Budget reactionThe latest Budget will damage every sector of the economy, according to HGV refuelling specialists Bunkercard. Paul Davies, Bunkercard Commercial Manager, said: “The Chancellor can try to spin the staging of the 3% fuel duty increase as helpful but, here in the HGV world, we have a firmer grip on reality.”He pointed out the impact of the staged rise on the nation’s hauliers. “The arithmetic is not difficult,” he said. “The 1% rise in April will immediately add about £500 to the annual cost of running an average 44-tonne truck. There will be another hit in October and a third in January. Within less than a year, Mr Darling will have loaded an extra £1500 in costs, per truck, onto hauliers.”“Transport and distribution is the backbone of the economy,” said Davies. “Everything around us will have travelled by truck at some point. This measure will increase the price of food, clothing and everything else. With margins already tight, these tax increases could represent the last straw for some hauliers. Hauliers have a choice between swallowing the raises or increasing their own prices and neither will help them. It is almost inevitable that this will drive some firms to the wall and it is absolutely certain that prices will have to rise for virtually every product we

buy.”Scotland’s largest firm of independent chartered accountants and business advisers has welcomed some of the measures announced in today’s budget, but warned that tough times are ahead.Commenting on the UK Budget, SNP MP and Treasury Spokesman Stewart Hosie MP said: “With the General Election looming, this was Alistair Darling’s last chance to deliver for Scotland and he failed.“While he tried to soften the blow by staggering the increase, the Chancellor is proceeding with a 3p increase in fuel duty between now and next year.“Across Scotland, many hard pressed families are struggling to cope as fuel prices continue to soar - in some rural areas they are now in excess of £1.25 per litre. This 3p increase will be sorely felt by both hauliers and motorists.“The SNP’s campaign against these rises will continue. Tonight, SNP activists will deliver 60 000 campaign cards across Scotland, reminding voters that only a vote for the SNP is a vote for fairer fuel prices. And at Westminster, SNP MPs will continue to push for the introduction of a fuel duty regulator which will prevent spikes such as the one we are experiencing.“In these tough economic times, the Chancellor should have set out a Budget that

supported jobs and recovery as we emerge from Labour’s recession. Instead, he has confirmed he will slash the Scotland’s budget and cut off accelerated capital spend dealing a cruel blow to the Scottishrecovery.“The Scottish Government is delivering a comprehensive Economic Recovery Plan to ensure the fragile positive signs we see across the country are sustained and result in a return to economic growth but Alistair Darling’sactions today jeopardise the Scottish Government’s ability to do this.“With this Budget, the Labour Government have shown they would rather save face with the City than support Scotland’s communities. Only SNP MPs will champion investment in the Scottish recovery and fairer fuel prices for all.”SMMT Chief Executive Paul Everitt said: “Measures to encourage more and better priced lending to consumers and businesses, alongside additional support for investment in low carbon vehicle technologies is further evidence of the new priority given to UK motor manufacturing. There is disappointment that the introduction of the first year VED rates have not been deferred, but the doubling of the annual investment allowance will give a lift to the commercial vehicle market.” A series of measures supporting companies throughout the UK motor industry were announced, designed to support investment in ultra-low carbon technologies: • £30 million allocation from the Strategic Investment Fund to support development of low carbon vehicles • a Nuneaton ‘intelligent transport technology’ test centre • the Technology Strategy Board’s competition to develop low and ultra-low carbon vehicle supply chains • a second Green Bus competition • commitment to greater support for SMEs through the UK ‘finance for growth’ scheme and provision of measures to encourage lendingFurthermore, Government took action to encourage business investment in new vehicles and specifically in ultra-low carbon technology by: • introducing a lower 5% rate of company car tax for vehicles emitting between 1 and 75g/km CO2 • 100% first-year capital allowance for zero-carbon goods vehicles • doubling the Annual Investment Allowance for small businesses to £100K (industry seeks clarity on whether this measure also extends to larger businesses). The success of the Scrappage Incentive Scheme was credited with a 30% rise in sales against expectations, with Government reiterating the importance of a balanced economy and the key role manufacturing has to play.

