The mixing of cement on site could result in ground water contamination from compounds in the cement. In addition, a large number of cement mixing stations on site could increase the presence of impermeable areas of hard standing which in turn could increase rates of run-off and thereby increasing the risk of localized flooding, soil erosion, silting, gullies, etc.

Particular criteria need to be developed for the recruitment of security personnel (for the construction phase);
