1 Construction Background and Aim of EMP
1.1 Project Background
The aim of agricultural products quality and safety project construction funded by Jilin
Province World Bank is to adopt advanced safety control technology such as GAP, GMP
and HACCP and so on to produce and process agricultural products to increase
coverage area of standardized demonstration plot (base) to make the production and
process of most agricultural products in our province gradually go on the track of
standardized production.
The project is designed centering on agricultural products quality and safety guarantee
system, overall-process standardized demonstration and promotion, overall-process
quality supervision, products quality inspection, quality traceability, advocacy and
training and relevant research on agricultural products quality and safety and so on;
there are 5 subitems including GAP promotion item of agricultural products quality and
safety, public monitoring item of agricultural products quality and safety, practicability
research, training and advocacy item of agricultural products quality and safety,
demonstration mode of safety production chain of agricultural products (on-lending
project) , and project management item. This project indicates Tonghua City
Agricultural Products Quality and Safety Inspection Center Construction Project in
agricultural products quality and safety monitoring system construction project in the
second subitem of public monitoring item of agricultural products quality and safety.
Land for construction of the project is located at No. 11, Xinguang Road, Tonghua City,
which is the reconstruction of the existing Tonghua City Agricultural Products Quality
and Safety Supervision and Inspection Station. Laboratory is planned to be built on the
third and fourth floor, which will be equipped with inspection instruments and
equipments such as gas chromatograph, liquid phase chromatograph, GC-MS and
LC-MS and so on, supporting instruments and equipments such as microwave digestion
system, electronic balance and so on and supplementary instruments and equipments
such as sampling vehicle, computer, projector and so on. The inspection center mainly
takes charge of the determination of biological indicator and physical index and

chemical index of origin environment (soil, air and water quality) of agriculture (crop
farming, animal husbandry and aquaculture), quality and safety of agricultural
investment (fertilizer, pesticide, veterinary medicine, feedstuff, fishery medicine etc.)
and agricultural products (foodstuff, vegetable, fruit, pork, beef and mutton, poultry
meat, poultry egg, milk and fishes, shrimp and crab series etc.) in 5 counties (cities)
such as Tonghua County, Liuhe County, Huinan County, Meihekou City and Ji’an City.
The project plans a total investment of 12.1032 million Yuan (exclusive of contingency
cost), including an investment of 10.9963 million Yuan for laboratory instruments and
equipments of the inspection center, an investment of 756.2 thousand Yuan for
rebuilding and expansion, decoration and auxiliary facilities of the inspection center
laboratory, and an investment of 350.7 thousand Yuan for other charges of project
construction and so on.
1.2 Aim, Guideline and Requirements of EMP
Environmental impact assessment of this project indicates that this project will cause
impact on the environment mainly during construction and operation periods. The EMP
will elaborate on environmental mitigation measures, environmental management,
environmental supervision, and environmental monitoring and so on, which will be the
guidance document to carry out these activities; its functions are as follows:
(1) Provide guidance document on environment. The volume of EMP will be provided
to construction supervision unit, environmental monitoring unit and other related units
during construction and operation periods as environmental protection document after
examined by the World Bank.
(2) Clearly define responsibilities and functions of relevant units and relevant functional
departments and administrative organizations, and put forward communication channels
and modes among all departments.
(3) Put forward environmental mitigation measures and environmental monitoring plan
during construction and operation periods.

In accordance with environmental function division of Tonghua City, this project will

1.3.4.1 Environmental Quality Standard
(1) Ambient air
The ambient air of the area where the project is located belongs to class II, and the
ambient air in the assessment area will follow up the secondary standard in Ambient Air
Quality Standard (GB3095-1996). For details, please refer to table 1.3-1.

(2) Surface water
The waste water from this project will enter into Tonghua City Urban Sewage Disposal
Plant (sewage disposal plant was established in 2009) through urban sewage pipe
network and finally be drained into Hun River after disposal; according to Functional
Area of Jilin Province Surface Water (DB22/388-2004), it is Hun River reach from
Wudao River section (contrasting section of Tonghua City) to Minzhu section
(provincial controlling section). The water body function of Hun River belongs to class
III. For details, please refer to table 1.3-2.

(2) Standard for water pollutant discharge
The project will discharge waste water into urban sewage disposal plant and then be
drained into Hun River. Conventional pollutant emission concentration in domestic
sewage and waste water from laboratory will follow up the tertiary standard in
GB8978-1996 Integrated Discharge Standard for Sewage; effluent concentration of
heavy metal will follow up the maximum acceptable emission standard of the first-class
pollutant in GB8978-1996 Integrated Discharge Standard for Sewage.

1.4 Laboratory Grading Basis
In accordance with Health Industry Standard of the People’s Republic of China (WS
233-2002) General Guidelines for Bio-safety in Microbiological and Biomedical
Laboratories, classification and grading of laboratory are shown in table 1.4-1.

Unknown microorganisms similar to the above-mentioned status must be done in the fourth-grade bio-safety protection laboratory. After owning sufficient data, decide to treat such microorganism or toxin in the fourth-grade or inferior laboratories.

