Editor’s Note

A new Board of Trustees took office on the 1st of June 2016, following the successful completion of the 2016 Trustee Elections cycle. We saw a pleasing 45% increase in the participation of pensioner voters during this cycle of the election process these elections.

To close off the election cycle we bring you the full new Board of the Eskom Pension and Provident Fund, the committees they serve on and the reporting/governance structure of the EPPF. If there is a topic that you would like us to write about that you think other pensioners may benefit from, feel free to send us your suggestions. We are making some changes within Communications that will change the way we communicate with you for the better. The entire Communications Strategy has been updated and you will notice some of these changes over the next few editions.

As part of the revised Communications Strategy, we have unveiled a new brand identity for the EPPF which makes use of warmer, welcoming colours as well as imagery that resonates with our members and pensioners. You can look forward to fresh, clean content and exciting new platforms!

Meet the new Board ofTrustees of the EskomPension and ProvidentFund

The EPPF is governed by a Board of Trustees, which provides strategic guidance on the management of the EPPF. Board members are elected every four years and a new Board of Trustees (the Board) was appointed for the four year term that began on 1 June 2016. Half of the Board (seven Trustees) is elected by pensioners and members and the other half was appointed by the employer, Eskom holdings SOC Ltd.

The Board is entrusted with directing, controlling and overseeing the operations of the EPPF. In order to fulfil that mandate the Board must:

• act in the best interest of the members and pensioners of the EPPF;• ensure that the EPPF is managed in a transparent and fair manner in accordance with the relevant legislation and the Rules of the EPPF;• ensure that proper registers, books and records of the EPPF’s procedures are kept;• ensure that enough and correct information is communicated to members of the EPPF about their rights, benefits and duties in terms of the Rules of the EPPF;

Based on your feedback from the survey we conducted in 2014, we recognise that you prefer that we translate our content into various other South African languages. For this edition we have translated some of the content to three additional languages, IsiZulu, SeSotho and Afrikaans. We plan to include more of the other languages you suggested with time so that our communi-cation is more inclusive.

• take reasonable steps to ensure that contributions are paid on time to the EPPF; and• obtain expert advice on matters where the Board requires additional expertise.

The Board delegates the day-to-day management of the EPPF to the Executive Management, which is led by the Chief Executive, who is also the Principal Officer of the EPPF.

The Tax Administration Act empowers the Commissioner for the South African Revenue Service (SARS) to appoint a third party to withhold and pay over to SARS, any amounts due by a taxpayer in terms of the relevant Tax Act.

This is called the Third Party Appointment (AA88) process and the third party may be an employer of the taxpayer or any other person who has the management, custody or control of any income, monies or property of the taxpayer

EPPF is appointed as a third party to withhold and pay over to SARS any tax owed by EPPF pensioners.

To ensure that your tax affairs are always in order, follow the following basic guidelines:

• If you already have an AA88 deduction on your pension, you need to visit your nearest SARS branch to resolve your tax matters. Always verify whether the garnishee (AA88) has your correct tax reference number.• If you earn two incomes - regardless of the amount per annum - you should submit your returns to avoid a penalty for non-submission of returns.• If you are a newly retired pensioner, you are still required to submit your returns. • If you are a widow/widower pensioner who is also working, you should also consider requesting for a voluntary tax deduction in order to reduce your tax liability at the end of the tax year, as you may always owe SARS due to the primary rebate granted.

Garnishee Orders –Tax on your pension

Dit staan bekend as die Derdeparty-aanstellingsproses (AA88), en die derde party mag ŉ werkgewer van die belast-ingbetaler wees of enige ander persoon wat die inkomste, gelde of eiendom van die belastingbetaler bestuur, bewaar of beheer.

EPPF is aangestel as ŉ derde party om enige uitstaande belasting deur EPPF-pensioenarisse terug te hou en aan SARS oor te betaal.

Om te verseker dat jou belastingsake altyd in orde is, moet jy die volgende basiese riglyne volg:

• Indien daar reeds ŉ AA88-aftrekking op jou pensioen is, moet jy na jou naaste SARS-tak gaan om jou belastingsake uit te sorteer. Maak altyd seker dat die skuldbeslagorder (AA88) in alle gevalle jou regte belastingverwyingsnommer bevat. • Indien jy twee inkomstes verdien – ongeag wat die bedrag per annum is –moet jy jou opgawes indien om dit te vermy dat jy ŉ boete moet betaal omdat jy versuim het om jou belastingopgawe in te dien.• Indien jy onlangs afgetree het en nou ŉ pensioenaris is, word daar steeds van jou verwag om jou opgawes in te dien. • Indien jy ŉ weduwee/wewenaarpensioenaris is wat ook werk, moet jy dit ook oorweeg om ŉ vrywillige belastingaftrekking te vra sodat jy jou belastin- gaanspreeklikheid aan die einde van die belastingjaar kan verlaag, aangesien jy dalk iets aan SARS verskuldig is vanweë die primêre korting wat toegestaan is.

Die Wet op Belastingadministrasie stel die Kommissaris vir die Suid-Afrikaanse Inkomstediens (SARS) in staat om ŉ derde party aan te stel om enige bedrae verskuldig deur ŉ belasting-betaler kragtens die betrokke Belastingwet terug te hou en aan SARS te betaal.
