70/093 "A" and North ~ "B" William Penn Hotel
Lot "A" in Block 70/093 of Horton's Addition to New San Diego is situated at the
southeast corner of 5th and "F" Streets. Today it is the site of the five-story William
Penn Hotel, with a delicatessen and tailor shop on the ground floor. This structure re~
placed a two-story office block, where many prominent citizens of early San Diego .. cond~c;ted.
business.
General William Starke Rosecrans purchased Lot "A" from A. E. Horton on September
16, 1867 along with all the other property on the block (Deed Book 2, page 342). General
Rosecrans was a commander of the Union forces during the Civil War and was succeeded_ at
his post by General Ulysses s. Grant. Later, during the year 1881 to 1885, he represe,nted
California in Congress.
General Rosecrans did not retain the property for long; in 1869 he returned it to
A. E. Horton. The following year Daniel 0. McCarthy became the owner of lot "A", Blqck
70/093. From Columbus, Mississippi, McCarthy served as President of the San Diego Board
of Trustees during the late 1870's. In the summer of 1892 he established the San Die?o.
Vidette, "a live and vigilant paper, independent and fearless, which attacked wrong and·
corruption wherever found" (William E. Smythe, History of San Diego 1542-1908, page 494),
The paper was in existence until 1900.
In 1875, D. 0. McCarthy and his wife Amanda deeded Lot "A" to John Nelson Young, an
undertaker and furniture dealer, who served as county coroner in 1872.
On May 4, 1881, the San Diego Union announced Young's plans for building a two-atory~
structure on the southeast corner of Fifth and "F". The Stewart Brothers were the ar.chi-
tects of the building, estimated to cost over $8,000.

William Baldwin Stewart, a member of the firm of Stewart Brothers, was a native
of England, and •~as admitted to citizenship in 1882. The firm of Stewart Brothers. also
designed the Harston and Hubbell blocks.
Work began on the structure in early July. By the end of the month the frame work
and first story 1qalls had been finished. The contractor for the project was H. A. Perry,
whose services were in great demand in San Diego during the 1880's. He also built the
Keener Chapel for the M. E. Church in 1883, and the Backesto Block in 1884. Peter
Christiansen did the brick tvork, Llewellyn and Brown did the plastering, and Hawley and
Company were the painters.
A~ Diego Union article of July 19, 1881 gave a word description of the structure.
The design called for bay windows on the second story, a corner tower, and an ornamental
cornice. The lower story would have a central stairway, and "pillars in bas relief at
intervals on the side." In August the Union suggested that a time clock be put in the
totver of the building.
By the first of November the "Young Block" was virtually completed, and was called
"an ornament to San Diego" by the San Diego Union in an extensive article on that date.
The article gave the dimensions of the buildii'..g as 50 by 90 feet. It tqas composed of
wood, except for the south and east walls, which were of brick. The exterior of the build
ing had been finished in dark sandstone with light tri~nings.
The first floor of Young's block would be occupied by two open front businesses, each
having dimensions of 25 by 90 feet. There were sixteen rooms upstairs, divided by a hall-
way.
Among the first renters of the Young Block was Judge Moses A. Luce, a Civil !Var vet
eran who had fought in the battles of Gettysburg and Bull Run. President McKinley was one

of his classmates in law school. Luce came to San Diego in 1873. He was judge of the
county court from 1875 to 1880, and served as vice-president and attorney of the Califor
nia Southern Railroad Company when the Santa Fe Railroad was built.
Other "first tenants" of the Young Block included John H. Carter, a je~reler, McCleary
and Hubbard, druggists, and the Chicago Auction House.
The Sanborn Fire ¥.ap of 1887 shows a building on Lot "A" very similar to the descrip
tions given of the Young Block in 1881. It is a two-story structure covering nearly the
entire lot. The south and east walls are brick, while the rest of the structure is frame.
Bay ~rindows are indicated on the northern wall, as well as a tower on the northwest corner.
The first floor of the building has been divided into a grocery in the south half,
and a dry goods and crockery store in the north half. These businesses front on Fifth.
Street (addresses given are 761, 765 and 771 Fifth Street)• To the rear of the dry goods
store are three real estate offices, all fronting on "F" Street. A news stand also opens.,
on "F" Street from the dry goods store. A stairway is indicated at the center of the Fifth
Street side of the building; it presumably leads to the offices upstairs.
The Sanborn Fire Map of 1888, corrected to 1904, shows the structure to be basically
the same. Addresses given for the businesses on "F" Street are 1413, 1415, and 1417 "F".
A one-story frame building has been added on the few remaining feet at the eastern end of
the lot, with the address 1421 "F" Street.
The Young Block was a popular place for businesses of all kinds during the late 1880's.
A grocery downstairs was run by s. J. Sill, whom the newspaper l;!.Uded for "selling only
good goods at a small margin of profit" (San Diego Union, January 5, 1890). Beginning in
1887, Barket Burnell operated a variety of businesses from his stand "at the southwest
corner of 5th and "F"." He sold real estate, books, and bicycles at various times, but
his major interest was a curiosity shop.