According to project analysis, the project laboratory will only carry out pesticide,
fertilizer residue, origin environment monitoring, and irrigation water inspection and so
on of agricultural products (foodstuff, vegetable, fruit etc.); the microorganism
laboratory only carries out common microorganism experiments. Therefore, under
common condition, the microorganisms are the ones without pathogenic effect known
to healthy adults. So, the physical and chemical laboratories in this project are common
laboratories, and common microorganism laboratory is BSL1 first-grade bio-safety
protection laboratory.
2 Main Environmental Impact and Mitigation Measures
2.1 Existing Pollutant Emission and Pollutant Prevention and
Control Measures Analysis
(1) Exhaust gas
Only part of Tonghua City Agricultural Products Quality and Safety Inspection Center
Laboratories have ventilation equipments, the rest of them without ventilation
equipments are ventilated naturally. During experiment process, opening window for
ventilation from time to time not only affects the accuracy of experiment data but also
has certain effect on experimenters and surrounding residential areas.
There is no dinning hall at present, and it adopts central heating.
(2) Waste water
The existing waste water from experiment and domestic sewage is directly drained into
downcast pipe network of city planning. There are 12 employees in the institute at
present, and quantity of domestic wastewater effluent is 0.5m3/d. At present, the
laboratory only determines heavy metal residual quantity and surplus; there are regular
and entrusted inspections; waste water from experiment without discharge rule belongs
to intermittent discharge; daily wastewater discharge is about 0.5m#/d; there are
acid-base waste water, heavy metal and organic reagent and so on; there is no separate
treatment measures and facilities; the waste water shall be drained into urban sewerage
and drainage pipe network.
Waste water from the laboratory is less but the water quality is relatively complex,

over-proof discharge hazardness is great. During the reconstruction, make production
sewage and domestic sewage diffluent, and drain the waste water from laboratory after
reaching the standard.
(3) Noise
According to the monitoring results of Tonghua City Environment Monitoring Center
Station, all noises within the boundary of an industrial enterprise reach second-class
standard, which have less effect on surrounding acoustical environment.
2.2 Environmental Impact Assessment Analysis
2.2.1 Environmental Impact Analysis during Construction Period
(1) Ambient air impact analysis
The project is the project of technological transformation. Main construction contents
are indoor operation and purchasing installation equipments. During the construction
period, environmental impact is relatively less. During the period of indoor decoration,
when loading and unloading bulk powder (granular) materials, preparing feed and
transporting bulk building materials by carrying vehicles, if they are over-loaded or
without preventive measures, materials shall hang down in transit and produce dust.
Engineering transportation and construction machines may cause certain impact on
atmospheric environment quality of local area; with the closing of the construction
period, these impacts will disappear.
(2) Environmental impact analysis of surface water
The project employs local construction team to carry out the construction; there is not
camp building; the washroom of Agricultural Products Quality and Safety Inspection
Center is still in use; domestic sewage is drained into drainpipe network of city planning,
which has less effect on water environment.
(3) Construction noise
The project is the project of technological transformation. During the construction
period, machines such as electric drill, sawing machine and so on used during indoor
decoration will inevitably cause construction noise, but they are all indoor operations;
arranging construction time reasonably and operating with windows closed will reduce

impact on external environment. With the closing of construction period, these impacts
will disappear.
(4) Solid waste
Indoor decoration of the project during construction period will create less construction
waste, and the builders will create some domestic garbage, the garbage will become
breeding ground for mosquitoes and flies if not treated in time and produce foul smell
and cause effect on the surrounding environment.
In order to avoid the effect of solid waste on the environment, the construction waste
created during the construction period shall be removed in time and piled up in places
designated by municipal departments or used as materials of road construction; special
domestic garbage box shall be set at the construction site to uniformly collect domestic
garbage and carry them to urban garbage landfill to prevent casual throwing-away.
Reasonable treatment can eliminate disadvantageous effect of solid waste on external
environment.
2.2.2 Environmental Impact Analysis during Operation Period
(1) Exhaust gas
Exhaust gases from this project mainly indicate a small quantity of acid mist, NO2 and a
small amount of exhaust gas of organic solvent discharged by organic solvent created
by carrying out inspection experiment, which shall be discharged after reaching the
standard.
Some laboratories creating exhaust gas are arranged with exhaust hood during the
transformation. Exhaust gas negative pressure from experiment shall be collected and
discharged through purifying treatment with high-efficiency filter.
Heat supply source during heating period of this project is central heating. The project
itself has no boiler house, chimney, or fume emission. There is no dinning hall for
employees or oil fume emission.
(2) Waste water
Waste water discharged outside of this project mainly comes from laboratory and
employees’ daily life.

After the completion of this project, total waste water discharge will be 3.5m3/d; the
experiment and inspection waste water discharge is 3m3/d and domestic sewage
discharge is 0.5m3/d. The domestic sewage and production sewage will be diffluent
during the transformation.
Each pollutant emission concentration in domestic sewage is COD250mg/L,
BOD200mg/L, SS200mg/L; the water quality can reach the tertiary standard in
GB8978-1996 Integrated Discharge Standard for Sewage, which can be drained
directly into urban sewerage and drainage pipe network. Main pollutants of experiment
waste water discharged during assay and inspection are acid-base, heavy metal and
various chemical reagents, various additives and so on; the waste water from the
laboratory is less in discharge, but the contents are complex; through analogy
investigation, pollutant emission concentration in waste water from experiment is about
COD600mg/L, BOD5400mg/L, SS210mg/L, and it contains heavy metal of different
degree. Direct emission without treatment will cause negative effect on surface water
body, and it shall be drained into urban sewerage and drainage pipe network after
reaching the tertiary standard in GB8978-1996 Integrated Discharge Standard for
Sewage.
Tonghua City Urban Sewage Disposal Plant under construction is planned to be
completed and put into operation at the close of 2009, and the project commissioning
date is 2011; therefore, the waste water discharged when the project is completed and
put into operation can be directly drained into urban sewerage and drainage pipe
network and treated by urban sewage disposal plant, which has less impact on water
environment.
(3) Noise
Noises of this project are mainly from multi-functional oscillator of the laboratory,
air-conditioner, and ventilation installation blower and so on in the laboratory. Noise
source intensity is about 75-90dB. Therefore, these equipments should be set indoors
and also build sound insulation room, install sound insulation board on walls, and add
cushion blocking when installing equipments to make noise within the boundary of an
industrial enterprise reach second-class standard.

