Domanda: Può fornire un resoconto preliminare dei datidi produzione, crescita ed esportazione del settore tessilee dell'abbigliamento nel 2018?
Risposta: Nel 2018 il mercato domestico ha accelerato la crescita.Secondo i dati del National Bureau of Statistics of China. le venditeal dettaglio di abbigliamento, scarpe, cappelli e tessuti delle cosid-dette aziende "enterprise above designated size" sono aumentatedell'8% mentre le vendite online del 22%. Secondo i dati doganali,le esportazioni cinesi di prodotti tessili e abbigliamento nel 2018sono state di 287,62 miliardi di dollari, con un aumento del 4,8%.La produzione ha invece avuto una crescita più lenta: il valore ag-giunto del settore tessile è aumentato del 2,9% ma sono miglioratii benefici economici complessivi. Il fatturato totale è stato di 5,3triliardi di yuan (+2,9%) con un utile di 276 miliardi di yuan (+8%).
D. Come vede lo sviluppo della cooperazione in ambito diindustria tessile e dell'abbigliamento tra Italia e Cina?R. La Cina e l'Italia hanno avuto amichevoli relazionieconomiche e commerciali fin dai tempi più antichi, madalla fondazione della Nuova Cina, questa cooperazioneha avuto tre momenti di svolta. Il primo, nel 1978, du-rante la politica di riforma e apertura, il "three-plus-one"trading-mix si è sviluppato rapidamente e il commerciobilaterale è aumentato notevolmente. II secon-do momento è il 2001, anno in cui la Cinaè entrata a far parte dell'OMC e l'industria
tessile cinese si è integrata completamente
nella catena di approvvigionamento e nellacatena del valore globale dell'industria tessi-le. Questo ha fatto si che da anni la Cina siail maggiore importatore di macchine tessiliitaliane con 390 milioni di dollari nel 2018. Il
terzo nodo è il 2013, con l'iniziativa One BeltOne Road perché la Cina è entrata in una nuovaera di riforma e apertura.
D. Su quali attività si potrà allargare la cooperazione tra le dueindustrie?R. Le due parti possono rafforzare la cooperazione e gli scambicon il supporto di piattaforme quali mostre, summit e incontri com-merciali e attraverso lo sviluppo di fiere specializzate di settore.
D. Come si sono modificati i rapporti con lo sviluppo tecnologico
e sostenibile?R. Le caratteristiche dell'integrazione transfrontalìera e dell'ag-gregazione inclusiva diventano sempre più evidenti e le impresepresentano un potenziale ecologico comune dì integrazione e svi-luppo. Il livello di conoscenza delle catene del valore globali è incostante miglioramento ed è sempre più difficile per le impreseattuare l'innovazione tecnologica facendo affidamento solo sul-
le loro limitate conoscenze e risorse; l'integrazione di risorseesterne e la realizzazione di collaborazioni sinergiche fra varisoggetti nella filiera industriale diventa quindi una scelta ine-vitabile per l'innovazione aziendale. Nel campo della moda,la cooperazione cross-border è diventata una nuova carat-teristica dello sviluppo aziendale. Attualmente i principaligruppi di consumatori globali mostrano un trend giovanilee, con l'aumento di richieste personalizzate, le aziende delsettore ottengono una situazione win-win proprio attraverso
tale cooperazione. Anche lo sviluppo sostenibile è di-ventato un'importante direzione perla costruzionedi una comunità dal futuro condiviso, nonché uncanale importante per le imprese del settore perapprofondire la responsabilità orientata alle
persone, all'ambiente e al mercato.
D. Quali opportunità di lavoro e businesspensa che abbiano le aziende e i profes-sionisti italiani in Cina? Riguarderannopiù l'aspetto di produzione, tecnologia odesignicreatívità?

In termini di design creativo, l'Italia ha grandi talenti eun buon livello di ricerca e sviluppo creativo, mentre le impresetessili cinesi cercano talenti e questo offre ai migliori talenti ita-liani un'ampia piattaforma di crescita. La Cina ha il più grande,dinamico e diversificato mercato consumer di fibre al mondo, conun consumo annuo di oltre 30 milioni di tonnellate e un'ampiaprospettiva di cooperazione bilaterale.
D. Quali sono le possibilità di collaborazione Italia-Cina, per
aprire nuovi mercati nei paesi interessati dalla Belt& Road?R. Molte nazioni in via di sviluppo sono ancora nelle prime fasi diindustrializzazione e urbanizzazione esono ricchi di risorse ma prividi fondi. Per sviluppare l'industria tessile e realizzare la trasforma-zione e il miglioramento del settore, questi paesi hanno bisogno disupporto esterno in ambito di tecnologia, attrezzature, investimenti efinanziamenti. 11 potenziale di cooperazione tra Cina e Italia è enorme.
D. Può fare degli esempi disuccesso nella collaborazionebilaterale?R. Dal punto di vista dell'in-dustria, il China-Italy FashionSummit, lanciato nel 2011, haaperto un nuovo capitolo nelloscambio e nella cooperazionetra le industrie fashion di Cinae Italia, perché esplora le fu-ture opportunità di sviluppo ecooperazione tra le due parti epone una buona base per unacooperazione sostanziale tra leindustrie dei due paesi. Question:Could you provide an initial report
regarding production, growth and exports
in the chinese textile and clothing industry?
Answer: According to the data of the National
Bureau of Statistics of China, retail sales of cloth-
ing, shoes, hats and textiles• produced by so-called
"enterprises above designated size" have gore up
8%. At the same time, online retail sales gained a
22% yly. Exports keep getting better as well. Ac-
cording to customs data, in 2018 Chinese textiles
and clothing exports amounted to 287.62 billion
dollars, registering a 4.8°/o increase year-on-year.
