Mullum Mullum Stadium Expression of Interest

The Mullum Mullum Stadium is a key feature of the Mullum Mullum Reserve Management Plan, which also

includes improvements to pedestrian and cycling paths, car parking and landscaping in and around the

Mullum Mullum Reserve in Donvale.

The highly anticipated Mullum Mullum Stadium will provide a boost for local sporting clubs in Manningham,

with five new indoor sports courts. The stadium will help to address the shortage of indoor court space in

Manningham and will cater for a range of sports including basketball, netball, badminton, table tennis and

volleyball.

The development also includes a cafe, amenities, function rooms, meeting room and administration facilities. A

new car park, adjacent the stadium, will also be constructed to ensure that the stadium complements the

existing facilities in the reserve.

In October 2016, Manningham City Council commenced the construction of the five-court multiuse highball

stadium located at Mullum Mullum Reserve (7 Springvale Road, Donvale). It is anticipated that the construction

of the stadium will be completed in mid-2018.

About the Mullum Mullum Stadium

The Mullum Mullum Stadium is located in the Mullum Mullum Reserve on Springvale Rd, Donvale.

The Centre is approximately 7,220m2 in size and comprises the following:

Five indoor highball courts configured as three and two court stadiums;

500 seat show-court with stand-alone change rooms and briefing rooms.

Entry, reception, café/kiosk, office and administration areas;

Public toilet facilities for spectators;

Multipurpose / program space with kitchen;

Meeting room;

First aid room and Referees room;

Change room facilities including toilet and shower amenities;

Allocated space for club and program promotion;

Storage and plant room;

Front of house spaces including bike parking and drop off zone.

Expression of Interest (EOI)

Manningham City Council, together with the YMCA Manningham (MYMCA), is now calling for expressions of

interest (EOI) from sporting clubs and community groups for Mullum Mullum Stadium in Donvale.

The multi-use, five court stadium is currently under construction and aims to address the current shortage of

indoor court space in Manningham.

The purpose built, high end Mullum Mullum Stadium will be Manningham’s first fully compliant multi-use

basketball and netball facility. There will be five multi-use indoor courts suited to a wide range of sports

including badminton, basketball, futsal (indoor soccer), netball, table tennis, volleyball and more.

Mullum Mullum Stadium is currently under construction and expected to be open in mid-2018.

The EOI process is open for six weeks and closes on Friday 13 October.

The EOI Process – Stage 1

The EOI process will be structured to be as fair as possible to all submitters, with the aim of maximum benefit

to the Manningham community.

1. Advertising and Application.

2. Applications will be considered by a panel without preference or bias, and with Manningham City

Council’s Priority of Use Policy applied.

3. Proposed tenants will be recommended by MYMCA and approved by Manningham City Council.

4. Successful Submitters will be notified and enter into a memorandum of understanding. Contracts for

tenancy will be confirmed upon the appointment of the Mullum Mullum Stadium Facility Manager.

5. Unsuccessful Submitters will be notified but may be offered alternative times/access.

The final decision on regular community use of the Mullum Mullum Stadium will be made by Manningham City

Council on recommendation from the EOI process.

Application

The EOI booking application is available on the YMCA Manningham website.

During the EOI period, applicants will be able to contact MYMCA to discuss and clarify their needs for use of

the Mullum Mullum Stadium without influence on the outcomes of the process.

The EOI Process – Stage 2

On completion of the EOI process, remaining available space will be made available for other organisations

and community groups to apply for on a regular or casual basis.

Why is Council undertaking an EOI?

Council is running an expression of interest process to allocate indoor court space within the Mullum Mullum Stadium. The EOI process is being conducted to ensure a fair and transparent process for all potential user groups to register their interest in the indoor courts while the stadium is under construction.

The stadium will not be a home base for any one club or group. Court space will instead be allocated to a variety of user groups across a range of sport and recreation activities.

Council has engaged YMCA Manningham (MYMCA) to run the EOI process for the stadium.

What types of bookings can be submitted in the EOI process?

The EOI process is for groups to express their interest in ongoing bookings only. Ongoing bookings are considered as those that occur at regular intervals such that there is at least 10 bookings or more within one year, these can be weekly, fortnightly or monthly.

This definition of regular intervals is in line with Council’s Community Halls - Schedule of Hire Rates, available at www.manningham.vic.gov.au/locations/halls-and-facilities

Why is the YMCA Manningham managing the EOI process?

As the contracted manager of Manningham City Council’s stadiums, YMCA Manningham has been employed to apply its expertise in management and support of the EOI process.

