At the School of Architecture and Decorative Arts in Haarlem, Netherlands he developed an interest in drawing and printmaking. M.C. Escher was inspired by the lavish tile work he found adorning the Moorish architecture of the fourteenth- century palace of the Alhambra in Granada, Spain. This tile work suggested to Escher new directions in the use of color and the flattened patterning of interlocking forms. He decided to replace the abstract patterns with recognizable figures and developed the regular division of the plane. Based on geometric principles, identical shapes were joined together edge to edge without any space left between them to create tessellations. He is known for the art style called Cubism, where he distorted the anatomy of the objects’ features. No other artist is more associated with the term Modern Art than Pablo Picasso. He created thousands of paintings, prints, sculptures and ceramics during a time span of about 75 years.

Victor Vasarely was born in Pecs,Hungary in 1906. He isconsidered to be the father of opart, or optical illusion art. Op art(an abstract art movement thatdeveloped in the late 1950’s) is amathematically oriented form ofabstract art. Op art uses repeatedgeometric lines, shapes and colorsto create visual effects. Vasarelystudied how the eye’s retinaprocesses information and how theinformation is translated in thebrain. He found that when theelements of art are manipulated tocreate a distorted and visuallymisleading image, it creates anoptical illusion. During the 1960sand 1970s, Vasarely’s opticalimages became part of popularculture, having a deep impact onarchitecture, computer science,and fashion.

Dear Community Resident,

Each school year affords us the opportunity to renew our commitment tothe youth in our community. It is my distinct pleasure to invite you to join withour Board of Education and school district staff in making the 2006-2007 schoolyear the most successful collaborative initiative ever undertaken in the WestSeneca Central School District.

I am most pleased to report that our current capital building project isprogressing on schedule and on budget. Improvements taking place will allowus to use these facilities, which currently range from 30 to 80 years of age, foryears to come. The work will also assure that our buildings meet coderequirements in the areas of health, safety, and welfare. The improvements willprovide a quality educational setting for our youngest citizens, and serve tomaintain and protect property values throughout our community. You mayview various aspects and monitor progress of the project on our school districtWeb site (www.wscschools.org).

Our priority during 2006-2007 will be to provide the best of learningopportunities in order that all students may meet and surpass the challenges ofthe recently implemented higher learning standards and assessments. We willwork hard to maintain a balanced approach to spending while maintainingsound educational priorities. I am pleased to report that for the third year in arow the West Seneca Central School District has been rated as “AboveAverage” in the area of “Cost Effectiveness” by Business First. This “aboveaverage” rating is significant because it compares classroom academicachievement levels with per pupil expenditures.

On behalf of the trustees of the Board of Education, I invite and welcomeyour participation and input in the operation of your school district. We inviteyou to take advantage of the myriad of opportunities available to get involvedand participate in one or many aspects of your school community. The school district is governed bya seven-member board of education

elected by qualified voters of the district.The board has total responsibility for

the educational program of the district,its financing and control. It establishes

policies for operation of the schooldistrict. Members are public officialswho serve without pay for three-yearterms. As our elected representatives

and as officers of New York State,the board must carry out duties

The application for Free or Reduced lunch/breakfast will be mailed home and also availablein your child’s school office. Only one applicationper family is necessary for both Lunch andBreakfast benefits. Parents, be sure to list allchildren, their grade level and school they attend onthe application.

We have a computerized system in all the build-ings in the district. Each student has an account withthe cafeteria. Parents can put money into theaccount and when students receive a lunch orbreakfast, the money is deducted from the account.

We would like to encourage prepayment forlunch and breakfast for all students.

TransportationTransportation of students from home to school

and from school to home is a major function of theschool district operation. With approximately 10,000district students being transported to 108 differentschools, it is clearly evident that the responsibility formaximum efficiency and safety is to be shared by allmembers of the community.

Motorists are advised to:

1. Maintain a sensitivity to the presence ofschool buses on the highway.

2. Exercise caution when approaching aschool bus from either direction.

3. Watch closely for signals given by the busdriver including hand signals, amber lights,red lights, and turn signals. Remember:No traffic should move from eitherdirection when red flashing lights on thebus are operating. This also includeswhen busses are loading and unloadingat the school.

4. Stop their vehicles when coming fromeither direction before reaching a stoppedschool bus which has flashing red lights.Allow students to cross the road and waituntil the flashing red lights are turned off.

5. Be aware that school buses come to a fullstop at railroad crossings.

6. Prepare to stop when approaching fromeither direction a school bus whose amberlights are flashing.

7. Be aware that school buses do not turnright at intersections when the light is red.

Heexperimented with many differentmediums and artistic styles, butis best known for his richlytextured collages.

father died whenhe was only 10

years old. Afterseveral years in

boarding schooland over family

objections,Beckmann, at the

age of 15,decided to

become a painter.His work is

characterized by asculptural

monumentality, avibrant use of

color, and aprofoundly

philosophicaloutlook. Between

1905 and 1950 heproduced more

than 800paintings and

created hundredsof prints and

drawings. Hepainted portraits,

still life, historypaintings, andmythological

subjects.Beckmann was a

highlyaccomplished

painter. His workwas placed in

German museumsand he was

recognized for hisartistic

achievements.

School Food Services(Food Service Office)

The West Seneca Central Food Service Depart-ment has fully-equipped kitchens in all buildings in thedistrict. We serve lunch in all buildings and breakfastin most. The Food Service operation aims to be totallyself-supporting with no cost to taxpayers. The childnutrition program is an essential educational supportactivity and the nutritional needs of our students takeprecedence. The food levied meets U.S. Governmenthigh quality standards with monthly governmentcommodities (cheese, meat, protein, etc.) incorporatedinto menus to keep prices as low as possible.

Students are advised to:1. Be at the designated bus stop FIVE

minutes before pickup time.

2. Refrain from pushing, running, or "horse-play" while waiting or getting on or off thebus.

3. Stand clear and away from the road at alltimes.

4. Enter and leave the bus in an orderlymanner.

5. Use the handrail when getting on or offthe bus.

6. Remain seated after entering and whileriding.

7. Keep arms and head inside open win-dows.

8. Keep legs, books, and other belongingsout of the aisle.

9. Keep conversations in a normal tone ofvoice; avoid boisterous conduct.

10. Do not eat or drink on the bus.

11. Cross the road at least 15 feet in front ofthe bus. Always look both ways and watchfor the bus driver's signal before crossing.

12. Do not play with safety equipmentincluding the emergency door andwindows.

13. Avoid bringing large objects or pets onthe bus.

14. No smoking at any time on the bus.

15. Accept the authority and follow theinstructions of the bus driver.

16. Do not tamper with the belongings ofother pupils.

17. Never try to retrieve an object fromunderneath the bus.

Transportation Requests ToPrivate and Parochial Schools

Request forms for district transportation to privateand parochial schools are available at the Transporta-tion Department at 3300 Seneca Street, between8:30 a.m. and 3:30 p.m., Monday through Friday. All

non-public school students who require transporta-tion must submit a request on the proper schooldistrict form to the said offices no later than April 1of each year.

Transportation To and FromChild Care Baby-Sitting Locations

A public or private school student may be pickedup and/or dropped off at a day care location (baby-sitter) anywhere within the West Seneca CentralSchool District with the following requirements:

1. Request forms are provided at theTransportation Department Office and allDistrict elementary school offices. Formsmust be completed and returned to eitherthe Transportation Department or theschool by June 15 of each year prior tothe school year for which transportation isrequested.

2. Parents and/or legal guardians must allowup to at least one week and wait forconfirmation from the School Districtbefore permitting the student(s) to getpicked up or dropped off from anyaddress other than his/her residence.

3. Pick up must be consistently at the sameaddress five days per week. Drop off mustbe consistently at the same address fivedays per week. No Exceptions. The A.M.and P.M. address may be different as longas it is consistent five days per week.