In 1891 the "San Diego Curiosity and Shell Store" became a branch of W. G, Walz
Company, purported to be the "largest importers of Mexican and Indian curiosities in
America" (San Diego Union, January 1, 1891). Burnell remained at the same location
until 1901. He is listed at 1419 "F" Street in the City Directories for 1908-1910.
In the other offices of the building, a great variety of professional businesses
were offering their services to the public. Attorneys-at-law included John D. Works,
who served a term as judge of the Supreme Court of California, and Harry J. Titus, who
worked closely with John D. Spreckels. City engineer and county surveyor Oliver N.
Sanford was in the building. The San Diego Flume Company, formed for the purpose of
constructing a flume from the headwaters of the San Diego River into the city, was head
quartered in the building soon after the Company's incorporation.
Real estate agents were in abundance in the Young Block throughout the 1880's and
1890's. The San Di.ego Land and Town Company had an office there in 1887-1888; Colonel
William Green Dickinson, who founded the city of Chula Vista, was the Company's manager
at that time. Thomas J. Capps and Company, real estate agents and surveyors, also had
an office there in 1887-1888. One member of the firm, Edwin M. Capps, became San Diego's
mayor in 1899.
A number of physicians had their offices in the Young Block during the 1880's and
1890's. Two who practiced there for many years were Dr. David Franklin Rupp and Dr. Daniel
Boone Northrup. Rupp, an ear, nose and throat specialist, came to San Diego from Illinois
in 1887, and served as city health officer. He practiced in the Young Block from 1889 to
1897. Northrup,a distant relative of Daniel Boone, was born in Lima, Ohio in 1855. His
father, Dr. Lorenzo Northrup, is credited with being the first surgeon in the United States

to successfully remove dead bone tissue (Clarence A. McGrew, City of San Diego and
San Diego County, page 295). The younger Northrup graduated from medical school and
began his practice in Kansas, but moved to San Diego in 1886. In 1893 he set up an
office in the Young Block, where he remained until 1912. As San Diego's health of
ficer from 1888 to 1894, Northrup did much to improve the sanitary conditions of the
city. He also served as county physician, from 1908 to 1913.
Beginning in 1889, a photography studio was in operation on the second floor. Called
the Elite Studio, it was run by a number of proprietors during the next two decades. The
first one was Mrs. E. H. Turner, whose success the newspaper called an "incentive to oth
er women to engage in "new lines" of business (San Diego Union, November 2, 1890). She
was proprietor of the studio until 1897.
John Young died in 1896. In April, 1897, the court authorized the executors of
his estate to sell the Young Block, along with other property, in order to satisfy a
mortgage (San Diego Union, March 3, 1897, and April 3, 1897). Julia E. E. Stockbridge
officially purchased lot "A" on July 17th, 1897, for the sum of $29,000 (Deed Book 263,
page 281). Julia Stockbridge retained the property until her death in 1908, at tJhich
time her last name was Brinton. Lot "A" was then probated to her family.
By 1899 the name of the structure on lot "A" had been changed from the Young Block
to the Central Building. The types of businesses housed in the structure however, re
mained basically the same. The Independent Heat Market operated downstairs on Fifth
Street from 1899 to 1903.
At the store on the corner of Fifth and "F", Chong Hoy sold Chinese and Japanese
Fancy Goods in 1903 and 1904; he was apparently the only oriental tenant. He was suc
ceeded at that location by the Eagle Drug Company, which remained there until 1912.

