Sub: Compilation of important circulars and guidelines relating to e-Registration,e-Mutation, RCCMS, Bhulekh, BhuNaksha, MTA, Revenue Minister's Helplineetc.
Madam/Sir,
As per the advice of Hon'ble Chief Minister on Teamwork, Transparency and
Technology, various e-Governance Applications have been implemented in the
Revenue and DM Department in last 1Yz years to automate the service delivery
system. These applications address the issues right from registration or transaction
of land upto delivery of patta at the door step.
e-Reqistration
1 Recently, guidelines have been issued by lGR, Odisha for preparation and
submission of sale deeds of immovable property online for taking prior
appointment from the concerned Registering Officer vide letter No. 6482/Regn
d1.14.12.2018 (copy enclosed). Online preparation of deed and its submission
are to be ensured at the district level.
Further, as per ORTPS Act, the registration of deed has to be completed within
3 days. More than 95 per cent of documents are registered within the ORTPS
timeline. lmmediately after registration, SMS with URL is sent to the mobile
number of claimant / purchaser to download the scanned copy of registered
deed from the IGR Portal.
To enable the quoting of PAN by the registrant public during sale or purchase
of any immovable properties, Odisha Registration (Amendment) Rules, 2018
has been notified vide No. 3150/lGR Dated 30.06.2018 (copy enclosed).
Consent Based Aadhaar Authentication during property registration has been
introduced in the State by amending the Odisha Registration Rules, 1988 vide

the Odisha Registration (Amendment) Rules, 2017 which was published vide
Gazette No. 1613 Dated 06.10.2017 (copy enclosed).
ln order to facilitate the postal delivery of Registered Sale Deed (RSD), Odisha
Registration Rules, 1988 has been amended vide The Odisha Registration
(Amendment) Rules, 2018 which was published vide Gazette No. 1912 Dated
1 1.10.201 I (copy enclosed).
For proper fixation of market value of immovable properties, the Odisha Stamp
Rules, 1952 has been amended vide The Odisha Stamp (Amendment) Rules,
2018 which was published vide Gazette No. 1995 Dated =o.10.2018

Online Mutation (Land Record Manaqement Svstem)
1. After registration of document, Form-3 is transmitted online from the Registration
Office to the Tahasil Office for initiation of mutation case. Online Mutation
(http:i/lrmsodisha.nic. in/) was made mandatory in the State from 1"t January,
2018.
2. The online mutation in all the districts is being implemented satisfactorily. As on
21 .12.2018, 15 districts are having pendency of mutation cases below 10%.
Another 13 districts are below 20o/o and only 2 districts (Sambalpur and
Deogarh) are having 20% pendency beyond ORTPS timeline. This is a
significant achievement so far as the disposal of mutation case is concerned.
3. Further, strict timeline was given vide Letter No. 41564/R&DM, dated
08.11.2018 to ensure timely disposal of mutation case and delivery of RoR.
Moreover, steps are being taken by the Department for disposal of mutation
case within 72 hours in cases of single recorded tenant and full plot transaction
vide letter No. 41564/R&DM dt. 8.11.2018.
4. Subsequently, the correction and updation of map in BhuNaksha was made
mandatory from l"tSeptember,2018 as per letter No.31899/R&DM dt.
28.8.2018. A case is deemed to be disposed of, only when the map correction is
made through Bhunaksha software.

5. To simplify the mutation process and to ensure timely delivery of services,
e-Mutation manual has been issued vide letter No. 44560/R&DM Dated
1 1.12.2018 (copy enclosed).
After disposal of the mutation case, the dispatch of RoR and Map to the
Recorded Tenant (RT) by speed post was made mandatory vide letter No.
34405/R&DM d1.12.9.2018. The provision has also been made in the LRMS
application software to integrate the Postal Delivery System (PDS) Barcode with
the mutation case. The detailed SOP for dispatch of RoR through speed post
was commu nicated vide letter No. 43525/R&DM dt.28. 1 1 .201 8.
Further, guidelines have been issued from the Department vide letter no.
45075/R&DM dated 1511212018 for entry of all legacy data in Bhulekh Portal and
facilitate the institution of mutation case over the counter in LRMS Application
on the basis of old RSD. Tahasildars were also directed to complete all such
entry by 1Oth January 2019.
To ensure proper implementation of these Applications, Government have
constituted one district level e-Governance Committee under the Chairmanship
of ADM with participating members from BSNL, DIO (NlC), DeGM and Assistant
Programmers. This Committee shall meet every Tuesday to monitor the
implementation of above said applications and to resolve the logistical issues
arising in respect of hardware, software and internet connectivity in consultation
with BSNL, NIC and Department.
Revenue Court Gase Monitorinq Svstem (RCCMS)
Revenue cases under OPLE, OLR, OGLS and OEA are being instituted on
RCCMS platform (http://bhulekh.ori.nic.inlrccms/). Disposal of all such cases
was made mandatory on RCCMS platform vide circular No. 31371/R&DM
dt.24.08.2o18. Moreover, for receipt of any Government dues, the auto
generated case no of RCCMS application software was made mandatory.
The case after disposal in RCCMS platform will seamlessly be transmitted to
LRMS (Online Mutation) platform for correction of RoR.

