EuropeAidA TRANSVERSAL APPROACH

Based on the objectives defined in the “Strategy for the

Development of Euro-Mediterranean Heritage: priorities from

Mediterranean Countries (2007-2013)”,

it focuses on the appropriation by the local populations

of their cultural heritage and favours access to education

and knowledge of cultural heritage.

It supports a framework for the exchange of experiences,

channels for the dissemination of best practices and new

perspectives aimed at the development of an institutional

cultural environment.

€40 Million

It follows on from three Euromed Heritage II-III Programmes.The first aimed at the creation of inventories and networking among institutions, and the other two on increasing the capacities of the partner countries in managing and developing their cultural heritage.

It facilitates multi-disciplinary cooperation, exchange of good practices, training and networking, actions to stimulate and reinforce social and economic impact, as well as the improvement of the institutional and legislative cultural heritage frameworks in the partner countries.

A Regional Monitoring and Support Unit provides technical support to 12 projects:

ATHENA that deals with ancient theatre enhancement; ELAICH providing an educational linkage approach; FOUNDATIONS for a Strong Future involving youth in Lebanon

and Jordan; HAMAMMED that raises awareness on the hammam; MANUMED II dealing with manusripts; MARE NOSTRUM tracing the Phoenician maritime routes and

Mediterranean port-cities; MEDLIHER safeguarding living heritage; MEDMEM for the sharing of audiovisual heritage; the MONTADA forum for traditional architecture in the Maghreb; MUTUAL Heritage from historical integration to contemporary

active participation, REMEE for rediscovering the common water heritage; SIWA-TANGIER for the protection and promotion of the tangible

and intangible heritage.

EuropeAid•Five legal workshops on specialized subjects, to draw concerted and operational approaches.

•The participants are representative from National authorities from ENPI South countries.

Four workshops have already taken place:

- on the problem of inventories, was held in Paris from 10 to 12 December 2008.

- “Prevention and fight against illicit traffic of cultural properties”, 9-11 November 2009, Beirut, Lebanon

- “Planning regulations and urban rehabilitation”, 8-9 December 2009, Rabat, Morocco

-The economy and finance of conservation, 6-8 June 2010 in Damascus, Syria

1- Cultural heritage inventories in Mediterranean Partner countries, (Paris - 10 to 12 December 2008)focused on the situation of inventories of cultural heritage in Mediterranean Partner countries including movable goods, immovable properties, historic sites and cultural landscapes, intangible heritage, etc. as a step towards initiating and establishing a process of their development

Recommandations and proceedings available

2- “Prevention and fight against illicit traffic of cultural properties”, (9-11 November 2009, Beirut, Lebanon)compared the existing legislations and specialised services in the Mediterranean partner countries with the norms set by major international conventions . The seminar examined how these norms have been implemented in the national legislations, how the data base of UNESCO of cultural heritage legislation is being updated and consulted, and the mode of cooperation with the services of INTERPOL and the World Customs Organization (WCO).

3- “Planning regulations and urban rehabilitation”, 8-9 December 2009, Rabat, MoroccoThe seminar examined how to reconcile conservation requirements for old buildings with uses adapted to contemporary needs while taking into consideration imperatives of economic and social revitalisation. Special attention was paid to habitat and socially responsible housing policies that aim to improve living standards and induce a process of sustainable development at the local level.

4- Seminar on “Heritage Economics and Financing Mechanisms” (6-8 June 2010, Damascus, Syria)about defining, in consultation with all parties concerned, the modalities for a development of the heritage in a modern policy of sustainable human development

examined various business models and formulated proposals for the regulatory framework on the process of decision making and the accompanying managerial imperatives.

examined the range of financing techniques for the conservation and enhancement of heritage, with particular attention to forms of public-private partnership.

1- Thematic workshop on “Preventive conservation and maintenance”(23-25 November 2009, Ghardaïa, Algeria)

The challenge identified in the conservation field was about assuring heritage preservation through preventive conservation, maintenance and monitoring based strategies. Came up with a series of recommendations for authorities in charge of heritage as well as local populations “the users and owners” of heritage in Mediterranean Partner countries.

2- Thematic workshop on “Management of heritage sites and artefacts(17-19 May 2010, Petra, Jordan)introduced participants to the fundamentals of a Heritage Management Plan (HMP), including the integration of tourism aspects guaranteeing the sustainable preservation of heritage and sites and representing at the same time a chance for economic and social development at the local level.the case of Petra was used as a major case study together with other examples in the management of urban historic centres, monuments and archaeological sites, museums, itineraries and routes, etc., from around the Mediterranean.

3- Thematic workshop on “Heritage: a model for sustainable development - How to improve energy performances in European and Mediterranean architectural and urban heritage?” (04-05 Octobre 2010, Paris, France) comparative view between European countries regarding their legal obligations forpreserving architectural and urban heritage, and saving energy in existing buildings.

*HEREIN-European Heritage Network multilingual thesaurus

• HEREIN project seeks to organise the monitoring of the implementation of agreements on Granada's architectural heritage(1985) and of Valletta's archaeological heritage (1992).

– not just a glossary where specialised terms and expressions are put next to one another in different languages.

– It is the result of a considerable deepening of concepts, of their similarities and differences according to the countries, in order to allow an accurate indexing and a good understanding of the information provided by national correspondents of the project.

• nine thematic groups of terms in a hierarchical relationship • 550 preferred terms used to represent a concept 4 languages:

French, English, Spanish and Arabic

EuropeAidDG research activities

• illustrates the overall extent and extreme diversity of research in the tangible cultural heritage field as well as the inextricable links between the cultural heritage's preservation and the environment's protection.

• provides the user with short descriptions of around 100 EC funded projects which were implemented between the year 2000 and 2008, mainly in the context of the 5th and 6th Framework Programmes (FP5 & FP6).

EuropeAidDG research activities: examples of projects

• ARCHIMED studied glazed ceramics conferring decoration and functional properties to buildings used since several thousands of years,

• DESERT PATINA studied Saharan prehistoric rock figuration

• EC-FORTMED developed a holistic approach to restoring and using medieval castles in eastern Mediterranean countries.

• PROHITECH devised technological approaches to protecting historical buildings against earthquakes

• OPERHA aims to design, test and validate an adaptable integrated ‘package’ for structural strengthening historical buildings in the Mediterranean area, based on advanced composite materials.