(4) Solid waste
After the completion of this project, main solid wastes will be domestic garbage and
solid waste from laboratory and so on.
① Waste agricultural product (vegetable, fruit, foodstuff etc.), animal husbandry
product and aquatic product samples
When carrying out experiment of the project, take 0.5-1kg or so experimental sample
according to different experiment requirements, draw a sample at random when doing
experiment for inspection, and store one sample in sample retained room. Samples
stored in the sample retained room for agricultural products are generally kept for 3-6
months or so and destroyed together when they expiry. According to analogy estimation,
waste sample quantity is about 1.2t/a. Waste agricultural product (animal husbandry
product, aquatic product) samples belong to common solid waste and they will be sent
to urban garbage disposal plant with domestic garbage for treatment.
② Experimental equipments and apparatuses (one-off), waste liquid and waste culture
medium from experiment
After the completion of this project, production quantity of one-off experimental
equipments and apparatuses, consumables (test paper etc.) and damaged apparatuses
(glass ware) used in experiment is about 11kg/a; the production quantity of waste liquid
and waste culture medium from experiment is about 41.8kg/a. Experimental equipments
and apparatuses (one-off) and waste liquid created by experiment are hazardous wastes,
which shall be uniformly sent to Changchun City Lantian Hazardous Wastes Disposal
Center Co., Ltd. for disposal.
③ Replaced waste filtering material or active carbon of filter
In order to guarantee the efficiency of high-efficiency particle air filter, waste filtering
material or waste active carbon board of filter shall be replaced after 6 months or so,
and the production quantity is about 0.2t/a; the replaced waste filtering material or
waste active carbon board shall be sent back to original producing unit or Changchun
City Lantian Hazardous Wastes Disposal Center Co., Ltd. for burning treatment.
④ Sewage sludge created by sewage treatment
Production quantity of sewage sludge from sewage disposal plant is about 75kg/a. The

heavy metal in the sewage sludge created is hazardous waste, which shall be stored
perfectly and sent to Changchun City Lantian Hazardous Wastes Disposal Center Co.,
Ltd. for treatment.
⑥ Domestic garbage
According to the calculation of 0.5kg per person every day, daily production quantity
will be 8.5kg/d, and annual production quantity will be 2.1t/a; therefore, the
environmental sanitation department will uniformly recycle and send them to urban
garbage landfill for sanitary landfill.
According to National Hazardous Waste Category (2008), solid wastes created by this
project contain common solid waste and hazardous waste. Mismanagement will cause
hazardous effect on the surrounding environment; different disposal modes should be
adopted according to different natures; common solid wastes and hazardous wastes can
not be disposed by blending. Reasonable disposal will prevent secondary pollution due
to mismanagement of hazardous wastes.
2.3 Environmental Impact Mitigation Measures
2.3.1 Environmental Protection Aim
This project is located at No. 11, Xinguang Road, Tonghua City; surrounding sensitive
objectives and distances are shown in table 2.3-1.

Analysis from general situation of surrounding environment indicates that there are

more sensitive points within close range around the laboratory proposed to be rebuilt;
favorable measures should be taken to reduce impact on the surrounding environment
during design, planning, construction and operation periods.
Design and construction of laboratory shall satisfy BSL-1 laboratory basic
requirements.
2.3.2 Environmental Impact Mitigation Measures during Construction
Period
Choose construction unit with certain capacity by way of bid. When the construction
unit signs engineering construction contract with contractor, environmental impact
mitigation measures during the construction period should be listed in the constriction
contract of the project, and the contractor shall promise to abide by and implement them.
Contractor and construction supervisor are required to accept relevant trainings on
environmental protection and environmental management. Provincial and municipal
project offices assign persons or employ environmental experts to examine
“implementation status of regulations on protection of construction environment” to
construction site regularly, and settle problems in time after found.

Water environment
Camp building during the construction period is not prepared. The existing indoor washrooms are used, and less construction waste water is drained into sewer after precipitation.
Acoustical environment
(1) Possibly arrange construction time The project area is surrounded by residential buildings, which is near to the residential area. In order to reduce impact of construction noise on acoustic environment of surrounding residential area, scientific construction plan shall be established, and prevent using many high-noise equipments together as far as possible; construction time of equipments with high noise, impact strength and strong vibration (such as churn drill and so on) should be arranged at day time, and night (22:00-6:00 next day) construction is forbidden. (2) Bid units are required to choose construction machines and equipments with low noise. (3) Intensify communication and education on builders, reduce man-made noise.
Solid wastes (1) Construction waste should be disposed by classification; construction waste with recycle value should be recycled by special person, and those without recycle value should be transported and stacked at designated sites according to requirements of municipal and planning departments. (2) Domestic garbage recycle box should be set for domestic garbage from construction, which will be uniformly sent to Tonghua City urban garbage disposal field by environmental sanitation department for sanitary landfill.

2.3.3 Environmental Impact Mitigation Measures during Operation
Period
2.3.3.1 Ambient Air Impact Mitigation Measures
Work nature of laboratory, inspection room not only makes higher request for indoor
temperature and humidity, but different requirements and standards for cleanness of air.
In order to guarantee indoor temperature, humidity and cleanness of air for experiment
and inspection work, the transformation will follow up relevant requirements in
Building Technology Specifications for Bio-safety Laboratory GB50346-2004 to set
exhaustion device and install high-efficiency filter.
(1) Ventilation, exhaustion system optimization operating criteria
1) There will be gas and particle harmful to human health when doing chemical
experiments. In order to guarantee personnel health, harmful gas and particle must be
cleared away effectively and in time, and the laboratory should ensure certain negative
pressure;
2) There is good air distribution in laboratory, air velocity and turbulence scale of blast
air and return air can be controlled within smaller range. Ventilation rate in laboratory
can be controlled effectively, and the air in laboratory should be substituted completely
to make sure freshness.
(2) Ventilation and exhaustion system in laboratory
Forced exhaustion system: all experiments in laboratory directly creating toxic and
harmful gas must be done in fume hood. Forced fume hood is set in laboratory and
inspection room where toxic and harmful gas is created; waste gas created by negative
pressure collection during experiment and inspection shall be discharged outside after
treatment with high-efficiency particle air filter (active carbon filter). The filtration
efficiency of high-efficiency particle air filter is not lower than that of category B
(efficiency is not lower than 99.97%).
Ventilation system: mechanical smoke extraction ventilation systems are set in corridor,
stair case, and washroom and so on, which can remove contaminated air at any time.
Mechanical ventilation systems are set in local laboratories and inspection rooms to

