1. In the reference 3rd to 6th cited A.P.S.E.Board has issued orders for
adoption of the procedure laid down in the Andhra Pradesh
Govt..G.O.Ms.No. 1302/ Dt: 18-5-66 for accommodating the offices in
different parts of the State and powers were delegated to the Chief
Engineer and Superintending Engineers for sanction with contain
conditions and modification and rationalisation orders on present
system of selection and fixation of rent for the private Buildings taken
on lease by Govt. Departments duly fixing maximum ceiling of rents to
have earlier classification of places
2. In the reference

orders for revision of rates of rent for the private buildings taken on
lease by Government departments.

After careful consideration and as per note orders dated
19 08 2011
approved by the Honourable Chairman Managing Director/ APEPDCL/
Visakhapatnam issues hereby order to implement the revised rates of
rents issued in the G.O M.S No
63
Dt
18 04 2011
for fixation of rents
for the Private buildings taken on lease for accommodating various
offices and will be applicable from
19 08 2011.
4. The modified and rationalised system of selection and rent fixation for
the Pvt. Buildings taken on lease/ rent by the Board is as indicated
hereunder.
5.1 At present the following rates of rent are being adopted as per G.O
read in reference 4th read above for private buildings taken on lease
by Government departments duly classifying the areas into six
cateaories as detailed below.

5.3 The above amount would be payable only for net usable area which
cannot be more than net carpet area plus 10 but within austerity
standards.
5.4 The requirement of the building by any office is to be advertised in
the District edition of local news paper like Eenadu etc., indicating
the requirement of space as per austerity standards.
5.5 In response to the above advertisement Building owner having
vacant space has to quote a specific rent per month they want as
.
rent.
5.6 Committee comprising of the following members shall be
constituted as the level of circle for selection of accommodation and
scrutiny of rent proposals for approval.
a) Superintending Engineer of the Circle
b) Senior Accounts Officer of the Circle
c) Asst. Executive Engineer/ Civil of the Circle
5.7 The rent committee will check the suitability of the building starting
with the lowest officer. In case the lowest offer is not suitable the
second lowest offer will be inspected and evaluated for selection.
5.8 Board also delegates powers to the Chief General Manager and
Superintending Engineer for sanction of rents as indicated below:

5.9 The norms for accommodation of each type of office based on cadre
strength of each office considering austerity standards, along with
provision for Toilets, Record rooms, Stationery room, Visitors room,
.Meeting hall and consumers waiting room etc., as relevant to the
office are indicated below. These figures indicate the maximum
limit for the area for each type of office but are to be worked out
baseson actual staff strength duly considering austerity standard.

The norms for accommodation are to be revised as and when the
offices are reorganized based on .the following standards.
1)
Officers of the rank of Chief Engineer 240 Sft. each
Officers of the rank of Superintending
160 Sq.ft each
All other Officers up to the level of Asst.
120 Sq.ft eachTechnical Staff
60 So.ft each
onTechnical Staff
40·So.ft each
10 The area eligible for an office may be circulated as per austerity
standards. The area of the building taken on rent can be+15 of
the area eligible. If it exceeds 15 of the area eligible. The rent
shall be limited to the rent computed, considering the eligible
area +15 .
11 If the rent fixed in accordancewith the above procedure works out
to an amount higher than one which is accepted by the lesser,
rental certificate should be issued for lower amount only.
.12 Before leasing the private building, it is to be ascertained whether
any Board/ Government building is available or not and thecertificate to that effect to be recorded.
.13 Rent reasonability certificate to be recorded by the committee
formed for the purpose.
.14 Once the building is selected with in the maximum ceiling rent
indicated in para 5.1 above, it can have an above, it can have
escalation factor at 5 for a block period of every 2 years
thereafter.

6 The above order is issued in supercession of all the orders in existence on
selection of private buildings and fixation of rent there on taken on lease
for the purpose of accommodation of the APEPDCL Offices.
