Evolution of Information Technology in
Trade & Logistics – Case Study of HK
e-platform
Agenda
• Case for an e-Platform Single Window System
– A Common e-Platform for e-commerce
– Trade…e-Freight Principles
• System Ownership
• System Overview
• Proposed Architecture
• Proposed Project Organisation
• Proposed Schedule
• Proposed Configuration
• Next Steps
The case for a Common e-Platform • Market Forces – Demand - Competition
– HAFFA, Shippers Council, SME’s, IATA, Silk Road
– We are a long way behind our competitors
• Timing – Now is never too soon for greater automation to drive efficiencies in e-
Trade and E-Logistics through eradication of paper based processes
– Change - Challenge #1 >18000 TEU ships---6000 moves per day!
– Infrastructure – new bridge - new runway – new Silk Road
– Generally steady growth, > transshipments=space/storage demands
– Lack of land can be offset by process automation to combat congestion and increased dwell times.(HK Port 2030 Strategic Development)
• Technology advances – innovation! – The age of the “Cloud”, Big Data, RFID, Mobile & Social Media, the IoT
– New age e-commerce practices (e.g. Alibaba and others)
– Industry Standards now in place
– The opportunity to get ahead
Common e-Platform Overview
• Supply Chain Applications Store (Apps Store)
• "Logistics Big Data“ - a cloud-based data repository in which real
time cargo shipment data is stored, shared, used, added and
accumulated by relevant authorised parties along the supply chain.
• Connectivity Interface
Principles • Neutrality
– A Common e-Platform has to be operated as a neutral platform with no vested interests or undue sector influence…a possible “Not for Profit” Community Service Model.
• Non-exclusivity – fair access to all relevant stakeholders with no discrimination
• Operations must be transparent, accountable and responsible – full protection for commercially sensitive information
• Minimum intervention or disruption of existing client –supplier- vendor relationships
• Facilitate change, and respect market forces – neutral facilitator for market force changes
– generate new business opportunities
Systems Ownership
• Ownership
– core infrastructure owned by the Community
– purpose-specific systems owned by the lead community participant e.g. Shipping Company, Terminal Operator, Freight Forwarders etc.,
• Operations
– core infrastructure – outsourced to vendor
– other systems – system owners
• Costs
– supported by incremental transaction levy

System Overview
Proposed Architecture
Technology Platform • Core Infrastructure
– Hosted services operated by the system operator
• Purpose-specific Applications – Participant-hosted
– Agile Cloud based services – SaaS
– Secure Managed Apps Store
• Standards & Protocols – full compliance with International standards (EDI, ebXML, HTTP,
SAML, Global Data Standards(APEC) and GS1(EPC-GDSN etc.)
– Web services security model
• Systems operator to ensure adherence to: – minimum performance specification
– business continuity requirements
– Security, governance and access management
