The EU-China Science and Technology Week, organised by the European Commission at World Expo 2010 Shanghai China, is bringing together over 500 leading scientists, journalists and representatives of industry, academia and government from the European Union and China, to share knowledge, experience and aspirations.

From 15 to 18 June 2010, a highly focused programme of science policy sessions, scientific workshops and media briefings at the EU pavilion will allow participants to showcase joint achievements, exchange success stories, and explore new perspectives and collaboration opportunities between European and Chinese research organisations, focusing on the Shanghai Expo’s theme of “Better City, Better Life”.

In parallel, a number of EU-China science events aimed at a wider audience will be organized from 14 to 19 June 2010 in several locations in Shanghai, including the Shanghai Science Hall. These will include science cafés with renowned European and Chinese scientists, master classes on science communication, a festival of award-winning European science films, and the Physics and Laser Show by the University of Lund (Sweden).

欧盟 - 中国科学技术周由欧盟委员会在2010年中国上海世博会期间举办,将汇集500多位顶尖科学家、记者,以及来自欧盟和中国行业代表以及学术界和政府部门的代表,分享知识、经验和愿景。

2010年6月15日至18日,欧盟馆将高度密集地举办多场科学政策会议、科学研讨会和新闻发布会,向与会者展示欧洲和中国的研究机构共同取得的成果、交换成功经验,并着重探讨双方在上海世博会“城市,让生活更美好”的主题下的新展望与合作机会。

同时,多场旨在让更广泛的观众参与的欧盟 - 中国科学活动将于2010年6月14日至19日在上海市多个地点举办(包括上海科技会堂),其中包括 “科学咖啡馆”(Science Cafés)——和欧洲和中国知名科学家的公开辨论、一个放映欧洲获奖影片的科技电影节、以及瑞典隆德大学(Swedish University of Lund)的物理和激光表演。

Keynote speakers

In this opening session, high-level European and Chinese officials will underline the importance of EU-China Science and Technology Cooperation for better science, better cities and better lives. Participants at this session will also discuss future common research priorities and their implementation.

The first speaker, Mr. Silva Rodríguez, will open the floor on behalf of the EU and he will be followed by Mr. Cao, who will underline the interaction between EU and China in the research field.

Mr. Jean-Michel Baer will explain the main elements of international scientific cooperation as formulated within the European Union and will highlight EU-China scientific relationships.

In closing the session, Jianguo Han will illustrate the opportunities offered by the National Natural Science Foundation of China for strengthening cooperation between the EU and China.

José Manuel SILVA RODRIGUEZ graduated in agricultural engineering, external trade and European studies in Madrid. In Spain, he worked for the Ministry of economy and trade (1979-1982) and as Counsellor in agricultural affairs and member of the delegation for the Spanish accession negotiations (1983-1986). Since 1986, he has been working for the European Commission, in several positions. From 1999 to 2005, he was Director General for Agriculture and Rural Development. Since 2006, he has been the Director General for Research.

Jianlin CAO graduated from the Department of Physics of Fudan University in 1982 and obtained his PhD degree in 1989 from the Chinese Academy of Science (CAS) Changchun Institute of Optics and Fine Mechanics (CIOFM) and Japan’s Tohoku University. He accomplished his postdoctoral research at CIOFM and later worked as Executive Deputy Director and Director of CIOFM. In January 2005, he was nominated Vice President and member of the Party Leading Group of CAS as well as president of CAS Academy of Opto-electronics and Director of State Key Laboratory of Applied Optics. Since September 2006, he has taken up the duties of Vice Minister of Science and Technology as a member of the Leading Party Group of MOST.

Jean-Michel BAER graduated with Master’s Degree from the University of Paris in Economic Sciences and from the Institute of Political Sciences (1974). He joined the European Commission as a member of the cabinet of President Jacques Delors, (1984-1989), and subsequently held the following positions: Head of the Representation for the European Commission in France (1990-1994) and Director for Audiovisual Policy and Culture (1994-2003) In 2003, he was seconded to the European television channel ARTE for two years. On 1 July 2005, he was appointed as Director for Science and Society in Directorate-General for Research of the European Commission.

