The father of the two brothers Kenugen and Kobikanthan, 51-year-old Sathyanathan Arumugam is certain that had there been lifeguards at the beach, the lives of his two sons and their friends could have been saved. He was furious with the authorities for not providing lifeguards at the beach even after a 19- year-old Brazilian national, Gustavo Silva Da Cruz, drowned at Camber Sands a month ago. In the summer season, Camber Sands attracts around 25,000 visitors, but no lifeguards patrol the popular seven-mile stretch of beach. Apparently, Kenugen and Inthushan got into trouble first as they were dragged into the quick flowing water of a rip tide and the other three tried to rescue them, but tragically all five drowned. Talking to Sunday Island, Sri Lanka’s Deputy High Commissioner in London, Sugeeshwara Gunaratne said that two officers from the mission were sent to East Sussex police station to assist with any requirements and also liaise with the relatives of the victims. By Chris Kamalendran(sundaytimes.lk) The Government is expediting aprogramme to close down all camps for InternallyDisplaced Persons (IDP) in the north, by offeringconstructed houses, land to build own housesand providing financial assistance to buildhouses.The moves come as UN Secretary-General, BanKi-moon visits Sri Lanka next week.Resettlement and Rehabilitation MinistrySecretary, V. Sivagnanasothy said to facilitatethe closure of the camps, the military is buildinghouses or, IDP families are being offered land or,encouraged to build their own houses with Stateassistance.The Government maintains 31 camps for IDPs inJaffna for 971 families.To facilitate the resettlement, some 600 familieshave been identified to be provided with land,while 100 houses under construction by themilitary in the Kankesanthurai area, is nearingcompletion. More than 300 families were givenletters assigning them with lands in the north.Mr Sivagnanasothy said, the Government, from

its last Budget, has allocated Rs 8,000 million forresettlement programmes which includespersons living in camps, as well as some 10,000more families living with friends and relatives.Jaffna Additional District Secretary (Lands) N.Muralitharan told the Sunday Times, the military,at a meeting held in Jaffna this week, disclosedthat the boundaries will be adjusted, enabling thereturn of lands to its original owners.“As the military will have to retain a certainamount of land for national security, we arelooking to purchase private lands from personswilling to sell their lands, if they are livingoverseas or from those who do not require thelands any longer,” he said.Meanwhile, the UNSG will meet PresidentMaithripala Sirisena and Prime Minister RanilWickremesinghe, and will participate in an eventinvolving youth under the theme, ‘Reconciliationand Coexistence: Role of Youth’.In Jaffna he will meet the Northern ProvinceGovernor Reginald Cooray, Leader of theOpposition, R. For the first time, two Sri Lankanundergraduate students participated in the2016 Summer Student Programme at theEuropean Organization for NuclearResearch (CERN) in Geneva, the mostprominent particle physics researchinstitute in the world.Gamage Gihan Lakmal, a graduate fromthe Faculty of Science of the RuhunaUniversity and Malinda Shiram de Silva, afinal year undergraduate from the Facultyof Science of the Colombo University,completed their two month programme lastweek.The Sri Lankan students were selected onmerit by CERN, following a fundingarrangement negotiated by the ourPermanent Mission in Geneva, whereCERN provided financial assistance forone student and the Government of SriLanka (GoSL) funded the other student, apress release issued by the Sri LankanMission said.Gamage Gihan Lakmal, previously a student ofAnanda College and Asoka College, enteredRuhuna University in 2011 and recently graduatedwith a second class upper division in Bachelor ofScience (specialized in Physics). He was thePresident of the Ruhuna Science Research Circle& the Physics Society in 2015. Also he has wonthe third place at the invention and innovation

exhibition at the University of Ruhuna in 2015 forhis final year project on calibration testing andmodifying the low cost monochromator for use asan excitation source in future optoelectroniccharacterization experiments. By Harischandra Gunaratna(island.lk) Nicholas Gunatilleke (42), a Briton ofSri Lankan descent, has been appointed aSuperintendent of Police and Deputy AreaCommander of Knwosley Borough inLiverpool, England.Knowsley Borough is an urban areawith a population of around 120,000and a police establishment of 350officers and staff.Gunatalleke, after obtaining his LLBwith a 2:1 from the LiverpoolUniversity, joined the police as aconstable in 1994 and rose throughthe ranks in the Merseyside Policeto the position of Superintendentunder the Graduate AcceleratedProgramme. The top cop also hadserved a stint in the CID.His father was the late Ranjith Gunatilleke,Barrister-at-Law and former Senior StateCounsel. After a successful practice at theunofficial bar in Sri Lanka, he migrated to the UKin 1975 and developed a lucrative legal practicein England. Among his contemporaries here wasformer Attorney General Sunil de Silva.