How will court space be allocated?

Court space within Mullum Mullum Stadium will be allocated in line with the Priority of Use Guidelines developed for the stadium. This provides a framework to guide programming and prioritise the allocation of court space in both peak and off peak times.

Following an assessment of the expressions of interest received, MYMCA and Council will refer to the Priority of Use Guidelines to allocate court space at Mullum Mullum Stadium.

What is ‘Priority of Use’?

Priority of Use refers to the guidelines developed for allocating space within the Mullum Mullum Stadium.

The Priority of Use Guidelines outline proposed uses for a variety of sports and activities during peak and off-peak times, considering the current situation and anticipated future demand.

The guidelines have been developed by Council to ensure the stadium provides for a wide variety of sporting, recreation and other activities. This includes major sporting association and social competitions, club training, commercial hirers, not-for-profit groups, schools and other activities and groups. The guidelines also take into account demand for sports court usage across Manningham’s other existing highball facilities.

Can I apply to use the whole facility at once?

Yes, you can apply to use any volume of space within the stadium at any one time.

When will casual bookings be considered?

Casual booking requests will be accepted and considered following the completion of the EOI process.

Is there a fee to hire court space and rooms in Mullum Mullum Stadium?

Yes, an hourly fee applies to each space available for booking within the stadium as part of the schedule of fees and charges.

What is the fee structure for Mullum Mullum Stadium?

There are five sports courts available within the Mullum Mullum Stadium, each court is available for hire for $57 per hour during peak times and $42 per hour during off-peak times for Manningham based user groups. For non-Manningham clubs and groups, and commercial users, there will be a 10 per cent levy, outlined below.

How has the fee structure been determined?

The fee structure for Mullum Mullum Stadium has been developed by Council following an extensive benchmarking exercise and with the future sustainability of this purpose built stadium in mind.

Benchmarking included a review of peak hourly rates for a variety of new and refurbished sports stadiums in a range of municipalities across metropolitan Melbourne. The fee structure is consistent and comparable with like for like, purpose built indoor stadium facilities.

The per court, per hour rates have been set to include the costs for maintaining and renewing the building to ensure the stadium continues to be a high end facility into the future.

This is a new fee structure for Manningham Council, as, in the current rate capping environment, Council’s ability to subsidise the ongoing maintenance and refurbishment of the facility will be limited.

What is a Manningham based user group?

For the purpose of the Mullum Mullum Stadium expression of interest process, a Manningham based user group is a club or organisation that at 31 July 2017:

• Has a primary address based in Manningham; and

• If affiliated with an association, league or other overarching body, is registered as being based in Manningham.

This definition applies to all potential user groups including sporting clubs, community groups, not for profit organisations and more.

Why is there a levy on non-Manningham based user groups?

The purpose built Mullum Mullum Stadium is primarily being constructed to address a shortage of indoor sports courts and to help meet demand from Manningham based clubs and groups.

Council’s Highball Infrastructure Plan 2013-2023 identified an existing demand for an additional 15.5 courts within the municipality.

In developing the fee structure, Council has prioritised its support for Manningham based user groups by placing a 10 per cent levy on non-Manningham based groups and commercial users.

I am a not-for-profit community group, will I be charged the levy?

If you are a Manningham based not-for-profit community group you will not be charged the levy. Please see question above for details and the definition of a Manningham based group.

If your not-for-profit community group is not Manningham based, you will be charged the 10 per cent levy.

When will the stadium be available for use?

Mullum Mullum Stadium is currently under construction and will be available in mid-2018.

At this stage, it is anticipated to be completed and open in April 2018, however this timing is subject to construction timelines for the stadium.

Council will continue to provide updates on the opening timeframe to all potential user groups who register their interest in Mullum Mullum Stadium.

Can I see the courts or a plan before I provide my EOI submission?

Plans for the court spaces are available for viewing on the MYMCA’s website at www.manningham.ymca.org.au. In addition, user groups are encouraged to make contact with YMCA Manningham on 8841 4555 during the EOI process to discuss plans and usage possibilities.

Interested user groups are invited to take a tour of the stadium site, which is currently under construction, on either:

• Wednesday 13 September, 4.00 pm

• Tuesday 19 September, 4.00 pm

Will user groups be provided with a fee discount if they pay via direct debit?

User groups will not be provided with a fee discount if payment is made via direct debit. This will be the standard method of payment for user groups hiring court space within the Mullum Mullum Stadium.

The direct debit discount, currently offered to users of Manningham’s other indoor sports stadiums will not apply to the Mullum Mullum Stadium.
