Gujarat Maritime Board (GMB) is a statutory body set up under the Gujarat Maritime
Board Act, 1981.
GMB’s broad mandate is to regulate, operate, promote and facilitate the non-major
ports of Gujarat.
GMB’s visionary policies and farsighted initiatives have ensured Gujarat’s place as a
frontrunner maritime state of India.

“Considering the fact that the demand for global seafarers is likely to increase drastically,
Gujarat visualizes the setting up of a knowledge bank in close collaboration with
Maritime Industry, academia and government. Inspired by the success of Pandit
Deendayal Petroleum University, the state port sector is actively contemplating
development of a Maritime University in Gujarat to meet the demand for skilled
manpower for the maritime industry. The state port department has also tied up with
one Gujarat based university to commence courses in Marine Engineering. Similarly,
post graduate courses with specialization in maritime and shipping sectors are being
promoted jointly with the Gujarat University.”

When we talk about the port sector in India, the first name that comes to mind is Gujarat
Maritime Board. Recognised by the Hon'ble Prime Minister as the Maritime Brand of India,
Gujarat Maritime Board has played a key role in living and defending Gujarat's rich maritime
legacy. It is this continuous effort that ensures that Gujarat remains a leader not just in port and
port led development, but also in providing skilled professionals necessary for this sector to
grow.
Gujarat Maritime University is a step in this direction. To begin with, we have established
School of Maritime Law, Policy & Administration in 2019 with LL.M & PGD programmes
offering specializations in Maritime Law and International Trade Law. Law in the context of
maritime sector is a niche area. Laws pertaining to trade over sea or events that occur at sea are
very different from everyday laws as these matters also involve international regulations and
policies. Very limited opportunities for skill development are available in India for those who
are keen to pursue a career in these subjects. Going forward, it shall be our endeavour to
establish several other Schools and Centres under the University to cater to the growing need of
skills in the sphere of maritime education.

remained in the shadow as the sector in total has not been marketed. We have eminent
academicians and industry stalwarts to help you navigate your career to greater heights.

I congratulate the Government of Gujarat and the Gujarat Maritime Board for setting up the Gujarat Maritime

The Government of India has undertaken several proactive initiatives to realize the vast and untapped potential
in the maritime sector. Being home to a number of world-class ports, and the largest coastline among the Indian
states, Gujarat has the potential to spearhead India’s transformation into a global maritime superpower.In
order to keep pace with the changing trends in the maritime industry, India has to focus on building a skilled and
competent human capital.
I therefore see the setting up of the Gujarat Maritime University as a game-changer. The university will be
instrumental in reinforcing Gujarat’s image as the leading state in Maritime infrastructure and trade. The

The Indian Maritime sector has been consistently exhibiting strong growth and is slated to be the maritime market of the future. The
establishment of Gujarat Maritime University (GMU) is an endeavor by the Gujarat Maritime Board to provide a fillip to this growth by
bridging the knowledge gap within the industry.
The Gujarat Maritime University has been established under the Gujarat Private Universities Act, 2009. The prime objective of the
University is to be a global centre of excellence in maritime education, research and development, professional training and it aims to
enhance and increase the human capital and capacity of maritime industry both in India and across the globe. The aspiration is to
serve the global maritime community by producing educated and well trained professionals in the maritime domain.
In the first phase, the University plans to offer programs catering to the commercial aspects of maritime value chain like maritime law,
shipping finance and economics, maritime management, logistics, ship broking, ship finance, chartering, ship management just to
name a few. The first phase will also have short term Executive Development Programs and Management Development Programs.
The second phase will focus on the technical aspects.