solve indoor ventilation problems without experiments and inspection work.
(2) Height of exhaust funnel
Height of exhaust funnel of various exhaustion systems is 3m higher than that of
building roof.
(3) Risk prevention measures
If air cleaning system meets with an accident or the contaminated area is under positive
pressure, the alarm will work at once, so experiment should be stopped and start
emergency programs.
Strict safety responsibility system should be established in laboratory.
2.3.3.2 Water Environmental Impact Mitigation Measures
Drainage system should be cleaned up and diffluent; establish separate pipeline for
domestic sewage and production sewage. Quantity of domestic wastewater effluent is
less; the concentration of COD in waste water is 250mg/L, BOD5150mg/L or so;
effluent concentration can reach the tertiary discharge standard of Integrated Discharge
Standard for Sewage (GB8978-1996); therefore, the domestic sewage can be drained
into drainpipe network without treatment.
Waste water from the laboratory is less in discharge, but the contents are complex; there
is acid, base, organic and micro heavy metal, which has greater hazardness and be
drained after treatment.
(1) Designed water quantity and water quality of sewage disposal plant
Production quantity of waste water of inspection experiment is about 3m3/d. It is
proposed to establish sewage disposal plant with design capacity of 5m3/d. In
consideration of possible malfunction and accident discharge in sewage disposal plant,
it is proposed to establish a set of 10m3 reservoir for regulation and water storage of
accident discharge and intermittent discharge of waste water.
(2) Treatment programs for production waste water
Aiming at water quality, water quantity and discharge requirements of waste water,
integrating recommendation of researchable plans, the environmental assessment will
analyze and contrast technical economy and operation effect of the following several

sewage disposal programs.
Program one: biochemical process (H/O)
Biochemical process is sewage biochemical treatment method widely adopted, which is
suitable to treat dispose organic waste water of high concentration; it covers smaller
area and runs steadily; it is easy to operate, resistant to impact and it has strong carrying
capacity.
Please refer to figure 2.3-1 for its technical process.
Program two: whole-set small-scale integrated laboratory sewage disposal equipment
The waste water discharge of this project is less, which can be directly disposed with
whole-set equipment. At present, there are many sewage disposal plants manufacturing
“laboratory series waste water processing machine” in China. This series of waste water
processing machines mainly adopt technologies such as neutralizing and coagulating
and precipitation, active carbon catalyze-ozone oxidation, biological active carbon
absorption and so on, which cover smaller area, with higher automation degree, better
processing effect, less running cost and so on; unattended operation basically can be
realized. The machine gains scientific and technological achievements appraisal
certificate of Guangdong Province Science and Technology Department (YKJZ [2005]

No. 287); it is inspected and demonstrated by authoritative organizations such as
Chinese Academy of Sciences Guangzhou Institute of Geochemistry ; processing effect
can completely satisfy national relevant discharge standard; it gets better effect in
practical application in Guangzhou University, Guangzhou Medical College,
Chongqing City Environmental Monitoring Center, Zhongshan Medicine Inspection
Institute, and Yuexiu Diseases Control Center and so on.
1) Technical process and principle
Waste water initially is drained into regulating tank through collecting system for
regulating water quality and water quantity, and then driven into sewage processing
machine reaction tank by pump evenly and constantly, and passes pH controller; add
certain quantity of NaOH aqueous solution with metering pump and regulate pH value
between 8~9, and add coagulant PAC and coagulant acid PAM.
Under alkaline conditions, acid in waste water is neutralized; ions of heavy metals such
as iron, cadmium, copper, manganses, nickel, and lead and so on will react with OH-
chemically to create hydroxide precipitate; meanwhile, under the action of condensation
and flocculation of PAC and PAM, the precipitates created condense with each other;
suspended particles in waste water and some inorganic matter and organics are absorbed
to form massive cotton-like alumen ustum.
Waste water will flow automatically into sloped-tube setting tank; some cotton-like
alumen ustum settles naturally depending on gravity action to remove suspended matter,
heavy metal ion, and some organics. Sludge in sludge bucket should be cleaned up
regularly and sent to relevant departments for burning, landfill or other treatments.
Effluent from the setting tank will be then driven into active carbon ozone oxidation
tank by pump. Due to the function of resistance of filling, waste water is evenly
arranged and seep slowly from top to bottom. At the same time, taking air as raw
material, the ozone created by ozone producer penetrates active carbon filling from
bottom to top of oxidation pool through gas distribution system, or be absorbed into
water by way of negative pressure through Venturi ejector; during the process of
sufficient contact of gas and liquid, part of organics, bacteria, chroma, stink and so on in
waster water will be eliminated after physical and chemical actions such as absorption,

retention, impaction, and rewinding and so on of active carbon with huge pore structure
and specific surface area; the rest are removed by ozone with strong oxidation
performance, better sterilization and deodorization, purification and decolorizing, and
degrading organics abilities under the catalysis of active carbon.
Waste water finally enters into active carbon biofilter; part of little suspended matter,
micro metal tiny organics not eliminated yet will be eliminated after physical and
chemical actions such as absorption, and retention and so on of active carbon with huge
pore structure and specific surface area; the rest will be eliminated through degradation
by anaerobic, aerobic and facultative bacteria and so on in microbial film which are
attached to active carbon; processes of retention and absorption of active carbon and
degradation and desorption of microorganism happen alternatively and circularly. Till
now, waster water can reach discharge standard.
The whole waste water treatment process is automatically controlled by PLC
programming. There is floating ball liquid level controller in the regulating tank; the
pump will automatically stop at the state of low liquid level, and start at the state of high
liquid level; there is liquid level meter in medicine-adding box, and it will make alarm
in short of medicine and stop running. The whole machine can basically realize
unattended operation.

