What to do in an emergencySigns of a possible pipeline leak may include: pools of fuel, dirt or dust blowing inthe air, hissing sounds, gas or petroleum odours, bubbles in standing water, deador discoloured vegetation and ice on the ground. If you notice any of these in thevicinity of a pipeline, treat as an emergency.

In the event of an emergency

Remove all personnel immediately from the vicinity of the incident

Extinguish any naked flames and shut down all working plant from the

immediate area (remember, vapours will travel downwind).

Inform the emergency services. Dial 999 and call the Fire Brigade and

Police.

If known, call the Pipeline Operator. There will be a pipeline marker

nearby with emergency contact information.

Exclude all vehicles and personnel from the vicinity.

Do not attempt to seal any leaks.

Do not attempt to extinguish the flame if the leak has ignited.

Action to be taken if the pipeline has been damagedbut has not caused leakage:

a) Contact the Pipeline Operator or his Agent.

b) Do not backfill and await the representative of the Pipeline Operator to

inspect the damage and decide on the action required.

c) If damage to the pipeline does not cause a leak do not try and hide it.

Dents and gouges in a pipe may cause it to fail at a later time with

potentially catastrophic consequences. Report all damage, however

seemingly insignificant, to the Pipeline Operator.

It is emphasised that not all pipelines in the UK are represented and that owners ofpipelines, even those who do not appear in this booklet, should still be consultedregarding procedures to be followed when working close to their pipelines.

General Information

• All the pipelines are steel and operate at high pressure containing petroleum products orgas.

• Sizes vary from 100mm, (4”) to 1220mm (48”) diameter.

• Nominal depth of cover is 0.9m, (3ft) although in some locations this cover may be less.e.g. Canal towpaths or rocky areas etc.

• The sponsor/employing authority (and/or their contractor) shall be responsible for allliability under the Health and Safety at Work Act, 1974, etc.

• All the pipelines are covered by the Pipeline Safety Regulations and require all parties towork safely so that no damage is caused to a pipeline.

Summary of GuidanceThe purpose of this booklet is to provideguidance on the basic requirements forsafe working in close proximity to buriedpipelines. The guidance is not exhaustiveand so a safe system of work, includingany specific requirements of the PipelineOperator, should be agreed prior to workcommencing.

For the purposes of this document theterm “easement”, as used, includesproperty rights arising under Deeds ofGrant, Wayleave and other rights in landgranted.

To fulfil their own duty, the PipelineOperators require notification of theintention to carry out underground workswhen within 50 metres of the pipe and inthe same parcel of land, i.e. not separatedby a fence or other identifiable division. It isrecommended that formal buried servicessearches are recorded onwww.linesearchbeforeUdig.co.ukwebsite. This service is free to use. ThePipeline Operator is then alerted and ableto make an appropriate response,especially critical when that work will bewithin the pipeline easement.

The Pipeline Operator is responsible forclearly marking the detailed route of thepipe (a free service) and to specify anyconstraints on the proposed method ofworking. All works require prior approvalexcept certain routine agriculturaloperations; however, fencing, ditching,drainage operations, sub-soiling and moleploughing must be notified. This is not anexhaustive list of works, please contact thePipeline Operator.

When planning works, which could involvecrossing or working within the easement, itis important that sufficient time for Approvalby the Pipeline Operator is allowed prior toworks commencing. In some circumstancesthis can take up to 13 weeks.

Some Pipeline Operators may havetheir own specific requirements whichwill be made available by request.

Supervision of WorksThe Pipeline Operators require strictcontrols to be applied on all third partyworks that could affect the pipeline, whichare administered by the Pipeline Operatoror Agent. The minimum controls are:

• A minimum of three working days priornotice shall be given by the third party tothe Pipeline Operator or Agent beforecommencement of any works within 3m(10ft) of the pipeline. It should be notedthat National Grid requires at least aweek’s notice.

• All works within the pipeline easementshall be attended by the PipelineOperator or Agent and shall notcommence without the written authorityand supervision by the Pipeline Operatoror Agent.

• There will generally be no charge forsuch attendance for the first three 8 hourworking days. Thereafter, the costs maybe recovered by the Pipeline Operatorfrom the third party. Current contractrates for supervision charges will beprovided by the Pipeline Operator to thethird party on request.

1 In general, a legal consent or agreedlevel of supervision will be required priorto any works within the easement.Adequate time should be allowed for thecompletion of any consent. Prior tocommencement of all works full details ofthe proposed work should be submitted tothe appropriate Pipeline Operator or theirAgent.

2 No raising or lowering of ground levelthroughout the easement is permittedwithout written consent from the PipelineOperator. All excavations above, below orwithin 3m (10 ft) on either side of thepipeline must always be supervised by arepresentative of the Pipeline Operator.Manual digging will be employed unlessanother method is specifically authorisedby the representative.

3 Protection will be required over thepipeline at road crossings and parkingareas, including temporary constructionareas, typically, as per example (Appendix I). Under the supervision of thePipeline Operator and prior to installation,the promoter shall expose the pipeline forthe existing protective pipe wrapping to beinspected, repaired and then doublewrapped at the Promoter's expense by acontractor approved by the PipelineOperator. Some Operators employ othermethods so agreement of the method isimportant before any investigation orremoval.

4 The pipeline is wrapped to preventcorrosion and any damage to the pipe orits wrapping must be notified immediatelyto the Pipeline Operator or their Agent whowill arrange for repairs to be carried out.The Pipeline Operator reserves the right torecover the cost of repairs.

5 Backfilling shall be in layers of maximumdepth of 300mm (12 inches) andconsolidated before any further backfillingtakes place. Backfill must be free of flintsor any other material, which may damagethe anti-corrosion wrapping. If the backfillmaterial is not suitable in the opinion of therepresentative of the Pipeline Operator,imported sand, pea gravel or otherapproved fine material shall be provided togive a minimum 150mm (6 inches)surround to the pipeline.

