SECTION A – TECHNICAL INFORMATION

1 INTRODUCTION

The Council for Scientific and Industrial Research (CSIR) is one of the leading scientific research

and technology development organisations in Africa. In partnership with national and

international research and technology institutions, CSIR undertakes directed and

multidisciplinary research and technology innovation that contributes to the improvement of the

quality of life of South Africans. The CSIR’s main site is in Pretoria while it is represented in

other provinces of South Africa through regional offices.

2 BACKGROUND

The CSIR Smart Places, responds to requests for proposals from our clients for various forms

of services. The programme also enables, support and implements service delivery of Science

Engineering and Technology (SET) solution packages to various clients in government. This

may require that we include specialist expertise external to the CSIR as part of the CSIR

proposal. Frequently, this expertise needs to be sourced at short notice and as part of a

competitive tender process.

Consequently, the purpose of this process is to establish a pool of suitable pre-qualified

specialists from which we can source quotations, within a limited time period to provide specified

services as part of further proposals.

Professional Services in respect of certain disciplines within this domain are required, as

described below under point 4, to supplement CSIR’s service offering to its clients in larger

projects. The CSIR wishes to identify collaborators that are either individual consultants or from

suitably qualified companies to potentially supplement the CSIR teams when required, for the

disciplines contained in this EOI.

3 INVITATION FOR EXPRESSION OF INTEREST

Expressions of interest (EOI) are hereby invited from suitably-qualified companies and/or

individuals to be prequalified for the provision of professional services within the identified

specialist domains to CSIR.

Companies and/or individuals are invited to submit EOI’s to provide all-inclusive services based

on the work package deliverables detailed within this EOI. Only companies with demonstrable

knowledge and experience within the identified domains will be considered.

All service providers pre-approved will be registered as preferred suppliers for a period of 36

months during which time they will be invited to tender for work on a project-by-project basis.

Please note the following:

Companies may submit an EOI for individual competencies or can do so for all competencies

indicated within this EOI. Submissions will be scored according to the scoring sheet in Annexure

A. Each work package that the company submits an EOI for must be submitted in a separate

submission, clearly marked on the outside with the EOI number and the work package number

they are responding to.

4 EOI SPECIFICATIONS (OVERVIEW OF REQUIREMENTS)

All expressions of interest are to be submitted in a format specified in this enquiry (as

applicable). However, companies are welcome to submit additional or alternative expression of

interest over and above the originally specified format (e.g. other capabilities that you may deem

to be relevant).

Companies and/or individuals are requested to provide proof of:

• Company and/or Individual Capability - List of previous projects, organogram, and

reference letters in the consulting industry as per work packages interest is expressed

in. This should be submitted in the format as indicated in Annexure A

• Resources - A team consisting, at minimum, of a contracts manager with at least 7 years’

experience and a specialist resource(s) as per individual work package discipline. CV’s

of resources are required to be submitted using the format in Annexure B. Note that

CV’s are not to exceed two (2) pages.

• Sufficient depth in the organisation needs to be indicated and committed to, or access

to team members with suitable experience in all aspects as required in individual work

packages.

• The whole team will be verified and scrutinised before placement of any orders. The

CSIR is not obligated to accept candidates proposed and may request alternatives at

such time when a proposal is requested for a particular work package.

Note that submissions will be scored according to the scoring sheet in Annexure C.

The table below lists the services that are required. Each service is further elaborated on in

identifying the specific qualifications, capability requirements and relevant experience required

for the specific work package.

A) SPATIAL PLANNING & DESIGN FOR PROSPEROUS AND SUSTAINABLE COMMUNITIES

Prospective bidders should have experience in developing municipal or area-based spatial planning design concepts that:

- are strategic and forward looking in nature, - are based on a shared spatial vision of the development direction of an area, - will ensure optimal integration of land uses, - incorporate or re-direct current initiatives, - guide the promotion and support of sustainable economic development, - inform and guide spatial planning at a precinct level, - steer human settlement development in terms of location and prioritisation, and - coordinate future investments spatially.

The different members of the multi-disciplinary team should be able to work in an integrated manner to ensure integration between the various aspects of spatial planning. For example, the prospective bidder should illustrate their ability to develop a Local Economic Development (LED) framework, but also how the LED framework supports the spatial vision and align with human settlement planning.

Prospective bidders should submit a schedule of key projects that team members have been involved with during the past 10 years or more, that will provide evidence of the following:

- Experience in working with local municipalities (LMs).

- Successful project planning and management.

- The ability to interpret and apply relevant legislation, guidelines, principles, policies, and regulations.

- Excellent analytical, communication (especially visual), facilitation, and writing skills.

- The ability to offer innovative solutions to address challenges and shortfalls in the current approaches of

a local municipality.