A75 road scheme under way

Driving licence checks quadruple in last year as fleet interest grows

Work on a £6.5m dual carriageway scheme on the A75 was started on March 22 with a ground breaking ceremony by Transport Minister Stewart Stevenson.The A75 Cairntop to Barlae scheme, which will see a new 1.4 mile stretch of dual carriageway, will improve the access to and from the west coast ports of Stranraer and Cairnryan and support businesses, communities and tourism across Scotland.Transport Minister Stewart Stevenson said: “I’m delighted to mark the beginning of this important £6.5m project to improve access to and from Scotland’s west coast

ports.“This Cairntop to Barlae scheme will bring significant economic and social benefits to Scotland, including sustaining 30 jobs during the construction period as well as supporting plans to relocate Stena’s port to Cairnryan, further developing the area and ensuring connections from Cairnryan north and south are not only retained, but enhanced.“This investment will also provide better overtaking opportunities, helping traffic flow along the length of the route, meaning quicker and safer journeys for communities, tourists and freight traffic alike.

“The Scottish Government is committed to improving links across the country and this is one of a number of key projects planned for the A75 and A77. We have recently invested £29m in these routes with a further £60m earmarked for eight more projects in the coming months.”The 12 month long contract will see a new eastbound carriageway constructed on the site of a disused railway line, with the existing A75 set to become the new westbound route, giving both east and westbound dedicated safer overtaking opportunities.

The number of driving licence checks being undertaken by fleet software market leader CFC Solutions has quadrupled in the last year as fleet interest in the issue continues to grow.The company says that its Licence Link product - which checks with the DVLA database online to see whether drivers have any convictions - has become its fastest adopted software in more than 30 years of trading.Neville Briggs, Managing Director at CFC, said: “Since the launch of Licence Link 12 months ago, the level of interest we have seen in the issue of licence checking by fleets has snowballed very rapidly.“What seems to be happening is that employers are recognising that ensuring drivers have the licences and points which they claim is an essential part of any risk effective management policy.“It is something that fleets are taking seriously and so a product like Licence Link, which essentially automates the task of licence checking, is an obvious solution. It is part of the ongoing process of fleets becoming more risk aware.”In the general fleet sector, CFC’s experience with Licence Link

shows that 20% of drivers have between 3-11 points on their licence while one per cent have 11 points.Briggs continued: “Our general findings - that one in five drivers has points on their licence - underlines the importance of employers undertaking regular licence checks. These drivers represent a higher risk than the norm.“Also, the finding that one in a hundred drivers is just a point away from losing their licence is noteworthy. By identifying these drivers, employers can take remedial steps to try and improve their level of risk such as targeted training.”Individual cases highlighted by Licence Link include a driver who had an undeclared full driving ban and another who declared a full licence but only held a provisional one.Briggs said: “Thankfully, the number of drivers highlighted by Licence Link who should not be driving at all has been low but we have found a number of worrying instances.“Sometimes these employees are acting maliciously by, for

example, not declaring a ban because they know they will lose their job. At other times, they made an inadvertent mistake by perhaps being confused over which classes of vehicle they can drive.“However, in all cases, they represented a risk management issue to their employer.”Free to adopt, Licence Link is

designed to help all employers simplify the routine task of regularly checking car and van driver licence information through a web based system - something made essential by the recent introduction of risk management legislation.

£½ million fines now official for accidents causing deathThe Sentencing Guidelines Council has now published its guidelines for penalties under the Corporate Manslaughter / Homicide and Health & Safety legislation.The Council says that a minimum fine of £100,000 should be imposed and for Corporate offences they should seldom be less than £½ million.

