People’s Desire

The majority of Myanmar’s population livein rural areas, whose economy relies onagriculture. So, efforts are being made to supplyadequate irrigation water and drinking water forthose regions. With clusters of dams, sluice gatesand river-water pumping stations already builtthere, the cultivation of various crops has beenboosted.

The work for ensuring smooth transport ispart of the needs being fulfilled to improve theliving conditions of the rural people. Inter-villageroads and rural-to-urban roads are beingconstructed. The upgrading of earth roads intogravel ones has enabled the people to travel in allseasons.

Moreover, new school buildings, stationhospitals, rural health centres and self-reliantvillage libraries are being built in much of thecountry, allowing the rural youth to have moreeducation opportunities. Similarly, the local peopleare now in a position to broaden their scope ofknowledge.

Aungmyintha Model Village near TanpheVillage, Myitkyina, Kachin State was handedover on 21 December. A 16-bed station hospital inthe village and a concrete road and bridges onMyitkyina-Lansone road section were opened aswell on that day.

Thanks to the opening of new stationhospitals, patient wards and dispensaries, morehealth care has been provided for the people ofvillages concerned and their environs. In providinghealth care, educative measures are also beingtaken in rural areas for prevention as well astreatment and personal hygiene.

Nowadays, model villages are growing innumber in rural regions, and they are boastingabout their road transport, education, health andeconomic development. With the assistance incash and manpower from the State, regionalbodies, social organizations and public wellwishers, the rural areas of Myanmar are progressing dayby day.

THE NEW LIGHT OF MYANMAR Saturday, 25 December, 2010 5

These days, some are asking and someare demanding that the Tatmadaw governmenthold dialogues with opposition parties, politicalforces and remnant armed insurgents for nationalreconsolidation in Myanmar.

There have been such strong requestsand demands throughout successivegovernments in the nation. In response, theAFPFL government and the RevolutionaryCouncil government held talks with anti-government groups.

However, national reconsolidation wasnot achieved as much as it should be. It wasbecause anti-government groups stuck todemands for fulfilling the desires of a certainparty and a national race as a basic principle fornational unity, without taking into considerationthe root causes that broke up national unity.

In the time of the State Peace and Devel-opment Council, 17 major national race armedgroups and many small groups have built unitythrough armistices since they have witnessed thegovernment’s efforts to improve the economic, education, health and transport sectors, and theyhave understood that armed insurrection resultsin nothing more than untold miseries. Androundabout 15 of those groups haveunconditionally surrendered arms for peace.

In reality, political parties and forces,in order to achieve sustainable nationalreconsolidation, have to stay in touch witheconomic conditions of the nation and keep inmind the correct economic and politicalprogrammes (strategies and tactics) for na-tional development tackling economicconditions.

Myanmar’s policy in the post-World WarII was just a combination of feudalism andcapitalism.

Under the circumstances, the drive fornational development called for harmonious co-operation of the entire people to introduce themarket economy and the multiparty democracysystem in the nation.

Yet, Myanmar Communists were underthe influence of views on Socialism becauseleft-wing socialism was in vogue followingestablishment of the Union of Soviet SocialistRepublic in Russia through October Revolution;and Soviet troops’ victory in the Second WorldWar. So, Communists clung on to the wrongconcept that the independence regained throughpeace talks with the British government wasmerely sham independence, and the nationbecame another form of colony as theindependence implied the cooperation betweenthe colonial government and wealthy Bamars. It was Communists that made the wrong choice:to introduce Socialism through all possibleforms of armed insurgency and deposition ofthe AFPFL government, instead of joininghands with the AFPFL government for themarket economy and the multiparty democracy.

What is requirement for national reconsolidation in Myanmar?Kyaw Myint Naing

In consequence, the nation saw multicoloredinsurgency and disintegration of nationalsolidarity.

More than one decade into the armedconflict, conditions of both armed insurgent groupsand the then government were going downhill. The AFPFL government was in no position torestore the State’s sovereignty and ensure non-disintegration of the Union. Armed groups wereunable to grab State power. The RevolutionaryCouncil government was thus formed for ensuringnon-disintegration of the Union and perpetuationof sovereignty. Nevertheless, the RevolutionaryCouncil government could not go against Social-ism, and the Myanmar Socialist Programme wasinevitably introduced.

Twenty-six years after that in 1988, massdemonstration took place, and lack of correctpolitical leadership reduced the nation to anarchicland. That forced the Tatmadaw to form the StateLaw and Order Restoration Council government.

After taking over State responsibilities, the SLORC saved the people from mob rules, andopened door to democracy by revoking theMyanmar Socialist Programme which provedunpopular with the people, and introducing themarket economy and the multiparty democracysystem in compliance with the aspiration of thepeople.

Nonetheless, anti-government politiciansinside and outside the nation regarded the govern-ment’s democratization as suppressing democracymovements and a violent military coup.

With wrong conviction, they deemed theSLORC government, which opened democracydoor, to be barrier to democracy as well as amilitary junta, instead of a democracy ally.

