1. FOREIGN EXCHANGE SERVICE - BUSINESS

A. General Regulations

Foreign Exchange service provides a telephone number and dial tone from an exchange otherthan the exchange which would normally provide telephone service to the subscriber.

1. Applicability

Applicable to business foreign exchange service within Pacific Bell exchanges and district areasand Foreign Exchange service provided from a Connecting Company.

2. Territory

Within Pacific Bell exchanges or district areas contiguous and noncontiguous to the foreignexchange or district areas as exchanges or district areas are defined on maps filed as part ofthe schedules.

Within Pacific Bell exchanges or district areas contiguous and noncontiguous to the ConnectingCompany foreign exchange or district areas as shown in H.3. following and as defined on mapsfiled as part of the tariff schedules/1/ or Guidebook.

3. Definitions

a. Contiguous Exchange or District Area

Contiguous exchange or district area service contemplates service furnished between:

(1) Two exchanges that are contiguous, and that are not divided into district areas

(2) A district area of an exchange and a contiguous exchange that is not divided intodistrict areas

(3) A district area of one exchange and a contiguous district area of another exchange

(4) Two district areas of one exchange which are contiguous to each other

b. Foreign Exchange or District Area

Foreign exchange or district area means the exchange or district area from which the serviceis rendered.

c. Local Exchange or District Area

Local exchange or district area means the exchange or district area in which the primarystation is located.

d. Local Service Area

(1) The serving exchange determines the local service area.

(2) Local and Extended Service

Rates for local and extended service furnished from Pacific Bell Telephone Companyexchanges comprehend service without additional charges as set forth in Guidebook,Part 4, Section 1 and Part 4, Section 2.

Rates for local or extended service furnished from a Connecting Company exchangecomprehend service without additional charge, as set forth in the tariff provisions of theConnecting Company which indicates the local service areas.

e. Noncontiguous Exchange or District Area.

Noncontiguous exchange or district area service contemplates service furnished between:

(1) Two exchanges that are noncontiguous

(2) Two district areas of one exchange which are noncontiguous to each other

Foreign Exchange Service furnished between an exchange and a noncontiguous districtarea of a contiguous exchange will be furnished under the same conditions as servicefurnished between two noncontiguous exchanges.

f. Remote Island Area (RIA)

A specified geographical area surrounded by unfiled territory, that is served and rated fromand is considered a part of a designated exchange.

g. Terminals

“Terminals,” as used in Rates and Charges, means the stations or station and PBX attendantposition between which the off-premises line is connected.

4. Limitations or Special Conditions

a. Foreign Exchange Service Extended into a Different LATA

The offering of Foreign Exchange service crossing a LATA boundary is limited to customers ofrecord as of January 30, 1985. Existing customers may continue with their present serviceuntil such time as the service is disconnected. A move or change to another location willterminate this grandfathered status. Supersedures are not allowed.

b. Intercompany Foreign Exchange

(1) Foreign Exchange provided from a Connecting Company is dependent upon the availabilityof facilities from that Company.

(2) Flat rate service in connection with foreign exchange service will be in accordance with thetariff or Guidebook provisions of the foreign exchange from which service is rendered.

(3) In addition to the basic exchange services, foreign exchange station service, mileage andusage rates contained in these tariff or Guidebook schedules, other rates and charges foroptional services may apply from Connecting Companies. Such optional services, will beprovided in accordance with the tariff provisions of the Connecting Company/1/.

c. Remote Island Areas

Foreign Exchange service will not be offered from a remote island area (RIA).

d. Business customers in Pacific Bell Telephone Company territory who generate high volume,inbound, number specific calling patterns as a result of their media triggers, may be assignedtelephone numbers from a central office other than their normal serving central office,exclusively at the discretion of the Company with the concurrence of the customer. Sucharrangements will be without the application of foreign exchange or foreign prefix charges.However, at the customer’s request, the Company will provide a different high volume prefix, atapplicable foreign exchange and/or foreign prefix rates.

5. Services

a. Except as otherwise provided in these regulations.