4. No new stops will be added. Students willbe required to be picked up and droppedoff at the nearest established stop.

5. No new bus route will be established ifthe addition of that bus route will result inan additional expense to be incurred bythe District.

Transportation will be provided to students whoare enrolled in NEW YORK STATE LICENSED daycare centers that are located in the West SenecaCentral School District. Parents and/or legal guard-ians are advised to make sure that the day carecenters they choose for the care of their children arefully licensed by the State of New York beforetransportation is requested.

Senior CitizensReal Property Tax Exemption

The West Seneca Central School District offers atax exemption program to its senior citizens to relievethe tax burden for those with fixed incomes. Thosesenior citizens eligible shall be exempt from schooltaxation in accordance with the following table:

Qualifications for Eligibility

• Title of the property must be vested in the owner,or if more than one, in all the owners, for at leasttwenty-four consecutive months prior to the datethat the application for exemption is filed.

• The property must be used exclusively forresidential purposes, be occupied in the whole orin part by the owners, and constitute the legalresidence of the owners.

Tax Relief for the Disabled

People with disabilities are also offered an addi-tional tax exemption in accordance with the sameincome table set forth above for senior citizens.Please contact your local Town Assessor’s Office formore filing information.

VandalismSchool district property represents a sizable

investment by district taxpayers. All of us, studentsand adults, share a responsibility to protect schoolproperty. Residents are asked to report to the policeunusual activity on school sites during evenings andweekends. Prompt reports can help avoid costlydamage. The district will use established legalchannels when suspected vandals are apprehended.

Community EducationOur Community Education program offers a

wealth of opportunities for lifelong learning. You canexpand a hobby, learn how to swim, try out a newlanguage, cook up a storm, dance, draw, exercise,travel, or firm up your finances. A new catalog comesout four times each year with hundreds of courses tochoose from. Academic programs include SATpreparation (fall and spring), and Regents Reviewclasses (January and June).

Classes are held Monday-Saturday in the fall,winter, and spring for learners of all ages. Summer-time offers a daytime program that adds a focus onchildren and family participation, including a range ofmusic lessons and academic enrichment programs.Catalogs are distributed approximately one monthbefore each session begins.

NYS Guidelines RegardingAdministration of Medications in Schools

School nurses, principals, and other schoolpersonnel are often asked to dispense internalmedication to school children. Internal medication canonly be dispensed under the following policy:1. A written request from the parent/guardian.2. A written request from the physician which

indicates the frequency and the dosage of theprescribed medication.

3. The medication is to be brought in the prescribedlabeled bottle by an adult to the office.

Please do not send any aspirin, cold pills, coughdrops, inhalers, etc. to school with your child. Thedangers of this practice are possible choking andanother child may take the medicine resulting inserious consequences.

As stated above, medication will only be dis-pensed under the described conditions and this willbe strictly adhered to within a school situation.

School PhysicalsPhysical exams are required by New York State for

grades kindergarten, 2, 4, 7, 10,and all students newto the West Seneca School District. Studentsparticipating in interscholastic sports need a physicalyearly. We strongly encourage you to have thephysical exam performed by your child’s doctorbut if that exam is not received by the school nurse,one will be done by the school physician. You willreceive one written notice regarding this before theexam is done. If your school has a monthly buildingcalendar, it will be noted in the calendar the week thephysician will be in. If you have problems having thephysical done by private physician, contact yourschool nurse.

School ClosingDuring the course of the school year, and particu-

larly through the winter months, emergencies mayarise that force the closing of schools. In an effort toinsure the maximum safety of children, the followingprocedures will be followed:

1. If conditions are such that school must be closedbefore the start of the school day, announce-ments of such closing will be carried by localradio and television stations.

2. If it becomes necessary to close school after theschool day begins, children will be transportedhome as quickly as facilities will allow.

If schools are closed, ALL scheduled public andstudent activities will be canceled for that day and evening.

private agencies and therapists who provide counsel-ing services for children and families experiencing aproblem. Please call 677-3156 should you wish moreinformation.

Provided below is a brief list of local agencies whoprovide a variety of services. Inclusion or exclusion ofany agency or service does not imply approval ordisapproval by the West Seneca school system.

DISTRICT INFORMATION

Student Attire GuidelinesAll students are expected to be well-groomed and

neatly dressed at all times. We take pride in theappearance of our students. Student dress shall in noway be so extreme as to be distracting or disruptive tothe educational process of the school. The followingguidelines for student attire are

1. Messages on clothing, jewelry, and personalbelongings that relate to drugs, alcohol, tobacco,sex, vulgarity, or that reflects adversely uponpersons because of their race or ethnic groupare not permitted.

2. Shorts, skirts, and dresses are considered tooshort if when holding one’s hands at one’s side,that hem or cuff does not reach the fingertips orbeyond.

3. Mid-cut shirts/tops that reveal the midriff are notacceptable. Tank tops are not acceptable unlessworn with another shirt that provides appropriatecoverage. Sleeveless blouses that provideappropriate coverage are acceptable.

4. Hats may not be worn in the building.

5. Footwear is required at all times and must be safe.

6. Wearing of a scent that has negative impact onothers is not permitted.

NOTE: Each building principal will informall students of the dress code atthe beginning of the school year.

Students who violate the school dress code shallbe required to modify their appearance by covering orremoving the offending item, and if necessary orpractical replacing it with an acceptable item. Anystudent who refuses to do so shall be subject todisciplinary action. Any student who repeatedly failsto comply with the dress code shall be subject tofurther disciplinary action.

Use Of School FacilitiesCommunity groups may use school facilities for

social, civic, and recreational meetings and enter-tainments, or other community welfare use when suchbuildings are not scheduled for school purposes.Policies regarding fees, insurance, restrictions, respon-sibilities for damages incurred, and safety requirementsfor use of swimming pools and other school facilitiesare available to applicants through the offices of thebuilding principals.

Substance PolicyOur schools have an important role in the early

detection of substance use, abuse, and dependency.They have a role in the protection of our studentsfrom the promotion and sale of alcohol andnonprescribed drugs. Therefore, no person may use,possess, sell, or distribute chemical substances normay they use or possess drug paraphernalia onschool grounds or at school-sponsored events exceptdrugs prescribed by a physician.

The term chemical substances refers to allsubstances including, but not limited to alcohol,hallucinogens, depressants, stimulants, steroids, look-alikes, and any of those substances referred to as“designer drugs.” The inappropriate use of prescrip-tion and over-the-counter drugs shall be prohibited.Additionally, the board of education strictly forbidsthe use of tobacco (including chewing) anywhere onschool property.

Disciplinary measures for students violating thispolicy will range from suspension to permanentexclusion, and referral for prosecution as outlined inthe Community Intervention Model.

Compliance with this policy is mandatory.

Working PapersYoung people between the ages of 11 and 17

who plan to work part or full time are required to haveworking papers. Applications for working papersmay be obtained from the Pupil Services Office or atany of the middle or senior high school buildings.

Alternative Learning CenterStudents are referred to the Alternative Learning

Center by their high school principal in consultationwith the student’s parent(s) or guardian.

Students who have had problems with atten-dance, behavior and/or earning necessary creditsto satisfy graduation requirements are candidatesfor this program. Students are expected to workon attitude and behavioral concerns in order tomeet with academic success. Individual attentionis given by affording students a smaller learningenvironment, flexible scheduling with emphasis oncourse mastery.

Notice for Directory Information

The Family Educational Rights and Privacy Act (FERPA), aFederal law, requires that West Seneca Central School Districtwith certain exceptions, obtain your written consent prior to thedisclosure of personally identifiable information from your child’seducation records. However, West Seneca Central School Districtmay disclose appropriately designated “directory information”without written consent, unless you have advised the District to thecontrary in accordance with District procedures. The primarypurpose of directory information is to allow the West SenecaCentral School District to include this type of information from yourchild’s education records in certain school publications. Examplesinclude:

• A playbill, showing your student’s role in a drama production;• The annual yearbook;• Honor roll or other recognition lists;• Graduation programs; and• Sports activity sheets, such as for wrestling, showing weight

and height of team members.

