The Friends of CASI (FoC) organization was established in 2008 as an opportunity for individuals, Pods, and other groups to help provide TICC sponsorship at lower levels than the Legacy, Gold, and Silver programs already in place.

With its own logo and banner, FoC has steadily grown into one of the major underwriters of TICC awards, including trophies, jackets for the top ten chili winners, and chairs for the final table.

More significantly, excess funds have allowed us to sponsor the Big Bend High School Salutatorian Scholarship; any funds remaining after the scholarship go to Ranch projects or general expenses.

For as little as $500, the benefits of FoC membership are open to any individual, couple, group, Pod, or company wanting to see their contributions at work each year at TICC.

Hello everyone. We are now in July and

moving swiftly through the summer. July is finding us in a place we have never been before. Cookoffs have resumed and we are making the changes that will allow us to continue our events safely. The last several months, as

you are well aware, the BOD has been working to guide the organization through this crisis and to be fiscally responsible to the organization and mindful of the effect the decisions have upon the membership.

Looking back at the last several months, I will be honest with you, have caused many sleepless nights and some anxiety. Are we doing the right things? Are we doing the smart, wise things? Are we not doing enough? Are we doing too much? It has been a daunting three and half months. In the end, I believe in my heart that we have made the correct decisions. Were they easy? No. Whatever decisions that have been made by the Board also affect us as members. I couldn’t be more proud of a group of people than this Board of Directors. There have been many extremely thoughtful discussions, conference calls, emails, phone calls and texts. I am also very proud of you…the members…your support, comments, emails and calls have been to all of us are much appreciated. Listening to you and your ideas and confirmations have eased the burden.

At the Summer Board meeting in May, the BOD passed a bylaw amendment to help clarify the actions that can be taken by a board in the future. When we looked at the topics we were discussing, our charter, bylaws, policy guide and rule book were all consulted to ensure that we were operating within stated methods allowed. The amended bylaw, Article XII, was titled Declared Emergency, and it spells out all the details. Hopefully, future boards will not have to enlist Article XII, but if need be, it is there.

After several months of discussion, Michael urged me to approach the Board with the proposal to extend my term by one year. I did this and

the BOD accepted. I look forward to serving the organization for one more year. I know that this is the right thing to do. I could not leave in September knowing everything that would still need to be done get through the next year. It isn’t fair to throw someone to the lions or to leave this organization during this time. I hope you agree with this decision.

Not all the decisions have been popular, I wouldn’t expect them to be. We are a diverse, talented, creative group of people…I don’t know if any of you have ever been in a room with hundreds of type-A personalities, but I have…that’s what we are…an international group of type-A personalities and I wouldn’t have it any other way.

Since the last Facebook update, there have been some other decisions that have been made that you need to be aware of if you are not already concerning the Great Peppers’ Meeting. The meeting is still scheduled to be held at the Sheraton Arlington, September 11-12. The funding for our federally required business meeting, the Great Peppers’ Meeting, is directly tied to the number of chilis judged. One dollar of the four dollars collected goes to fund the Great Peppers’ Meeting. With the loss of three months of cookoffs, that fund will be less. With cookoffs resuming, that fund will again continue to grow and is being monitored very carefully. Great Peppers, Regional Referees, voting delegates, directors and off-board support are exempt from the registration fee. Guests are required to pay the registration fee. The change this year, spouses will not be exempt and will be required to pay the registration fee as well. Also, in an effort to lower costs, CASI will not furnish the funding for the hospitality suites. CASI will however furnish the ice, cups, soda and mixers if members would like to donate to the beverage room. These decisions were very difficult to make but to be financially responsible, we felt this needed to be done. We are in our last year of a three-year contract with the hotel. Under the terms set at the 2016 GPM, 2017 GPM held in Virginia. The next three years were to be held

The recent announcement from CASI, to temporarily adjust the “Qualification on Points” structure resulting from the effects of Covid-19 brings some exciting news with it. Your TallyMaster and IT Team have been busy behind the scenes to easily deploy the qualification of cooks and show teams meet-ing the new 6-4-3 point requirement. This

process of retroactively qualifying those from the last 167 cook offs held in the 2019-2020 chili year has been completed. Please join me in con-gratulating all those who are now qualified for TICC 2020.

in Arlington at some location. In 2021, the meeting was supposed to move. Then another three year contract at some location was to be negotiated. I have been contacted by the head of sales for the Sheraton-Arlington about negotiating another contract for CASI. Unless some region or group steps up before September 9, 2020, we will begin negotiations with the Sheraton Arlington for another three-year contract.

Within the last month, an alternate judging method was developed to help facilitate following the guidelines being introduced by the states. New

judging diagrams, a video and explanations have been made available on posts, emails, and the CASI website. Many of you have been developing judging processes as well and sharing your information. Thank you. ALL the competition cooking organizations are in the same boat. When developing the new guidelines, these groups have been invaluable in their process thinking and judging. I want to throw a shout out to ICS, OTICCC, IBCA, Lonestar BarBQ Association, World Food Championships and IFEA/TFEA. All these groups are in the same boat and by allowing the sharing of information on

judging, preparations, organizing, guidelines and registration, it has allowed us to formulate and tweak our systems as well to fit our organization.