Jianguo HAN graduated from the Shanghai University of Foreign Languages in 1976 and has been engaged in international cooperation in science and technology ever since. Since 1999 he has been director of the Bureau of international Cooperation of the National Natural Science Foundation of China (NSFC) and since 2001 director of the Sino-German Center for Research Promotion. He is in charge of the overall international scientific cooperation of NSFC with its 68 overseas counterparts, with personal focus on European area. He has published 143 papers and over 30 translated books in different research disciplines, policies, management, etc.

Forward Looking Activities (FLA, which include foresight, modelling, technology assessment, horizon scanning, forecasting, etc) help in the early identification of future developments and emerging issues that could have, in the long run, far reaching implications in the domain under scrutiny. FLA could also help to evaluate the impacts of certain policies and measures (“what if”). The European Commission has been stimulating FLA across successive Framework Programmes (FP).

Under FP7, within the Socio-economic Sciences and Humanities Programme (SSH), the European Union funds collaborative research projects and expert groups like “The World in 2025” aiming at providing policy makers (at regional, national and European Union level) with the knowledge for an early identification of long term challenges and areas of common interest.

Among them, AUGUR, on Europe and the world in 2030, SESTI, on methods for the early identification of emerging issues (horizon scanning), FARHORIZON, a pilot foresight to align strategic and applied research with longer-term policy needs in Europe, IKNOW, on the mapping of “wild cards” and “weak signals” relevant to the future of the ERA, CIVISTI, on incorporating citizens views in research policy-making, MEDPRO, on the future challenges in the Mediterranean area and SANDERA, concerning the priorities in the security research domain. In addition, several other projects dealing with the so-called “post carbon society” and the link between energy, environment, transport and land-use have a strong FLA component (cf. PACT, GILDED, PASHMINA).

“The city of tomorrow - a planner’s view”

The UN estimated world population in 2050 will be 9 billion compared with 6.5 billion today. Another estimated 2.5 billion inhabitants will need shelter by 2050. The majority of this growth will be in urbanised areas. Meanwhile the oil production peak will reduce fossil fuel energy supply, while natural resources will be under growing stress. Climate change mitigation and adaptation will generate additional constraints. These issues are intrinsically linked to spatial development patterns. City and regional planners need to be poised to help address them. Traditional models serving as time-tested examples for future developments, allied to new technologies may help generate innovative planning tools for sustainable urbanisation and low energy cities. But governance is the prerequisite for implementation.

Comparative studies about the size and population of the world’s largest conurbations like Istanbul, New York, London, Mexico and Shanghai, suggest a common quest for a governance blueprint, including a framework for adaptation to demographic growth and climate change. The regions of fast demographic growth, triggering urban development pressures, will compete for scarce open land.

By contrast areas of old industry and services will be faced by a growing oversupply of built space, a combination of urban sprawl and shrinking population. In both situations most of today’s built stock and infrastructures should still be there in 2050. Besides energy savings in new constructions, with the help of “low-energy” and recycling-friendly materials, the saving of the energy stored in existing constructions and neighbourhoods, beyond any heritage considerations, is making a case for refurbishing. The implementation of both emissions cuts and energy supply, and related demand management, will require a new form of “planning with nature”, a long-term exercise.

“Current and future urbanisation - an environmental outlook”

China’s urbanization has been pushed forward by the faster economic growth. By the end of 2008, the amount of cities has reached 655, which is an increase of 462 cities compared to 1978. In 2008, the urban population reached 607 million, and the urbanization rate was 45.7%, which has increased by 27.8% since 1978. In the next 40 years, China will continue to accelerate the process of urbanization. By 2020, the urban population will reach 800 million. By 2030, the urbanization rate will be 65%. Before 2050, 70% of Chinese will be living in urban area, which will be 1.1 billion. Rapid urbanization exerts substantial pressure on environment and natural resources. In 655 cities, almost 400 cities are in the state of water shortage, and 200 of them are suffering severe water shortages. In China, 90% river reaches flowing through cities are polluted.