Nicholas Gunatilleke said: "I always had a dreamof joining the police hearing the exploits of mygrandfather and uncles as top cops.He hails from a family of senior policemen in SriLanka. His paternal grandfather Lionel

Gunatilleke (Snr) prematurely retiredas an ASP in the early ‘60s. He wasknown as a "dare devil cop" and oneof his best exploits was beingresponsible for busting up theinfamous Turf Club robbery andmurder in 1949.Two of his uncles, the late Nimal andLionel (Jnr) were top brass of thepolice. Nimal was a DIG and wasthe Commandant of the SpecialTask Force and also served as theDeputy Director, NationalIntelligence Bureau. Lionel was theHead of Crime Detection Bureau

before being appointed DIG CID.Incidentally, the two Gunatillekes were the onlybrothers to become DIGs in the Sri Lanka policeafter the Dissanayake brothers C.C. (jungle) andS.A. (jingle) in the ‘60s.Nicholas Gunatilleke was in Sri Lanka recently toattend his cousin’s wedding.

By Damith Wickremasekara(sundaytimes.lk) The Welikada-Rajagiriya junction,one of the most congested locations in Colombo,will have a flyover to ease traffic, said HighwaysMinister Lakshman Kiriella.The flyover will be constructed with a soft loan ofRs 4.3 billion (euro 28 million) from the Spanishgovernment. The loan agreement was signed this

week.Mr Kiriella said the flyover above the existing roadto Parliament will have four lanes on either side,with each side to be completed in eight months.He said construction to commence next month, willbe carried out by a Spanish company, and will bebuilt mostly with pre-fabricated items to expediteconstruction.

Ministry Secretary,D.C. Dissanayakasaid the move toconstruct a flyover atthis junction wherefive main roads meetwith daily traffic ofover 100,000vehicles, was takenafter several otherproposals wereconsidered.Meanwhile, two otherflyovers will beconstructed inGanemulla andPolgahawela toreduce congestionmainly caused by therailway crossing. Thetwo projects estimatedto cost Rs 4 billionand will also be with aSpanish loan.

By Damith Wickremasekara(sundaytimes.lk) Businessman MohamedSulaiman, 29, made his final call to his wife lastSunday at 11.15 pm asking her to open the gateafter he had arrived home at Kothalawala Lane,Bambalapitiya, carrying a takeaway for dinner.But when she reached the gate, her husband wasmissing. She only found his car parked on theroadside. A car was seen speeding away from thescene.Some 50 metres from the car towards the ocean,or the Marine Drive, lay the dinner, his wristwatchand a file. Blood stains indicated a scuffle. Familymembers were alerted and the police wereinformed, setting off a search.“On the following day, Mr Sulaiman’s fatherreceived a telephone call at their residencearound 9 a.m. The caller asked for a ransom of Rs2 million to release the businessman. We tracedthe call to a roadside telephone box located inKegalle town,” Director of the Colombo CrimeDivision, Superintendent of Police, Nishantha deSoysa said.A team was sent. In Colombo investigators weretrying to analyse closed circuit TV (CCTV) footageobtained from residences, businessestablishments as well as from cameras installedby the police.More than 60 hours later, Mawanella police wasalerted on Wednesday evening by a resident thata body was seen dumped on the side of theMawanella-Hemmathagama Road. The CCD wasinformed and later in the night a relative identifiedthe body.

The Judicial Medical Officer of the KegalleHospital, Dr Ramesh Alagiyawannage, whocarried out the post-mortem ruled that MrSulaiman had been murdered about an hour afterhis abduction and that a blow dealt with a bluntweapon above the ear had resulted in his death.Mawanella Magistrate Mahinda Liyanagamavisited the scene where the body was found. TheCCD investigation is now focusing on some of hisbusiness partners with whom he had disputedtransactions, including money owed to MrSulaiman.On Thursday the the CCD filed a motion in theColombo Magistrate courts seeking a travel banon five businessmen and it was granted. The

court also allowed permission to obtain details ofphone calls from 10 different communicationstowers. A further hearing is set for September 15.Mr Sulaiman had complained to the CriminalInvestigations Department (CID) that twobusinessmen owed him Rs 40 million and Rs 20million. Investigations were pending. Two morecomplaints had been lodged at the Fraud Bureauover Rs 5 million owed. In one of the cases, thesuspect was on bail, while another had left thecountry.CCD is looking for more evidence from CCTVcameras and have questioned more than 50persons including business partners, friends, andrelatives to arrest suspects.