- The ability to incorporate (and translate) provincial, regional and district plans, strategies, and

frameworks into municipal-wide or area-based proposals.

- The ability to incorporate (and translate) local plans e.g., Local Spatial Development Frameworks, Area

Development Plans and Precinct Plans into municipal-wide proposals and vice versa.

The key projects should also provide specific evidence of the following:

• Experience with the development of municipal and/or area-based spatial development frameworks,

spatial visions and/or similar assignments. This would imply:

- The ability to interpret the ‘spatial logic’ that is unique to a municipality.

- The ability to make proposals for future land uses, economic growth points, spatial connections, etc.

based on community needs, sound planning principles and available evidence.

• Experience with the development of spatial scenarios, the identification of regional spatial economic

trends, town growth forecasting and planning and/or similar assignments. This would imply:

- The ability to interpret the ‘spatial logic’ that is unique to a municipality.

- The ability to interpret and apply evidence, specifically related to the regional space economy and

regional migration trends to formulate spatial scenarios for a municipal area.

- The ability to understand current and identify possible future spatial development options (e.g.,

alternative infrastructure delivery options or new transportation linkages) based on sound evidence.

• Experience with the development of both municipal and area-based Local Economic Development (LED)

frameworks, strategies or plans to guide the promotion and support of sustainable economic

development in a municipality or a local area. This would include:

- The ability to evaluate a local economy per sector to identify potential economic opportunities.

- The ability to interpret and apply evidence, specifically related to the regional space economy and

regional migration trends, to inform LED.

- The ability to identify ways to attract and promote inward investment.

- The ability to identify needs and gaps in enterprise support and business infrastructure.

- The ability to identify approaches to support SMME development and regulation of informal trading.

- An understanding of the roles and responsibilities of the provincial government, including a

comprehensive understanding of their operating environment, mandates, and objectives.

- The ability to design and provide implementation support of viable LED interventions such as incentive

schemes and/or support schemes earmarked for small business development and community

empowerment.

- LED project implementation with economic stakeholders including communities, municipalities and other.

• Experience in the human settlements sector through the development of human settlements plans,

human settlement chapters of IDPs, HDA Spatial Transformation Plans and/or similar assignments.

This would imply:

- The ability to identify strategically located land for the future development and implementation of

sustainable human settlements projects.

- A clear understanding of bulk infrastructure availability, carrying capacity and lifespan.

- A clear understanding of the roles and responsibilities of relevant stakeholders critical to achieving

integration of housing planning with integrated development planning in the municipality.

- The ability to interpret and apply evidence, specifically related to the regional space economy and

regional migration trends, to inform human settlements planning and design.

- The ability to interpret current housing backlog and demand (numeric extent and number of potential

beneficiaries per subsidy instrument/ priority issue).

- The ability to provide guidance in prioritisation of housing projects.

- The ability to provide guidance on different aspects of a sustainable human settlement including informal

settlement upgrading, densification and integration, growth management, location of new projects and

social and economic infrastructure provision.

• Experience in the development of local spatial plans and development strategies e.g., Local Spatial

Development Frameworks, Area Development Plans and Precinct Plans and/or similar assignments.

This would imply:

- The ability to interpret the ‘spatial logic’ that is unique to a village or a precinct and to apply this spatial

logic to develop localised spatial, social, and economic developmental strategies that will guide land use

and public space, support movement routes and consider historical and heritage sites in a precinct or

village.

- The ability to interpret and apply evidence, specifically related to growth and migration trends, to inform

local spatial planning and design proposals related to e.g., densities, growth management, mixed land

uses and proposed built form (housing typologies).

- The identification and undertaking of relevant land regulation requirements to enable project

implementation.

- The ability to incorporate or re-direct current initiatives and coordinate future investments spatially.

- The ability to develop public environment design codes, which may encompass three-dimensional

visualisation and precedent examples.

- The ability to determine and understand the existing capacities and condition of infrastructural

components, including water, sewerage, electricity, roads, and stormwater.

The following will be regarded as an added advantage:

- Experience with working in rural regions and with mining municipalities. - Experience with capacity development and/or innovative practices to strengthen capabilities of relevant

role players and/or transfer of knowledge regarding project deliverables (e.g., methods used to develop deliverable, future use of the deliverable) and implementation.

- A track record of strategies and project development that optimises local resources and local capacities to build local potential.

- Experience with creating economic development opportunities and livelihoods, through incorporating innovation related to e.g., green technologies, sustainable service delivery, enterprise opportunities for young people.

- The illustrated ability to explore and use best practices from regional, national, and international spheres.

The individual and/or small team should have experience in the design and facilitation of engagement

processes and sessions that form part of development planning endeavours. These processes and

engagements may include municipal level integrated development planning, inter-sectoral alignment to

support improved development outcomes, spatial visioning and scenario development processes, land and/or

infrastructure and/or housing development planning and decision-making processes.