automatic soil discharging device and so on;
★ Adopt advanced Venturi fluidic oxygenator, and the gas and water can contact
sufficiently contact and react completely;
★ Be easy to operate, runs steadily with long service life and low operation and
maintenance charges;
★ Cover small area, and it can be set inside or outside according to different conditions;
★ It can be specifically designed and manufactured according to different requirements
of users.
3) Scope of application:
It is widely used in universities and colleges, scientific research units, inspection
organizations, chemical laboratories to comprehensively treat experiment waste water.

According to scheme comparison, the assessment holds that laboratory wastewater

discharge is intermittent discharge, and water quality of waste water discharged varies
due to different monitoring contents, which is not suitable to be treated with
biochemical process (program one).Under same waste water quantity and water quality,
processing effect of program two is stable, and the resistance to impact is stronger; it is
widely used, which is special laboratory sewage treatment whole-set device; therefore,
program two is recommend. Total investment of the sewage treatment facility is about
200 thousand Yuan (processing capacity is 5m3/d) and the operation cost is about 1
Yuan/ton water.
2.3.3.3 Acoustic Environmental Impact Mitigation Measures
The following measures are taken aiming at noise prevention and control of this project:
(1) Adopt low-noise equipments when designing.
(2) Set independent sound insulation room for equipments with higher noise, and install
sound insulation door and so on.
(3) Adopt vibration reduction method for equipment base.
After control, noise can reach the secondary standard of GB12348-2008 Noise Standard
for Industrial Enterprises at Boundary.
2.3.3.4 Solid Wastes Environmental Impact Mitigation Measures
Solid wastes created by this project contain common solid waste and hazardous waste,
which should be treated by classification.
(1) Disposal of common solid waste:
Common solid wastes such as waste agricultural product (animal husbandry product,
poultry, aquatic product) samples from experiment and domestic garbage etc. will be
uniformly sent to urban garbage disposal field by environmental sanitation department
for sanitary landfill.
(2) Disposal of hazardous waste:
Waste pesticide (veterinary medicine, fishery medicine), fertilizer samples are
hazardous wastes, which should be uniformly recycled and sent to the original
producing unit for united treatment; Hazardous wastes such as experimental equipments
and apparatuses (one-off), culture medium, overdue experimental medicines or reagents,

sludge, waste active carbon, animal fecaluria and fodder residue containing heavy metal
created by sewage disposal plant should be collected by classification and sent to
Changchun City Lantian Hazardous Wastes Disposal Center Co., Ltd. for treatment.
During transportation, abide by “hazardous waste transfer and manifest management
measures” strictly.

2.3.3.5 Risk Prevention Measures and Emergency Preplan
(1) Laboratory design and construction should satisfy BSL-1 laboratory basic

1) Hand-washing basin should be set near the exit of each laboratory, and the water
faucet should be automatic responsive, handle-type or foot-operated, and furnished with
disinfectant soap for washing hands.
2) There should be sterilizing equipments and facilities for air and object surface in
laboratory.
(2) Environmental pollution emergency preplan should be established and reported to
local county-level People’s Government Environmental Protection Competent
Administrative Department for record, and do regular practice.
(3) If leakage or diffusion from laboratory causes or may cause serious environmental
pollution, emergency measures should be taken in time, and report it to units and
residents who may be endangered, and report to local People’s Government
Environmental Protection Competent Administrative Department and relevant
department to accept investigation.
(4) Laboratories creating hazardous wastes should establish prevention measures and
emergency preplans for fortuitous accidents according to regulations on prevention and
control of environmental pollution by solid waste in China, and report accidents to local
People’s Government Environmental Protection Competent Administrative Department
above county level for record.

3.1.2 Duty of Environmental Management Organization
According to characteristics of the project, environmental protection enforcement of this
project should be supervised by Jilin Province Environmental Protection Bureau and
Tonghua City Environmental Protection Agency, and accepts supervision of relevant
departments of the World Bank. During construction period, environmental supervisor
should be assigned to assist construction party with field examination.
Duties of all relevant environmental management organizations are as follows:
Environmental Department of the World Bank: according to relevant environmental
protection requirements of the World Bank, take charge of supervising the whole
process of the project, and put forward requirements for environmental protection of the
project.
Jilin Province Environmental Protection Bureau: according to domestic relevant
laws and regulations, take charge of supervising the whole process of the project, and
put forward requirements for environmental protection of the project; meanwhile, take
in charge of completion acceptance of “three simultaneousness” of the project; examine
the implementation of environmental management plan and review environmental
supervision plan and environmental monitoring report.
World Bank Loan Project Leading Group Office of Jilin Province (Jilin Province
Project Office): assist Environmental Department of the World Bank with
environmental supervision.
Tonghua City Environmental Protection Agency: according to requirements of
Environmental Department of the World Bank and Jilin Province Environmental