The SLORC government held electionsin 1990, and paved ways for peaceful transitionto democracy by implementing election resultsthrough the constitution. But, NLD stuck tothe concept that democracy could beintroduced in the nation only through thedownfall of the dictatorship. NLD opposed thedrive to formulate a constitution and walkedout of the National Convention. Confrontingwith the SLORC government, organizing thepublic to devolve government orders, andconsidering that mass protests would occuronly when the people suffered adversities, theparty attempted to grab power in absence of aconstitution through international economicsanctions against Myanmar and mass protests. In that case, West Bloc countries and certaingroups under their influence were steadfastlyabetting anti-government groups. As a result, extremists and active NLD members weredetained in accordance with State StabilityLaw. And 1990 election results could not beimplemented in 13 years owing to lack of aconstitution, and the results were null andvoid. Therefore, the Tatmadaw governmenthad to lay down the State’s seven-step Road

Map and held the 2010 elections with the2008 constitution.

In that way, the Tatmadaw governmentis transforming the nation from military rulewithout a constitution into multiparty democ-racy system in which an elected governmentrules the nation in line with the constitution.

Internal and external anti-governmentgroups are not able to understand why theirprogrammes have not come true over a couple ofdecades. Now, they are making comments thatthe 2008 constitution and 2010 elections areparticularly intended to prolong the militaryrule.

Achievement in transforming a nationfrom old to new system is not because of gods orpolitical icons who are held in high esteemowing to wrong concepts, but because ofincreasing productivity with the market economy.Political scientists say that a principle that nogroups can stop in relations between productiveforces and production is that productive relationsgo together with productive forces.

And productive forces still go well withsocial relations. So, any of old social relationscome to an end before productive forces makeprogress. Productive relations depend onconditions of materials.

They also say that without material de-velopment in an old human society, there cannotbe better productive relations (new systems). So, human beings carry out manageable tasksonly. It can be deduced from aforesaid pointsthat progress of productive forces is necessaryfor transforming old to new system.

So, those in favour of true democracyhave to give advice and make suggestionswith a positive attitude, regarding thegovernment elected in 2010 elections as ademocracy ally and participating in thegovernment’s economic, political, social andpublic welfare tasks for improvement of themarket economy and the multiparty system. That is the only way to nationalreconsolidation.

Any ways to achieve nationalreconsolidation through non-violent, violent, indirect and direct approaches designed to controlthe ruling government will never come to fruition. It was evidenced by multicoloured insurgencythat came into existence following regainingindependence in 1948, 1988 mass protests, andwrong acts done for more than 20 years to cometo power without a constitution by NLD and itssupporters.

In conclusion, I would like to make apositive suggestion that anti-government groupsreview wrong concepts of democratization andnational reconsolidation, instead of urging anddemanding the present government for nationalunity.

The tricky art of knowing what will happen nextLONDON, 24 Dec —A 1972 book which predicts

what life would be like in 2010 has been reprintedafter attracting a cult following, but how hard is itto tell the future? Geoffrey Hoyle is often askedwhy he predicted everybody would be wearingjumpsuits by 2010. He envisioned a world whereeverybody worked a three-day week and had theirelectric cars delivered in tubes of liquid.

These colourful ideas from his 1972 children’sbook, 2010: Living in the Future, helped prompta Facebook campaign to track him down. Hiswork has now been reprinted with the year in thetitle amended to 2011.

“I’ve been criticised because I said people[would] wear jumpsuits,” explains Hoyle, the sonof noted astronomer and science fiction authorFred Hoyle. “We don’t wear jumpsuits but to acertain extent the idea of the jumpsuit is therestriction of liberties.”

Hoyle’s book is a product of its time. Themove towards a planned society with an emphasison communal living colour it. “Most of it is basedon the evolution of a political system,” Hoyle

SINGAPORE, 24 Dec — The number of job vacancies in Singapore hit a four-yearhigh of 50,200 this September, a 36 percent rise over the 36,900 openings in theprevious September, when Singapore was recovering from a recession.

Figures by the Ministry of Manpower show the vast majority, or 76 percent, ofthe vacancies are in the services sector, which economists attributed to the sectorbeing the top creator of jobs this year, local daily The Straits Times reported onFriday. In contrast, job openings in manufacturing totaled 8,300 (17 percent) andin construction 3,300 (7 percent).

The need for workers is especially acute in the hotel, retail and financial servicesindustries, analysts noted. The services sector is bulging with openings, employershave found it hard to fill them as a result of government measures restricting the flowof foreign workers.—Xinhua

MEXICO CITY, 24 Dec—The supposed kidnappersof 50 Central American migrants who disappearedin southern Mexico last week called a family in theUnited States demanding a ransom, a RomanCatholic priest who first reported the abductionssaid Thursday.

But they contacted relatives of a migrant whohad escaped after the 16 Dec assault, said the RevAlejandro Solalinde, who runs a migrant shelter inthe southern state of Oaxaca.

The abductors probably thought he was still inthe group, Solalinde told The Associated Press in atelephone interview, adding that he reported thecall to Central American and Mexican authorities.

“We’re calling the governments of CentralAmerica in case they know of any other calls forransom,” he said.

It was another apparent confirmation of themassive abduction, which Mexican authoritiesinitially denied when they were contacted by theforeign ministry of El Salvador on Tuesday withthe complaint.

Witnesses said the majority of those kidnappedare Salvadorans, and Salvadoran Foreign MinisterHugo Martinez continued his criticism of Mexicofor initially ignoring the abduction, calling thegovernment’s response “hasty and unfortunate.”