Experience in working in the South African built-environment context is required, which implies a clear

understanding of the South African development planning governance, policy and legislative environment.

Extensive experience in the design and facilitation of engagements aimed at improving collaboration and

impact in relation to:

• Built-environment processes, well-being and economic transformation, social justice, spatial

transformation, institutional dynamics;

• Knowledge and understanding of settlement and built environment development processes;

• Municipal and local government and intergovernmental processes in South Africa;

• Community engagements with a diversity of role players at grass root level, including community and

social entrepreneurs;

• Decision-making and capability development and empowerment of built environment practitioners, as well

as municipal leaders, and especially councillors and politicians;

• Facilitation and mediation of transformative engagements and/investment and policy decisions explicitly

designed to strengthen development impact and/partnerships or networks;

• Developmental engagements that include high profile political and industry leaders and officials; and

• Work that centres around visions for a new future, involving local and global sustainability agendas and

inclusivity.

Illustrate evidence of facilitation approaches and capabilities that:

• Explicitly supports and enables transformation, action, partnership

The facilitator needs to illustrate as part of experience, the ability to support in-service capacity development

including:

• Their ability to work as part of a team, and in an integrated manner;

• Capabilities to support in-service capacity development for facilitation, as well as design of processes,and

the application of appropriate tools;

• Capability to illustrate the value of processes that are based on the premises of deep connection and

transformative dialogue, and build capacity amongst development practitioners to facilitate and design

meaningful facilitated experiences; and

• Develop and/or implement context- appropriate co-production methodologies for intervention and change.

An added advantage will be:

• Experience in supporting diverse stakeholders to bridge the challenges of collaboration and joint

prioritisation and visioning;

• Experience in facilitation processes designed to enable engagement in diverse, multi-cultural, multi-

disciplinary, multi-language ,and other contexts;

• Experience with the design and implementation of councillor, and other local government capacity

development initiatives; and

• Proven track record and ability to generate innovative and powerful visual tools, reports and capturing of

work sessions.

3C) MUNICIPAL SERVICE DELIVERY FOR SUSTAINABLE SETTLEMENT DEVELOPMENT

The individual and/or small team should have experience and expertise in quantitative service demand

modelling, infrastructure costing, housing supply and demand modelling to assess the impact, and provide

advice on investment decisions and service delivery models to enable sustainable urban/settlement

growth.

Decision-support and cost-benefit analyses to improve the efficiency as well as quality of, and access to,

municipal services (with a specific emphasis on the interactions between land, housing and infrastructure),

considering implications for municipal financial viability, sustainability of service delivery and the South

African regulatory context (municipal, as well as other relevant spheres and sectors).

Proven ability to facilitate strategic processes, as well as support decision-making and capability

development in relation to the above.

A proven track record in research, policy development, financial analysis and fiscal impact assessments

considering the sustainability of township developments and a range of municipal services, as well as the

technical capability to generate relevant evidence and conduct modelling (including appropriate and

innovative tools and technologies) to support such processes.

Project experience needs to include the application of the above capabilities in relation to long-term

settlement and infrastructure planning and modelling, service demand modelling and planning, formal and

informal settlement servicing strategies, sector specific strategy and policy development (eg. development

charges, tariff setting), as well as municipal financial planning (capital and operational).

Excellent analytical, communication, facilitation and writing skills.

Proven ability to successfully manage and deliver projects outputs.

In relation to the above experience, a proven track record of the follow will be highly recommended:

- The development and use of relevant financial models to support the analyses in the South African

municipal context;

- Development and review of alternative and innovative service delivery models (including industry

partnerships);

The ability to generate qualitative and quantitative evidence that can support decision-making in the public interest.

5 FUNCTIONAL EVALUATION CRITERIA

Service providers are required to complete the evaluation sheet as indicated in annexure A and

with envisaged scores and provide references to the submission for ease of evaluation. This will

then be verified during the evaluation process.

The evaluation of the functional/technical detail of the expression of interest will be based on

Annexure A Scoring Sheet:

5.1 Expression of interest with functionality / technical points of less than the pre-

determined minimum overall percentage of 70 % and less than 50 % on any of the

individual criteria will not be considered.

5.2 The service provider shall prepare for a possible presentation should CSIR require

such and the service provider shall be notified timeously.

5.3 The service provider is to carry out a self evaluation and clearly reference (indicating

pg. nos.) where supporting information will be found. That will be checked and

confirmed by the evaluation committee who will have final approval.