Integrated Center: ensure relevant environmental management measures of
environmental management organization, the World Bank are carried out, and assist
environmental management department with daily supervision.
Environmental supervisor: assist construction party in taking charge of supervising
the implementation status of environmental protection measures of construction site,
and assist environmental management organization in daily environmental supervision.
Main duty of environmental supervising engineer:
(1) Ensure all project permits and requirements and environmental management plans
are carried out before commencement of the project.
(2) Verify all employees in construction unit and operation unit carry out environmental
protection measures.
(3) Communicate with builders to help explain on-site environmental requirements;
provide suggestions for remedial measures, and provide remedial measures for projects
not conforming to initial intention; issue specifically formal guide for construction unit
and operation unit according to requirements.
(4) Communicate with construction unit and operation unit, and building consultant to
enhance communication; gain some other opinions on special problems to let building
management engineer quickly know those problems occurring in construction process,
which is helpful to solve problems; if the project causes potential damage to sensitive
target or project exists in project.
(5) Supervise implementation of environmental monitoring plan during construction
period, and supervise environmental protection facility “three simultaneousness” project
construction situation to ensure final completion time and pass environmental protection
acceptance smoothly.

regulations and standards, grasp environmental situation of inspection center, count and
analyze pollutant emission conditions, organize and establish environmental protection
plans and annual plans for the whole field, organize implementation; take charge of
environmental management, communication and education of environmental
knowledge and dissemination of new technology of the whole filed; examine running
conditions of environmental protection facilities regularly, solve problems found in time;
grasp running conditions of unit environmental protection facilities, establish pollution
source file, file of environmental protection facilities operation, make statistics on
environmental protection; establish and reserve experiment file, and the file should
record experimental activities and working status of facilities and equipments, and
conditions of harmless treatment, central treatment and inspection of waste water,
exhaust gas and hazardous waste created by experimental activities according to the
facts; establish environmental protection monitoring plan in accordance with
requirements of higher environmental protection departments, and organize and
coordinate to accomplish monitoring assignments. Coordinate to treat relevant pollution
accidents and pollution dispute, supervise and examine implementation status of “three
simultaneousness” system for newly-built, rebuilt, expanded projects and take part in
completion acceptance of environmental protection facilities and so on.
3.2 Environmental Monitoring Organization and Duty
According to characteristic of this project, construction unit will not set environmental
monitoring organization, and environmental monitoring can be entrusted to Tonghua
City Environmental Monitoring Station.
Tonghua City Agricultural Products Quality and Safety Testing and Inspection
Integrated Center and environmental supervising engineer will take charge of
supervision work of construction site, and environmental monitoring work during
construction and operation periods, mainly supervising environmental monitoring plan
during construction and operation periods according to monitoring plan in
environmental assessment.

Main duty: sincerely carry out national relevant environmental protection laws and
regulations and specification, establish and perfect all rules and regulations, accomplish
monitoring assignments; establish monitoring and analysis data statistics file and make
environmental report; accomplish environmental monitoring assignments entrusted by
Inspection Center; intensify maintenance and preservation and checking of
environmental monitoring instruments and equipments to ensure normal process of
monitoring.
Monitoring staff should take appointment with certificate, and be responsible for all
environmental monitoring materials; and they should be familiar with manufacturing
technique to improve business quality constantly and accept assessment of superiors.
3.3 Duty of Contractor
Choose contractor with capacity. Environmental impact mitigation measures during
construction period should be contained in bid document of the contractor, and at last it
should be included in construction contract as contract requirement on project
contractor to make sure environmental management plan is effectively carried out.
Duties of contractor are as follows:
(1) Contractor and construction supervisor must accept trainings on environmental
protection and environmental management before commencing construction; contractor
should assign one full-time environmental worker for the project. These environmental
workers should accept trainings in training plan to be competent for their work.
(2) During construction, contractor should communicate and confer with the masses in
the area where the project is located; set a bulletin board in each construction unit to
notify the public of detailed construction activities and construction time. Meanwhile,
provide contact person and telephone number so that the public can lodge a complaint
against construction activities and provide suggestions.
(3) Environmental protection management on site; construction unit should arrange
professional environmental protection personnel by itself taking charge of project
environmental management during construction period when taking good measures to
prevent and control sewage, exhaust gas, noise, and solid waste; the unit should furnish

acoustic meter to test environmental sensitive points around the project to ensure
acoustic environment of environmental sensitive points are controlled within quality
standard of acoustic environment.
(4) Reasonably arrange construction time. Not transport building materials in rush hour;
carrying vehicles should run according to designated line; construction creating high
noise such as demolishing walls or decoration should be done at daytime, and it is
forbidden at nighttime.
(5) Get done with occupational health management, safety management, and social
management of builders.
3.4 Personnel Training
Construction unit, contractor and supervising engineer must take part in compulsory
environmental, health and safety training before commencement of the project.
3.4.1 Training for Newly-added Full-time, Part-time Personnel in
Environmental Protection during Construction Period
Construction unit will entrust unit with quality to train full-time and part-time personnel
in environmental protection of construction and supervising units. The trainees are
engineering technique principals and full-time managerial personnel of all construction
and supervising units.
Course contents include:
1) National and Jilin Province laws and regulations, documents and relevant
requirements on environmental protection in construction project management;
2) Environmental measures and environmental protection requirements during
construction period put forward in project design;
3) Environmental protection guide of this project during construction period.
Environmental protection design principal in environmental protection bureau, design
unit and relevant experts in environmental assessment unit and monitoring unit can be
invited to give training and teaching.

3.4.2 Training for Newly-added Full-time, Part-time Personnel in
Environmental Protection during Operation Period
Environmental protection department will take charge of organizing and carrying out
training for newly-added part-time (or full-time) personnel in environmental protection
during operation period; relevant environmental protection experts in universities,
scientific research institutions and operation units can be employed to give lessons; and
they can take part in short-time training class.
Environmental protection training cost during construction and operation periods are 50
thousand Yuan totally.