Directory information, which is information that is generally notconsidered harmful or an invasion of privacy if released, can alsobe disclosed to outside organizations without a parent’s priorwritten consent. Outside organizations include, but are not limitedto, companies that manufacture class rings or publish yearbooks. Inaddition, two federal laws require local educational agencies(LEAs) receiving assistance under the Elementary and SecondaryEducation Act of 1965 (ESEA) to provide military recruiters, uponrequest, with three directory information categories - names,addresses and telephone listings - unless parents have advised theLEA that they do not want their student’s information disclosedwithout their prior written consent.(1)

If you do not want West Seneca Central School District todisclose directory information from your child’s education recordswithout your prior written consent, you must notify the District inwriting by October 1, 2005.

Information Regarding Teacher Qualifications

In accordance with the federal No Child Left Behind Act of2001, parents have the right to request information regarding theprofessional qualifications of their child’s classroom teachers.Specifically, they have the right to request the following informationconcerning the child’s teachers:

• Whether the teacher has met New York State qualificationsand licensing criteria for the grade levels and subject areas heor she teaches;

• Whether the teacher is teaching under emergency or otherprovisional status under which state qualification or licensingcriteria have been waived;

• The teacher’s college major; whether the teacher has anyadvanced degrees and, if so, the subject of those degrees;

• If your child receives services from any instructional assistants orsimilar paraprofessionals, the qualifications for those individuals.

Monet always worked outdoors,using small touches of unmixed colorto show how light was reflected fromwater and leaves. He liked to paint inthe full midday sun to avoid shadows.His technique was based on the ideathat nothing has single, fixed color;rather, the color changes according tothe way the light strikes it at anygiven moment. Monet’s fascinationwith light led him to paint severalstudies of exactly the same view atdifferent hours and different seasons.Some of his most famous seriesinclude “Haystacks” and “Lilies.”

Notification of Rights under FERPAfor Elementary and Secondary Schools

The Family Educational Rights and Privacy Act (FERPA)affords parents and students over 18 years of age (“eligiblestudents”) certain rights with respect to the student’s educationrecords. These rights are:

(1) The right to inspect and review the student’s educationrecords within 45 days of the day the School receives a request foraccess.

Parents or eligible students should submit to the Schoolprincipal [or appropriate school official] a written request thatidentifies the record(s) they wish to inspect. The School official willmake arrangements for access and notify the parent or eligiblestudent of the time and place where the records may be inspected.

(2) The right to request the amendment of the student’seducation records that the parent or eligible student believes areinaccurate.

Parents or eligible students may ask the School to amend arecord that they believe is inaccurate. They should write the Schoolprincipal [or appropriate school official], clearly identify the part ofthe record they want changed, and specify why it is inaccurate. Ifthe School decides not to amend the record as requested by theparent or eligible student, the School will notify the parent oreligible student of the decision and advise them of their right to ahearing regarding the request for amendment. Additional informa-tion regarding the hearing procedures will be provided to theparent or eligible student when notified of the right to a hearing.

(3) The right to consent to disclosures of personally identifiableinformation contained in the student’s education records, except tothe extent that FERPA authorizes disclosure without consent.

One exception, which permits disclosure without consent, isdisclosure to school officials with legitimate educational interests.A school official is a person employed by the School as anadministrator, supervisor, instructor, or support staff member(including health or medical staff and law enforcement unitpersonnel); a person serving on the School Board; a person orcompany with whom the School has contracted to perform aspecial task (such as an attorney, auditor, medical consultant, ortherapist); or a parent or student serving on an official committee,such as a disciplinary or grievance committee, or assisting anotherschool official in performing his or her tasks.

A school official has a legitimate educational interest if theofficial needs to review an education record in order to fulfill his orher professional responsibility.

Upon request, the West Seneca Central School Districtdiscloses education records without consent to officials of anotherschool district in which a student seeks or intends to enroll.

(4) The right to file a complaint with the U.S. Department ofEducation concerning alleged failures by the West Seneca CentralSchool District to comply with the requirements of FERPA. Thename and address of the Office that administers FERPA are:

Notification of Rights Under theProtection of Pupil Rights Amendment (PPRA)

PPRA affords parents certain rights regarding our conduct ofsurveys, collection and use of information for marketing purposes,and certain physical exams. These include the right to:

• Consent before students are required to submit to a survey thatconcerns one or more of the following protected areas (“pro-tected information survey”) if the survey is funded in whole or inpart by a program of the U.S. Department of Education (ED)–

1. Political affiliations or beliefs of the student or student’s parent;

2. Mental or psychological problems of the student or student’s family;

3. Sex behavior or attitudes;

4. Illegal, anti-social, self-incriminating, or demeaning behavior;

5. Critical appraisals of others with whom respondents have close familyrelationships;

6. Legally recognized privileged relationships, such as with lawyers,doctors, or ministers;

7. Religious practices, affiliations, or beliefs of the student or parents; or

8. Income, other than as required by law to determine program eligibility.

• Receive notice and an opportunity to opt a student out of –1. Any other protected information survey, regardless of funding;

2. Any non-emergency, invasive physical exam or screeningrequired as a condition of attendance, administered by theschool or its agent, and not necessary to protect the immediatehealth and safety of a student, except for hearing, vision, orscoliosis screenings, or any physical exam or screeningpermitted or required under State law; and

3. Activities involving collection, disclosure, or use of personalinformation obtained from students for marketing or to sell orotherwise distribute the information to others.

• Inspect, upon request and before administration or use –

1. Protected information surveys of students;

2. Instruments used to collect personal information fromstudents for any of the above marketing, sales, or otherdistribution purposes; and

3. Instructional material used as part of the educationalcurriculum.

These rights transfer to from the parents to a student who is18 years old or an emancipated minor under State law.

West Seneca Central School District will/has developed andadopted policies, in consultation with parents, regarding theserights, as well as arrangements to protect student privacy in theadministration of protected information surveys and the collection,disclosure, or use of personal information for marketing, sales, orother distribution purposes. West Seneca Central School Districtwill directly notify parents of these policies at least annually at thestart of each school year and after any substantive changes. WestSeneca Central School District will also directly notify, such asthrough U.S. Mail or email, parents of students who are sched-uled to participate in the specific activities or surveys noted belowand will provide an opportunity for the parent to opt his or herchild out of participation of the specific activity or survey. WestSeneca Central School District will make this notification toparents at the beginning of the school year if the District hasidentified the specific or approximate dates of the activities orsurveys at that time. For surveys and activities scheduled after theschool year starts, parents will be provided reasonable notifica-tion of the planned activities and surveys listed below and be

Comprehensive Student Attendance Policy

Statement of Overall Objectives:

School attendance is both a right and a responsibility. TheWest Seneca Central School District is an active partner withstudents and parents in the task of ensuring that all studentsmeet or exceed the New York State Learning Standards. TheWest Seneca Central School District recognizes that theconsistent school attendance, academic success, and schoolcompletion have a positive correlation. The ComprehensiveStudent Attendance Policy will assist to meet the followingobjectives:

a. To increase school completion for all students;

b. To raise student achievement and close gaps instudent performance;

c. To identify attendance patterns in order to designattendance improvement efforts;

d. To know the whereabouts of every student for safetyand other reason;

e. To verify that individual students are complying witheducation laws relating to compulsory attendance;

f. To determine the district’s average daily attendancefor State aid purposes.

