地震の概要Outline of the earthquake
2013年2月25日栃木県北部地震が発生し、この地震により少なくとも近隣の2地域で雪崩が発生しました。 地震発生後、雪崩・地すべり研究センターでは、栃木県日光市奥鬼怒と福島県南会津郡檜枝岐村において、雪崩状況の調査を行いました。On February 25, 2013, an earthquake in northern Tochigi Prefecture caused snow avalanches in at least two neighboring areas. After the earthquake, the Snow Avalanche and Landslide Research Center conducted avalanche surveys in the Okukinu district of Nikko City, Tochigi Prefecture, and in Hinoemata Village of Minami-aizu-gun, Fukushima Prefecture.

After the earthquake, the forest road to Okukinu Onsenkyo in the Kawamata district of Nikko City became impassable because of snow avalanches and landslides. Fifty-one persons, mainly visitors and employees of the hot spring facilities, were temporarily isolated. On 1.2-km road section where the Snow Avalanche and Landslide Research Center conducted surveys, 31 snow avalanches of various sizes were found. The surveys also found that there were surface avalanches with two bed surfaces and full-depth avalanches. Snow-profile observations showed that fractures had occurred in layers that contained solid-type depth hoar which had formed at heights from 39 cm to 43 cm, and from 84 cm to 89 cm.

地震発生後、日光市川俣の奥鬼怒温泉郷につながる林道が雪崩と土砂崩れのために通行不能となり、宿泊客と宿泊施設従業員51名が一時孤立しました。
雪崩・地すべり研究センターが調査した1.2kmの区間において、大小様々な雪崩が31箇所発生していることを確認しました。2層のすべり面がみられる表層雪崩や全層雪崩も発生していました。積雪断面観測結果から、高さ39cm~43cm 及び84cm~89cmの位置に形成されたこしもざらめ雪を含む層が破壊されていたことがわかりました。

檜枝岐村では大規模な面発生乾雪表層雪崩が発生しました。発生した雪崩は同村大根卸の国道352号を約60mにわたって遮断し、伊南川を挟む対岸まで押し寄せました。樹木の破損状況から、雪崩辺縁部における枝折れ高は標高1100m地点で最大19m程度でした。
A large-scale plane-generated dry-snow surface-layer slide occurred in Hinoemata Village. The avalanche covered and blocked a roughly 60-m section of National Highway 352 in the Daikonoroshi district of Hinoemata Village and crossed to the opposite bank of the Inagawa River. A survey on broken tree branches in the avalanche area showed the maximum height of broken branches at the peripheral zone of the avalanche track to be about 19 m at 1,100 m ASL.
