A MESSAGE FROM THE VICE PROVOST & DEAN

PRASANT MOHAPATRA Vice Provost, Graduate Education Dean, Graduate Studies

Friends and colleagues,

UC Davis Graduate Studies has been committed to the development and administration of a wide variety of programs and initiatives that support the success of our graduate students, postdoctoral scholars and faculty since 1961. More than half of our graduate programs are organized as interdisciplinary graduate groups, giving students and faculty alike the freedom to explore interests and engage in research across disciplinary boundaries. Our laboratories and lecture halls are the birthplace of countless flourishing careers in both academia and industry.

Graduate education is truly what makes UC Davis a world-class research university, and UC Davis continues to attract some of the brightest and most talented students and scholars, many of whom are being lauded for their contributions to research in their respective fields. Twenty-six of our graduate programs were ranked among the top 50 of U.S. News and World Report’s 2016 Graduate School Rankings. Last year, we received 23,542 applications and boasted an acceptance rate of 21 percent. We proudly serve our students throughout their academic experience, from the minute they submit their application to the moment their graduate degree is conferred.

While we take pride in our success, there is still plenty of room for growth, adjustment, and improvement. Competition for the most talented students continues to intensify, and reduced state and federal funding threatens our current models of support. Our future success depends on our ability to meet the needs of our evolving student populations and the rapidly changing state, national and world economies.

The global challenges and opportuni-ties in graduate education demonstrate the need for continuous academic and administrative transformation. Over the next three years, we will focus on a set of four strategic priorities intended to enhance the quality of graduate training, improve support services and attract and retain a more diverse population of graduate students and postdoctoral scholars.

In the months to come, Graduate Studies will look to you, our campus and community partners, to help us implement our strategic priorities. Through our collaborative efforts, we will not only bolster the strength of our academic, financial and professional development offerings, but ensure the success of UC Davis graduate students and postdoctoral scholars for generations to come.

DIVERSITY & INCLUSIONUC Davis Graduate Studies values a diversity of viewpoints, backgrounds and experiences among its students as this diversity strengthens and enriches our research, scholarship and teaching.

We believe a diverse graduate student population enhances the academic experi-ences for every student, and are committed to a multicultural academic environment that supports the success of all graduate students. Diversity among students, faculty and staff is a key, integral factor in graduate education at UC Davis, and to achieve an equitable, inclusive and welcoming educational environment.

Over the past four admission cycles, UC Davis has had significant increases in applications, admissions and enrollments of underrepresented minorities, but there is still work to be done. With support from the Andrew W. Mellon Foundation, Graduate Diversity has spearheaded the Transforming Graduate Admissions (TGA) project. The project aims to increase graduate student diversity by developing holistic review resources for program admissions committees.

“We are honored that the Mellon Foundation is supporting the TGA project through this exploratory year,” said Josephine Moreno, Graduate Diversity Officer for the Humanities, Arts and Social Sciences, and Education. “This project has the potential to change how graduate admissions are conducted on our campus and beyond.”

Academic Leadership & Graduate Program OversightThe office of the Vice Provost and Dean oversees and directs all matters related to graduate education at UC Davis. Graduate Studies provides guidance and leadership to various campus constituencies, including graduate students, program faculty and Graduate Council.

Diversity & Professional DevelopmentGraduate Studies offers unparalleled opportunities and specialized support for student professional and career development. In addition to providing workshops and formalized trainings through world-renowned profes-sional development programs, we also provide graduate students with targeted networking opportunities that span a variety of social and cultural affiliations.

Communications & External RelationsThe Communications and External Relations team bolsters the visibility of graduate education through commu-nications and marketing campaigns, development efforts, and events.

Admissions & Academic ServicesGraduate Admissions & Academic Services coordinates the centralized recruitment of prospective graduate applicants for the university, manages the graduate admission processes for nearly 100 academic graduate programs, and advises and supports graduate students from matriculation to graduation.

Analysis & PolicyAnalysis & Policy provides research, institutional analysis and strategic planning to advance the mission of Graduate Studies. Our analysis of data and policies supports the development of new initiatives, new programs and shared governance with Graduate Council.

Information TechnologyGraduate Studies Information Tech-nology staff members develop, implement and maintain a variety of database systems uniquely customized to the administration of our campus graduate programs, including Graduate Admission Review and Decision (GARD) and GradHub.

Financial, Employment & Appointment SupportGraduate Studies directs and oversees various forms of financial support, including internal and external fellowships, student employment, post-doctoral appointments and nonresident supplemental tuition programs.

Graduate Preparatory ProgramsGraduate Studies is home to a number of programs designed to prepare educationally or economically disad-vantaged undergraduate students for success in graduate education. These programs include the McNair Scholars Program, the Guardian Professions Program and UC LEADS.

Business Services The Business Services staff provide a variety of administrative and financial services to the graduate education community. This team allocates funding across diverse campus units to ensure that graduate programs receive the necessary financial resources to provide excellent graduate instruction.