This potentially imposes an even greater burden on local authorities whose vehicles are constantly used in close proximity to members of the public and whose employees are have to operate vehicle-mounted equipment.However even public sector fleets with budgets under close scrutiny can take low-cost action that not

only improves safety, but just as importantly demonstrates that safety precautions have been taken.Talking Safety Sounders from O.W.L. Vehicle Electronic Systems now cover a wider range of vehicle applications than ever before. As new vehicle designs strive to be more efficient so

new safety critical situations are identified.Of course safety, or prevention of accidents is by no means a new concept for some vehicle manufacturers and fleet operators. Over the past few weeks, a number of hauliers based in the North East and Highlands of Scotland have voiced concern that their fuel card companies have added a delivery surcharge of between 1.5p and 6p per litre as their fuel distributors have charged them extra for deliveries to sites not on main delivery routes. This includes sites on or close to the main Aberdeen to Inverness road. This will add thousands of pounds to hauliers’ costs and as always be difficult to pass on to customers as well as having to be paid at least every fortnight.There are some alternative sites but many cannot take artics and others mean a longer journey. It is not just a North of Scotland problem other parts of Scotland and the rest of the UK are affected. So why add a surcharge now? Why not last year or the year before? At least hauliers have alternatives but how long before other fuel cards follow suit?It’s just another kick in the teeth a month or so before fuel duty rises again by 2.5 pence per litre, a 16% increase since October 2008 when we were well into the economic downturn. In the thirteen years since Labour came to power fuel duty has risen by about 40%. And fuel prices are getting close to double. I remember back in 2000 when the main dispute erupted fuel had increased from about 53p excluding VAT to 65p excluding VAT. Oh for those prices again.With an election looming I thought at least some politicians would have picked up this issue but so far all is quiet. Hopefully that will change as peoples’ livelihoods are really at stake now. Soon politicians will be out looking for your vote. You have an opportunity to tell them how you feel and how all this affects you. It is an

opportunity and opportunities are like windows… they don’t stay open for long.

The recent announcement about the increase in wind farms and the economic benefit to Scotland has been welcomed my many. However, there is always a downside.Transport for these massive new wind farms is set to be done by foreign hauliers. The Road Haulage Association is calling on the government to stop contracts that have been given to Danish and Spanish transport firms that have no licence to operate trucks in the UK.Hundreds of abnormal load movements are involved. These loads are carried out under special regulations because the load cannot be moved on a conventional 44-tonne articulated lorry.Normally, to do UK haulage you have to have a UK operating licence - or be doing the odd load under the cabotage rules, after delivering a load from abroad. Wind turbines are to be made in Spain and in Denmark and sent by sea to ports around the country - in Scotland, the North-east of England and Wales. Once landed in the UK, foreign trucks will take the turbines and other components to the wind farms.Local transport companies are heavily regulated for road safety purposes; and they have the expertise and equipment to do the job. It is scandalous that the wind power sector should be by-passing them to bring in Spanish and Danish companies to operate without a UK licence. This is in breach of cabotage regulations and is illegal.It is possible that the contactors believe that this could be done under the Combined

Transport Directive. It was set up decades ago to encourage firms to develop coastal shipping between countries rather than go by road. Under the Combined Transport Directive, a foreign haulier can deliver within another country provided that: • The sea journey was from one member state to another • The sea journey was of at least 100kms • The final road journey leg was within a radius of 150kms from the port • No domestic haulage other than that related to combined transport is undertaken • If all these criteria are met, however, there is no limit to the amount of time the foreign truck can remain in the member stateAs the wind farm parts are coming in on conventional ships that have to be unloaded at ports we believe the Combined Transport Directive is not valid for these movements.The way wind farm transport is being organised is totally contrary to the spirit of the directive and as a result quite possibly illegal. The actual site owners do not order the transport for these contracts. The way they are set up is that it is the responsibility of the equipment manufacturer to appoint the transport company to carry their goods.It is also extremely damaging to the UK abnormal load haulage sector, in particular those Scottish based experienced hauliers who could do the work and have local knowledge of the roads and problems faced. Things are hard enough for them at the moment with still a significant downturn in business. An opportunity to do these loads may well be a godsend to keep Scottish workers in jobs.

