Erasmus+
Within of the Call on Erasmus+ component “Capacity building in Higher Education”, with the participation of universities of Kyrgyzstan were submitted 25 project proposals. Six project proposals will receive funding. One of the six project is national (recipient country - only Kyrgyzstan), other project are multicounty (with the participation of two or more countries - recipients).
Results of 1rst Erasmus+ Call 2015 – KA2 – Capacity building in Higher Education
HE reformation agendain Kyrgyzstan: • Profile-orientation of HEIs to avoid duplicating and strengthening of links
with labor market;
• Horizontal integration (optimization of HEIs);
• Change of status of HEIs, through licensing of educational programmesonly for one or two cycles;
• Transfer of HEIs on self-financing basis;
• Optimization and strengthening of internal HEIs’s management structures;
• change of approach towards financing standards of public order for higher education system;
• Effective and gradual introduction of independent accreditation and licensing;
• Development of mobility (internal and international)
• Development of educational standards based on competence-based approach

Some tips: • Involvement of partners from – Asia:
• Afghanistan, Bangladesh, Bhutan, Cambodia, China, DPR Korea, India, Indonesia, Laos, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand and Vietnam – coherence with Regional priorities!!!
• Mobility strand is not valid for Central Asia!
• Structural projects are welcome!
Some tips: • National/regional priorities established for the
Partner Country need to be respected (assessed in award criterion 'relevance');
• A need to mobilise new institutions as partners;
• Outreach beyond the capital cities to institutions in the regions and the periphery (Osh, Djalal-Abad, Batken);
• Lack of innovative approaches (new content and methodologies);
• Avoid overlapping and duplicating Tempus projects
• Partnership agreements are now compulsory! To discuss in advance

• Introduction of PhD degree (agriculture, energy!)
• Projects on HEIs autonomy, governance and management
• Lifelong learning content (inclusive education)

Proposals for new projects in Kazakhstan
Rationale: At present university graduates are equipped mainly with professional knowledge and skills. Innovative economy requires that they have also entrepreneurial and business skills. Proposals for new projects in Kazakhstan
Rationale: At present there is a need to enhance access to innovative knowledge and competences for specialists in the agricultural sector, improving cooperation and reciprocal relations between agrarian HEIs, research institutions and companies to facilitate developing and delivering innovations to the business environment
• Objective: Innovative development of human resources in the agrarian sector, diversifying access to knowledge and skills through setting up Centres of Excellence as a tool for developing new policies, adopting and diffusing knowledge and new technologies in the agricultural sector
