This will be the last message that I will have the privilegeofwriting as President ofNew Mexico LibraryAsso­ciation. What a wonderful opportunity it has been toserve a group oftruly professional people. Our librariesare so important. This has been a year ofexcitement; ithas been a year ofchange. I have been very pleasedhow our NMLA Board has "stepped up to the plate" tomake ourAssociation meaningful and helpful to librar­ians throughout the state ofNew Mexico. I wish tothank all who have made my term ofoffice so meaning­ful and enjoyable.

I also wish to thank our New Mexico State Librarian,Mr. Benjamin (Ben) Wakashige, for his many years ofservice as the State Librarian and many other contribu­tions he has made while working in this state. He will bea fine addition to Pacific University in Forest Grove,Oregon as the Director ofLibraries when he takes thatposition in June. Ms. Pauline 1. State Librarian Honored by NM Legislature

On March 19th, at the House ofRepresentativesGallery at the State Capitol in Santa Fe, BenWakashige was honored by the legislature for his yearsofservice as State Librarian. Representative PaulinePonce introduced this Memorial. Rep. Ponce and DeanCamilaAlire ofUNM, sponsored this honor, with NMState Library's Renee Payne writing the memorial text.There were touching remarks by RepresentativesPonce, Picraus, Taylor, Sandoval and Hamilton. Sena­tor Nava also attended. Ben received a standingovation, which is a rarity. This Memorial is a wonderfultribute to Ben's contributions to the library community inNew Mexico and an honor to all NM librarians.Following is the House Memorial.

During the period 1775-82, few NorthAmericans hadimmunity, as it was a generation since the last serious .outbreak. Especially vulnerable were soldiers, people intowns and cities,African-American slaves, andNativeAmericans. Little has been published in popular-histories "about the effects ofthe smallpox epidemic that ravishedNorth America during the Revolutionary War period:Even less has been published regarding smallpox as aweapon used by the British in the war. LibraryLegislative Day a Success!Benjamin T. Wakashige, State Librarian

Kudos to Lori Grumet and Toni Beatty, co chairs oftheNMLA Legislation and Intellectual Freedom Commit­tee, for the very successful NMLA Library LegislativeDay held on February 19, 2003.

Over 32 librarians and library supporters were wel­comed at the State Library for the NMLA LibraryLegislative Day. The participants came fromAlamogordo, Belen, Bloomfield, Mesa Vista, SantaDomingo Pueblo, Santa Fe, Albuquerque, Rio Rancho,Las Cruces, and Tucumcari. Presentations that coveredsuch topics as the State Legislature, current librarylegislation, tips on talking with the legislators were madeby Toni, Lori, Ben, Omar Durant, and EileenLongsworth.

At the Capitol, library posters were distributed by thelibrarians and library supporters to every legislator'soffice. At 11 :20 am a ceremony was held in the CapitolRotunda honoring the NMLA 2002 Legislator oftheYear, Senator BenAltamirano (Grant, Catron, andSocorro Counties). Representative Paul Taylor (DonaAna County) who is a past recipient ofthe NMLALegislator of the YearAward was present at the cer­emony. Eileen Longsworth, NMLAVice PresidentElect made a brieftalk on the value oflibraries. TheExecutive Proclamation, "Library Legislative Day," wasread. On the main floor ofthe Capitol the New MexicoState Library and the New Mexico Library Foundationdisplayed exhibits. It was a great day!

Gadsden High School & NMSU Partner toTeach Electronic ResearchLeslie Trich, MLS,Gadsden High School Library

The Gadsden High School, Anthony, NM,honors English classes (Juniors and seniors) go toNMSU's library once per semester to perform exten­sive research on selected authors. Three years ago, theschool's new librarian observed the process for onesemester and then volunteered to accompany thestudents on the field trips. This has turned out to besuccessful from all viewpoints, and the processes haveimproved every semester. The faculty members are nowfree to offer the students their strengths, while thelibrarian offers assistance and techniques in research.This is but one example ofintegrating the school'slibrary/media program with the curriculum.

The day prior to any field trip, the librarian visitseach class to begin the orientation to the LC system,finding authors' call numbers, the significance ofthe "Z"in the second "Cutler" number, and preview the stu­dents on the various periodical databases they will .encounter the next day. NMSU's library staffkindlyschedules their Electronic Classroom in ZOOI Library forinstruction purposes, so the students benefit from aquiet, classroom environment while they orient them­selves, amid familiar faculty members, to such a largelibrary.

During the second semester's field trip, ajuniorcame to the librarian asking about a particular citationlisted in a bibliography. It was quickly determined to bea dissertation. The student assured the librarian that itwas necessary for the research. The librarian thenexplained about dissertations and "DissertationAb­stracts." Being Honors students, several other classmembers became interested in the discussion andaccompanied the librarian and student to uncover theworld ofgraduate-level research.

The next semester, ofcourse, the librarian' let itslip' to the seniors about the previous semester'sjuniors. Since then all juniors and seniors are usinggraduate-level databases, such as DissertationAb­stracts, MLA, Arts & Humanities, etc. Not only do thestudents use the databases, but they understand whatthey're using and why.

Ofcourse, having college-leveljuniors and seniors usesuch tools would be fabulous, but these are children,who have made their faculty members very proud.