Description of Strategies to Meet Objectives:

The West Seneca Central School District will:

a. Create and maintain a positive school buildingculture by fostering a positive physical and psycho-logical environment where the presence of strongadult role models encourages respectful andnurturing interactions between adults and students.This positive school culture is aimed at encouraginga high level of student bonding to the school, whichin turn should lead to increased attendance.

b. Develop a Comprehensive Student AttendancePolicy based upon the recommendations of amultifaceted District Policy Development Team thatincludes representation from the Board of Education,administrators, teachers, students, pupil servicesstaff, parents, and the community. The district willhold at least one public hearing prior to the adoptionof this collaboratively developed ComprehensiveStudent Attendance Policy.

c. Maintain accurate record keeping via a register ofattendance to record attendance, absence,tardiness, or early departure of each student.

d. Utilize data analysis systems for tracking individualstudent attendance and individual and group trendsin student attendance problems.

e. Develop early intervention strategies to improveschool attendance for all students.

Community Awareness:

The Board of Education shall promote necessary communityawareness of the district’s Comprehensive Student AttendancePolicy by:

a. Providing a plain language summary of the policy toparents or persons in parental relation to students atthe beginning of each school year and promoting theunderstanding of such a policy to students and theirparents/persons in parental relation;

EDUCATIONAL PROGRAMSComprehensive District Education Plan (CDEP)

Elementary Program

Grades K through 6 provide a thorough foundation in the basic skills. Students are instructed inreading, language arts, mathematics, social studies, and science. Classes are also provided in art,vocal and instrumental music, physical education, and health and safety. Starting in grade 4, studentsmay choose to study stringed or band instruments. All elementary music ensembles take part in winterand spring concerts featuring both choral and instrumental music. Computer education begins at theelementary level where it is integrated into the curriculum.

Special education classes and resource programs are offered to those children who need specialhelp in addition to regular classroom instruction.

Opportunities for students to extend their learning and develop their strengths are provided to allstudents in a variety of formats.

Promotion from one grade level to the next is based on a thorough analysis of each child’sprogress. Decisions are based on the needs of the student as determined by teachers and parentsworking together with the building principal. Students are graded quarterly and report cards are issuedat the end of each quarter.

Middle School Program

Grades 7 and 8 serve as a transition from elementary school to high school. While the middle schoolcurriculum continues the elementary school emphasis on basic skills, students are introduced to technologyeducation, home and career skills, foreign languages, and extracurricular activities such as interscholastic andintramural sports, student government, school newspaper, and the National Junior Honor Society. Studentsloop from 7th grade to 8th grade, assuring maximum continuity and support.

Middle school students receive a full year of instruction in English, social studies, mathematics, scienceand second language. Each year students are scheduled for courses in technology education, home andcareer skills, art, and general music. Physical education classes are offered on a regular basis throughout theyear. In addition, students may elect to participate in chorus, band or orchestra. The district boasts an award-winning cadet marching band featuring students from grades 4 through 8. Each school produces winter andspring instrumental and choral concerts.

Senior High School Program

Grades 9 through 12 are designed to prepare students for post secondary education and/or immediateemployment, or careers in the military. Business education, home economics courses, and technologyeducation courses are particularly helpful for students planning to work upon graduation. In addition, studentsmay attend the BOCES Occupational Center, which offers training for specific occupations.

Many electives are offered to add depth and scope to our students’ high school education. Electivesinclude courses in art, music, computers, technology, business, and family and consumer sciences, as well asthe traditional academic courses. Highly motivated students are offered advanced placement courses toenrich and accelerate their learning. Our high school ‘Academy’ programs offer students a variety of opportu-nities to focus their learning in a particular area of interest. High school instrumental students may participatein Concert Band, Marching Band and Jazz Ensemble. Musical productions and winter and spring instrumentaland choral concerts are presented by both high schools.

Comprehensive District Education PlanThe Comprehensive District Education Plan (CDEP)

is a three-year data-driven instructional plan. The effort todevelop the plan was exhaustive. The committee col-lected and analyzed district data, determined gaps be-tween current student achievement and our targets forachievement, identified the root causes of these gaps,and then developed a very detailed action plan consist-ing of goal statements, strategies, and major tasks andactivities that will lead to achievement of those goals.

Nine CDEP goals were identified:

• Curriculum Alignment: Align the curriculum K-12to improve student achievement.

• English Language Arts: The percent of students,including students with disabilities, performing atlevels 3 and 4 on the State ELA assessmentsgrades 3-8 will increase over the next three years.

• Mathematics: The percent of students, includingstudents with disabilities, performing at levels 3 and4 on the state math assessments grades 3-8, willincrease over the next three years.

• Science: Student performance at the masterylevel on all state science assessments will increaseover the next three years.

• Social Studies: The percent of students,including students with disabilities, performing atlevels 3 and 4 on the state social studies assess-ments grades 5 and 8 will increase over the nextthree years. Mastery will also increase.

• High School Regents: The percent of students,including students with disabilities, obtaining aRegents diploma with honors, or a Regentsdiploma with advanced distinction with honors, willincrease by increasing the percent of studentsachieving mastery level (85 percent or higher) onRegents exams.

• Technology: Computer technology will continueto be effectively integrated into the curriculum.

• Professional Development: Student achieve-ment will improve by supporting teachers throughrelevant, ongoing professional development.

• Collaborative Decision-making: Studentachievement will improve through collaborativedecision-making.

French painter, sculptorand lithographer HenriMatisse was regarded as amaster in the use of colorand form to convey emotion.He incorporated pattern inmany of his paintings andintroduced a cut papercollage technique. Hisbirthday is Dec. 31, 1869.

In 1905, Matisse was theringleader of the Fauves. Hisworks are characterized bybig blocks of bold, vibrantcolors and a deceptivesimplicity. He and Picassoare probably the two artistswho had the greatestinfluence on the course of20th century art.

The Board of Education advises parents andother district residents who have questions orconcerns about their child(ren)’s education or otherschool-related problems to first try to resolve themat the level most directly involved. This is usually theclassroom teacher or school principal. If a satisfac-tory solution cannot be reached at this level,individuals should contact the appropriate districtoffice (curriculum, special education, athletics, etc.).

The recommended order of communication is

Paul Cezanne was born on Jan. 19,1839. A visionary ahead of his time,Cezanne’s innovative style, use ofperspective composition and colorprofoundly influenced 20th century art.He used color with passion andcreativity, giving his brush strokesstructure, solidity, and durability.

For many years, still lifes andlandscapes were Cezanne’s maintopic, composing more than 200 stilllife paintings. “Apples and Oranges”is one of his most famous still-lifecompositions. Cezanne records theslightest variations in tone and colorobserved over long periods as well asthe forms of geometry he consideredthe most frequent in nature–the“cylinder, sphere, and the cone.”

Harnett was almostexclusively a painter ofstill lifes. He is mostfamous for his “trompel’oeil” paintings, cleverillusions that convincethe viewer that he islooking at the actualobjects, rather than at apainted recreation.

Franz Marc was born in Munich,Germany, on Feb. 8, 1880.Influenced by August Macke, hedeveloped a rich, chromaticsymbolism. He depicted a mysticalworld of animals, especially horses,employing devices of distortion toexpress the animals’ own awarenessof their lives. Marcs will forever beremembered for his paintings ofanimals in brilliant colors andsimplified, nearly Cubist forms.

Marc’s pictorial conception ofnature became increasingly abstract,resulting in the formation of colorful,crystalline patterns. Together withKandinsky and Klee, Marc was aleader of the Blaue Reiter group. Hewas killed in World War I.Characteristic examples of his art are“Gazelle” and “Blue Horses.”

Frida Kahlo was one of the greatestMexican artists of the 20th century.She was born in Coyoacan, Mexico,on July 6, 1907. Frida suffered a greatdeal in her short life, but she used herpainful experiences as subject matterfor some of the most passionate self-portraits ever painted. They were away of helping her cope with herproblems. Frida was labeled aSurrealist because of the realistic,dreamlike quality of her paintings.

