 hours on the water (each students receives one hour at the helm), followed by a 2-hour classroom session.

• The seminar must be listed ahead of time on the USPS web

(DEO Continued from page 12) site using HQ800, just as all courses and seminars are sup-pose to be listed.

• Students pay $200 each (or whatever the squadron wishes to charge) up front to National us-ing PayPal or a credit card.

• Upon completion of the seminar, National sends $76 per person (charge to student minus $124) to the squadron.

• Squadrons pay for gas for the boat (except if Water Trainer, the USPS boat, is being used during the duration of the Coast Guard grant) and lunch for the students, clearing roughly $50 per student.

• Any USPS Certified Instructor may teach the classroom session.

• The person teaching the on-the-water portion of the seminar must be both a USPS Certified Instructor and an IN Certifier.

• The instructor's kit for the semi-nar costs $124 and must be or-dered by either the SEO or ASEO.

• Students receive a certificate of completion but no official recog-nition; the only requirement to receive this certificate is comple-tion of the seminar, the same as

the certificate distributed to par-ticipants of other seminars.

The BOC IN certification pro-gram, on the other hand: • Is for USPS members only. • The OTW skill demonstration

for IN usually can be completed in a half-day or less.

• Candidates are expected to have some familiarity with the skills they are asked to demonstrate and come prepared (at least hav-ing read the relevant sections of Start Power Boating Right!). While Certifiers are expected to coach candidates in performing the skills correctly and demon-strating them for the candidate when necessary, the level and depth of instruction is far less than in the POTW seminar.

• The cost to the squadron of an IN kit is $40 and must be or-dered by either the SEO or ASEO. However, the district and many squadrons charge the can-didate $45-$50 to cover shipping and handling and, if necessary, mailing the kit to the candidate.

• In addition to the OTW skill demonstration for IN, there are additional course, seminar, and fire extinguisher skills that must be completed for a candidate to be certified as an IN. IN certifi-cation is an official USPS certifi-cation recognized both national-ly and internationally for renting boats, etc.

• The instructor must be both an USPS Certified Instructor and an IN Certifier.

• Participants normally are ex-pected to contribute toward gas for the boat, although gas for Water Trainer will be covered by a Coast Guard grant. I look forward to seeing you at

Bay was very successful. Three in-dividuals (Jeff Freeman, Ira Gold-man, and Bob Kucharek) success-fully completed the “Power Boat Handling” skill for Inland Naviga-tor (IN), Seven individuals (John Dial, Russ Dibble, Ira Goldman, Charles Grey, Maxine Flagg, Paul Flagg, and Judy Swanson) became or were updated as IN Certifiers, two individuals (Russ Dibble and Paul Flagg) became IN Certifier Trainers, three individuals (Jeff Freeman, Ira Goldman, and Judy Swanson) successfully completed the “On Water Navigation” skill for Coastal Navigator (CN), and 4 indi-viduals (John Dial, Russ Dibble, Ira Goldman, and Paul Flagg) became CN Certifiers. Congratulations to all of them!

Several squadrons are experi-encing difficulty in reporting stu-dents who have successfully com-pleted the ABC3 course. Most of these problems are related to using HQ800, the on-line system for re-

porting course and seminar comple-tions. If course and seminar comple-tions are not reported, students won’t receive credit in DB2000, and rec-ords of those who have received a NYS Safe Boating Card will be in-complete.

A two-hour workshop on using HQ800 will be offered at Spring Council in Rochester on 29 Septem-ber from 1000-1200. It would be helpful if every squadron has some-one attend the workshop. Presently, only the SEO, ASEO, and Boating Chair are able to access HQ800, alt-hough efforts are being made to al-low other individuals to enter data into the system.

Some squadrons also have had trouble with students signing up for the Basic Boating course. Several scheduled courses have had to be canceled when no students showed up to take the course. It would be helpful to discuss this problem at