Services furnished in the local exchange or district area will be available in connection withforeign exchange service in accordance with the tariff or Guidebook provisions of the localexchange or district area for the particular classification of service furnished.

Foreign exchange service will be furnished subject to the same regulations as to the use of theservice by other than the customer or their representatives which are applicable in connectionwith other classifications of customer's telephone service.

b. PBX Systems

(1) PBX systems connected for foreign exchange trunk service but not connected for servicefrom the local exchange and extension service provided in connection with individualforeign exchange service, will be furnished in accordance with the tariff or Guidebookprovisions of the foreign exchange for the particular classifications of service furnished.

(2) PBX systems connected for foreign exchange trunk service and connected for service fromthe local exchange will be furnished in accordance with the tariff or Guidebook provisions ofthe local exchange for the particular classification of service furnished.

c. Extension services, PBX Stations, Telephone Answering Equipment Stations and SecretarialLine Extensions of Trunk Lines - Contiguous Exchanges.

(1) Business Service

Business extension services, PBX stations, telephone answering equipment stations andsecretarial line extensions of trunk lines will be installed at the Company's local loopdemarcation point only on a premises of the same customer, except as otherwise providedin (2) following.

(1) Business Service (cont’d)

The customer shall be responsible for the installation and maintenance of any inside wireand standard jack(s) conforming to Part 68, Subpart F, of the FCC's Rules andRegulations associated with non-key and non-switching system services for simpleIndividual Line Services.

(2) General

Extension services in connection with individual line primary stations and secretarial lineextensions of trunk lines terminating on telephone answering equipment, served from adial central office will be installed at the Company's local loop demarcation point on apremises of a different customer for answering purposes only and will be equipped toprevent outgoing calls.

Customers for whom an extension service, PBX station, telephone answering equipmentstation or secretarial line extension of a trunk line is installed in a contiguous foreignexchange area are not required to take service of the exchange from which servicenormally would be rendered on the premises on which such services are located.

Mileage rates as set forth in Guidebook, Part 8, Section 8 are applicable to off-premisesextension services, PBX stations, telephone answering equipment stations and secretarialline extensions of trunk lines in addition to the rates applicable for such services.

d. The tariff or Guidebook provisions of the local exchange or district area applicable to mileagerates and service charges will apply in connection with foreign exchange service. Labor andsupplemental equipment beyond the Company's local loop demarcation point are theresponsibility of the customer.

e. Additional listings and lines of information will be furnished to foreign exchange customers inlocal or foreign directories in accordance with the tariff or Guidebook provisions in effect for thedirectory containing the additional listing or line of information.

f. Joint user service is applicable and will be furnished upon application by the customer subject tothe rate set forth in this schedule and the regulations in Guidebook, Part 4, Section 5.

g. Measured Rate Service and toll rates in connection with foreign exchange service will be inaccordance with the tariff or Guidebook provisions of the foreign exchange or district area fromwhich service is rendered.

6. Application of Mileage Rates

a. Foreign Exchange Mileage

(1) Between Contiguous Exchanges or District Areas

Foreign exchange mileage rates as shown in H.2.j.(1) following, are applicable to the airlinedistance measured from the customer's primary station or PBX attendant position to thenearest point on the common boundary of the foreign exchange or district area and thelocal exchange or district area.

Foreign exchange service in a remote island area:

Foreign exchange mileage rates as shown in H.2.j.(1) following are applicable to the airlinedistance measured from the customer's primary station or PBX attendant position within aremote island area (RIA) to the nearest point on the boundary of the foreign exchangecontiguous to the RIA's designated host exchange.

(2) Between Noncontiguous Exchange or District Areas

Foreign exchange mileage rates as shown in H.2.j.(2) following, are applicable to the airlinedistance between the rate centers of the foreign exchange or district area and the localexchange or district area as set forth in Guidebook, Part 9, Section 2.