Keith Haring wasborn on May 4, 1958in Reading, Penn. Hedeveloped a love fordrawing at a very earlyage, learning basiccartooning skills fromhis father and from thepopular culture aroundhim, such as Dr. Seussand Walt Disney.

In 1980, Haringfound a highlyeffective medium thatallowed him tocommunicate with thewider audience hedesired, when henoticed the unusedadvertising panelscovered with matteblack paper in asubway station. Hebegan to createdrawings in whitechalk upon these blackpaper panels.Between 1980 and1985, Haringproduced hundreds ofthese public drawingsin rapid rhythmic lines,sometimes creating asmany as forty “subwaydrawings” in one day.

Thomas Hart Benton was born onApril 15, 1889 in Neosho, Mo.Benton studied at the Art Institute ofChicago, resided briefly in Paris andNew York City, then settled in KansasCity, working as an instructor ofdrawing/painting at the Kansas CityArt Institute. Benton was part of theRegionalist Movement and is wellknown for his mural paintings thatdepict common everyday scenes ofMidwestern life. The figures in hisworks often appear cartoon-likethrough the way he distorts the boneand muscular structure of their faces.His most famous murals are located inJefferson City, and in the TrumanLibrary in Independence, Missouri.

Keith Haring wasborn on May 4, 1958in Reading, Penn. Hedeveloped a love fordrawing at a very earlyage, learning basiccartooning skills fromhis father and from thepopular culture aroundhim, such as Dr. Seussand Walt Disney.

In 1980, Haringfound a highlyeffective medium thatallowed him tocommunicate with thewider audience hedesired, when henoticed the unusedadvertising panelscovered with matteblack paper in asubway station. Hebegan to createdrawings in whitechalk upon these blackpaper panels.Between 1980 and1985, Haringproduced hundreds ofthese public drawingsin rapid rhythmic lines,sometimes creating asmany as forty “subwaydrawings” in one day.

Studio in Art studentsstudied and replicated the style ofVan Gogh leaving the marker strokesin their landscape renderings.

Frida Kahlo was one of the greatestMexican artists of the 20th century.She was born in Coyoacan, Mexico,on July 6, 1907. Frida suffered a greatdeal in her short life, but she used herpainful experiences as subject matterfor some of the most passionate self-portraits ever painted. They were away of helping her cope with herproblems. Frida was labeled aSurrealist because of the realistic,dreamlike quality of her paintings.

Franz Marc was born in Munich,Germany, on Feb. 8, 1880.Influenced by August Macke, hedeveloped a rich, chromaticsymbolism. He depicted a mysticalworld of animals, especially horses,employing devices of distortion toexpress the animals’ own awarenessof their lives. Marcs will forever beremembered for his paintings ofanimals in brilliant colors andsimplified, nearly Cubist forms.

Marc’s pictorial conception ofnature became increasingly abstract,resulting in the formation of colorful,crystalline patterns. Together withKandinsky and Klee, Marc was aleader of the Blaue Reiter group. Hewas killed in World War I.Characteristic examples of his art are“Gazelle” and “Blue Horses.”

Paul Cezanne was born on Jan. 19,1839. A visionary ahead of his time,Cezanne’s innovative style, use ofperspective composition and colorprofoundly influenced 20th century art.He used color with passion andcreativity, giving his brush strokesstructure, solidity, and durability.

For many years, still lifes andlandscapes were Cezanne’s maintopic, composing more than 200 stilllife paintings. “Apples and Oranges”is one of his most famous still-lifecompositions. Cezanne records theslightest variations in tone and colorobserved over long periods as well asthe forms of geometry he consideredthe most frequent in nature–the“cylinder, sphere, and the cone.”

EDUCATIONAL PROGRAMSComprehensive District Education Plan (CDEP)

Elementary Program

Grades K through 6 provide a thorough foundation in the basic skills. Students are instructed inreading, language arts, mathematics, social studies, and science. Classes are also provided in art,vocal and instrumental music, physical education, and health and safety. Starting in grade 4, studentsmay choose to study stringed or band instruments. All elementary music ensembles take part in winterand spring concerts featuring both choral and instrumental music. Computer education begins at theelementary level where it is integrated into the curriculum.

Special education classes and resource programs are offered to those children who need specialhelp in addition to regular classroom instruction.

Opportunities for students to extend their learning and develop their strengths are provided to allstudents in a variety of formats.

Promotion from one grade level to the next is based on a thorough analysis of each child’sprogress. Decisions are based on the needs of the student as determined by teachers and parentsworking together with the building principal. Students are graded quarterly and report cards are issuedat the end of each quarter.

Middle School Program

Grades 7 and 8 serve as a transition from elementary school to high school. While the middle schoolcurriculum continues the elementary school emphasis on basic skills, students are introduced to technologyeducation, home and career skills, foreign languages, and extracurricular activities such as interscholastic andintramural sports, student government, school newspaper, and the National Junior Honor Society. Studentsloop from 7th grade to 8th grade, assuring maximum continuity and support.

Middle school students receive a full year of instruction in English, social studies, mathematics, scienceand second language. Each year students are scheduled for courses in technology education, home andcareer skills, art, and general music. Physical education classes are offered on a regular basis throughout theyear. In addition, students may elect to participate in chorus, band or orchestra. The district boasts an award-winning cadet marching band featuring students from grades 4 through 8. Each school produces winter andspring instrumental and choral concerts.

Senior High School Program

Grades 9 through 12 are designed to prepare students for post secondary education and/or immediateemployment, or careers in the military. Business education, home economics courses, and technologyeducation courses are particularly helpful for students planning to work upon graduation. In addition, studentsmay attend the BOCES Occupational Center, which offers training for specific occupations.

Many electives are offered to add depth and scope to our students’ high school education. Electivesinclude courses in art, music, computers, technology, business, and family and consumer sciences, as well asthe traditional academic courses. Highly motivated students are offered advanced placement courses toenrich and accelerate their learning. Our high school ‘Academy’ programs offer students a variety of opportu-nities to focus their learning in a particular area of interest. High school instrumental students may participatein Concert Band, Marching Band and Jazz Ensemble. Musical productions and winter and spring instrumentaland choral concerts are presented by both high schools.

Comprehensive District Education PlanThe Comprehensive District Education Plan (CDEP)

is a three-year data-driven instructional plan. The effort todevelop the plan was exhaustive. The committee col-lected and analyzed district data, determined gaps be-tween current student achievement and our targets forachievement, identified the root causes of these gaps,and then developed a very detailed action plan consist-ing of goal statements, strategies, and major tasks andactivities that will lead to achievement of those goals.

Nine CDEP goals were identified:

• Curriculum Alignment: Align the curriculum K-12to improve student achievement.

• English Language Arts: The percent of students,including students with disabilities, performing atlevels 3 and 4 on the State ELA assessmentsgrades 3-8 will increase over the next three years.

• Mathematics: The percent of students, includingstudents with disabilities, performing at levels 3 and4 on the state math assessments grades 3-8, willincrease over the next three years.

• Science: Student performance at the masterylevel on all state science assessments will increaseover the next three years.

• Social Studies: The percent of students,including students with disabilities, performing atlevels 3 and 4 on the state social studies assess-ments grades 5 and 8 will increase over the nextthree years. Mastery will also increase.

• High School Regents: The percent of students,including students with disabilities, obtaining aRegents diploma with honors, or a Regentsdiploma with advanced distinction with honors, willincrease by increasing the percent of studentsachieving mastery level (85 percent or higher) onRegents exams.

• Technology: Computer technology will continueto be effectively integrated into the curriculum.

• Professional Development: Student achieve-ment will improve by supporting teachers throughrelevant, ongoing professional development.

