EXECUTIVE SUMMARY
1.0 PROJECT DESCRIPTION
1.1 INTRODUCTION
Jaypee Group is a leading Business House of the country with its
presence in Core industries and Service Sectors like Cement,
Infrastructure development, Construction, Power, Information Technology,
Hospitality & Education in a big way. The Group is emerging as the 3rd
largest cement producer in the country. The Group’s cement plants
located at Rewa in Madhya Pradesh is one of the largest cement
producing facility in the country at a single location. With the aim of
augmenting the cement capacity further, the Group has already
commissioned recently or is in the process of establishing more cement
manufacturing facilities in many parts of the country. These additional
manufacturing facilities are being created in the states of Madhya
Pradesh, Gujarat, HP, UP, Chhattisgarh and A.P. After commissioning of
plants already in the process, the Group will have a total capacity of 33
million tonnes per annum by 2012 and shall rank as the 3rd largest cement
manufacturer in the country – “NO DREAM TOO BIG” for Jaypee Group.
Jaiprakash Associates Limited (JAL), proposes to set up a COAL
WASHERY project (1 MTPA) at Village-Turki, P.O. - Jhand, Tehsil Rampur
Baghelan, District Satna (M.P.)
There are mainly two types of processing techniques available to wash the
coal: Jigging Process & Heavy Media Process. JAL has selected Heavy
Media Cyclone process because of its reliability and consistency in the
quality of clean coal produced.
As per EIA Notification dated 14th September 2006 as amended on 1st
December, 2009, the proposed project falls in Category ‘A’, project or
activity (2a) – (3).

1.3 PROCESS DESCRIPTION
The most common method of separation of coal and reject is by Jigs.
However, for small capacities of washing plant where good separation is
required and for smaller size fraction of coals dense medium separation is
appropriate.
The Dense-medium vessels operate by specific gravity difference.
However, rather than using water as a separation medium, a suspension
of magnetite and water is used. This suspension has a specific gravity
between that of coal and the reject and thus better separation can be
achieved. The slurry of fine magnetite in water can achieve relative
densities upto about 1.8. Different types of vessels are used for dense
medium separation.
For the proposed project cyclone will be used for dense medium
separation.
Cyclones are used for smaller sizes where residence time is short and
throughput is relatively high.
Dense-medium cyclones clean coal by accelerating the dense medium,
coal and reject by centrifugal force. The coal exits the cyclones from the
top and reject from the bottom. Better separation of smaller sized coals
can be achieved by this method. The magnetite used is recovered.

2.0 DESCRIPTION OF ENVIRONMENT
Baseline study of the study area (i.e. 10 km radius from the project
boundary) was conducted during Winter Season (December, 2010 to
February, 2010). The components of Environment for which Baseline
study was carried are: ambient air quality, ambient noise level, water
quality, soil quality, land use pattern, demography, flora & fauna separately
in the core & buffer zone etc.
The concentration of PM2.5 for all the 9 AAQM stations ranges between
20.5 to 43.6 µg/m3. The concentration of PM10 for all the 9 AAQM stations
ranges between 31.2 µg/m3 to 58.2 µg/m3.
As far as the gaseous pollutants SO2 and NO2 are concerned, the
permissible limit of 80 µg/m3 as laid down by CPCB for residential and
rural areas has never been surpassed at any station. The SO2
concentrations are in the range of 6.5 µg/m3 to 13.6 µg/m3 and the NO2
concentrations are in the range of 10.9 µg/m3 to 18.3 µg/m3 for all the 9
AAQM stations.
3.0 SOCIO-ECONOMIC ENVIRONMENT
As per Census of India, 2001, the total population of the study area is
approx. 73816. Of the total population, 11302 belong to Schedule Caste
and 9990 belong to Schedule Tribe. Total working population is 29455 and
Literacy rate of the study area is 64.52%.

5.0 ADDITIONAL STUDIES
The Additional Studies conducted as per the letter No.- J-11015/260/2010-
IA,II(M) dated 28th October’2010 issued by MoEF are: Risk Assessment &
Disaster Management Plan.
6.0 PROJECT BENEFITS
� The company’s management will recruit people from the nearby villages,
thus increasing social status of the villagers.
� Excise revenue – the Government will earn substantial amount as excise
and tax revenue from the project and hence more development works in
the districts can be taken up.
� Overall development of rural areas, new shops, upliftment of locals
through small business opportunities.
7.0 MITIGATION MEASURES
7.1 Mitigation for Air Pollution Control
Following mitigation measures will be adopted for air pollution control:
� Raw coal will be transported from SECL Mines to project site through rail.
� The raw coal will be stored in covered shed.
� Water sprinklers will be provided for dust suppression.
� Covered belt conveyor will be provided to entrap the dust particles.
� Road inside the plant premises will be concreted
� The emission level of dust in exhaust air shall be limited to 150 mg/Nm3
7.2 Mitigation measures for Waste Water control
� The plant will be designed to have process with ‘Zero effluent discharge’.
� Overflow from Raw Coal Classifier Cyclone will be passed through
thickener and then from filters for recirculation of water in the process.
� Domestic waste water from office toilets etc. shall be disposed in soak pits
through septic tank.

7.3 Mitigation measures for Solid Waste Control
� The plant will be a Zero Solid Waste Discharge
� The coal will be separated into two products clean coal and washery
rejects. The washery rejects will be utilized in the thermal power plant.
� The clean coal will be utilized for the captive cement plants.
� The slimes from the settling tank will be taken out periodically and mixed
with washery rejects for power generation.
7.4 Mitigation measures for Noise Pollution Control
� All moving parts such as conveyor rollers, drum gears will be kept in good
working conditions and all movable parts wherever feasible will have noise
suppressant packing.
� Noise pollution from washery screens /pumps etc, shall be kept below the
permissible level of 85 dB at 1m away from the source by proper design.
� Earmuffs & Earplugs will be provided as personal protective equipment to
all operators and employees working close to the machines.
� Proposed plantation along plant boundary as well as coal storage yard will
help attenuate noise.
7.5 Green Belt Development
� Green belt and afforestation will be carried along the periphery of the
project boundary and inside the plant premises.
� The area assigned for Green belt and afforestation is 1.65 ha which is
33% of plant area
� Survival rate will be maintained above 80% with all possible efforts.
� The trees will be planted at suitable grid spacing to encourage proper
growth.
� Plantation will be done as per CPCB guidelines.