A new plant in Glasgow, is about to begin AdBlue production for GreenChem, expanding yet again their UK production base - from three sites to four, with more planned. The potential for the plant is more than 10 million litres a year. Chris Haynes, GreenChem’s UK Managing Director states: “This further demonstrates GreenChem’s commitment not only to the Scottish truck market but the UK as a whole. Tuesday May 19 2009 saw Norfolkline’s Scottish Viking berth at Rosyth for the first time - welcomed on the quayside by First Minister Alex Salmond - following its maiden crossing from Zeebrugge, re-establishing Scotland’s only direct ferry route to Continent.FACTS Magazine was there that momentous day and some 10 months later ‘The Transport Professional’s Magazine’ returned to Rosyth for an update from Freight Services Supervisor Craig Easton.“During the last 10 months the volume build up has been very slow as the freight clients wanted to reassure themselves about the schedules reliability which has been proven over the winter. We continue to sail three days a week in each direction between Rosyth and Zeebrugge.“We understand the importance of this service to both passengers and freight customers in Scotland and the Continent. There are significant savings to be made for freight operators by utilising the Rosyth-Zeebrugge route in terms of mileage, fuel and drivers

hours. If you were to take Glasgow as an example for the start of a delivery to the European mainland leaving at 1pm, by road it is 45 miles to Rosyth, 147 miles to Newcastle, 188 miles to Middlesburgh, 280 miles to Hull, 311 miles to Immingham and 513 miles to Dover.“Departing at 1pm from Glasgow to drive to Dover would necessitate a stop-over somewhere in the A1-M25 corridor due to driving hour restrictions. The crossing leaving Rosyth at 1700 hrs GMT gets into Zeebrugge at 1400 hrs CET the next day - which is three hours later than a single manned vehicle driving to Dover and across to Calais - but the driver is relaxed, refreshed and ready to hit the road to his destination.“The facilities on-board the Scottish Viking are first class and drivers receive exactly the same service as general passengers - eating, drinking and relaxing in the same restaurant, bar and seating area. “Norfolkline has introduced a brand new loyalty scheme for freight customers. Organisers of the Commercial Vehicle Operator Show say that more than 200 exhibitors have already signed up for this year’s event and that many of these are regular exhibitors at previous CV Shows.This year’s show will have a particular focus on the products and services that keep the nation’s transport fleet turning. Answer1957 saw the dawn of the space age. The USSR launched Sputnik, the first man-made object to orbit the Earth. Not wanting to be left behind in the technology race the United States was spurred on to create the “Advanced Research Project Agency”, which in turn begin the development of what we now know to be called the Internet.As project “Internet” was taking shape other events took place adding more technologies to the mix.In 1983 a Korean Air Lines flight was

shot down by Soviet jets over the Sea of Japan. All 269 passengers and crew were killed in what was described as a navigational error, the flight straying into Soviet airspace. This incident, amongst others encouraged President Ronald Reagan to issue a directive making the US Global Positioning System (GPS) available for civilian use, believing it was for the “greater good”. At first the highest quality signal was reserved for “military use only” however in 2000 U.S President Bill Clinton turned off this filter improving the precision of GPS from 1000 feet to 65 feet.In the mean time the first GSM cellular network was launched in Finland by Radiolinja and Ericsson after which by the end of 1993 over a

Geesink Norba will show off Europe’s greenest refuse collection vehicle among its product range at Aviemore.