• Collaborative Decision-making: Studentachievement will improve through collaborativedecision-making.

French painter, sculptorand lithographer HenriMatisse was regarded as amaster in the use of colorand form to convey emotion.He incorporated pattern inmany of his paintings andintroduced a cut papercollage technique. Hisbirthday is Dec. 31, 1869.

In 1905, Matisse was theringleader of the Fauves. Hisworks are characterized bybig blocks of bold, vibrantcolors and a deceptivesimplicity. He and Picassoare probably the two artistswho had the greatestinfluence on the course of20th century art.

Notification of Rights under FERPAfor Elementary and Secondary Schools

The Family Educational Rights and Privacy Act (FERPA)affords parents and students over 18 years of age (“eligiblestudents”) certain rights with respect to the student’s educationrecords. These rights are:

(1) The right to inspect and review the student’s educationrecords within 45 days of the day the School receives a request foraccess.

Parents or eligible students should submit to the Schoolprincipal [or appropriate school official] a written request thatidentifies the record(s) they wish to inspect. The School official willmake arrangements for access and notify the parent or eligiblestudent of the time and place where the records may be inspected.

(2) The right to request the amendment of the student’seducation records that the parent or eligible student believes areinaccurate.

Parents or eligible students may ask the School to amend arecord that they believe is inaccurate. They should write the Schoolprincipal [or appropriate school official], clearly identify the part ofthe record they want changed, and specify why it is inaccurate. Ifthe School decides not to amend the record as requested by theparent or eligible student, the School will notify the parent oreligible student of the decision and advise them of their right to ahearing regarding the request for amendment. Additional informa-tion regarding the hearing procedures will be provided to theparent or eligible student when notified of the right to a hearing.

(3) The right to consent to disclosures of personally identifiableinformation contained in the student’s education records, except tothe extent that FERPA authorizes disclosure without consent.

One exception, which permits disclosure without consent, isdisclosure to school officials with legitimate educational interests.A school official is a person employed by the School as anadministrator, supervisor, instructor, or support staff member(including health or medical staff and law enforcement unitpersonnel); a person serving on the School Board; a person orcompany with whom the School has contracted to perform aspecial task (such as an attorney, auditor, medical consultant, ortherapist); or a parent or student serving on an official committee,such as a disciplinary or grievance committee, or assisting anotherschool official in performing his or her tasks.

A school official has a legitimate educational interest if theofficial needs to review an education record in order to fulfill his orher professional responsibility.

Upon request, the West Seneca Central School Districtdiscloses education records without consent to officials of anotherschool district in which a student seeks or intends to enroll.

(4) The right to file a complaint with the U.S. Department ofEducation concerning alleged failures by the West Seneca CentralSchool District to comply with the requirements of FERPA. Thename and address of the Office that administers FERPA are:

Notification of Rights Under theProtection of Pupil Rights Amendment (PPRA)

PPRA affords parents certain rights regarding our conduct ofsurveys, collection and use of information for marketing purposes,and certain physical exams. These include the right to:

• Consent before students are required to submit to a survey thatconcerns one or more of the following protected areas (“pro-tected information survey”) if the survey is funded in whole or inpart by a program of the U.S. Department of Education (ED)–

1. Political affiliations or beliefs of the student or student’s parent;

2. Mental or psychological problems of the student or student’s family;

3. Sex behavior or attitudes;

4. Illegal, anti-social, self-incriminating, or demeaning behavior;

5. Critical appraisals of others with whom respondents have close familyrelationships;

6. Legally recognized privileged relationships, such as with lawyers,doctors, or ministers;

7. Religious practices, affiliations, or beliefs of the student or parents; or

8. Income, other than as required by law to determine program eligibility.

• Receive notice and an opportunity to opt a student out of –1. Any other protected information survey, regardless of funding;

2. Any non-emergency, invasive physical exam or screeningrequired as a condition of attendance, administered by theschool or its agent, and not necessary to protect the immediatehealth and safety of a student, except for hearing, vision, orscoliosis screenings, or any physical exam or screeningpermitted or required under State law; and

3. Activities involving collection, disclosure, or use of personalinformation obtained from students for marketing or to sell orotherwise distribute the information to others.

• Inspect, upon request and before administration or use –

1. Protected information surveys of students;

2. Instruments used to collect personal information fromstudents for any of the above marketing, sales, or otherdistribution purposes; and

3. Instructional material used as part of the educationalcurriculum.

These rights transfer to from the parents to a student who is18 years old or an emancipated minor under State law.

West Seneca Central School District will/has developed andadopted policies, in consultation with parents, regarding theserights, as well as arrangements to protect student privacy in theadministration of protected information surveys and the collection,disclosure, or use of personal information for marketing, sales, orother distribution purposes. West Seneca Central School Districtwill directly notify parents of these policies at least annually at thestart of each school year and after any substantive changes. WestSeneca Central School District will also directly notify, such asthrough U.S. Mail or email, parents of students who are sched-uled to participate in the specific activities or surveys noted belowand will provide an opportunity for the parent to opt his or herchild out of participation of the specific activity or survey. WestSeneca Central School District will make this notification toparents at the beginning of the school year if the District hasidentified the specific or approximate dates of the activities orsurveys at that time. For surveys and activities scheduled after theschool year starts, parents will be provided reasonable notifica-tion of the planned activities and surveys listed below and be

Comprehensive Student Attendance Policy

Statement of Overall Objectives:

School attendance is both a right and a responsibility. TheWest Seneca Central School District is an active partner withstudents and parents in the task of ensuring that all studentsmeet or exceed the New York State Learning Standards. TheWest Seneca Central School District recognizes that theconsistent school attendance, academic success, and schoolcompletion have a positive correlation. The ComprehensiveStudent Attendance Policy will assist to meet the followingobjectives:

a. To increase school completion for all students;

b. To raise student achievement and close gaps instudent performance;

c. To identify attendance patterns in order to designattendance improvement efforts;

d. To know the whereabouts of every student for safetyand other reason;

e. To verify that individual students are complying witheducation laws relating to compulsory attendance;

f. To determine the district’s average daily attendancefor State aid purposes.

Description of Strategies to Meet Objectives:

The West Seneca Central School District will:

a. Create and maintain a positive school buildingculture by fostering a positive physical and psycho-logical environment where the presence of strongadult role models encourages respectful andnurturing interactions between adults and students.This positive school culture is aimed at encouraginga high level of student bonding to the school, whichin turn should lead to increased attendance.

b. Develop a Comprehensive Student AttendancePolicy based upon the recommendations of amultifaceted District Policy Development Team thatincludes representation from the Board of Education,administrators, teachers, students, pupil servicesstaff, parents, and the community. The district willhold at least one public hearing prior to the adoptionof this collaboratively developed ComprehensiveStudent Attendance Policy.

c. Maintain accurate record keeping via a register ofattendance to record attendance, absence,tardiness, or early departure of each student.

d. Utilize data analysis systems for tracking individualstudent attendance and individual and group trendsin student attendance problems.

e. Develop early intervention strategies to improveschool attendance for all students.

Community Awareness:

The Board of Education shall promote necessary communityawareness of the district’s Comprehensive Student AttendancePolicy by:

a. Providing a plain language summary of the policy toparents or persons in parental relation to students atthe beginning of each school year and promoting theunderstanding of such a policy to students and theirparents/persons in parental relation;

Notice for Directory Information

The Family Educational Rights and Privacy Act (FERPA), aFederal law, requires that West Seneca Central School Districtwith certain exceptions, obtain your written consent prior to thedisclosure of personally identifiable information from your child’seducation records. However, West Seneca Central School Districtmay disclose appropriately designated “directory information”without written consent, unless you have advised the District to thecontrary in accordance with District procedures. The primarypurpose of directory information is to allow the West SenecaCentral School District to include this type of information from yourchild’s education records in certain school publications. Examplesinclude:

• A playbill, showing your student’s role in a drama production;• The annual yearbook;• Honor roll or other recognition lists;• Graduation programs; and• Sports activity sheets, such as for wrestling, showing weight

and height of team members.