6 The easement shall be marked orpegged out and fenced off prior to workscommencing. Agreed crossing pointsacross the easement for constructionmachines shall be protected by plates,“Bog Mat”, a temporary concrete slab orhard-core layers.

7 To prevent indiscriminate crossingsalong the pipeline, service crossings (i.e.drains, cables, pipes, etc.), should begrouped together at a common point.These should be ducted if possible. Anyplant crossing the easement can behazardous to the pipeline especially if theground is soft or wet.

8 Where a new service passes under orover the existing pipeline, there should beideally a 600mm (24 inches) clearancebetween them and cross at an angle of notless than 60°. A lesser clearance or angleof crossing will not be permitted withoutauthority in writing from the PipelineOperator or their Agent. A concreteseparation slab, marker tiles or warningtape may be required. If the new service orworks includes a high pressure gas pipe orother pipe containing material whoseescape might endanger the pipeline(s),sleeving and/or construction in pre-testedpipe across the width of the easement maybe required.

Basic Guidelines for any work near Pipelines

9 Directional drilling, thrust boring or othertrenchless techniques will be consideredas an alternative method of crossing thepipelines subject to agreed supervision. Amethod statement complete with drawingsfor the completion of pipeline crossingsusing trenchless methods shall beapproved by the pipeline operator.Approval by the Pipeline Operator shall inno way reduce the responsibilities andliabilities of the third party for the safe andsuccessful completion of the crossingworks. Clearance between the pipeline andthe drilling auger (or similar) should bemaximised. Ideally the minimum clearanceshall be 1.5 metres.

10 Pipeline marker posts shall be installedat the Promoter's expense each side of allroad crossings and elsewhere asnecessary to mark the pipeline route.

11 No buildings, structures or caravans tobe sited within the pipeline easement. Thepipeline easement should always be free ofobstructions as access to the easementand/or the pipeline is required at all times.

12 No gas vermin eliminator or ignitionbased tunnel collapsing systems, eg.Rodenator, are to used within 100 metres.

13 No explosives are to be used within400 metres (1300 ft) or pile driving, 3Dseismic survey or bore holes within 30metres (100 ft) of the pipelines withoutprior agreement with the Pipeline Operator.In all cases the maximum PPV at thepipeline is 25 mm per second.

14 Wind turbines should be situated aminimum distance of one and a half timesthe mast height from the pipeline in linewith current UKOPA guidelines.(www.ukopa.co.uk/publications)

15 Where permission is granted for a newpipe, cable, etc., to cross a pipeline, thatpermission will only be granted subject tothe following condition:

“If at any time during the course of the newconstruction it is discovered that thePipeline Operator requires to carry outemergency works on their pipeline thenwork on the new construction must ceaseuntil the pipeline repair work has beencompleted. This repair work will be carriedout with the shortest possible delay. Inthese circumstances the Pipeline Operatorwill not be responsible for any delay orassociated costs on the new construction.”

16 Tree planting is restricted in theeasement. Each Operator can give advice.Any approval will be subject to the PipelineOperator retaining the right to remove alltrees and shrubs which, in his opinion,might become a danger to the pipelineand, in consequence, a potential hazard topersonal safety, or prevent access formaintenance purposes. Many gardenshrubs are acceptable, but conifers are notacceptable.

17 High voltage electric cable crossingsmay require special consideration.

18 Attention is drawn to the fact that thepipeline is cathodically protected. Thiscan corrode metal structures in the vicinityand it is the Promoter's responsibility toprotect their constructions against this.

The conditions mentioned above arecommon to most works but are notexhaustive. Other conditions may beimposed depending on the nature ofthe work.

Prior to any work commencing thefollowing applies:

a) The location of the pipe must be verifiedand marked on site by the PipelineOperator's representative and witnessedby a representative of the Promoter orcontractor.

b) On receipt of written approval of theproposed works, and subject to theapproval, if required, of the Secretary ofState and the landowner, the Promoter orcontractor shall give not less than 3working days notice to the respectivePipeline Operator or his Agent of intentionto commence the works and access forthem will be afforded at all times.

c) The Pipeline Operator may require thePromoter to mark out the easement with apaling fence or similar if this is consideredto be in the best interest of a safeoperation. Where access over theeasement is required then protection to thepipeline must be considered.

d) Any work involving a naked flame orlikely to cause a spark within 3m (10 ft) ofan exposed section of a pipeline will onlybe permitted subject to approval of themethods by, and presence of, therepresentative of the Pipeline Operator.The Pipeline Operator reserves the right forhis representative to check the availabilityof fire extinguishers on site to reduce therisk to the pipeline should the plant orequipment catch fire, and to prohibit anywork until they are reasonably satisfied.

e) Cathodic protection of the pipelines isprovided by an impressed current systemand sacrificial anodes which couldadversely affect any ferrous structure orservice that crosses or runs parallel to thepipeline for any distance. It isrecommended that test leads be installedat the point of intersection of the two tofacilitate interference testing, according toBS EN 12954:2001, BS EN13509:2003, BS EN13636:2004 and BSEN50162:2004.

The fitting of the test lead to the pipelinewill be carried out by a representative ofthe Pipeline Operator and the two leadstaken to a Cathodic Protection Test Post,generally supplied by them, installed at thenearest convenient point. Any workrequired will be at the expense of thePromoter. The Pipeline Operator does notaccept responsibility for any damage to thenew service by virtue of electric corrosionprotection systems applied to thepipeline(s).

Alternatively, any third party works must notdetrimentally affect the Pipeline protectioneither.