In addition, China’s urbanization is accompanied by a chemical and fossil energy oriented agricultural industrialization. As a result, the quantity of chemical fertilizers used in China accounts for 40% of the total in the world and over half of water pollutants comes from the agriculture. Because of the huge population, China is not able to simply take the same road of urbanization development as the developed countries. China has to keep the urbanization in an appropriate scale. It requires that China must have a strong and ecological friendly agriculture which means China’s agriculture will not only hire considerable number of people but also keep it in a significant proportion of the total economy. So China’s healthy urbanization must have a synchronous development with the agriculture, rather than be at the cost of agricultural shrink.

“城市化的现状和未来 – 环境前景展望” 演讲嘉宾: 马中

中国经济的迅猛增长推动了城市化进程。截至2008年底,城市数量达到655个,较1978年增加了462个。2008年,城市人口达到6.07亿,城市化水平为45.7%,较1978年增长27.8%。今后40年内,中国将继续加快城市化建设。到2020年,城市人口将增至8亿。到2030年,城市化水平将达到65%。在2050年之前,70%的中国人口(即11亿人)将成为城市居民。快速的城市化建设对环境和自然资源构成了巨大压力。在655个城市中,约有400个城市处于水资源短缺的状况,而其中200个城市面临严重的缺水问题。在中国,流经城市的河流中有90%受到污染。

此外,伴随着中国的城市化建设,农业领域也在进行着以化学能源和矿物能源为主导的工业化建设。因此,中国的化学肥料用量在世界总使用量中的占比达40%,而超过一半的水体污染物来自于农业。基于庞大的人口规模,中国无法采用与发达国家相同的城市化发展方案。中国必须将城市化控制在适当的规模。因此中国必须拥有强大、有利于生态环境的农业,这意味着,中国将拥有相当规模的农业人口,而且中国农业在总体经济中将保持较大比重。因此,中国城市化要实现良性发展就必须与农业发展同步进行,而不是以农业的萎缩为代价。

This session will highlight the partnership between China and Europe and identify the opportunities for funding, careers and international mobility offered by the EU’s Framework Programme for Research.

Ms Fehringer will introduce the research landscape of the European Union and provide an overview of the long-standing tradition of excellence of the EU in research and innovation. She will present the scientific research areas that have a particularly outstanding pedigree, how global interest in EU research has reached peak levels and how the European Commission is encouraging growth and demand for research work in the EU by attracting the world’s most sought after scientists through the allocation of finance and collaborative framework measures such as EURAXESS.

EURAXESS for researchers and employers

Ms Bettini will place emphasis on how EURAXESS is a one-stop shop for researchers and employers and how it supports the mobility of researchers into Europe. She will touch upon the various funding and mobility programmes such as Erasmus Mundus and Marie Curie Action, and upon how EURAXESS can provide information on training and jobs as well as a wealth of practical advice on how researchers can make the most out of living and working in Europe. She will cover how EURAXESS can assist Chinese researchers with their entry visa requirements and employee rights in Europe. Hospitality initiatives offered by EURAXESS will also be discussed, such as how EURAXESS can help researchers and their families settle well in to their new communities.

Marie Curie Actions

During the session, Mariam Benjdia will present an overview of the different funding actions. A special emphasis will be made on opportunities offered to researchers from around the world.

Prof. Liu Qingsong, former Marie Curie fellow, will share his experience with the audience.

Europe seeks for world-class research cooperation, through world-class researchers, their creativity and skills. Therefore the European Union is committed to inspire, motivate and train high quality researchers. The European Commission’s Marie Curie Actions scheme supports research training, career development as well as transnational and intersectoral mobility through a variety of fellowships and networking activities both inside Europe and between Europe and the rest of the world.

The way that Marie Curie Actions work not only benefits the researcher themselves but also promotes research excellence and international collaboration, which bring benefits to society as a whole.