In the sante year. Me added value of enterprises
above average size active in the textile sector grew
up 2 ,9°10. Total economic benefits are better now as
well: in 2018 the national enterprises above desig-
nated size generated a total turnover of 5 ,370 35
billion ytran, up 2.9%. Total net profits amounted
to 276.61 billion yuan, up 8%.
Q: What are the main stages of the cooperation
between Italy and China?
A: The history of the economic and commercial
relations between Italy and China, and of their
friendly nature, is a rather long one. But since
the foundation of New China, in particular since
1970. the history of this cooperation can be traced
back to a few important temporal nodes. The first
was 1978. when China implemented new opening
and reformative policies, leading to a fast devel-
opment of the "three-plus-one" trading mix and
a following strengthening in Italy-China relations
and commercial exchanges. The second was 2001,
when China joined the WTO and its textile indus-
try was finally fully integrated within the global
supply and value chains. Meanwhile, China hasalso raised to become one of the main importer ofItalian machinerv,for the textile industry - in 2018
its import volumes reae•hed 390 million dollars. Thethird temporal node was2013, with the introduction
of the Belt and Road Initiative. This makes for aparticularly important moment, as China entered a
new age of reform and of market opening.
Q. When and based on which activities should
we develop the cooperation?
A. Thanks to the Belt and Road initiative, the eco-
nomic and commercial cooperation between Chi-
nese and italian industries will enter a new develop-
ment stage, and the enterprises can work to further
strengthen their interconnections through different
platfornts - as exhibits, summits, and commercial
meetings. In order to achieve win-win results, it is
possible to broaden the cooperation space and to
reinforce its base through the development of sector
activities like the China International Trade Fair/or
Apparel Fabrics and Accessories; the China Inter-
national Textile Machinery Exhibition & ITMAAsia
Exhibition; the China-Italy Fashion Summit; the
Fabrics China Creation Show; and the Matc•hmak-
ing Meeting ,for Italian Fashion Brands.
Q. Titiking about technology, fashion, and sus-
tainability, how did the relations between the
companies change?
A. At present, the global economic structure and the
industrial development model are undergoing some
important structural adjustments. Most companies
are developing an in-depth knowledge of the global
value chains, as it is becoming increasingly difficult
to rel r on individual irefornuttion and resources: the
integration of external assets and the creation of syn-
ergic collaborations between different subjects part
of the same industrial chain has become a necessary
element in achieving innovation. As far the fashion
sector, cross-border cooperation is a new feature of
industrial development. At the moment, youth makes
for the most important consumers groups on a global
scale and, given the growth in the personalization of
demand, companies can hope for a win-win output
only by betting on cooperation. In regard to sus-
tainability, the companies have created a liability
comtnunity focused on sustainable development .
Q.Which job and business opportunities are
available to Italian companies and profession-
als in China?
A. Italian and Chinese companies will have many
opportunities to complement each other and achieve
mutual benefrts- front product development to crea-tive design, machinery production, brand manage-ment - creating a broad space for all-round, multi-
disciplinary and high level industrial cooperationdevelopment. In the textile machinery sector, Italy
has advanced technologies and solutions from whichChinese companies have a lot to learn. In terms of
creative design, Italy has great resources and are
good in the research and development department
-necessary for Chinese textile companies -and this
offers the best out of all Italian talents with a broad
platf •ormfor growth. China has the largest, most dy-
namic and diversified user fiber market in the world,
with an annual consumption of over 30 million tons,
and a broad per.spective of bilateral cooperation.
Q. Are there opportunities for Italy-China col-
laborations aimed at opening new markets in the
countries involved in the Belt & Road, both in

terms of manufacturing and distribution?
A. Developing nations - tlwt i.s tho.se countries in
the early stages of irulustrialization and urbaniza-
tion, rich in resources but lacking fùnds-represent
a considerable figure. In order to develop the tex-
tile industre and to evolve and improve the sector,
these countries need external support in terms of
technology, equipment, investments, and faiancing.
After many years of development, the Chinese and
Italian textile industries gaineda number of advan-tages, and have come to complement each other.
The Chinese textile industry boasts products with
a high quality-price ratio and medium-high pro-
duction capacity, while the Italian textile industry
has high-level technologies, differentiated designs,
and a solid operational management experience.
There is a great potential for cooperation between
China and Italy.
Q. Can you give us examples of a successful col-
laboration between Italian and Chinese com-
panies, which operators can be taken as case
studies?
A. The China-Italy Fashion Summit, launched in
201I, opened a new chapter for trade and coop-
eration benveen the fashion industries of the two
countries. Based on the new situation and on the
new characteristics of the two countries' fashion
industry, the Summit eaplores the future opportuni-
ties for developmentand cooperation. In 3une 2018,
the cooperation between thent has been deepened
even more. As for companies, the acquisition by
the Chinese company Jack Sewing Machine of
Vbemac, the Italian world's leading supplier of
denim sewing equipment, has improved the com-
pany'sautonuttion and smart product sector, helpingto accelerate its transition to packaging solutionproviders for smart production. Vibemac also relies
on Jack's benefits in the supply chain, in production
and in distribution channels, in particular into the
Chinese market. Speaking about the exchange of
competent people, China and Italy have effectively
strengthened exchanges and cooperation throughthe joint realization of-training courses for becom-
ing specialists in the field. For example, in 2014 the
China Fashion Assoe.iation collaborated with the
National Chamber of Italian Fashion, the Tsinhua
Shenzhen International Graduate School and the
Polytechnic of Milan to launch the International
Fashion Management specialization course - an
International Fashion Management program dedi-
cated to the most talerne'd studying in Milan, and
to train first-class operators who can work in the
fashion field for both countries.
