Dear Mr. Alto:Thank you for your recent letter and for sharing your viewswith us 'regarding the necessity of licensing the DiabloCanyon Nuclear Power Station for operation. /

We would like to assure you that the NRC staff and theindependent Advisory Committee on Reactor Safeguards areworking as expeditiously as possible to res'olve questions'hich have been raised about the ability of 'the facilityto withstand earthquakes.

When this question is resolved, the Atomic Safety andLicensing'Board will resume the public hearing on PacificGas and Electric Company's application to operate thefaci'lity. At this'ime, it is not possible to predict.when a final decision will be reached.

We, of cou'rse, are aware of the problems the current droughtis causing and will cause in the coming months; -nevertheless,our primary consideration in this matter--as in all others—must be the public health and safety.

Because of the very serious drought conditions existing in SanJuaquin and Sacramento Valleys, we are extremely concerned aboutthe availability of enough electricity during the summer monthsto pump our vitally needed irrigation water from our wells.Almost-every day we read accounts in the newspapers that becauseof the lack of water in the mountains and 'behind the storagedams, the're simply will not be enough hydro-electricity to servethe normal needs.

We are a nurse'ry growing orchard trees in the field and regularweekly irrigation is a necessity if these trees are going tosurvive. Since the normal amount of electricity will not be

-'available through hydro-electric sources we must 'insist that ey'ery-thing be, done to ob'tain this electricity from other sources,.

We refer especially to the Diablo Canyon Power Plant which isunder construction by P.G. & E., and will ba ready to produce

by'July 1 if it is qllowted to do so. We must insist thatthe priority for water in California is the number 1 priorityat this time, and that certain groups of dnvironmentalists whoare using all tactics possible to block the operation of thispower plant be put on notice that their wishes must be subordinateto the life and death requirement of water in California duringthis period'f drought.

I urge you to do everything possible within yo'ur power to aidand assist in getting this very much needed power plant intooperation )ust as soon as possible. Thank you for all the help

Califor'nia is and has been beset with a serious water shortage caused bythe worst drought in recorded history, and

'EREAS, all the peoples of California are and will be extremely affected throughwater shortages for domestic, agricultural, and electrical power generation use, and

WHEREAS, the lack of adequate electrical power generation will adversly affect theproduction of foods, fibers, and consumer goods, as well as providing the comforts of .

heat> lights, and air conditioning, and

WHEREAS, these shortages will cause an unreasonable strain on the economic balanceof our economy through increased demand for the shorter supply, and

WHEREAS, California has the capability of offsetting these adverse factors partiallythrough the implementing of power generation from the Diablo Canyon Nuclear Powerfacility,

NOW THEREFORE BE IT RESOLVED the Hadera County Farm Bureau and its 1300 memberfamilies besiege the Governor, the Legislature, the Public Utilities Commission, andthe Courts of California to move swi.ftly to lift any and all bans, restrictions, andlegal in)unctions preventing the Diablo Canyon Nuclear Power Plant from operationsthat would supply electrical power te California.

The foregoing resdtution was unanimously passed by the Madera County Farm BureauBoard of Dire'ctors'4p their meeting on Tuesday, February 8, 1977.

It is my concern that because of the drought conditionsexisting in California, many .people will be seriously

,affected by shortages of water and by shortages of"elec-tricity. Ironically, as the drought gets worse, the needfor electricity goes up.

My understanding of this problem so far is that P.G.8 E.has already obtained its needed permits from the Advisory,Commiss,ion on Reactor Safeguards and the Atomic SafetyLicensing Board. P.G. 8 E. ran into problems when theUnited States Geological Survey, out of Menlo Park,,foundthat, this plant was sited on an area of seismic activity.From what 'I".ve been to'ld, P.G,-8)~has made structuralchanges to account for this problem.

P.G.8 E. is now trying to get this plant's operationapproved by your Commission, the Nuclear Regulatory Com-mission, and then bring it up for public hearings. Theearliest possible date that the plant can begin operati'on,according to the Energy Resources Conservation and Develop-ment Commission,'s February of 1978;

It is quest1onable whether we in agriculture willhave sufficient energy'o pump the water needed to raise ourcrops this summer. The margin is rasor thin. Therefore, wefeel strongly the need for the energy this plant could provide.

But for thoseof us who are directly involved in agribusiness and farming, the gravity of thesituation is painfully intense. All of the resources at our disposal are beingfocused on one problem: the lack of water to support our cropst The resourcesat hand're grossly inadequate to moot the crisis. Obviously any new resourcewhiCh may be available is desparately needed.

The California Farm Bureau Federation has given highpriority to encouraging efforts to complete the licensingprocess for the Diablo Canyon Plant so that its benefitsmay be made avai+ble to all users of the energy it willproduce.

The San Joaquin Farm Bureau Board of Directors arealso concerned about the possibility of power interruptionsduring the late summer. Because of the drought conditionsand the lack of surface water for irrigations, agriculturewill be looking toward their pumps and the undergroundwater supply to irrigate their crops. It is imperative thatan uninterrupted supply of power be available.