The programme help researchers to broaden their career prospects, boosts the transfer of knowledge between researchers in different sectors and countries, and advances European excellence in research. Marie Curie Actions follow a “bottom-up”-approach, hence they are open to researchers in any field of research, at all stages of their career and wherever they choose to do their research – in academia or industry.

Testimonials from Chinese and European ERC grantees

The ERC opened its doors in February 2007 as the first European funding body which gives generous grants to top talent in frontier research. Created by the European Commission and financed by the European Union’s research package (FP7), the ERC has a budget of €7.5 billion from 2007-2013.

In only three years, the ERC Scientific Council (its governing body) has overcome many challenges to oversee the creation of an entirely new European funding organisation which is already highly regarded on the world stage. ERC funding is open to all fields of science, and to all leading researchers regardless of nationality, with scientific excellence as the sole evaluation criterion. There are no thematic priorities, nor geographical quotas; it’s entirely based on a bottom-up, investigator-driven approach.

The ERC places particular emphasis on the frontiers of knowledge. In particular, proposals of an interdisciplinary nature which cross the boundaries between different fields of research, pioneering proposals addressing new and emerging fields of research or proposals introducing unconventional, innovative approaches and scientific inventions are encouraged. The session will compare trends in the public perception of science and technology in Europe and in China.

The first presentation will outline the key findings from the latest major European survey (so-called Eurobarometers) carried out in February 2010 on public perception of science conducted in 32 countries (the 27 European Union’s Member States, plus Switzerland, Norway, Iceland, Turkey, Croatia).

Using data collected from national surveys conducted in China in the past two decades, the second presentation will describe the latest results and initiatives regarding the level of civic scientific literacy in China today. The presentation will highlight some new measurement approaches and discuss some new findings from the surveys.

Michel Claessens has a PhD in physical chemistry. He joined the European Commission in 1994 and is currently deputy Head of the Communication Unit in the Research Directorate-General. He is the editor-in-chief of the research*eu magazine and coordinates the Eurobarometer surveys on science and technology. Michel Claessens has also published 8 books, is a member of the scientific committee of the international PCST network (Public Communication of Science and Technology) and professor of science communication at the Free University of Brussels.

Ren Fujun has a PhD in mechanical engineering. He was conferred professorship in 1995. He once worked as President of Jiamusi Institute of Technology, Vice-President in Jiamusi University, Vice-president in Association for Science and Technology of Hei Longjiang Province of China. He is currently Director-General of China Research Institute for Science Popularization(CRISP(and Vice chairman of Chine Science Writers Association. He is editor-in-chief of Journal of Science Popularization. He is head of the research team of sixth, seventh and eighth civic scientific literacy surveys conducted in China. Ren Fujun has also published over 10 books and over 100 papers. He has obtained 23 Chinese patents authorized.

Discussion – Identification of issues for further cooperation

Half of the world population lives in cities. According to UN estimates China’s urban population in 2007 reached a staggering 561 million, or 40 percent of the total population. By 2050 China will still have the largest urban population (1 billion) with more than 70 percent of all Chinese living in cities. This implies huge demands on the countries’ energy resources and an enormous strain on the environment if not guided by careful and rigorous policy measures.

The European Commission as well as the P.R. of China have acknowledged the important contribution ICT can make to increasing energy efficiency, reducing emissions and generally realising sustainable low-carbon cities. More than 40% of the energy consumption in Europe is building-related. Energy consumption in China’s building sector has increased more than 10 percent each year for the last 20 years and now represents 25 % of all energy used in China. By monitoring and directly managing energy consumption, ICTs can reduce energy consumption of buildings in the EU by up to 17%.

The European Commission as well as the P.R. China have reinforced its support to multidisciplinary RTD involving researchers from both the ICT and the building domains. This effort is resulting in advanced, flexible and integrated ICT-based energy management systems — including smart metering and advanced visualisation — that can continuously gather data on what is taking place in a building and how its equipment is operating and feed it into an advanced control system to optimise energy performance. At the same time, heightened energy consumption awareness is stimulating behavioural changes at households.

