The ILOD promotes and supports the development of leadership and organisation development capabilities in the Public Service, with the aim of building up leaders, managers and practitioners to lead, support and sustain change and transformation in their organisations. We do so by providing assessments and diagnostics; learning

and development programmes; and consultancy and advisory services to public agencies in the areas of leadership and organisation development.

The ILOD also conducts research to inform our work in leadership and organisation development, and to sharpen our understanding and practice to provide effective

leadership and organisation interventions and solutions to the public agencies.

Through these and our partnerships with key stakeholders, we aim to develop effective leaders, engaged employees, high performing teams, and excellent

organisations.

The Singapore Public Service is operating in an increasingly complex environment. Not only do policies now need to be more robust, their implementation also needs to be better coordinated to meet citizens’ needs. Faced with such demands, organisations now have to take a more long-term approach, embracing change and creating more opportunities for synergies and shared learning. There is an urgent need to build up Public Service officers’ capabilities in identifying organisational gaps, managing change effectively, and facilitating productive discussions.

As an OD practitioner, you play an important role in supporting your leaders and colleagues, and helping your agency better respond and build resilience to the ongoing challenges.

The Institute of Leadership and Organisation Development (ILOD) supports the development of your OD capabilities, with the aim of deepening the OD capacity in our Public Service. The programmes in this prospectus have been developed and tailored to mature you in your role as an OD practitioner.

The 3 key areas of work comprise:Addressing Performance Gaps: This involves recommending appropriate interventions that effectively close organisational performance gaps.

Enhancing Team Performance: This requires practitioners to develop well-designed processes that build effective teams, provide positive experiences for its members and allow deep learning within the team.

Facilitating Behavioral Change: This requires practitioners to design appropriate strategies that ensure the smooth introduction and acceptance of organisational transitions by affected stakeholders.

One fundamental competency that all practitioners must possess, in addition to the above skill sets, is personal mastery (being aware of one’s inner world and the influence it has on one’s behavior and decisions). This is because practitioners need to be attuned to how their biases can influence the way they carry out organisational interventions.

There are 3 key roles that OD practitioners can play to help their organisations become more effective. They are:

O R G A N I S A T I O N A L D I A G N O S T I C I A NYou see past surface symptoms and work on diagnosing the root cause(s) behind the performance issue. You partner with your stakeholders to gather and make sense of the data by applying behavioral sciences, before formulating appropriate interventions to close the performance gaps.

B E H A V I O U R A L C H A N G E A G E N TYou know change can be challenging and understand the psychological aspects that impact your colleagues when they undergo changes. You get members of the organisation involved in shaping change, and help them make the transitions to new ways of thinking and acting. You design appropriate strategies and interventions to enable the effective implementation of change initiatives.

G R O U P P R O C E S S F A C I L I T A T O RYou design and facilitate discussions and interventions across various levels of the organisation, from teams to the entire organisation. Because groups are an essential unit of work in organisations, you understand group dynamics and how to help teams become more effective, which includes team launches and team development interventions. Organisation Development (OD) is an increasingly influential field of practice in the Singapore Public Service – one that is employed to support organisational transformation, manage complex change, and enhance organisational performance, while ensuring that employees stay engaged in the process. If you have just joined the OD function and would like to learn more about how you as an OD practitioner can contribute to your organisation’s health and effectiveness, this is the programme for you.

In this updated version of the OD Practitioner Foundation Programme, you will gain an overview of the OD practice field, its history and how it has evolved in the Singapore Public Service. You will also undergo a unique, immersive experiential exercise and a proven methodology that enables you to make sense of the complexities of organisational behaviour and the actions you can take to make a significant impact. As OD practitioners, you are frequently required to facilitate focus group discussions, corporate planning sessions and action planning workshops. Very often, the quality of discussion during such sessions is dependent on the quality of facilitation. Having a high quality of discussion among the group members is a crucial ingredient for effective groups. Hence, investing in your ability to facilitate well can therefore reap significant dividends.

How can you improve your ability to facilitate? What core skills do you need to be an effective facilitator? What tools and techniques can you employ to facilitate small and large group discussions? What principles or considerations should you bear in mind when designing facilitated sessions?

As OD practitioners, we often find ourselves playing a role in addressing organisational issues such as employee engagement and inter-department/intra-agency collaborations. To do so, there is a need to probe deeper and to collect and make sense of information to find out the possible root causes of issues we observe. Only then can we make the appropriate recommendations on the interventions and follow-up actions can be taken.

This two-day programme will equip you with the basics on organisational diagnosis and address the following questions:

To reap the benefits of collaboration and partnerships at work, we need to first understand the dynamics of organisational systems in our workplace.

Developed by organisational systems pioneer Barry Oshry, this workshop provides a unique immersive experience that sheds insight to the social dynamics between top executives, middle managers, line workers and customers. Faced with a rapidly changing environment and growing citizen expectations, organisations in the Public Service are increasingly required to respond by being more innovative in their change initiatives. While some of these initiatives have found success, there are likely many others that have not. Their inefficacy can be attributed to the lack of attention paid in securing acceptance of the change by the affected stakeholders.

Change initiatives are implemented to improve organisational performance. In order for change initiatives to be successful, it is important to manage the human side of change properly to ensure employees continue to feel engaged and support the change.

Organisation Development capabilities are critical in supporting organisational performance and health, especially today where the public service is transforming the way we operate.

In this programme, you will learn how to position OD work in your organisation. The first of its kind in Singapore, the OD Practitioner Certification Programme is a milestone programme offered to OD practitioners by the Civil Service College, in partnership with the Public Service Division.

Now in its third run, the programme has been updated and refined based on the experiences of the two earlier runs, and it promises to further meet the needs of OD practitioners in the Public Service.

In this programme, participants will be provided with a strong grounding in OD principles and practices. Each module has been carefully designed, with a focus on experiential learning, and will be delivered by faculty members with deep experience and expertise across a wide range of OD interventions.

Upon completion of the programme, participants will acquire deeper competencies in the practice of OD, gain greater recognition as OD professionals and be part of an invaluable network of OD talents in the Public Service.