The Plug-in Electric vehicle, which was named Vehicle of the Year by the Chartered Institution of Wastes Management (CIWM) last November, uses electricity from a battery mounted behind the cab to power the bin lifts, the crushing and compaction mechanisms which handle the refuse in the body of the vehicle and the tipping mechanisms for removing the refuse. The engine which drives the vehicle plays no part in loading which leads to major savings in fuel, carbon emissions and operating costs. It also results in a further reduction of noise levels, the sound of a large diesel engine revving being replaced by the hum of an electric motor.The battery contains enough electricity to comfortably power the vehicle throughout the most demanding of shifts, at the end of which it can simply be recharged by plugging it into a mains power supply. Alternatively, it can be charged by power take-off (PTO) from the diesel engine as the vehicle operates. Whichever form of charging is used, the savings remain very significant. It does not seem five minutes since we were last reviewing the latest offering form Volvo Trucks for the municipal / recycling / bulk waste sectors. In the 12 months since the last APSE Exhibition, the Swedish manufacturer has not only launched two new vehicles dedicated to the aforementioned sectors, they have just announced a new and improved version of their

lightweight bulk waste and fleet workhorse, the FM tractor unit. In fact, the FM range, including the popular 6 and 8-wheel rigids, has had a complete makeover and now features the latest technology to bring it in line with the FH in terms of specification. The Volvo FE LEC (Low Entry Cab) is aimed squarely at the RCV market and the company reports solid interest from hire operators and Local Authorities alike. Featuring a first step height of only 440mm when air suspension is specified, the crew cabbed LEC also has doors which open to a full 90 degrees and an overall width of only 2,300 mm. The first example of Volvo’s ground breaking FE Hybrid is already in service with Veolia on a waste collection contract in the City of Westminster. Telstar have been a household name in the UK Winter Road Maintenance industry for many years, but over the last couple of years, which have seen some tumultuous times for winter service professionals, Telstar had disappeared off the radar. However, this is set to change as vehicle body builder and distributor CP Davidson & Sons Ltd. has great plans for the brand, as Robert Davidson, Operations Director for the company explained. CP Davidson, based in Chorley Lancashire, has always been active in the maintenance and hire of municipal equipment. The company’s speciality lies traditionally in refuse collection vehicles, when over 10 years ago it took on the body agency for the SEMAT refuse collection body, built in France, meaning that the company imports the body’s and carries out all the fabrication and marketing in the UK.About a year ago CP Davidson acquired the Telstar brand from HN Logistics creating CPD TELSTAR. Davidson explains that this greatly increased the company’s product portfolio.“We are currently working hard to restore the great name that Telstar always had. At one point in time it was the market leading spreader, however this had dwindled, and this year we will be showing the industry that the product is alive and kicking.”

So, what sets the new CPD TELSTAR spreader apart from other products on the market?According to Davidson, there is a tendency to overcomplicate winter maintenance practices, and the new spreader, built at CP Davidson’s headquarters, is all about simplicity. The CPD TELSTAR spreader is based on a simple conveyor belt delivering the salt onto the spinning disc that deposits the salt on the road with accuracy.However, don’t be fooled by the simplicity of the system, as the spinner disc was developed during a long and extensive design process.

Tony Hart, in charge of Technical Services for the TELSTAR, explains that the disc is made out of special plastic, and that an enclosed hydraulic motor drives the disc mounted flights. “One of the key design features that we have incorporated in to our spinner is the low angle trajectory flights that spread the salt at a lower angle than conventional spinning discs, keeping it below vehicles on the road. This will decrease damage claims from other road users, and is also very suitable for inner city spreading where many cars are parked on the side of the road, but it works equally as well on the motorway, as it still enables a wide spread radius.”The unit is controlled by an in-cab display system, which enables the operator to control the speed of the belt and the spinner along with other important functions. The belt and spinner speed are both fully adjustable, and depending upon the weather conditions at the time of spreading, can be adjusted easily to spread the optimum amount of salt on the road. Include this with the facility to spread across multiple lanes at varying speeds, and you have a system to meet all requirements.