Worldwide demand for energy is growing at an alarming rate. The energy consumption of houses and buildings taking into account the whole life cycle is responsible for 40% of total EU energy consumption and is the main contributor to greenhouse gases. Therefore, reducing energy consumption during the whole life-cycle of the buildings is an effective action against climate change and will also contribute to decreasing the EU’s dependence on energy imports.

In addition, we spend 90% of our lives indoors and providing the right environment takes energy and resources. Reducing energy consumption together with the integration of alternative energy sources need to be supported to sustain human society this century. In this context, new materials and the appropriate technologies are expected to play a key role.

To address these challenges, Europe has launched a large European R&D Initiative tackling Energy-efficient Buildings from a broad perspective, engaging all the stakeholders in the value chain. The three objectives of the research carried out in this field are to reduce the energy use of buildings and its negative impacts on environment; to create buildings that cover their own energy needs; and in the longer term to transform buildings into energy providers. Similar objectives are pursued in the P.R. of China.

The three projects presented at this session contribute to this ambitious goal by the use of environmentally sustainable components and new materials that improve, for example, the performance of alternative energy converters such as batteries and solar cells.

Clear-up presents a holistic approach to reducing operational energy use in buildings. By the development and novel use of nano-materials it aims at increasing energy performance in heating, ventilation, air conditioning (HVAC) and lighting systems, and at improving indoor air quality using catalytic purification. Clear-up solutions are designed for retro-fitting into existing buildings and of course for new constructions.

fC District addresses the optimisation and implementation of an innovative energy production and distribution concept. The concept is based on dynamic heat exchange between building(s) (fitted with Solid Oxide Fuel Cells (SOFCs) for energy production, in conjunction with improved thermal storage and insulation building systems) and on the distribution system (optimised piping and district heating with or without a heat buffer).

orion is a large project that deals with ionic liquids for batteries and PV cells. The first project target is to develop a new generation of electrode materials for improving the performance of lithium batteries for the potential mass market of electric vehicles and hence to alleviate CO2 emissions and noise pollution. Moreover, Orion pursues the development of new materials for advanced photovoltaic technologies, namely hybrid electrode materials that combine the nanostructured semiconductor, the light sensitizer and the electrolyte, aiming at significantly raising the efficiency of the PV devices.

Clean production technologies are therefore of growing importance for all industrial sectors. The challenges of sustainable development call for more international cooperation. In this context, the European Commission (Directorate General for Research) and China’s Ministry of Science and Technology (MOST) have recently organised the first “China-EU Workshop on Clean Production Technologies” in Beijing, China on 17-18 March 2010. The objectives of the workshop were twofold: (i) to exchange views and information about the S&T aspects and future goals in Clean Production Technologies and to present recent research progress and, (ii) to enhance Chinese participation to the next FP7 calls.

The Workshop was a good opportunity to review clean production in China and to highlight the new political context: reduction of environment impacts, recycling and reuse in local sites: what is called the “circular economy” model based approach which encourages the emergence of a greener industrial network, infrastructure improvements, green market developments, and support to R&D for eco-efficiency.

The projects presented at this session are all excellent examples of how research can contribute to a reduction of energy consumption by a better knowledge and more sustainable use of materials. They also highlight the need to develop high added value technologies in order for the European manufacturing industry to remain competitive.

Boosteff goal is to develop new innovative manufacturing concepts where the final product has a tailor-made layered structure. This will give the possibility to manufacture products that have the same or better properties compared to the conventional products, while introducing a significant reduction of wood-fibre raw material and energy use.

Trans-inD overall objective is to develop a cost-effective integrated construction process that will enable the maximum capability of industrialisation of components for transport infrastructures (road and pedestrian bridges, underpass, containing walls, acoustic and safety barriers) using polymer based materials (carbon fibre, glass fibre, etc): the Trans-IND System. The present project intends to transform a supply–driven and resources-based sector into a sustainable demand-driven one, that is user-oriented, flexible, creative, innovative, performance and knowledge-based, being the ultimate goal the efficiency of resources in the whole process and life cycle.

