Question 1: Technocratic vs. Democratic Solutions: Should WFD Public

Participation be a short restricted cheap statutory technocratic box-ticking and

legislative compliance exercise or a much wider, more inclusive and perhaps

longer and more costly quasi-parliamentary/democratic style decision making

process?

Question 2: Benefits vs. Limitations of Public Participation: What are the real

and perceived benefits and limitations of Public Participation; how can we

balance for any catchment a) individual and community values and

perspectives, b) political, business, NGO and other peer pressures, c) expert

and working group science-policy interface priorities, d) traditional, cultural

and ethical considerations via meaningful engagement and effective

communications with all stakeholders and measure success in any tangible way

for use to assist in the identification and agreement of “multi-criteria

assessment” solutions?

Question 3: Real vs. Perceived Objectives of Engagement in Public

Participation: What attitudes, messages and two-way communication

strategies should be included in the Public Participation Toolbox – is the

real/perceived objective to listen, learn and compromise or to assume the role

of education, persuasion and leadership and accordingly what methodologies

are the most appropriate and effective for each specific target audience and

represent best Value for Money?

Question 4: What are Appropriate Campaigns and Appropriate Assessment of

Suggestions/Comments - Preparing and Evaluating a Submissions Digest

Report: Time/Scale issues and the context for use/mis-use of citations and/or

authoritative research, apparently conflicting expert and internationally

published research and opinion, local vs. national journalism, public-relation

campaigns, advertising campaigns and the role of ICT and social media – is

there a “fair and equitable way” to optimally engage the public and all

stakeholders?

Question 5: Assumed Awareness vs. Other Priorities: Are conflicting

assumptions and priorities bedevilling integrated catchment management for

policy makers, water managers, programme/project promoters, first and third

party objectors, politicians, public servants/inspectors/enforcement agencies,

NGOs, land-users and the general public? What are the real/perceived levels of

awareness and trust of the science, policies, legislation, incentives, sanctions

and other factors influencing behaviour by the various stakeholders?