CENAC Battle of the BooksRobin Rodar, School Librarian

In the late 1930's two Chicago school librarians devel­oped a program to test young readers' knowledge ofgood literature. The program reached thousands ofChicago school children and was quickly turned into aweekly radio quiz program known as "The Battle oftheBooks." Teams representing public elementary schoolsanswered questions about characters, plots and set­tings. Answers were usually the titles ofwell-knownfiction books and biographies.

The Chicago Public Library sponsored the show in theearly 1940's. Joanne Kelly, a student participant in theradio show, went on to become a school librarian inUrbana, Illinois. While she was there, she reconstructedthe radio show for use in her library. Since then the quizshow format that encourages children to enjoy goodliterature has spread across the country and this yearreaches the Northern and Southern Pueblo Schools ofNew Mexico.

On March 17th, the first CENAC (Consortium ofEducators inNative American Communities) Battle ofthe Books competition was held at Santa Clara DaySchool under the direction ofLibrarian, Robin Rodar.Fourth through eighth grade students from Sky CityCommunity School, Isleta Day School, Zia Day School,Taos Day School, Santa Fe Indian School, TesuqueDay School, and Santa Clara Day School participated.

It was a wonderful event! Both students and theirsponsors had a great time. All participants receivedgifts, ribbons, and certificates. Each member ofthe first,second and third place teams received a medal andprizes. Now the students are looking forward to goingon the New Mexico state battle on April 12 inAlbu­querque. http://nmbattleofthebooks.org

Treasurer's ReportKathy Albrecht presented the Executive Committee'sbalanced fiscal year budget for approval. After in depthconsultation between the Annual Conference LocalArrangements Committee and the Administrative Con­tractor, the Executive Committee cut July's proposedbudget another 10% across the board (on most line­items).

Committees, SIG and other reports

1. AASL representative, Alison Almquist: The AffiliateAssembly met for two days at ALA in Atlanta. Seve~alresolutions were recommended by members of theAffiliate Assembly to the AASL Executive Board. Whatresolutions will be accepted and acted upon remains tobe seen. The lack ofcommunication among membership,the Affiliate Assembly, and the AASL Executive Boardappears to be of primary concern. The Affiliate Assem­bly consists of several regions. New Mexico is part ofRegion VI. There is an effort by Affiliate Assemblymembers of Region VI to improve communicationbetween our states. It has been a slow process since theChair of Region VI will be changing shortly.

Every two years New Mexico must reapply for member­ship with the Affiliate Assembly. I have received abouttwenty pages of instructions and the re-affiliation form.The minimum requirement for affiliation is 25 NMLAmembers or 10% of our NMLA membership must alsobelong t<;> AASL. I will contact Linda O'Connell and findout how many joint members we have and return the re­affiliation form to AASL."

2. ALA Councilor: Thaddeus will be traveling to Chicago(ALA) in Nov. to interview Parliamentarian candidates.

3. Awards: Charlene Greenwood mentioned that they areplanning to go to plaque awards for the school awardsnext year.

4. Association Administrator - Linda O'Connell (GOBond up-date)Almost $20,000 received. The website is packed withinformation. (See the L&IF report for more details.)

5. Annual Conference Program and Local Arrangements- See Attachment # 1.

6. Education: No report from the committee.

ACTION: Eileen reminded the Board that the LocalArrangements Committee would not be facilitating anyfundraising efforts by the Education Committee beyondproviding them a table at the conference.

7. Legislation and Intellectual Freedom, Lori Grumet andBenjamin WakashigeThe committee met on September 13,2002. Theydistributed to all the regional coordinators a time table, acheck list, a reinforcement oflegal do's and don'ts andother information about what was happening with the GOBond so they could continue to coordinate efforts insupport of the GO Bond. They have a group who haveundertaken to speak on behalf ofthe GO Bond tocommunity organizations. Print promotions, televisioncoverage and other related support efforts were enumer­ated.ACTION: It was noted that longer notice of meetingsmight improve participation by committee members.

Ben spoke about the participation and responsibility ofthe PAC (fundraising and website promotion). There 'areabout 18 regional coordinators from the L&IF committeewho coordinate publicity efforts in their areas. Thecoordinators work with the public relations firm hired bythe PAC to coordinate the materials. The School LibrarySIG sent a mailing to all school librarians and principals,promoting the bond issue. KNME did a I-hou~ programon bond issues as well. Ben mentioned that the samepublic relations firm has been hired to promote librarieson both radio and television.

8. Members at Large - SIGs and Mini- Conference,Kathy Matter and Barb Rosen: The mini-conferenceprogram was distributed. The conference was pared.down as much as possible to save money but theybelieve they are providing a good conference with goodspeakers and programs.

There will be about a 16-monthlag for MPLA since the previous conference ,will be heldwith the Wyoming Library Association in the fall of2005.The 2007 date was set up to coincide with an Albuquer-'que year as it is expected that participation will beapproximately 25% -33%'over normal attendance.

NM Library Foundation - Charlene reported that severalmembers of the Foundation Board had cha~ged. rheFoundation would like to send out a mailing promoting '.their event at the mini"conference and requested a set ofNMLA mailing labels to use for that purpose.