The OIC ofKaruwalagaswewa Police Nuwan Perera saidthat after the collision, the elephant, along withthe van, had got dragged along the road for

approximately 10 feet, after which the panickedelephant had attacked the vehicle, smashing thefront of the van, resulting in one death. Thedeceased were seated on the front seat of thevan.The incident took place yesterday around2.30am. Nine others were wounded, includingthree children, Police said."The area in which the attack took place isgloomy, and the driver hadn't seen the elephant.There was a similar accident in the same area,nine months ago," Perera said.

presenting his country report said therehave been several issue since 2009brought about by violations ofhumanitarian laws and human rights onboth sides, that have remainedunaddressed, leading to anxiety, fearand suspicion. He said successivegovernments had failed to reach apolitical settlement with the groups.Aryasinha referred to various steps takensince the Maithripala Sirisenagovernment assumed power in January2015, including the introduction of thenineteenth amendment to theConstitution – which imposed a two-termlimit on the mandate of President andrecognized national reconciliation as aduty of the President.The amendment also established aspecial Presidential Task Force onReconciliation and an Office for NationalUnity Commission for Truth, Justice,Reconciliation that would consult withSouth African authorities, he said.He added that both Sinhala and Tamilwere made the languages ofadministration and of the courts - Article22, as per the provisions of the 16thamendment to the Constitution ensuresthat Sinhala will be the official languagein all provinces except in the north andeast where Tamil will also be used.Replying to questions by experts on theapplication of customary laws, the SriLankan delegation said that any change

of customary law had to come from thecommunities themselves. property that belonged to the Party. Dawood in aletter had sought Hakeem’s response to which thelatter had responded during the Party highcommand’s meeting on Tuesday (23).Dawood speaking to Nation said that he was notsatisfied with the response and had requested forfurther explanations when he was obstructed bythose loyal to Hakeem. “I was not allowed tospeak. the relevant regulations cited as “ImplementingStandard: Requirements for Operation of PilotlessAircraft (Unmanned Aerial Vehicles/RemotelyPiloted Aircraft)” were gazetted by the CAA DGrecently. The regulations for pilotless aircraft willbe applicable within Sri Lanka airspace.Under the regulations, only persons ororganisation having appropriate expertise in thedesign, construction or operation of remotelypiloted aircraft or, appropriate knowledge ofairspace designations and restrictions, will bepermitted to operate pilotless aircraft. They too,will require to register with the CAA.

By Shyam Ganewatte(island.lk) The net worth of the Colombo StockExchange has decreased by Rs. 284 billion duringthe past one year, the latest statistics released bythe Central Bank reveal.

According to the just released issue of the RecentEconomic Developments, the net worth of theColombo Stock Exchange was Rs. 3,076,000,000a year ago and it has come down to Rs2,792,000,000 as at August 30, this year.

The daily turnover of the CSE was Rs. 1,878million last year but as at August 30, this yearthe figure has come down by Rs. 864 millionto Rs. 1,014 millions, the Central Bank reportstates.The CSE index has come down from 9,240units to 6,551 units and the Standard & Poor’sSri Lanka 20, a stock market index, based onmarket capitalisation, which follows theperformance of 20 leading publicly tradedcompanieslisted in the CSE too has crashed from 3,969units last year to 3,585 units this year,according to the report.State Minister of National Policies andEconomic Affairs Niroshan Perera, contactedfor comment, admitted that there was adecrease in the net worth of the CSE, but heattributed it to the effects of the previousgovernment’s economic policies. "The CSEwas highly politicised and infested withmalpractices when we took over thegovernment. We are working hard to remedythe situation. Despite all these odds we havebeen able to maintain a growth rate of 5.5 percent in 2016. We have commenced megadevelopment projects including theInternational Financial City. With suchinitiatives we are sure the CSE would sooncatch up. The future of the CSE performancewill be better when we launch some moredevelopment projects."

CHESS OLYMPIAD 2016(island.lk) The Sri Lankan teams (Open andWomen’s) will leave the island for Baku,Azerbaijan on September 1 for the ChessOlympiad 2016, to be held over 11 rounds fromSeptember 2-13. The teams are determined tobetter the performances of the teams that tookpart in the Tromso Olympiad in 2014, according tothe respective captains. The Baku event will be the42nd Chess Olympiad and is likely to see over 150countries taking part. China and Russia are thedefending champions of the open and women’sevents respectively.Rajeendra Kalugampitiya, the only survivingmember of the team that secured a Category Goldin Tromso, the current National Champion (men’s)and the captain of the men’s team, told The Islandthat the team has worked hard over the past fewmonths, especially under Coach Stratos Grivas,the Grandmaster from Greece who helped theteam in 2014. On that occasion, Sri Lankaalthough ranked 120th, finishe 74th, recording the