Online tickets sales resumed July 1 and will continue through to the TICC. There is a surprise for the membership coming in August. Stay tuned.

We are continuing to make plans for the 54th Annual Terlingua International Chili Championship at this time. The first of October we will know one way or the other if we will be able to have the largest party in the desert.

With the cookoffs beginning

again, if you attend, pay attention to your personal safety at these events. While the states are beginning to open around the country and allow events, they are reopening with many stipulations. Be aware of your state and local rules at this time.

I am now going to close by once again thanking you all for your support, time, commitment and dedication as we begin to regroup for the rest of this chili year and prepare for the next. Thank you all and see you down the road. Keith Karaff Executive Director

Organizational Update from the Executive Director Continued from Page 2

Good afternoon all. In our continuing efforts to keep you informed of the latest developments regarding our organization, there are two more items that were approved by the Board of Directors last week concerning the Great Peppers’ Meeting. In an effort to financially reduce our expenses beyond those that we are contractually obligated to, the Board made the following decisions:

Regarding attendees at the Great Peppers’ Meeting; the following attendees will remain exempt from the registration fee: Great Peppers, voting delegates, Regional Referees, Directors and off-board support. The biggest change this year is that spouses will be required to pay the $35 attendance fee. This will save the organization approximately fourteen-fifteen hundred dollars.

Regarding the hospitality suites; not knowing the situation regarding Tarrant county’s stance on gatherings in the future and the rules that are being set forth by

the hotel itself, the organization is not providing funding for the two suites. The organization will provide ice, water, soda, cups and mixers. We receive the rooms at no charge. This is a savings of approximately seven-eight hundred dollars.

While we are under contract with the hotel for many items, these are two items that we are not. When looking at the non-contracted items connected with our annual meeting, the Board considered all the financial obligations connected to the GPM and these were the two largest expenses that we had some leverage with. There are some additional items that are being eliminated as well, that are not large expenses, but every dollar counts at this time.

Just in case there are some that are not aware of where the funds come from to host the Great Peppers’ Meeting, here is the answer; the four dollar cook fee assessed at every cookoff that is

paid to CASI. One dollar per cook is moved into the Great Peppers’ Meeting fund. Therefore, by losing all the cookoffs from the end of March to June, that fund is not where it should be at this time of year. If you would like to see the amount in that fund, look at the number of chilis judged in the table on the Tallymaster’s page in the Trails.

Once again, while still trying to navigate these waters, being financially prudent and responsible is and has to be one of our main priorities. These decisions are never easy but during these difficult times, every effort is being made so that we CONTINUE to have an organization when we get through to the end of this crisis. Additional update from June 22:After the post last week concerning the 2020 Great Peppers’ Meeting,

I am pleased to announce that a member that wishes to remain anonymous, has made an extremely generous donation to the hospitality suites. As instructed, a portion of the donation is designated for the food suite and the other portion is designated for the adult beverage room. Two hundred dollars was requested to be used in the food suite and three hundred dollars is to be used to purchase spirits. The donation does not include the purchase of hop based beverages. The food suite will have a very different look this year as everything will be factory sealed, individually wrapped items. We will not be accepting home made food donations this year. I am extremely pleased to announce that we will have the hops-based beverages due to the generosity of two members and a CASI Pod. Thank you for your donations and I look forward to seeing you all in September...We will raise a hop-based beverage have a toast to you.

been in need of a particular CASI form at your cookoff? On the CASI website there is a full page of cookoff forms, instructions, and also the CASI Tally Program. First of all go to www.casichili.net, then click on the “Cookoffs/Join CASI” tab. Then follow the dropdown options and click on the “Cookoff Resources”. You will then find dropdowns for “Why a CASI

Cookoff”, “CASI Cookoff & Info Forms” and “CASI Insurance”. Clicking on the “CASI Cookoff Info & Forms” will land you on a

Note: Cup distribution among judging stations can be 4, 3, 4, 3, 4depending on number of chilies needing judged, number of judgespresent, and space available.

These are steps to helping you run the alternative judging method and apply to all diagrams shown to the right.

The table monitor should sanitize their hands and wear gloves during this process. Monitor = Table Monitor in all steps below.

Before you begin, require the judges to use hand sanitizer. 1. The monitor receives the box of chilis. Note: From this point forward, only the

monitor touches the cups.2. The monitor marks the cups just like is always done with table letter and cup

number.3. The monitor then places the cups on the table in the order they would be sent

down the table. Space the groups of cups at each judging station as far apart as possible and table space allows. This provides ample space each judging station. Refer to the diagrams shown right.

4. The monitor gives the judging instructions with the addition that for the SMELL criteria, the judge is to take a spoonful of chili, back away from the cup and SMELL the chili from the spoon. DO NOT SMELL FROM THE CUP.

