ABOUT EOI

BHEL intent to have an Oxygen Generation Plant facility of capacity 2800 m3/day (400 nos of cylinders with each cylinder of approx. 7 CuM capacity) for a period of 2 years, at 5x800 MW Yadadri Thermal power plant, in TELANGANA STATE GENERATION CORPORATION located in Veerlapalem village, Dameracherla Mandal, NALGONDA DISTRICT, TELANGANA STATE, India on BOOM basis at the earliest.

For meeting this intent,

BHEL seeks Expressions of Interest from bidders who, prima facie, qualify for this assignment against Pre Qualification Requirements (PQR) as mentioned in Annexure-1 to Notice Inviting EOI.

The purpose of the EOI is to: • Arrive at uniform specification parameters meeting technical requirements,

including terms of payment, and • Shortlist interested bidders, as applicable • Further processing through tender route.

As part of their EOI, bidders are required to:

a) Examine the technical feasibility of the proposed assignment and comment on the same with detailed reasoning, based on their experience.

b) Provide feedback on the Pre-qualification criteria, technical specification, provide completion schedule, resource mobilization, payment terms (incl advance, submission of Security Deposit), offer validity and other terms and conditions so as to ensure that the extant practices of the industry are well incorporated into the specifications

c) Make an assessment of the risks to a project of this nature, as perceived by them, and advise on strategies for mitigation of the risks.

BHEL may accept or reject (partially or in full) the suggestions given by the bidder, without assigning any reasons. By participating in this EOI, the bidder gives BHEL the right to use the information provided by the bidder to finalize the specification for this package.

Depending on need, post submission of the EOI by the bidder, further engagement with the bidder may include providing clarifications to BHEL by mail or phone or video conference (VC), presentations and discussions (Via VC or across the table discussions at BHEL’s office in Chennai), facilitating visits of BHEL personnel to project sites where bidder has commissioned similar projects.

4.0 Procedure for Submission of EOI: Interested bidders to submit their offer to the Officer inviting EOI within the submission end time as specified above, by way of E-mail only to [email protected] by attaching the list of documents as stipulated in the check list (Annexure 2 of NIT).

Any technical clarifications regarding the EOI (excluding budgetary quote), shall be addressed in E-mail to [email protected] (Siva R, Dy. Manager / SCT, Ph: 9884184574).

However the final EOI offer submission to be done by way of E-mail only to [email protected]; which shall be opened on the final due date.

5.0 Guidelines/rules in respect of Suspension of Business dealings, shall be followed. The abridged version of extant ‘Guidelines for suspension of business dealings with suppliers/ contractors’ is available on www.bhel.com on “supplier registration page”. The offers of the bidders who are under suspension as also the offer of the bidders, who engage the services of the banned firms, shall be rejected. The list of banned firms is available on BHEL web site “http://www.bhel.com → tender notification”.

6.0 The bidder along with its associate / collaborators / sub-contractors / sub-vendors / consultants / service providers shall strictly adhere to BHEL Fraud Prevention Policy displayed on BHEL website http://www.bhel.com and shall immediately bring to the notice of BHEL Management about any fraud or suspected fraud as soon as it comes to their notice.

7.0 Integrity commitment, performance of the contract and punitive action thereof:

7.1.1 Commitment by BHEL:

BHEL commits to take all measures necessary to prevent corruption in connection with the EOI process and execution of the contract. BHEL will during the EOI process treat all Bidder(s) in a transparent and fair manner, and with equity.











7.1.2 Commitment by Bidder / Supplier / Contractor:

(i) The bidder / supplier / contractor commit to take all measures to prevent corruption and will not directly or indirectly influence any decision or benefit which he is not legally entitled to nor will act or omit in any manner which tantamount to an offence punishable under any provision of the Indian Penal Code, 1950 or any other law in force in India.

(ii) The bidder / supplier / contractor will, when presenting his bid, disclose any and all payments he has made, and is committed to or intends to make to agents, brokers or any other intermediaries in connection with the award of the contract and shall adhere to relevant guidelines issued from time to time by Govt. of India/ BHEL.

(iii) If any bidder / supplier / contractor during pre-EOI / EOI / post EOI / award / execution / post-execution stage indulges in mal-practices, cheating, bribery, fraud or and other misconduct or formation of cartel so as to influence the bidding process or influence the price or acts or omits in any manner which tantamount to an offence punishable under any provision of the Indian Penal Code, 1860 or any other law in force in India, then, action may be taken against such bidder / supplier / contractor as per extant guidelines of the company available on http://www.bhel.com and / or under applicable legal provisions.

SCOPE OF WORKS AND SCOPE MATRIX

I : SCOPE of EOI:

1. Installation of Oxygen plant as per bidder’s design for a capacity of around 2800 CuM/ day (400 nos of cylinders with each cylinder of approx. 7 CuM capacity) at 5 X 800MW BHEL Yadadri site premises (Telangana state) on Build, Own, Operate and Maintain (BOOM) basis for a period of two years. Specifications and Requirement of Oxygen shall be as follows.

A. Required Purity level of Industrial oxygen shall be 99.6% +/-0.1%. B. Production capacity – around 2800 CuM / day. C. Bottling plant to deliver 400 nos cylinders per day. D. Cylinder must be each of approx. 7 CuM capacity. E. Bidder shall follow the applicable latest National /International standards

and must submit a certificate mentioning the standards with year and date which he has followed.

2. The oxygen is to be supplied for a period of 24 months as per specification and requirement mentioned above.

3. Further extension beyond 24 months period, shall be carried out as per the mutual agreed terms and conditions between BHEL and bidder.

4. Prospective bidders to note that the requirement to start manufacturing oxygen is within 4 to 6 months from placement of order by BHEL through tender route.

5. The prospective bidder shall provide the terms and conditions, including budgetary cost (as per format attached), for providing Oxygen Cylinders by installing required plant at Yadadri Site.