4 Environmental Monitoring Plan
4.1 Aim of Environmental Monitoring
Environmental monitoring includes construction and operation periods. The aim is to
comprehensively and duly grasp pollution trend of project proposed to be built and learn
of environmental quality changes, area of effect of project construction and
environmental quality trend during operation period; feed back information to
competent department in time and provide scientific basis for environmental
management of the project.
4.2 Monitoring Implementation
Environmental monitoring during construction period and operation period is entrusted
by project contractor or operator to Tonghua City Environmental Monitoring Station,
which is national environmental quality monitoring certification unit with complete
equipments and powerful technical force, which can better accomplish environmental
monitoring assignment it undertakes.
According to the predicted outcome of environmental impact, taking sensitive point
polluted more obviously as monitoring point, and in accordance with pollution
conditions during construction and operation periods, confirm monitoring contents
according to acoustic environment, ambient air, surface water environment, ground
water environment affected greatly, and confirm monitoring factors according to
characteristic factor of pollution; monitoring analysis method will conform to the
method of relevant projects in Technical Specifications on Environmental Monitoring
issued by State Bureau of Environmental Protection, and assessment criterion will
follow up national standard confirmed by environmental assessment.
4.3 Environmental Monitoring Program
According to characteristics of project, environmental management of project during
operation period is merged into environmental management plan of the Inspection
Center. Environmental monitoring program of the project is mainly for environmental
monitoring during the construction period, main aim of environmental protection during

the construction period is to protect residents within 100m around the laboratory
building.
Environmental monitoring points: set environmental monitoring point at the position
close to environmental sensitive point target (residential area) in the section where
construction centers according to construction progress of the project; at the same
position, monitor ambient air and environmental noise of function area.

4. Solid waste
4.1 Disposal of common solid waste: Common solid wastes such as waste animal husbandry product, poultry, aquatic product samples from experiment and domestic garbage etc. will be uniformly sent to urban garbage disposal field by environmental sanitation department for sanitary landfill. 4.2 Disposal of hazardous waste: Hazardous wastes such as experimental equipments and apparatuses (one-off), culture medium, overdue experimental medicines or reagents, and sludge, waste active carbon etc. containing heavy metal created by sewage disposal plant should be collected by classification and sent to Changchun City Lantian Hazardous Wastes Disposal Center Co., Ltd. for treatment.

5 Environmental Management Plan Monitoring Estimation Implementation of EMP measures involves many units, so channels of fund sources are
different. Most environmental activities are project measures. Therefore, they should be
provided by project construction units and operation units, and included in project cost.
The cost will be nailed down and listed in bid document for bidding. Please refer to
table 6.1-1.

6 Report Contractor, construction unit, supervising unit and project office should record and
report project progress, implementation status of EMP, environmental quality
monitoring outcome and so on to relevant department in time during implementation of
the project, which mainly contains the following six parts:
(1) Environmental supervising engineer of the project will make detailed record on
implementation status of EMP by the month, and submit monthly report to project
owner and municipal (state) project office; the monthly report should contain
implementation status of environmental protection measures, development condition of
environmental monitoring and monitoring data.
(2) Contractor and operator make detailed record on project progress and
implementation status of EMP by the quarter and report the quarterly report to project
office, and send a duplicate of monthly report to state and municipal bureaus in time.
(3) After accomplishing entrusted monitoring assignments, the monitoring unit should
submit monitoring report to contractor (operator) and environmental supervising
engineer in time.

(4) State and municipal project offices should submit project progress report to
provincial project office, and send a duplicate of it to provincial environmental
protection bureau in time. The project progress report (semiannual report) prepared by
the project office must contain implementation content of EMP, such as implementation
progress and effect of EMP, especially environmental monitoring outcome and so on.
(5) If any serious violation of environmental protection, environmental supervising
engineer and project office will report to local competent administrative department for
environmental protection, and report to a higher body gradually.
(6) Performance report of EMP must be finished and submitted to the World Bank
within requested time by the World Bank.
Performance report of EMP contains the following key contents:
1) Project progress;
2) Implementation situation of EMP: include implementation situation of training plan,
implementation status of environmental protection measures of the project, and
development condition of environmental monitoring and main monitoring data;
3) Whether there is public complaint; if any complaint, record main content of
complaint, resolutions and degree of public satisfaction;
4) Implementation plan of EMP in the next year.
7 Public Participation
7.1 Information Disclosure
According to relevant regulations on Temporal Method of the Public Participation in
Environmental Impact Assessment (HF [2006] No. 28), environmental assessment unit
should post public notice in surrounding residential area around the project area on Apr.
16, 2009, release environmental impact assessment information bulletin of the project in
Jilin Province Environmental Information Network on Jun. 5, 2009, and send concise
edition of environmental impact assessment report and first draft of environmental
management plan of the project to Provincial Project Office and Research Academy of
Environmental Sciences for further public opinions. There is no public report of an
offence or complaint during duration of public summons, or feedback suggestions.

Minutes:
On Jul. 6, 2009, laboratory project working team of Tonghua City Inspection Center
holds residents’ forum in the Station Master Room of Tonghua City Agro-Technical
Extension Integrated Station; there are 21 residents near the laboratory taking part in the
forum. The laboratory project working team firstly introduces general situation, and
environmental management plan of the project, and gives account of effulent pollution
problem commonly concerned by people: the first is: through inspection of Provincial
Agricultural Products Inspection Center, the up-to-standard rate of agricultural products,
especially vegetable reaches 90-95%, but the agricultural products quality and safety
conditions are not optimistic; it is imperative under the situation to build agricultural
products safety inspection center. The second is to emphasize public participation by
utilizing World Bank loan item, seeking for opinions from nearby residents, which will
be beneficial to smooth development of the project. The third is not to build laboratory
newly, but to rebuild the building on the basis of three laboratories such as Agricultural
Sciences Station, Plant Protection Station, and Clay Fertilizer Station, which will
discharge less pollutants. Main reasons: 1. Purchase newer and more advanced
apparatuses and equipments, less sample weight, higher inspection accuracy, less
discharged pollutants. 2. Inspections of pesticide, veterinary medicine, fishery medicine
products are entrusted to provincial relevant departments. 3. Exhaust gas from the
laboratory will be collected by way of negative pressure and filtered with
high-efficiency particle air filter, and discharged through exhaust funnel after reaching
standards; sewage created will be treated with sewage disposal device and discharged
after reaching national standards; For solid wastes, common solid wastes will be sent to
urban garbage disposal plant for united treatment after classification; the hazardous
wastes will be collected intensively, and gradually sent to Changchun City Lantian
Hazardous Wastes Disposal Plant for united treatment. The project will not cause great
effect on the surrounding environment.
For possible environmental impact factors and proposed environmental protection
measures, the project team seeks for opinions from nearby residents, and deeply learns
of public awareness of the significance and function of project construction and