Foreign exchange service in a remote island area:

Foreign exchange mileage rates as shown in H.2.j.(2) following are applicable to the airlinedistance between the rate centers of the foreign exchange or district area and the RIA'sdesignated host exchange.

b. Suburban Mileage

Suburban mileage may be applicable with services involving Connecting Companies. Refer toConnecting Company tariffs for applicability.

1. Applicability

Applies to business Foreign Exchange service when service is furnished from a designatedLos Angeles District Area to a specified contiguous or noncontiguous exchange, as shownfollowing.

2. Descriptions

a. Los Angeles Service in Contiguous Exchanges

Los Angeles business foreign exchange service will be furnished in certain specifiedcontiguous exchanges and district areas at exception rates for contiguous service in RateAreas A, B, and C as shown in H.2.a.(2) and H.2.j.(1)(e) following.

(1) Rate Areas

For purposes of administration of this schedule, the rate areas set forth below aredefined as follows:

Rate Area A is an area lying wholly within the local exchange or district area, all pointsin which are within one-quarter mile airline distance from the common boundary of thelocal and Los Angeles exchange areas.

Rate Area B is an area lying wholly within the local exchange or district area, all pointsin which are beyond one-quarter mile airline distance and within one-half mile airlinedistance from the common boundary of the local and Los Angeles exchange areas.

Rate Area C is an area lying wholly within the local exchange or district area, all pointsin which are beyond one-half mile airline distance from the common boundary of thelocal and Los Angeles exchange areas.

3. Territory

Within Pacific Bell exchanges divided into district areas as said exchanges and district areasare defined on maps filed as part of the tariff or Guidebook schedules.

D. Foreign Prefix Service

1. Description

Service of a prefix furnished within an exchange or district area from a central office other thanthe central office normally serving the area in which the primary station is located.

2. Regulations

a. Where facilities and operating conditions permit, a prefix furnished within an exchange ordistrict area from a central office other than the normal serving central office, as designatedby the Company, will be furnished subject to the basic access line rate, foreign exchangeincrement charge, usage, and mileage charges as shown in H.2.j.(3) following.

b. Foreign Prefix Service is limited to individual line business service, Centrex Service and totrunk line service.

Exception: Foreign Prefix Service, in conjunction with Foreign Exchange Service or ForeignDistrict Area Service, is limited to individual line measured rate business service, businessmeasured rate trunks, and Measured Centrex Service.

3. COMPANY INITIATED PREFIX ASSIGNMENTS

Customers who are assigned numbers in prefixes served from other than their normal servingcentral offices at the initiation of the Company may retain these numbers, at the discretion ofthe Company, without application of the charge for Foreign Prefix Service for these services aslong as the location of the primary station remains within the same building.

If the primary station location is moved to another building, the customer has a choice ofobtaining a new telephone number or retaining the present telephone number at the additionalForeign Prefix Service charge per line as shown in H.2.j.(3) following.

3. Company Initiated Prefix Assignments (cont’d)

Where the Company has waived application of Foreign Prefix Service charges under theconditions described, the Foreign Prefix Service charge will be applied to additional lines, servedfrom other than their normal serving central office, as may be ordered by the customer.

4. Foreign Prefixes Associated with High Volume Calling.

See A.4.d. preceding for exceptions to foreign exchange/foreign prefix charges.

5. Foreign Prefix Service in Conjunction with Intercompany Foreign Exchange or Foreign DistrictArea Service:

Where facilities and operating conditions permit, Foreign Prefix Service may be provided inconjunction with the Company's or Connecting Company's Foreign Exchange Service or ForeignDistrict Area Service. The Foreign Prefix Service charge as shown in H.2.j.(3) following, willapply.

6. Application of Charges for Foreign Prefix Service

Where facilities and operating conditions permit, a prefix furnished within an exchange or districtarea from a central office other than the normal serving central office, will be furnished subject tomileage charges for the airline distance between these central offices. This central officemileage charge is in addition to applicable rates and other mileage charges, i.e. foreignexchange or foreign district area mileage charges. 1. Description

Applicable to business foreign exchange service furnished from a Connecting Companyexchange.