Directory information, which is information that is generally notconsidered harmful or an invasion of privacy if released, can alsobe disclosed to outside organizations without a parent’s priorwritten consent. Outside organizations include, but are not limitedto, companies that manufacture class rings or publish yearbooks. Inaddition, two federal laws require local educational agencies(LEAs) receiving assistance under the Elementary and SecondaryEducation Act of 1965 (ESEA) to provide military recruiters, uponrequest, with three directory information categories - names,addresses and telephone listings - unless parents have advised theLEA that they do not want their student’s information disclosedwithout their prior written consent.(1)

If you do not want West Seneca Central School District todisclose directory information from your child’s education recordswithout your prior written consent, you must notify the District inwriting by October 1, 2005.

Information Regarding Teacher Qualifications

In accordance with the federal No Child Left Behind Act of2001, parents have the right to request information regarding theprofessional qualifications of their child’s classroom teachers.Specifically, they have the right to request the following informationconcerning the child’s teachers:

• Whether the teacher has met New York State qualificationsand licensing criteria for the grade levels and subject areas heor she teaches;

• Whether the teacher is teaching under emergency or otherprovisional status under which state qualification or licensingcriteria have been waived;

• The teacher’s college major; whether the teacher has anyadvanced degrees and, if so, the subject of those degrees;

• If your child receives services from any instructional assistants orsimilar paraprofessionals, the qualifications for those individuals.

Monet always worked outdoors,using small touches of unmixed colorto show how light was reflected fromwater and leaves. He liked to paint inthe full midday sun to avoid shadows.His technique was based on the ideathat nothing has single, fixed color;rather, the color changes according tothe way the light strikes it at anygiven moment. Monet’s fascinationwith light led him to paint severalstudies of exactly the same view atdifferent hours and different seasons.Some of his most famous seriesinclude “Haystacks” and “Lilies.”

School ClosingDuring the course of the school year, and particu-

larly through the winter months, emergencies mayarise that force the closing of schools. In an effort toinsure the maximum safety of children, the followingprocedures will be followed:

1. If conditions are such that school must be closedbefore the start of the school day, announce-ments of such closing will be carried by localradio and television stations.

2. If it becomes necessary to close school after theschool day begins, children will be transportedhome as quickly as facilities will allow.

If schools are closed, ALL scheduled public andstudent activities will be canceled for that day and evening.

Community ResourcesThere are several community based public and

private agencies and therapists who provide counsel-ing services for children and families experiencing aproblem. Please call 677-3156 should you wish moreinformation.

Provided below is a brief list of local agencies whoprovide a variety of services. Inclusion or exclusion ofany agency or service does not imply approval ordisapproval by the West Seneca school system.

DISTRICT INFORMATION

Student Attire GuidelinesAll students are expected to be well-groomed and

neatly dressed at all times. We take pride in theappearance of our students. Student dress shall in noway be so extreme as to be distracting or disruptive tothe educational process of the school. The followingguidelines for student attire are

1. Messages on clothing, jewelry, and personalbelongings that relate to drugs, alcohol, tobacco,sex, vulgarity, or that reflects adversely uponpersons because of their race or ethnic groupare not permitted.

2. Shorts, skirts, and dresses are considered tooshort if when holding one’s hands at one’s side,that hem or cuff does not reach the fingertips orbeyond.

3. Mid-cut shirts/tops that reveal the midriff are notacceptable. Tank tops are not acceptable unlessworn with another shirt that provides appropriatecoverage. Sleeveless blouses that provideappropriate coverage are acceptable.

4. Hats may not be worn in the building.

5. Footwear is required at all times and must be safe.

6. Wearing of a scent that has negative impact onothers is not permitted.

NOTE: Each building principal will informall students of the dress code atthe beginning of the school year.

Students who violate the school dress code shallbe required to modify their appearance by covering orremoving the offending item, and if necessary orpractical replacing it with an acceptable item. Anystudent who refuses to do so shall be subject todisciplinary action. Any student who repeatedly failsto comply with the dress code shall be subject tofurther disciplinary action.

Use Of School FacilitiesCommunity groups may use school facilities for

social, civic, and recreational meetings and enter-tainments, or other community welfare use when suchbuildings are not scheduled for school purposes.Policies regarding fees, insurance, restrictions, respon-sibilities for damages incurred, and safety requirementsfor use of swimming pools and other school facilitiesare available to applicants through the offices of thebuilding principals.

Substance PolicyOur schools have an important role in the early

detection of substance use, abuse, and dependency.They have a role in the protection of our studentsfrom the promotion and sale of alcohol andnonprescribed drugs. Therefore, no person may use,possess, sell, or distribute chemical substances normay they use or possess drug paraphernalia onschool grounds or at school-sponsored events exceptdrugs prescribed by a physician.

The term chemical substances refers to allsubstances including, but not limited to alcohol,hallucinogens, depressants, stimulants, steroids, look-alikes, and any of those substances referred to as“designer drugs.” The inappropriate use of prescrip-tion and over-the-counter drugs shall be prohibited.Additionally, the board of education strictly forbidsthe use of tobacco (including chewing) anywhere onschool property.

Disciplinary measures for students violating thispolicy will range from suspension to permanentexclusion, and referral for prosecution as outlined inthe Community Intervention Model.

Compliance with this policy is mandatory.

Working PapersYoung people between the ages of 11 and 17

who plan to work part or full time are required to haveworking papers. Applications for working papersmay be obtained from the Pupil Services Office or atany of the middle or senior high school buildings.

Alternative Learning CenterStudents are referred to the Alternative Learning

Center by their high school principal in consultationwith the student’s parent(s) or guardian.

Students who have had problems with atten-dance, behavior and/or earning necessary creditsto satisfy graduation requirements are candidatesfor this program. Students are expected to workon attitude and behavioral concerns in order tomeet with academic success. Individual attentionis given by affording students a smaller learningenvironment, flexible scheduling with emphasis oncourse mastery.

Senior CitizensReal Property Tax Exemption

The West Seneca Central School District offers atax exemption program to its senior citizens to relievethe tax burden for those with fixed incomes. Thosesenior citizens eligible shall be exempt from schooltaxation in accordance with the following table:

• Title of the property must be vested in the owner,or if more than one, in all the owners, for at leasttwenty-four consecutive months prior to the datethat the application for exemption is filed.

• The property must be used exclusively forresidential purposes, be occupied in the whole orin part by the owners, and constitute the legalresidence of the owners.

VandalismSchool district property represents a sizable

investment by district taxpayers. All of us, studentsand adults, share a responsibility to protect schoolproperty. Residents are asked to report to the policeunusual activity on school sites during evenings andweekends. Prompt reports can help avoid costlydamage. The district will use established legalchannels when suspected vandals are apprehended.

Community EducationOur Community Education program offers a

wealth of opportunities for lifelong learning. You canexpand a hobby, learn how to swim, try out a newlanguage, cook up a storm, dance, draw, exercise,travel, or firm up your finances. A new catalog comesout four times each year with hundreds of courses tochoose from. Academic programs include SATpreparation (fall and spring), and Regents Reviewclasses (January and June).

Classes are held Monday-Saturday in the fall,winter, and spring for learners of all ages. Summer-time offers a daytime program that adds a focus onchildren and family participation, including a range ofmusic lessons and academic enrichment programs.Catalogs are distributed approximately one monthbefore each session begins.

NYS Guidelines RegardingAdministration of Medications in Schools

School nurses, principals, and other schoolpersonnel are often asked to dispense internalmedication to school children. Internal medication canonly be dispensed under the following policy:1. A written request from the parent/guardian.2. A written request from the physician which

indicates the frequency and the dosage of theprescribed medication.

