• Implementation of the Arc Manche declaration signed on 20 March 2003– Lobbying for the recognition of the Channel area
as a coherent co-operation area– Reinforcing the Arc Manche partnership through
concrete actions and achievements• Early co-operation on a Trans-Channel Atlas led by
the Universities of Caen and Portsmouth• Preparing for future European co-operation
programmes 2007 - 2013

• The INTERREG IIIB North West Europe programme
• Priority 5: Enhancing the maritime functions of NWE and promoting territorial integration across seas of NWE
• Mesures 5.2: Facilitating co-operation across and between maritime and inland regions
1°) Implementation of the project
• EMDI provides a 3 years framework for the Arc Manche (Oct 2004 – Oct 2007)
• Project’s total cost of € 2,1 Mio – ERDF contribution of € 1Mio
• 22 partners, including the lead partner: the Haute-Normandie Region
1°) Content of the project: 3 main strands
• Definition of a strategic vision for the Channel area and identification of co-operation areas
• Launching pilot actions on 5 different themes: tourism, integrated coastal zone management, R&D and transfer of technology, fishing and fishing resources, maritime safety and intermodality of transport
• Developing a common regional data tool which provides data, analyses and maps

2°) Why a strategic vision?
• Identify the issues facing the area and show its characteristics at the European level
• Identify co-operation needs and concrete co-operation actions
• To prepare for the future European programmes 2007-2013
2°) Production of the strategic vision
• Started during the first semester of 2005
• Three major meetings with the elected members of the Arc Manche:– Meeting in Lille on 5/07/05– Meeting in Amiens on 21/03/06– Meeting in Maidstone on 15/09/06

• Localised global issues: linked to world trends
• Specific issues: characteristics of this area at the European level
• Sector-based issues: specific issues of five sectors

territorial position of the Channel area in Europe

• Next activities to be undertaken by EMDI: implementation of pilot actions:– Networking of regional ports in the Channel area– Identifying cross-Channel centres of expertise– Training-action seminar dedicated to the safety
of fishermen– Etc.