The nemo project develops enzymes that can be used to hydrolyse ligno-cellulose into sugars suitable for microbial fermentation. The objective is also to tailor the metabolism of yeasts so that they can produce ethanol from the biomass sugars economically and efficiently in large scale processes. The impact of the NEMO project on 2nd generation bioethanol production is significant because it provides most realistic and widely applicable technologies exploitable by European industries. Impacts go however much beyond bioethanol, as additional technology improvements, that are directly applicable for efficient and economic production of other biofuels and bulk chemicals, are targeted.

Both EU and China are facing common challenges in the food sector with potentially high economic and social impacts. They are therefore dedicating major research and development efforts in agriculture, aquaculture and food research. The objective of this session is to feature a sample of collaborative research activities that the EU is supporting with Chinese partners or which are highly relevant to Chinese authorities in the food sector. The session will focus on joint research efforts towards sustainable food production and consumption.

The projects to be featured during the session will focus on the impact of animal health on production and food security (EPIZONE), the improvement of nutrient efficiency in food, feed and crops to reduce negative environmental impacts (NUE-CROPS), the monitoring of contaminants in food and feeds through innovative cost-efficient methods (CONffiDENCE), the support to EU-Asia multi-stakeholder dialogue for sustainable development (ASEM AQUACULTURE09) and ethical trade (SEAT) in the aquaculture sector.

Four projects (NUE-CROPS, EPIZONE, SEAT and ASEM AQUACULTURE09) include Chinese partners from renowned research centres or universities such as the Chinese Academy of Agricultural Sciences (CAAS), the Lanzhou Veterinary Research Institute, the Harbin Veterinary Research institute and the Shanghai Ocean University.

Short description of the projects:

Outbreaks of epizootic diseases can result in enormous economic losses along the whole animal production chain, causing food safety issues and public health concerns. Control methods involving the mass culling of livestock are no longer acceptable for the international society. ePiZone (2006-2011) is an EU 6th Framework Programme for Research (FP6) project which brings together expert scientists to combine and harmonise efforts on the development of new strategies and tools to combat future epizootic animal diseases. EPIZONE has established an international network for sharing knowledge and expertise on epizootic animal diseases, materials and reagents. Increased excellence through the collaboration generated by the project will help to combat future epizootic animal diseases more efficiently and more cost-effectively. Improved knowledge on epizootic disease diagnosis, epidemiology, risks and intervention strategies, generated by EPIZONE will contribute to the prevention and control of epizootic animal diseases on a global level. In this way European experience, knowledge and scientific achievements will gain visibility and will be used to support decision making and future research.

The overall objective of the nue-CroPS project (“Improving nutrient efficiency in major European food, feed and biofuel crops to reduce the negative environmental impact of crop production”) is to develop knowledge, models and tools required to (a) breed/select nutrient (and water) use efficient crops and (b) integrate the use of such crops with agronomic innovations to significantly reduce fertiliser (and water) use and associated negative environmental impacts of crop production, while maintaining or improving crop yield and quality. To achieve its overall objectives, the project will utilise and transfer knowledge obtained with model systems (Arabidopsis, barley) to widely grown crops associated with extensive N and P fertiliser inputs and environmental losses, it will target 4 major crop species (wheat, oilseed rape, potato and maize) that together account for >50% of mineral fertiliser inputs and associated environmental impacts in Europe. The partnership includes 3 large European breeding companies as partners as well as partners from the PR-China and USA, which together with Europe account for >60% of global mineral fertiliser use, in R&D, training and dissemination activities. Finally, it will provide a strong dissemination and training programme to facilitate rapid technology transfer and introduction of innovations from the project into commercial practice.