5. The monitor removes the lids and places them behind each cup.6. Per the diagram, the judges begin their judging with the first cup in front of

them. Judge #1 begins with cup 1, Judge #2 begins with cup 4 and so one. Each judge tastes each chili in front of them. When ALL the judges have completed the tasting of the cups in front them, everyone rotates to the right. If all has gone correctly, Judge #1 will be judging cup 4 next, Judge #2 will have cup 7.

7. When judges have tasted ALL the entries and scored them, the monitor reviews the sheets, places the lids back on the cups and returns the cups to the box.

8. Wait for the results of their round to mark the advancing entries.At this point only the one person (the monitor) has touched the cups.

Here are some tips learned from using this method judging.

• The monitor and possibly a runner to double check cup order on the table.• Conduct a meeting with all monitors on the alternative judging method.• Place the cups in order on the table before judges approach the table. • Monitors to provide instructions on alternative method to the judges.• Monitor removes lids from all cups prior to judging start. • Stubby cups are preferred for this method to mitigate the risk of tipping over

the cup. Please note: If tall cups are used, instruct judges to not stir the cup and hit the sides creating a potential for tipping it over. Instead, dip the spoon up and down to mix.

• Setup cups in unequal groupings from one judging station to the next. Example: judging station 1 has four cups, judging station 2 has three cups, judging station 3 has four cups, and judging station 4 has three cups, etc. In theory, this gives a judge some time to rest a little as they rotate around the table. A station with less cups provides this rest period before proceeding to the next station.

• To provide the social distancing needed for judges of seven or more and especially final table; consider setting up the tables in a “U” shaped pattern or horseshoe arrangement with the monitor in the middle. This provides the monitor with a better visual of everything going on while judging is in motion. A very long table prevents the monitor from having clear sight of what is going on at the very end.

• Instruct the judges to step back from the table to taste the chili. Judges were observed tasting over the table. Tape on the ground as a boundary marker was suggested.

Meet the CASI ChaplainI have been appointed Chaplain for the C.A.S.I. Interna-tional Organization. I feel very honored and appreciate this new appointment. My wife Celia and I served on the mission field in Mexico for 32 years (1981-2013). While in Mexico The honor of chaplain for the largest motorcycle group (2000) was given to me. After returning to San An-tonio, Texas, I ministered as a San Antonio Police Chaplain for two years. I am an ordained minister in good stand-ing for and by Destiny Church in San Antonio and by the

International Ministerial Association. I am available for weddings, debuts, invocations, benedictions, hospital visits and also can preside over funeral services and wherever I am needed to serve. After meeting San Antonio police officer David Turner five years ago he introduced me to chili judging. With the lifting of the CASI cookoff moratorium, and with the easing of restrictions in many areas, chili cookoffs are beginning to happen again. So, it is time to ask the question: Is it safe to cook chili? First, let me state that I am not an epidemiologist. In fact, I don’t even play one on TV. I am, however, a witness. I am a witness to the COVID-19 pandemic and to what it has done to our health and wellbeing.

I am particularly concerned with my home state of Illinois and follow the progress of recovery closely. Our governor instituted science-based restrictions for reopening that were the strictest in the nation. While he took a lot of heat for that, and was even sued, he prevailed and persisted. We are now seeing the results of his plan. While some states are seeing spikes in new cases and hospitalizations, Illinois is seeing a steady decline of those.

Now to the question, is it safe to cook chili? Life itself is full of inherent risks. Over time we have developed medicines, rules, and procedures to mitigate these risks. Because COVID-19 is a new risk, many of the solutions are yet to be developed. For its part, CASI has done everything in its power to help provide a safe environment for the chili cook and judge. Now it is up to the individual cookoff promoters to do their part to ensure the safety of the cooks and judges. Local health departments will

play a big part in assisting that effort. So, if a cookoff is doing what is necessary for safety, it is likely safe to participate in that cookoff. Probably as safe as going to the grocery store. Probably more safe that going to a crowded bar or party. But, make no mistake, if you feel that a cookoff is not looking out for your safety, I would stay away from that cookoff.

We are all in this together. You have probably heard this sentiment, and it is true. What we do individually affects everyone around us. Our actions at cookoffs will determine the future of chili cookoffs. At this time, CASI is recommending that we do not have public tasting or peoples choice judging at our cookoffs. The sale of tasting kits is an important ingredient in the ability to raise funds for our charities. We have got to show cooks, judges, public health officials, and eventually the public that we are a safe form of entertainment so they will want to come and participate in our events.

So, make no mistake, you know what to do. Have fun, stay safe, practice safe, and we will get through this – together.

When you create a cookoff and you don’t request a box of Trails, cup tickets, or a rule book, you will not receive a packet of forms by regular mail. Your forms will be included in your approval email as a .pdf file. Please print out the forms, and fill in your cookoff date and the cookoff number shown on the approval email.

When submitting cookoff info for me to put into the system, please use the form online or in the Terlingua Trails so all information needed will be

covered. Often email addresses, zip codes and counties are left off. If you are do-ing the input yourself and have a problem, please contact me instead of trying to submit again, especially if you get an error message. Thank you for your support!