The first stage which will beheld on September 2, 3 and 4 in Colombo,Gampola, Pilimatalawa and Panadura. The gamesincluded in the first stage are: Tennis, Wrestling,Judo, Weightlifting, Taekwondo and Swimming.Over four thousand participants are expected totake part in these events. The second stage willbe held on September 9, 10 and 11 embracing 12sports. TheNational School Games concept commenced in1984 when Prime Minister Ranil Wickremasinghewas the Education Minister. Crowd mayhem leads to felling of trees(dailynews.lk) DAMBULLA: Sunday’sunprecedented crowd chaos at the RangiriDambulla Stadium, venue of the third ODIbetween Sri Lanka and Australia has forced theauthorities to cut down trees from a certain sectionof the stadium. Spectators who broke free andentered the stadium most of them without tickets,climbed the trees situated around the playing areato get a bird’s eye view of the match. Some wereeven perched on top of the giant screenendangering themselves of being electrocuted.“The trees were cut down as a precautionarymeasure to protect the giant screen as well as inthe interest of the spectators’ safety,” saidDambulla Stadium venue manager PanthakaFernando.“We also had to cut down trees and the brancheswhich had been bent in two due to the excess

weight and were an eyesore to the public andtelevision cameras,” he said. Sri Lanka Cricketstated in a media release that more than 45,000spectators found entry into the ground that had acapacity to hold only 18,000.Fernando said that strong measures have beentaken to prevent a repetition of Sunday’s mayhemfor the fourth ODI scheduled at the venue fortoday.

He commenced his tour on 16th July 2016 fromMoratuwa proceeding via Panadura, Galle,Matara, Hambantota, Tissamaharama,Kataragama and Buttala covering more than 300km.On day two commending from Buttala he passedMoneragala, Potuvil, Akkarapaththu, Batticaloaand Seru Nuwara covering more than 300 km onthe third day came upto Trinco and past Nilaweli,Paranthan and Elephant Pass and he came uptoPoint Pedro, Jaffna, Chavakachcheri andWellapulam where he covered more than 200 kmand on the final day from Mannar, Wilpattu,Negombo, Colombo and returned home coveringmore than 350 kilometres.Herath said that he got a liking to cycling when hewas studying in Singapore and he rode form hisboarding place to the University of cycle. Duringhis strenuous journey he had to brave showers,intense heat and heavy blowing. His cycle was anormal standard mountain bike and during thisperiod there were three tyre punctures and twicehe attended to it and in the other occasion he hasto obtain is services of a cycle repairing shop.Further he added that he plans to bring honour tohis motherland in a world event in due cause.

Mr Harsha Hewapathirana took part in themen's 100km event and Dr. Porrvie TharangaHewapathirana took part in the women's 46 kmevent. All funds raised by participants of thecycling event goes towards Children with CancerUK.The route of the men's 100 km cycling eventcommenced at Queen Elizabeth Olympic Park,Stratford and finished in Surrey while the women's46 km route commenced at the same venue andfinished at Buckingham Palace. The men's eventcommenced early at 6.00 am in the morning onSunday the 31st July and Mr. HarshaHewapathirana took 5 hours to complete theexhausting, gruelling and demanding 100 kmcircuit. The women's event commenced at thesame time and Dr. Porrvie TharangaHewapathirana took 3 hours to complete thetough, harsh and challenging circuit. Over 29,000competitors participated at both events. It isBritain's biggest charity supporting cycling event.Mr. Harsha Hewapathirana is a Telecom Engineerfrom Guildford and Dr. Porrvie Heawpathirana is aGP practising in the Guildford area. The couple

participates at this particular event every year, atleast for the past three years. By Chrishanthi Christopher(sundaytimes.lk) The Sri Lanka Anti-dopingAgency (SLADA) beginning next year will checkon ayurveda concoctions given to sportsmen andwomen in a move to eradicate doping in sports.Chairman, Dr. Seevali Jayawickrema said SLADAwill have its own laboratory where all ayurvedictreatment given to sports persons will be tested forany banned substances. He said concerns havearisen over ayurvedic treatment following somesports personalities, including well known ruggerplayers and cricketers, being tested positive forperformance enhancing drugs. It was alleged thatthese players were administered the drugsunknown to them.Dr. Jayawickrema said the medical records ofthese sportsmen show they had taken ayurvedictreatment for ailments including muscle andligament pulls. It is suspected that someayurvedic concoctions are mixed with steroids andother western medication to provide quick relief to

patients. In addition whey proteins sold in gyms tosport persons will also come under themicroscope. Dr. Jayawickrema saidsupplementary food will be tested to determinewhether any performance-enhancing drugs hadbeen added to the powder. However, he said,SLADA lacks legal authority to regulate gyms inthe country.He said that gym instructors need to be educatedon the harmful effects of banned substancesmixed in food supplements. As whey protein is notgrouped under pharmaceuticals it is important thatthe product be classified and brought underscruitiny. “Internationally this is not classified,” hesaid. Meanwhile Prof. K.K.D.S. Ranweera, headof the Ayurvedic Research Institute dismissed theallegations regarding ayurvedic concoctions asbaseless, adding that the institute will extend theirfullest co-operation to SLADA to conduct scientifictests.