The presence of potentially hazardous chemicals in food remains a major concern among European consumers. Currently, a variety of analytical test methods are used to help ensure the safety of food and feed in Europe both for goods produced in the EU and imported from third countries. Many of these methods are tedious, time consuming, and require sophisticated and expensive instrumentation. The ConffiDenCe project (2008-2012) aims to further improve food safety in Europe by the development of faster and more cost-efficient methods for the detection of a wide range of chemical contaminants in different food and feed commodities. These methods will not only save precious time in ever faster production cycles, but will also permit more food/ feed samples to be monitored due to the lower cost per test. Following the scientific and technological development phase the new techniques will be widely disseminated: Training workshops will be held for governmental and industrial end-users, results from the project will be presented to the scientific community by publications in the scientific press and presentations at relevant international conferences. Consumers will also be kept fully informed via a series of Open Days and workshops for consumer organisations. Education modules and training courses for under- and postgraduate students will be designed and established in order to assure a sustainable integration of the new techniques into a standard portfolio of analytical methods. Altogether, these measures will guarantee that the developed methods find their utmost application in real practice and thus efficiently contribute to food safety in Europe.

The “aSeM aQuaCuLTure 09” (2009-2013) FP7 project builds on the outputs of the ASEM Aquaculture Platform, established in 2003 as an EU-Asia framework for multi-stakeholder dialogue, networking and continuing coordination for sustainable aquaculture development. With the increasing demands on the aquaculture sector, given the vulnerability of the natural resource issues involved, and the significant gains to be realised through stronger scientific and economic partnerships between the two regions, the aim of this new project is to move more pro-actively into effective policy, into formulation of joint research goals, and outcomes which contribute to Millennium Development and related goals. The project’s major aim is to reconcile ecosystem and economic system demands to consolidate concepts of sustainability in aquaculture development. The common denominator of the project’s activities is the concerted effort to initiate joint EU-Asia processes which have impact on research excellence, contributing effectively to good production practice, improved governance, fair trade, social equity and sustainability. In developing these, the ASEM Aquaculture Platform will strengthen opportunities for the EU aquaculture sector to derive value from its technological and structural assets, and to develop valuable trade partnerships.

SeaT (2009-2013) is an EU 7th Framework Programme for Research (FP7) project which will take a highly interdisciplinary approach to explore the sustainability (environmental impact, social justice, economic efficiency, nutritional quality and safety) of the trade in aquaculture products on which the EU has become increasingly dependent. It will consider whole value chains for tilapia, catfish, shrimp and prawns extending from China, Vietnam, Thailand and Bangladesh to the European Union. Research outputs will provide inter alia the evidence-base for the creation of an ‘Ethical Aquatic Food Index’ (EAFI). This key project outcome will be used to disseminate complex project findings to the wider public in a concise and understandable way. Topics that will be addressed during the project will include environmental impacts, impacts of trade on local livelihoods and public health, food safety including contaminants and traceability concerns, and barriers to trade. Collaboration will also take place with European and Asian small and medium scale-enterprises (SMEs) to address specific sustainability questions.

One of the objectives of the SEAT project is to provide guidance on the EU ‘hygiene package’ of regulations because of their highly technical nature and demanding standards of compliance. It is envisaged that such guidance is best provided through face-to-face discussions with government officials responsible for regulation of exports of aquaculture products to the EU and with some of the main exporting organisations, not least to hear of their experiences with compliance with the EU requirements. Such meetings are being sought in each partner country and we have recently had a high level meeting with government regulatory agencies in Vietnam. This joint EU/China session today has provided an excellent opportunity to progress this objective with China.

NUE-CROPS项目(改善欧洲主要食品、饲料、生物燃料作物的营养效率,以减少农作物生产对环境的负面影响)的整体目标为发展知识、模型、工具, (a) 以促进育种/选择有营养(和水份)效率之农作物,(b)以农艺创新整合此等农作物的使用,从而大量减少肥料(和水)的使用以及相关农作物生产对环境的负面影响,同时还要维持或改善农作物的产出和质量。为了达到整体目标,此项目将扩大利用示范系统(阿拉伯芥和大麦)取得的知识,将其运用到施用大量氮肥和磷肥而造成环境损失之广泛栽种的农作物,并以四种农作物为目标(小麦、油菜、土豆、玉米),这四种农作物在矿物肥料使用以及相关的欧洲环境影响中占比达50%以上。此项目的合作伙伴包括欧洲三家大型育种公司以及来自中国和美国的合作伙伴,中、美、欧在全球矿物肥料使用、研发、培训、宣传活动中的占比超过60%。最后,此项目还加强了宣传活动和培训计划,以促进科技的快速转移,提高项目创新投入商业运作的程度。