opinions on regional environmental quality, and earnestly hears suggestions and
opinions of residents on environmental protection of the project, and fills in the
questionnaire. At the forum, they commonly discuss the benefits of this project to
agricultural products quality and safety, and widely hear opinions and suggestions of the
masses. Some residents air their opinions on the project and put forward suggestions,
now make a summary as follows:
1) Jiang Yazhen (No. 11, Xinguang Road, worker 70-year old)
Question: exhaust gas from the laboratory during the operation will cause effect on
residents’ life, and prevention and control measures should be intensified.
Reply of the project team: exhaust gas from the laboratory will be collected by way of
negative pressure and filtered with high-efficiency particle air filter, and discharged
through exhaust funnel after reaching national standards, which will not cause effect on
nearby residents; especially the provincial and municipal environmental protection
departments will supervise it, please set your mind at rest.
2) Zhang Xiuming (No. 11, Xinguang Road, retired cadre, 64-year old)
Question: what will the Inspection Center inspect? Do not carry out project inspection
experiments of microorganism and viruses etc. causing harm to human being or
environment.
Reply of the project team: the Inspection Center will inspect pesticide, heavy metal and
harmful and toxic matters of agricultural products such as foodstuff, vegetables, fruit,
animal husbandry products and aquatic products and so on and the agricultural
environment such as soil, water and atmosphere and so on and the sanitary conditions of
agricultural products; the inspection of pesticide, veterinary medicine and fishery
medicine etc. causing greater effect to the environment will be entrusted to provincial
relevant departments.
Forum conclusions:
The masses taking part in the forum discuss other matters of the inspection center; at
last, they unanimously hold that it is to make transformations on the original laboratory,
and the project construction is beneficial to improve laboratory environment and
agricultural products quality and safety of our city and province, which can guarantee

safe and secure agricultural products for local masses; therefore, they hold that the
project should be constructed as soon as possible.
Because the proposed laboratory building is near to residential area, the assessment
suggests installing equipments such as blower and so on with high noise in sealed room.
If the design requires installing equipments on the roof, it is suggested to build simple
sound insulation room to reduce noise of blower.
(2) Visit Tonghua City Jingyu Middle School
The project team specially seeks for opinions from Huang Shulin and Zhang Yuguo,
representatives of Tonghua City Jingyu Middle School (200m or so away from the
proposed construction site in the northeast) on the proposed construction site. The
representatives of the school have some considerations for the project at the beginning,
but the project team explains that the construction site is only for laboratory, and the
project is just to enlarge and rebuild the existing laboratory building; at last the
representatives agree with the project construction.
(3) Statistics and analysis on summarized results of public questionnaire
The forum recovers 21 copies of public questionnaires in the public participation
investigation, and there are 2 copies of questionnaires recovered through visiting and
investigating after the forum, totally 23 copies. The findings of investigation indicate
that only 4.3% is satisfied with agricultural products quality and safety of Jilin Province.
73.9% is not satisfied; 100% of the informants holds that the agricultural products
quality and safety of Jilin Province needs to be improved, and the construction of this
project is beneficial to improve agricultural products quality and safety; 56.5% of the
public holds that they are mostly worried about problems in the construction period, and
only 4.5% holds that the construction will cause effect on the environment, which
accords with the practical situation; main impacts during the construction period involve
air contamination and noise contamination, which occupies 69.6% and 56.5%
respectively. 95.6% persons hold that these effects can be prevented and controlled by
adopting effective measures, only 4.4% (one person) holds that he has no idea about it;
100% of the public is in favor of the construction.

8 Dispute Complaint Channel
8.1 Establishment and Constitution of Complaint Organization
In order to better guarantee legal right of person affected, complaint system will be
established, which provides a convenient, transparent, fair and efficient complaint path
for persons affected. For this reason, leading group for environmental impact complaint
acceptance for this project is established. The team leader of Tonghua City
Environmental Protection Agency Inspection Team will be the part-time group leader.
Its group members are from Jilin Province Agriculture Comprehensive Development
Office, Tonghua City Environmental Monitoring Station, and environmental assessment
unit and so on. Environmental impact complaint acceptance office is responsible for
collection and arrangement, and puts forward handling suggestions after consulting with
relevant responsible units.
8.2 Complaint Procedure
Leading group and office of complaint acceptance will accept complaint within one
week after the commencement of project, and put complaint hotline telephone and
mailbox into operation. Detailed complaint procedures are as follows:
If a person affected holds that his right in any aspect of environmental protection is
encroached, he can file a complaint to complaint acceptance office in written or oral
form. For oral complaint, member of complaint acceptance office should record in
detail and arrange it, and submit handling suggestions within two weeks.
If the complainant is not satisfied with the suggestion of complaint acceptance office, he
can file a complaint to Jilin Province Environmental Protection Bureau in written form
within one month after receiving handling suggestions, and the Environmental
Protection Bureau will give handling suggestions within three weeks.
If the complainant is still not satisfied with handling suggestions of Municipal
Environmental Protection Bureau, he can appeal to local People’s Court for hearing and
adjudication after receiving handling suggestions according to Civil Procedure Law of
the People’s Republic of China.