Automation of Tenant Ledqer (TL) throuqh MTA software
1. Further, Department is taking steps for payment of revenue dues (renvcess) in
online mode. lntegration of the Application with odisha Treasury Portal has been
completed. After Cyber Security Audit, the Application software will go live. ln
this regard, the districts which have not yet updated the Tenant Ledger in the
MTA application software (http:l/bhulekh.ori.nic.in/mta) have to complete the
same latest by 31"tDecember, 2018. Payment of rent, cess etc., online will be
effective throughout the State from 1"t week of January, 2019 for which
instructions have been issued vide letter No. 43511/R&DM d|.28.11.2018
Dvnamic Web lnformation Svstem for Tahasils (DWIST)
1. The Department took steps for publishing independent website for each tahasil.
System generated cause list of all mutation cases is being published
automatically in the Tahasil wgbsite (hftpr/bhurekh.ori.nic.in/TahasitwebsitelTahasillnfoweb.aspx) fOf
general awareness of the public. SMS is also being sent to applicants mobile no
for tracking and monitoring the status of mutation case.
Revenue Dashboard and ORTPS Dailv Bulletin
1. For monitoring the institution, pendency, rejection and disposal of all such
revenue cases Revenue dashboard has been developed by NlC. You are
requested to visit the dashboard (htto://bhulekh.ori.nic.in/statedashboard/Home.asox)
regularly to review the status of disposal of cases regularly.
2.'ORTPS Daily Bulletin' (http://bhulekh.ori.nic.in/ortpsa/) on registration and
mutation services was published w.e.f. 3'l"tJuly, 2018 by collecting data on real
time basis from e-Registration, LRMS and RCCMS application software through
web service to monitor the effective delivery of notified public services.
Revenue Minister's Helpline
1. Revenue Minister's Helpline was launched on 31st October, 2018 for effective
redressal of the grievances of public pertaining to services of the Revenue and
DM Department. The Citizens, who are not getting their services within the

prescribed time limit under ORTPS, can lodge their grievances by mentioning
the name of the Office, District, Case Number and date of Application in any one
of the four ways Toll-Free Number, SMS (7527070800), e-Mail (revhelpline-
[email protected]) and Online Portal (https://helpline.revenueodisha.gov'in/).
Future Roadmao
The Government desire that after e-Registration, the updated RoR and Map is
to be delivered to the person within 72 hours. To ensure delivery of RoR within
72 hours all legacy data to be entered in Bhulekh and maps have to be updated
using BhuNaksha software. This is to be done on war footing basis for which
the Department has issued guidelines vide letter No. 45075/R&DM dated
15.12.2018 All the Revenue officials right from Rls to Tahasildars should ensure
that all the maps are updated latest by 31st March 201 9.
Department is taking steps to provide the Tabs to Amins and Rls with preloaded
software for demarcation of the land in the field on real time and delivering other
revenue services at the door step of citizens.
All the e-District services are going to be delivered in the ServicePlus platform
of NIC from 1"t February 201 9.
Subsequently, OLR 8(A) and OLR 19(1)(c) cases, i.e., Conversion and Partition
of land on mutual consent will be delivered through e-District Portal in
ServicePlus Platform, for online submission of application, disposal, payment
and record correction by March, 2019.
lmplementation of all the e-Governance Applications require continuous training
and updation of skill. Provision has been made for regular training, capacity
building and regular interaction over Video Conference at least twice in amonth.
A special training course for the License Surveyor is scheduled to commence
from 1"t week of January, 2019 for 40 students in the Government Poly
Technique College, Bhubaneswar. DLR&S will issue license to the successful

candidates for doing the survey and demarcation work in the field. This will
definitely cater to the needs of survey professionals in the state.
7. Provision was also made to strengthen the capacity of 03 Revenue lnspector
Training lnstitutes (RlTl) for lnstitutional Training of Revenue Field Staff like Rls,
ARls & Amins. Besides, short term refresher training is being organized at
Revenue Officers' Training lnstitute (ROTI) & 05 Major Settlement Offices for
the said officials. ln the last 02 (two) years, 1139 number of employees have
been provided lnstitutional & 3141 number of employees have been provided
Refresher Training.
8. As filling of base level vacant posts is very crucial for effective discharge of
works & delivery of public services to the citizens, Collectors have filed On-line
requisitions for 391 number of Rls, 398 number of ARls, 514 number of Amins
& 925 number of Junior Clerks with the Odisha Sub-ordinate Staff Selection
Commission (OSSSC) for filling of such vacancies by holding recruitment
examinations. Further, Government have decided to provide one System
Maintenance Engineer to each Tahasil, to each Sub-division & one each to 34
ADM Offices. Requisitions for filling up of the aforesaid posts will be sent to
Odisha Staff Selection Commission shortly.
9. Further to ensure the delivery of public services, all the e-Governance
Applications are to be implemented in letter and spirit. Continuous monitoring by
all the Revenue Officials right from Tahasildar to Collector is highly essential.
10.All the Tahasildars have been given sufficient liberty to procure any hardware
and software from user fees with due approval of the Collector and ensure that
the work is not hampered for want of any hardware / infrastructure.
Actions expected from CollectorsAs mentioned above, you can well appreciate that substantial measures have
been taken to achieve the objectives of Digital lndia Land Records Modernization
Programme (DILRMP). For effective implementation of these Applications, regular
monitoring, supervision and continuous guidance is required.

1. You are requested to see that the e-Governance Committee functions as
per the Government directives and all the above said Applications are implemented
without exception.
2. You should regularly review the ORTPS Daily Bulletin, Revenue
Dashboard and take remedial action where pendency of cases beyond ORTPS
timeline is high. The concerned Tahasildar and Additional Tahasildar need to be
instructed to improve their performance. The ADMs and Sub-Collectors need to be
asked to regularly visit the tahasil offices where pendency of cases beyond ORTPS
timeline is very high.
3. You should also ensure that all the Tahasil and Rl offices are adequately
equipped with necessary computers, printers, scanners and other accessories (DG
set and lnverter) for smooth implementation of the e-Governance Applications
Software and timely delivery of public services.
Our goal should be zero pendency of cases and delivery of public services to
the citizens within the stipulated timeline in a hassle free manner.