The Shetland Islands may not be on the tip of most people’s tongues when debates are held on carbon reduction. As a group of islands, 15 of which are inhabited, they may also be considered too small to have any significant effect on cost reduction within the realms of Scottish transport and environmental policy. The truth is that Shetland Council is very much concerned by both of these factors - specifically within their Fleet Management Unit, which manages over 300 vehicles along with the related operational costs; this of course includes fuel. With the advent of the Scottish Climate Bill, which outlines the framework to achieving a reduction in the nation’s emissions by 80% by 2050 and the publication of the more locally aligned Transport Strategy; the onlooker starts to get a sense of purpose behind what the UK’s smallest and most northerly council is trying to achieve. With only 22,000 residents using and benefiting from transport and fleet services, the Islands have comparably low CO2 emissions as a region, however the level per head of population calculation is likely to show a higher than average figure. This is why, amongst other factors such as volatile fuel prices and constraints on funding, Shetland is striving to make an equitable contribution to national targets. All of which brings the reader to life at the coal face. Just how do the challenges faced at a strategic level get managed locally? The Fleet Management Unit has adopted what some people would describe as a fairly old fashioned but effective methodology - measure to manage.

The Unit’s key drivers are to reduce fuel consumption, a major and damaging contributor to both the environment and the reduction of the public purse, by 5% year on year for the next four years, to understand more fully the utilisation of the council’s fleet and finally, to provide visibility of the actual vehicle performance. Sounds admirable but where does the information come from? Technology and in particular vehicle technology has come a long way over the last decade and Shetland Council has enlisted the help of a Lancashire based technology business long known for its specialist fuel monitoring solutions. The company, Triscan Systems Limited, has expanded it’s portfolio of products and services in recent years to go beyond simply recording and measuring what has gone into a vehicle’s tank. The focus is now much more on reconciling basic tank and fuel delivery information with specific vehicle and driver details and reporting on the exceptional mpg results; it does not stop there though. Exceptional results can only be corrected if they are acted upon and this is where the latest advances in technology can be harnessed. The Triscan software, emd (efficiency management delivered) further identifies areas where driver performance can be improved upon. By identifying key deliverables against which performance can be measured and acted upon, emd provides a dashboard that can be configured to report simple measurement criteria such as idling time, road speed, vehicle mileage

and utilisation and CO2 emissions as well as vehicle location. All of this information is provided clearly, cleanly and without the need for manual data entry and multiple spreadsheet analysis. To date 15 vehicles have been fitted with the required CAN enabled hardware from which the raw vehicle information is drawn. Early analysis illustrated almost immediately that in one specific case, a vehicle was being driven at maximum throttle for 86% of the time, there were two harsh braking incidents over a very short trip and that the vehicle was advising on two engine management codes. The implications for identifying the simplest corrections to driving behaviour and the resultant improvements across the fleet are clear. Over a 10 week period the total idling figure for the fifteen vehicles involved in the pilot was 986 hours. Whilst there are certain circumstances in which a vehicle may be legitimately idling, there is no doubt that average fuel consumption whilst a vehicle is in this state can vary significantly depending on its activities and purpose. Further analysis is therefore required to discount true idling and arrive at a ‘real’ figure and in this case a reduction of 20% would mean approximately 200 hours at circa two litres per hour - not insignificant. Only recently managers were praised for reducing the council’s vehicle fuel bill by 8%. In October last year, the audit and scrutiny committee tasked all council departments to reduce diesel usages by 5% for each of the next four years. The council’s Fleet Manager David Polson said savings had been achieved by replacing larger four wheel drive pick ups with smaller vehicles and also through better timing of vehicle use. He is committed to identifying ways of “pushing these figures down further”. The figures presented to the committee meeting showed that during the first six months of this financial year council vehicles had consumed 318,330 litres of fuel, 27,982, roughly 8% less than during the first half of 2007 / 08. As part of the next phase of the project with Triscan, the Fleet Management Unit are formalising a plan to identify each area for improvement relating to idling and vehicle utilisation which in turn will lead to a better understanding of where to focus resource. All of these facts may seem a long way from the strategic objectives mentioned earlier. In the meantime, Triscan are said to be pleased with the progress being made in achieving the desired changes in this area and are working with key fleet personnel to provide a tailored solution.