5.4 Service providers are urged to submit one response per work package.

5.5 Original or certified copy of B-BBEE certificate – (RSA suppliers only );

6 ELIMINATION CRITERIA

Expression of interest will be eliminated under the following conditions:

• Submission after the deadline;

• Responses submitted at incorrect location;

• Submissions from restricted suppliers in line with Treasury Regulations;

• Submission of incomplete documentation;

• Contract management of less than 7 years’ experience in the work package domain.

9.4 Responses submitted by companies must be signed by a person or persons duly authorised.

10 DEADLINE FOR SUBMISSION

Expression of interest shall be submitted at the email address mentioned above no later than

the closing date of 17 September 2021 during CSIR’s business hours. The CSIR business

hours are between 08h00 and 16h30.

Where an EOI is not received by the CSIR by the due date and stipulated place, it will be

regarded as a late EOI. Late EOI’s will not be considered.

11 EVALUATION PROCESS

The EOI evaluation process will include a functionality/technical evaluation. No price

evaluation will be done at this stage. To be a preferred supplier the service provider shall meet

the minimum threshold for functionality and will have a valid BBBEE certificate. Approved

suppliers shall meet a minimum threshold for functionality.

12 VALIDITY PERIOD OF RESPONSES

Each expression of interest shall be valid for a minimum period of six (6) months calculated

from the closing date.

13 ENQUIRIES AND CONTACT WITH THE CSIR

Any enquiry regarding this EOI shall be submitted in writing to CSIR at [email protected]

with “EOI No 8047/17/09/2021 - The Provision of Professional Services to the CSIR’s

Strategic Infrastructure Management programme” as the subject. as the subject.

14 MEDIUM OF COMMUNICATION

All documentation submitted in response to this Expression of Interest must be in English.

15 COST OF EXPRESSION OF INTEREST

Service providers are expected to fully acquaint themselves with the conditions, requirements

and specifications of this EOI before submitting responses. Each service provider assumes all

risks for resource commitment and expenses, direct or indirect, of EOI preparation and

participation throughout the EOI process. The CSIR is not responsible directly or indirectly for

any costs incurred by service providers.

16 CORRECTNESS OF RESPONSES

16.1 The service provider must confirm satisfaction regarding the correctness and validity of their

EOI.

17 VERIFICATION OF DOCUMENTS

17.1 Service providers should check the numbers of the pages to satisfy themselves that none

are missing or duplicated. No liability will be accepted by the CSIR in regard to anything

arising from the fact that pages are missing or duplicated.

18 ENGAGEMENT OF CONSULTANTS

All potential service providers need to note that consultants will only be remunerated at the rates:

18.1 Determined in the "Guideline for fees", issued by the South African Institute of Chartered

Accountants (SAICA); or

18.2 Set out in the "Guide on Hourly Fee Rates for Consultants", by the Department of Public

Service and Administration (DPSA); or

18.3 Prescribed by the body - regulating the profession of the consultant.

19 TRAVEL EXPENSES

All potential service providers need to note that travel expenses will be managed as followed

should they need to travel on behalf of the CSIR in future:

19.1 All travel expenses for the CSIR’s account, be it directly via the CSIR’s travel agent or

indirectly via re-imbursements, must be in line with the CSIR’s travel policy. The following

will apply:

19.1.1 Only economy class tickets will be used.

19.1.2 A maximum of R1400 per night for accommodation, dinner, breakfast and parking will be

allowed.

19.1.3 No car rentals of more than a Group B will be accommodated.

20 ADDITIONAL TERMS AND CONDITIONS

20.1 Service providers shall not assume that information and/or documents supplied to CSIR, at

any time prior to this request, are still available to CSIR, and shall consequently not make

any reference to such information document in its response to this request.

20.2 Copies of any affiliations, memberships and/or accreditations that support your submission

must be included in the response.

20.3 An omission to disclose material information, a factual inaccuracy, and/or a

misrepresentation of fact may result in the disqualification of a response, or cancellation of

any subsequent contract.

20.4 Failure to comply with any of the terms and conditions as set out in this document will

invalidate the response.

21 CSIR RESERVES THE RIGHT TO

21.1 Extend the closing date;

21.2 Verify any information contained in a response;

21.3 Request documentary proof regarding any tendering issue;

21.4 Cancel or withdraw this EOI as a whole or in part; and

21.5 Not to include any supplier on the list of suppliers on the approved database based on

functional criteria not met.

22 DISCLAIMER

This EOI is an expression of interest only and not an offer document; answers to it must not be

construed as acceptance of an offer or imply the existence of a contract between the parties.

By submission of its EOI, service providers shall be deemed to have satisfied themselves with

and to have accepted all Terms & Conditions of this EOI. The CSIR makes no representation,

warranty, assurance, guarantee or endorsements to service provider concerning the EOI,

whether with regard to its accuracy, completeness or otherwise and the CSIR shall have no

liability towards the service provider or any other party in connection therewith.
