Capacity Building in the Field of Higher Education
Basic description:
Belong to Key Action 2 of ERASMUS Plus; Annual calls for proposals, during autumn The first Call is launched in October 2014, deadline for submission
of the applications February 10 2014;
Capacity Building in the Field of Higher Education
Main Objectives:
Support the modernisation, accessibility and internationalisation of higher education in the Partner Countries;
Promote cooperation between Programme Countries and eligible Partner Countries (as well as among eligible Partner Countries themselves);
Promote voluntary convergence with EU developments in higher education;
Promote people-to-people contacts, intercultural awareness and understanding.
Capacity Building in the Field of Higher Education
Geographical regions:
10 regions are defined for the program, 9 regions are eligible for this call:
- Western Balkans (Serbia, Montenegro, Bosnia Herzegovina, Albania, Kosovo)
- Eastern Partnership Countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine)
- South Mediterranean countries (Morrocco, Algeria, Tunisia, Libya, Egypt, Palestine, Israel, Jordan, Lebanon, Syria)
- Russia
- Central Asia (Kazakhstan, Uzbekistan, Tajikistan, Kyrgyzstan, Turkmenistan)
- Gulf countries (Iran, Iraq, Yemen)
- South Africa
- Latin America
- Asia
*ACP countries not available in Call 2015

Main activities:
The call covers 2 types of projects
1.Joint Projects Developing new curricula or improving existing ones; Improving governance and management systems; Building relationships between higher education institutions and relevant socio-economic actors.
2. Structural Projects Modernisation of policies, governance and management of higher education systems; Strengthening relations between higher education systems and the wider socio-economic
environment.
Projects may include an additional mobility component Mobility for students and staff, to and from Programme Countries and between Partner Countries Same rules as for credit mobility (max 12 months)

Budget Categories:
The grant is intended to support the following costs related to the implementation of the project: Staff costs Travel costs and costs of stay Equipment costs Other direct and indirect costs.
Capacity Building in the Field of Higher Education
Eligibility:
A higher education institution An association or organisation of higher education
institutions For Structural Projects only: a legally recognized national
or international rector, teacher or student organisation located in a Programme or in an eligible Partner Country.

Selection Criteria : The quality of eligible applications will be assessed on the basis of the following criteria:
Relevance of the project
Quality of the project design and implementation
Quality of the project team and the cooperation arrangements
Impact, dissemination and sustainability
Budget Allocations per project
Grant to be Requested
A – EU Grant requested for the project activities
Saff Costs Can not exceed more than 40% of Total A
Travel Costs
Costs of Stay
Equipments Costs Can not exceed more than 30% of Total A
Subcontracting Costs Can not exceed more than 10% of Total A
TOTAL AMust be higher than or equal to 500.000€ andless than or equal to 1.000.000 €
B – Additional grant for mobility strand
Special mobility strand Value cannot exceed 80% of total A
Grant requested from the European Union (total A+B)
Other costs and overheads 2.5%
Co-Financing 10%
Mobility strand: Applies ONLY to cooperation projects with partner countries from regions 1, 2 and 3