2. Regulations

Except as otherwise provided in this tariff section, the regulations as set forth in A. precedingare applicable to Connecting Company Foreign Exchange services.

3. Hunting Service

The Hunting Service rate as shown in H.3.f. following, is applicable to each individual line oreach PBX trunk arranged for Hunting service.

Hunting service denotes two or more central office lines or trunks from the same central officethat are arranged to transfer an incoming call to the next available associated line or trunkwhen the called number is busy. Only applicable to Verizon of California.

4. Suburban Mileage Rates

a. Between Contiguous Exchanges

Suburban mileage rates specified in H.3.h. following, are applicable to the airline distancemeasured from the point on the common boundary of the foreign and local exchange asdefined in A.6.a.(1) preceding, to the nearest point on the base rate area boundary of theforeign exchange.

b. Between Noncontiguous Exchanges

Suburban mileage is not applicable in noncontiguous routes.

5. Extension Service and PBX Station Service - Contiguous Exchanges

a. Applicable to foreign exchange extension service and private branch exchange stationservice furnished in connection with primary service located within a contiguous ConnectingCompany exchange referred to as “Foreign Exchange” following.

b. Service in this schedule will be furnished only to customers receiving individual line orprivate branch exchange service located in a contiguous foreign exchange.

c. Except as otherwise provided in these regulations, PBX systems connected for foreignexchange trunk service, but not connected for service from the local exchange, andextension services provided in connection with individual foreign exchange service, will befurnished in accordance with the tariff or Guidebook provisions of the foreign exchange forthe particular classification of service furnished.

d. PBX systems connected for foreign exchange trunk service and connected for service fromthe local exchange will be furnished in accordance with the tariff or Guidebook provisions ofthe local exchange for the particular classification of service furnished.

e. Services furnished in the local exchange will be available in connection with foreignexchange service in accordance with the tariff or Guidebook provisions of the localexchange for the particular classification of service furnished.

f. The tariff or Guidebook provisions of the local exchange applicable to service and laborcharges and supplemental equipment will apply in connection with foreign exchangeservice furnished in this schedule. Labor and supplemental equipment beyond theCompany’s local loop demarcations point are the customer’s responsibility.

g. Each business extension service, PBX station, telephone answering equipment stationssecretarial line and extensions of a trunk line will be installed only on a premises of thesame customer except as follows.

(1) Extension services in connection with individual line primary stations and extension oftrunk lines terminating on telephone answering equipment served from a dial central officewill be installed up to and including the Company’s local loop demarcation point on apremises of a different customer for answering purposes only and will be equipped toprevent outgoing calls.

(2) The customer shall be responsible for the installation and maintenance of any inside wireand standard jacks(s) conforming to Part 68, Subpart F, of the FCC’s Rules andRegulations associated with Individual Line Services.

h. Additional listings and lines of information furnished to foreign exchange customers in localor foreign directories will be in accordance with the tariff or Guidebook provision in effect forthe directory containing the additional listing or line of information.

i. Extended service and local service from the same exchange will not be furnishedconcurrently on the same premises.

j. No mileage is applicable to a business extension service from an off-premises extensionservice or PBX station located on the same premises as that off-premises extension serviceor PBX station with these noted rates.

k. The rates following and the regulations preceding are equally applicable to Companyprovided or customer provided equipment and systems, with the following exceptions. TheCompany will not provide lines between terminals associated with customer providedterminal equipment or between customer provided communications systems and customerprovided terminal equipment:

(1) In different buildings on continuous property within 300 feet (no mileage rate).

(2) In different buildings on continuous property beyond 300 feet (USOCs: 1LLBG, 1LVBG, 1LPJR).

(3) On non-continuous property (USOCs: 1LLDR, 1LVDR).

8. Centrex Station Service

a. Description

Applicable to foreign exchange Centrex station service furnished in connection withCentrex primary service within a Connecting Company exchange.

(1) In this schedule "Foreign Exchange" means the exchange in which thecustomer primary location is located and from where the dial tone office is located."Local Exchange" means the exchange in which the Centrex station is located.