Green lorry training proposal to cut carbon emissions

Brigade have produced a training DVD in collaboration with TNT to take drivers back to basics. The DVD explains the benefits of reversing camera systems, while enforcing the

importance of normal driving practices such as using mirrors.Operators were reporting growing cases of nearside damage caused by reversing

vehicles because drivers were only using their rear view camera and failing to check their mirrors. Brigade’s Director of Marketing, Tom Brett, explains: “Camera monitor systems are excellent visual aides but do not replace mirrors and normal driving precautions. The driver training DVD may sound like we are trying to teach drivers to suck eggs but the content has been requested by our customers because their drivers are using the technology instead of, rather than in addition to, checking mirrors.”The training DVD shows a TNT driver during a normal delivery, with advice for best practice when driving a vehicle that needs to reverse and tips for using Brigade’s reversing camera system. It is an excellent addition to health and safety inductions, with the visual aspect making the message clearer than the usual routine literature.TNT’s Operations Training - Team Leader, Dave Copping says: “the DVD will further enhance the practical training already given to TNT’s drivers ensuring that they use the camera as an aid and not a replacement for the vehicles mirrors.”Brigade plans to develop a series of training DVDs to help customers to better understand their products, providing ultimate safety for drivers and pedestrians.

A new proposal to encourage more lorry drivers to take eco-driver training could save up to 3 million tonnes of CO2 over five years and £300 million in fuel costs, according to Transport Minister Paul Clark.The plans - which include making eco driver training for LGV drivers a mandatory part of the EU Driver Certificate of Professional Competence (Driver CPC) - aim to reduce greenhouse gas emissions from the freight sector.Paul Clark said: “We are absolutely committed to reducing emissions from across the transport

sector. Given that 20% of all transport emissions come from road freight, these drivers must be a priority.“With initiatives like this I am confident we will succeed in creating a greener and cleaner industry fit to meet the environmental challenges we face.”The consultation - which will be open for around 16 weeks - sets out the options which will enable 90% of lorry drivers to receive eco-driver training. Also included are plans to increase promotion of the benefits of eco-driving training to encourage greater take up.

The measures support a commitment by the Department for Transport to save an additional 85 million tonnes of CO2 from domestic transport from 2018-2022.The consultation also considers the possibility of making the eco-driving training a mandatory part of bus drivers CPC.The eco-driving consultation document commenced March 8 2010 and is open until 30 June 2010.

‘Eco-Range’ unveiled

Today, every commercial vehicle operator will be all too familiar with the challenges faced from increasing fuel costs and pressure to reduce carbon emissions. For over five decades, Gray & Adams has been responsive to market demands. Gray & Adams has offered products that help to reduce fuel consumption and increase operational efficiency for many years, long before the environment became an issue of such key concern, but today’s economic climate, escalating fuel costs and increased awareness of environmental issues has given these products more relevancy in the modern market. The main features that make up the aerodynamicpackage are tapered side skirts, radiused top cappings and a modified rear roof section which incorporates a vortex generator. The roof modification delays air flow separation behind the vehicle, while the side skirts and radiused cappings smooth air flow around the vehicle and over the top to reduce drag and consequently reduce fuel consumption. The Eco-Max refers to the extensive Gray & Adams twin deck range, which can encompass fixed or lifting decks and are available in both temperature-controlled and dry freight configurations. Gray & Adams built their first twin deck trailer in the early 1990s but this product has been developed dramatically over the years and today there are around 1000 in operation across the UK and Ireland. Depending on the specification, the Eco-Max trailer can offer up to 70% increased capacity over a standard ‘single deck’ trailer, that’s up to 44 pallets, meaning less vehicle movements are required to move the same amount of product. Gray & Adams has a diverse range of fixed and lifting deck trailers to suit any operation, from parcel delivery to multi-temperature applications.Perhaps the most innovative use of these products is the combination of the Eco-Aer with the Eco-Max. One Gray & Adams customer has recently taken delivery of the first refrigerated twin deck trailer, which not only has the sloping aerodynamic roof to the front, but has also been fitted with large radiused cappings and a vortex generator. This