Over on "F" Street, one of the real estate offices became a taUor shop, called the
''Pantorium," in 1903.
The Elite Studio continued to operate on the second floor of the building. Among
its proprietors soon after the turn of the century was Arthur Ray Palmer, who advertis
ed "modern artistic portraiture to please the most fastidious and satisfy the most
economical" (City Directory, 1906).
From 1898 to 1907, Professor William H. C. Pierce had an art studio upstairs in
the Central Building, where he gave instruction in oil, water color and china painting.
Born in Hamilton, New York, in 1856, Professor Pierce was educated in the art schools of
Paris and graduated from the Boston Institute of Technology. After coming to San Diego,
he became a charter member of the San Diego Art Guild. The ~ Diego Union called his
collection of California works "one of the largest and best in Southern California. 11
(San Diego Union, October 9, 1898), A few of the tenants in the business block built
by Young also resided in the building. One or more tenants were so listed in the 1887-
1888 Citv Directory, and in some of the City Directories for the early 1900's.
On May 24, 1912, Levis Brinton leased Lot "A" toM. Bloom (Lease Book 9, page 72).
The least was to remain in force for ninety-nine years. One of the terms of the lease
«as that Bloom would remove the structure on Lot "A" and begin building another one with
in twenty-four months after the date of the lease. The new structure would have a height
of not less than three stories, and cover the entire lot.
Levis Brinton, the owner of Lot "A" until his death in 1918, was born into a Quaker
family in Westchester, Pennsylvania. He was a farmer in Pennsylvania, and later a resi
dent of Colorado, where he had large mining interests. He came to San Diego to retire
in 1887.

The San Diego Union of June 12, 1912 stated that the work of tearing down the
building on the southeast corner of Fifth and "F" Streets ,,rould probably begin in
August, and that a "six-story hotel and store building" would take its place. The
building, whose dimensions would be 50 by 100 feet, was then being designed by Eugene
M. Hoffman who IY"as born in Dresden, Germany, in 1870, and came to the United States
at the age of seven. He received his architectural training in New York City. After
coming to San Diego in 1910, Hoffman did a lot of work for the Spreckels interests.
He supervised alterations of the Coronado Hotel and construction of the Mission Cliff
Gardens. Buildings that he designed include the Knickerbocker and Belmont Hotels.
On January 1st, 1914, an ad appeared in the San Diego Union for the Oxford Hotel,
"the only first-class hotel in the hub of (the) amusement and shopping district." The
hotel offered "one hundred outside rooms" and "light and airy sample rooms." The
proprietor of the hotel was IV. P. Clarke.
The Sanborn Fire Map of 1921, uncorrected, shows a structure with five stories
and a mezzanine covering all of lot "A". On the first floor, two unspecified business
es are indicated on Fifth Street, and one marked "drugs" at the corner of Fifth and
"F" Streets. The entrance for the Oxford Hotel is apparently at the center of the "F"
Street side of the building. To the east of this entrance are businesses marked "res
taurant" and "store," The structure indicated on the 1921 Sanborn Fire Nap corrected
to 1956 is clearly the same one. The nama of the hotel has been changed to "Hotel
William Penn;" a restaurant is indicated in the basement of the building.
Leon Stotsky occupied one of the stores on Fifth Street from 1917 to 1923. He
had a jewelry store there during the first four years, and after that he 1<as a pawn
broker, running the Central Loan Office. Stotsky was a native of Poland who came to

ing persons with tuberculosis and cancer. A jewelry store in the building in 1913
and 1914, Lane and Company, was managed by George W, Cleveland, the fourth cousin of
President Grover Cleveland.
The Eagle Drug Company resumed its spot on the corner of Fifth and "F" Streets
when the new building went up, remaining there until 1919. The next proprietor in
the corner store was William C. Schweitzer, a druggist; he was followed in 1926 by the
Foerster Drug Company. Its proprietor, Charles Jack Foerster, was a native of Michigan
who had come to San Diego in 1902. He was the father-in-law of Art Linkletter.
The Oxford Hotel continued with the same name until at least 1930. Businesses
fronting on "F" Street bet~;een 1914 and 1930 included cigar stores, restaurants, a
saloon, and a cab company.
After the death of Levis Brinton in 1918, Lot "A" apparently became the property
of his widow, Florence. Carl Heilbron, in his History of San Diego County published
in 1936, states that she was the O>mer and manager of the William Penn Hotel at that
time.
In 1942, Florence Brinton granted Lot "A" to Louis B. and Ida Zeman. The Zeman
family owned the property until at least 1964.
The current owners of the William Penn Hotel are Jesus R. Catano and Bertha A.
Villalobos. The entrance to the hotel is located at the center of the "F" Street side
of the building. To the east of this entrance is another one marked "cocktails." A
delicatessen is located on the corner of 5th and "F". There are two stores on the 5th
Street side of the building. One is vacant, and the other is a tailor shop. The build
ing itself appears to be in a good state of repair.