J.P. Delplanque is Graduate Studies’ Associate Dean for Graduate Students, serving as an advocate and advisor for students. His deep understanding of the issues that impact students has equipped him with the ability to work closely with the diverse UC Davis community.

1. Strengthen multidisciplinary education and research.

• Facilitate the development of new multidisciplinary graduate programs to fulfill the critical workforce needs of the state and world at large.

• In collaboration with the Office of Research, explore the potential development of research centers, institutes and consortia to provide research opportunities for graduate students, postdoctoral scholars and faculty.

2. Provide data and guidance to improve governance of graduate programs.

• Produce and disseminate graduate program annual reports detailing statistics on student retention, completion rates, time to degree and competitive funding.

• Provide training to empower program faculty and staff to effectively utilize the data.

• Develop a new enrollment- and metrics-based graduate program funding allocation framework to ensure programs are provided with the support they need.

Three New Graduate Programs Launching in Fall 2017

Three New Graduate Programs Launching This YearThe University of California has granted formal approval to UC Davis to begin offering graduate degrees in three new areas of study.

The new programs, which span several departments across campus, aim to train graduate students in the emerging areas of big data, environmental policy and the energy sciences. The new master’s and doctoral degree programs include:

• M.S. in Business Analytics

• M.S. in Environmental Policy & Management

• M.S. and Ph.D. in Energy Systems

UC Davis Graduate Studies serves the Northern California region by enhancing human capital, supporting innovation and technology leadership, and contributing to the state’s economic competitiveness and vitality through the generation of educa-tional opportunities, research and cultural resources.

According to the 2016 UC Davis Economic Impact Report, UC Davis benefits nearly every major industry sector in the regional economy, most notably the professional, scientific and technical services sector. The University also provides substantial support to the local startup community. In the 2016 Bay Area Council Economic Institute report, Entrepreneurs, Startups, and Innovation at the University of California, the Office of Research reported that UC Davis ranked among the top 5 percent of U.S. universities in 2014 in the number of new startups it supports.

Create a vibrant and inclusive community that values open communication and interaction

1. Increase diversity in our graduate student and faculty populations.

• Through the Transforming Graduate Admissions (TGA) Project, examine current graduate admissions practices and the outcomes of application, admission and enrollment at four campuses in the UC system.

• Award strategic admissions funds with the aim of encouraging programs to host campus visits and other personalized interactions that target students from underrepresented backgrounds.

3. Develop new and foster existing international partnerships in order to globalize graduate education.

• Add full-time staff member to focus on international graduate education partnerships, admission processes and international student support.

• Develop and deploy international student admission, retention and orientation strategy designed to help international students succeed in their graduate programs and careers.

2. Strengthen the profile of graduate humanities, arts and social science programs.

• Deepen Graduate Studies’ engagement with graduate students, faculty and staff in humanities, arts and social sciences disciplines.

• Establish the position of Faculty Assistant to the Dean Humanities & Social Sciences to advocate for the unique needs of humanities, arts and social science programs.

4. Renovate Walker Hall to create a physical space for the graduate and postdoctoral community.

• Renovate historic Walker Hall into a new Graduate & Professional Student Center that will feature new academic, professional development and social facilities.

• Provide physical headquarters for the Graduate Student Association and spaces for the group’s meetings and activities.

spotlight on the

UC LEADS SYMPOSIUMThe UC LEADS Program is responsible for preparing and training selected under-graduate applicants who have potential for leadership as graduate students and as future leaders committed to address the educational and economic factors leading to underrepresentation of domestic minorities in the STEM fields.

For the program’s scholars, the annual Koret UC LEADS Research and Leadership Symposium is the highlight of each academic year, and the annual opportunity for mentors and scholars from all campuses to meet as an intellectual community. At the Symposium, UC LEADS scholars share the results of their research through poster presentations, attend professional development workshops and panels, and listen to keynote addresses from speakers in government and industry.

In 2016, UC Davis had the honor of hosting the Koret UC LEADS Research and Leadership Sympoposium. Over 150 scholars, faculty and mentors braved stormy weather to attend the March 5 event. In addition to the morning poster sessions, faculty and alumni were recognized for their contributions to the program. “A UC LEADS Alumni Panel spoke and answered scholar questions about graduate school and career trajectories, while John Matsui from UC Berkeley kicked off the evening awards ceremony with an inspiring keynote address,” said Lynne Arcangel, UC LEADS Coordinator. “The day was a great success for the UC LEADS community.”

GRADUATE STUDENT FELLOWSHIP MATCHING INITIATIVEIn 2015, Graduate Studies designed and launched the Graduate Student Fellow-ship Matching Initiative, an innovative and nontraditional matching initiative that boasts benefits for students and donors alike.