3. The medication is to be brought in the prescribedlabeled bottle by an adult to the office.

Please do not send any aspirin, cold pills, coughdrops, inhalers, etc. to school with your child. Thedangers of this practice are possible choking andanother child may take the medicine resulting inserious consequences.

As stated above, medication will only be dis-pensed under the described conditions and this willbe strictly adhered to within a school situation.

School PhysicalsPhysical exams are required by New York State for

grades kindergarten, 2, 4, 7, 10,and all students newto the West Seneca School District. Studentsparticipating in interscholastic sports need a physicalyearly. We strongly encourage you to have thephysical exam performed by your child’s doctorbut if that exam is not received by the school nurse,one will be done by the school physician. You willreceive one written notice regarding this before theexam is done. If your school has a monthly buildingcalendar, it will be noted in the calendar the week thephysician will be in. If you have problems having thephysical done by private physician, contact yourschool nurse.

School Food Services(Food Service Office)

The West Seneca Central Food Service Depart-ment has fully-equipped kitchens in all buildings in thedistrict. We serve lunch in all buildings and breakfastin most. The Food Service operation aims to be totallyself-supporting with no cost to taxpayers. The childnutrition program is an essential educational supportactivity and the nutritional needs of our students takeprecedence. The food levied meets U.S. Governmenthigh quality standards with monthly governmentcommodities (cheese, meat, protein, etc.) incorporatedinto menus to keep prices as low as possible.

Students are advised to:1. Be at the designated bus stop FIVE

minutes before pickup time.

2. Refrain from pushing, running, or "horse-play" while waiting or getting on or off thebus.

3. Stand clear and away from the road at alltimes.

4. Enter and leave the bus in an orderlymanner.

5. Use the handrail when getting on or offthe bus.

6. Remain seated after entering and whileriding.

7. Keep arms and head inside open win-dows.

8. Keep legs, books, and other belongingsout of the aisle.

9. Keep conversations in a normal tone ofvoice; avoid boisterous conduct.

10. Do not eat or drink on the bus.

11. Cross the road at least 15 feet in front ofthe bus. Always look both ways and watchfor the bus driver's signal before crossing.

12. Do not play with safety equipmentincluding the emergency door andwindows.

13. Avoid bringing large objects or pets onthe bus.

14. No smoking at any time on the bus.

15. Accept the authority and follow theinstructions of the bus driver.

16. Do not tamper with the belongings ofother pupils.

17. Never try to retrieve an object fromunderneath the bus.

Transportation Requests ToPrivate and Parochial Schools

Request forms for district transportation to privateand parochial schools are available at the Transporta-tion Department at 3300 Seneca Street, between8:30 a.m. and 3:30 p.m., Monday through Friday. All

non-public school students who require transporta-tion must submit a request on the proper schooldistrict form to the said offices no later than April 1of each year.

Transportation To and FromChild Care Baby-Sitting Locations

A public or private school student may be pickedup and/or dropped off at a day care location (baby-sitter) anywhere within the West Seneca CentralSchool District with the following requirements:

1. Request forms are provided at theTransportation Department Office and allDistrict elementary school offices. Formsmust be completed and returned to eitherthe Transportation Department or theschool by June 15 of each year prior tothe school year for which transportation isrequested.

2. Parents and/or legal guardians must allowup to at least one week and wait forconfirmation from the School Districtbefore permitting the student(s) to getpicked up or dropped off from anyaddress other than his/her residence.

3. Pick up must be consistently at the sameaddress five days per week. Drop off mustbe consistently at the same address fivedays per week. No Exceptions. The A.M.and P.M. address may be different as longas it is consistent five days per week.

4. No new stops will be added. Students willbe required to be picked up and droppedoff at the nearest established stop.

5. No new bus route will be established ifthe addition of that bus route will result inan additional expense to be incurred bythe District.

Transportation will be provided to students whoare enrolled in NEW YORK STATE LICENSED daycare centers that are located in the West SenecaCentral School District. Parents and/or legal guard-ians are advised to make sure that the day carecenters they choose for the care of their children arefully licensed by the State of New York beforetransportation is requested.

The application for Free or Reduced lunch/breakfast will be mailed home and also availablein your child’s school office. Only one applicationper family is necessary for both Lunch andBreakfast benefits. Parents, be sure to list allchildren, their grade level and school they attend onthe application.

We have a computerized system in all the build-ings in the district. Each student has an account withthe cafeteria. Parents can put money into theaccount and when students receive a lunch orbreakfast, the money is deducted from the account.

We would like to encourage prepayment forlunch and breakfast for all students.

TransportationTransportation of students from home to school

and from school to home is a major function of theschool district operation. With approximately 10,000district students being transported to 108 differentschools, it is clearly evident that the responsibility formaximum efficiency and safety is to be shared by allmembers of the community.

Motorists are advised to:

1. Maintain a sensitivity to the presence ofschool buses on the highway.

2. Exercise caution when approaching aschool bus from either direction.

3. Watch closely for signals given by the busdriver including hand signals, amber lights,red lights, and turn signals. Remember:No traffic should move from eitherdirection when red flashing lights on thebus are operating. This also includeswhen busses are loading and unloadingat the school.

4. Stop their vehicles when coming fromeither direction before reaching a stoppedschool bus which has flashing red lights.Allow students to cross the road and waituntil the flashing red lights are turned off.

5. Be aware that school buses come to a fullstop at railroad crossings.

6. Prepare to stop when approaching fromeither direction a school bus whose amberlights are flashing.

7. Be aware that school buses do not turnright at intersections when the light is red.

created hundredsof prints and

drawings. Hepainted portraits,

still life, historypaintings, andmythological

subjects.Beckmann was a

Victor Vasarely was born in Pecs,Hungary in 1906. He isconsidered to be the father of opart, or optical illusion art. Op art(an abstract art movement thatdeveloped in the late 1950’s) is amathematically oriented form ofabstract art. Op art uses repeatedgeometric lines, shapes and colorsto create visual effects. Vasarelystudied how the eye’s retinaprocesses information and how theinformation is translated in thebrain. He found that when theelements of art are manipulated tocreate a distorted and visuallymisleading image, it creates anoptical illusion. During the 1960sand 1970s, Vasarely’s opticalimages became part of popularculture, having a deep impact onarchitecture, computer science,and fashion.

Each school year affords us the opportunity to renew our commitment tothe youth in our community. It is my distinct pleasure to invite you to join withour Board of Education and school district staff in making the 2006-2007 schoolyear the most successful collaborative initiative ever undertaken in the WestSeneca Central School District.

I am most pleased to report that our current capital building project isprogressing on schedule and on budget. Improvements taking place will allowus to use these facilities, which currently range from 30 to 80 years of age, foryears to come. The work will also assure that our buildings meet coderequirements in the areas of health, safety, and welfare. The improvements willprovide a quality educational setting for our youngest citizens, and serve tomaintain and protect property values throughout our community. You mayview various aspects and monitor progress of the project on our school districtWeb site (www.wscschools.org).

Our priority during 2006-2007 will be to provide the best of learningopportunities in order that all students may meet and surpass the challenges ofthe recently implemented higher learning standards and assessments. We willwork hard to maintain a balanced approach to spending while maintainingsound educational priorities. I am pleased to report that for the third year in arow the West Seneca Central School District has been rated as “AboveAverage” in the area of “Cost Effectiveness” by Business First. This “aboveaverage” rating is significant because it compares classroom academicachievement levels with per pupil expenditures.

On behalf of the trustees of the Board of Education, I invite and welcomeyour participation and input in the operation of your school district. We inviteyou to take advantage of the myriad of opportunities available to get involvedand participate in one or many aspects of your school community. We havemuch to be grateful for and proud of in the West Seneca Central School District,and I thank the community for its continuous support.