Stephan Lechner has been the Director of the Institute for the Protection and Security of the Citizen at the European Commission’s Joint Research Centre (JRC) since 2007. Joint Research Centre

The Joint Research Centre was originally established in 1957 under the Euratom Treaty. Euratom’s role is to promote nuclear safety and security in Europe and the JRC has been contributing to this aim with its research activities ever since.

Corresponding to customers’ needs, the JRC expanded to also embrace other fields important to policy making such as environment, consumer protection, crisis management and security. It has transformed itself from a purely research-driven organisation focusing on nuclear technology to a customer-driven, research-based policy-support organisation. The JRC, as part of the European Commission, is today deeply embedded in the European Research Area and the EU legislative process.

Centre for Earth Observation and Digital Earth

The Center for Earth Observation and Digital Earth (CEODE) Chinese Academy of Sciences (CAS), was established on August 27, 2007 through consolidating three CAS units: the Remote Sensing Satellite Ground Station, the Center for Airborne Remote Sensing and the Laboratory of Digital Earth Sciences. As an institution noted for combination of both scientific research and professional services, CEODE is committed to: high-quality operation of aerospace Earth observation system and related data services; exploration of cutting-edge technologies for earth observation and their application demonstrations; theoretical and technological research into key issues concerning Digital Earth and their integrated applications at the global, national and regional scales; and the establishment of a research platform for Digital Earth.

China Atomic Energy Authority

The main functions of the China Atomic Energy Authority are:

Deliberating and drawing up policies and regulations on peaceful uses of nuclear energy;

Deliberating and drawing up the development programming, planning and industrial standards for peaceful uses of nuclear energy;

Organising argumentation and giving approval to China’s major nuclear R&D projects; supervising and coordinating the implementation of the major nuclear R&D projects;

Carrying out nuclear material control, nuclear export supervision and management;

Dealing with the exchange and cooperation in governments and international organisations, and taking part in IAEA and its activities in the name of the Chinese government;

EU-China collaboration

China and Euratom have recently signed an agreement on nuclear research in which they agreed to collaborate on all issues concerning the peaceful use of nuclear energy. In addition, they are both Members of the Generation IV International Forum.

Furthermore, China and EU are among the few major actors in nuclear security, an enhanced co-operation is expected in this field. Researchers, industry representatives and Chinese authorities will share their news on all issues that may be subject to collaboration either in a bilateral or multilateral framework.

The Euratom programme

Originally created to coordinate the EU Member States’ research programmes for the peaceful use of nuclear energy, the Euratom Treaty today helps to pool knowledge, infrastructure and funding of nuclear energy. It ensures the security of atomic energy supply within the framework of a centralised monitoring system. In particular, the provisions of this Treaty enable multiannual Research Framework Programmes to be funded out of the EU budget.

Under the current Euratom Framework Programme (FP7), some €2.7 billion is available over the period 2007-11 for research activities in fusion energy and nuclear fission and radiation protection.

Nuclear safety

Research activities on nuclear safety include the safety of both existing and new reactors and of nuclear fuel itself. In addition, research aims to reduce the radio-toxicity of waste and to prevent the release of radionuclides into the biosphere. Research into both fission and fusion technology can not only contribute to finding solutions for our longer-term energy challenges but also help address citizens’ concerns associated with use of current nuclear technology, in particular, safety and security and the management of waste.

Nuclear safeguards and security

The role of nuclear safeguards has evolved from the simple verification of the correctness of a state’s declaration, to the more complex challenge of ensuring that non proliferation controls are respected. The advanced safeguards system plays a central role in areas of technology transfer for peaceful purposes.

Natural disasters undermine the benefits of investments and remain a major impediment to the efforts of countries for sustainable development.