The unique program identifies donors interested in supporting graduate students and inspires them to make larger gifts sooner with the added impetus of a sophisticated and limited matched funds program. Unlike most matching initiatives where the funds are matched 1:1 to the initial gift amount, this model takes an exceptional approach when investing and growing the value of the endowment. Instead of simply matching funds received, Graduate Studies matches the expected payout after the fund has doubled in value. This allows the UC Davis Foundation to reinvest back into the fund allowing the endow-ment to double in half the time.

“The Matching Initiative has already proven to be a great success,” said Janet Berry, Senior Director of Development for Student Support. “We’re expecting to see a return on investment of over 360 percent - an unequivocal win for both donors and fellowship recipients.”

In the year and a half since the Graduate Student Fellowship Matching Initiative launched, $3 million of new endowed gifts have closed, with an additional $5 million under discussion. The overall minimum gift amounts increased from $25 thousand to $50 thousand. The program’s success earned UC Davis several CASE District VII awards earlier this year.

• Offer multi-year fellowships, thereby heightening our competitiveness for top graduate student candidates.

2. Increase financial support of graduate education.

• Add a staff member focused on alumni relations and development, with the desired outcome of identifying new donors enthusiastic about supporting graduate students.

• Encourage graduate programs to enroll in the Increased Master’s Enrollment Incentive program and assess its effectiveness in increasing funds for student financial support.

GRADUATE STUDENT WELLNESSFew students pursue advanced degrees thinking it will be easy, but for some students, earning a graduate degree can be emotionally taxing. In recent years, issues concerning student mental health gained national attention, with many colleges and universities reporting increased numbers of students in need of mental health support services. The stress experienced by graduate students is often heightened by their isolation from campus life, intense academic pressures and the increased presence of family and financial obligations.

As a leader in graduate education, the University of California system is dedicated to students and supporting their mental health needs and addressing the complex, pervasive nature of this issue across all of its 10 campuses. In 2016, Institutional Research & Academic Planning with Research and the Graduate Studies unit within the UC Office of the President (UCOP) administered a survey of graduate students across all ten UC campuses. The survey was administered to over 13,400 graduate students and received 5,356 completed responses.

The results highlighted some areas for resource improvement across the UC campuses. When asked to prioritize the top areas where they would like attention and resources,students most frequently selected mental health, followed by financial resources/management and career development support.

UC Davis Graduate Studies had already taken strides toward improving graduate student support in critical areas. Bai-Yin Chen, a psychologist with nearly 10 years of student counseling experience at UC Davis, joined the Graduate Studies team in spring 2016. Chen has found graduate students to be remarkably resilient and motivated. “In spite of the stress and challenges, nearly three-quarters of graduate students are generally satisfied with life,” Chen said. “But their needs are different from those of undergraduate students.”

Some graduate students reported hesitance to take advantage of the counseling services available at Student Health and Counseling Services due to a concern about potentially running into undergraduate students from classes for which they serve as a teaching assistant. Graduate Studies responded to the issue by allowing Chen to offer dedicated counseling services to UC Davis graduate students, both at Student Health and Counseling Services and by appointment in the more private location in a Mrak Hall office. Students can meet with Chen to discuss stress management, loneli-ness, problems with drugs or alcohol and a wide variety of other challenges.

Graduate Studies has already witnessed an increase in the number of Graduate Students utilizing the available counseling resources. “The new support services helped graduate students take the necessary steps to seek help,” said Chen. “As they said in the movie Field of Dreams, ‘If you build it, they will come.’”

1. Maintain and expand programs regarding faculty mentoring and advising.

• Increase graduate faculty participation in the Mentoring at Critical Transitions Seminar Series and the Mentoring at Critical Transitions Fellowship.

• Expand the Distinguished Graduate and Distinguished Postdoctoral Scholar Mentoring Award programs to recognize additional mentors.

• Create an annual electronic progress report to streamline processing and facilitate valuable discussions between students and faculty.

3. Determine services to be delivered to postdoctoral scholars.

• Perform a comprehensive review of the needs of UC Davis postdoctoral scholars, as well as what services are currently offered.

• Develop postdoctoral scholar-specific professional development opportunities, training resources and communication processes.

2. Provide professional development resources and training.

• Expand the Graduate Studies portfolio of professional development training available to include programs focused on the students’ desired career paths and experiential training, increasing the students’ ability to pursue a variety of academic and industry careers.

4. Expand and improve the student services housed in Graduate Studies.

• Strengthen support services including mental health counseling, mentorship training, student orientation and dispute resolution.

• Develop processes that better facilitate campus dialogue and allow graduate student voices to be heard and recognized.

GUARDIAN PROFESSIONS PROGRAMThe Guardian Professions Program has helped over 65 former foster youth gain admission to advanced degree programs. Assistance includes advice and coaching on programs and career direction, preparation-travel and tests, and continued mentoring throughout their graduate program. Thanks to the support of donors, 85 percent of Guardian Professions Program scholars who apply to graduate school are accepted into a graduate program.
