By using this Scorecard, you’ve taken the first steptowards protecting Oregon’ s environment: know-ing how your elected representatives voted.

Are they responsible stewards of the incredibleresources we’re blessed with in Oregon? Or wouldthey destroy those resources for the benefit of a few?

Do they hold polluters accountable for the toxicmesses they leave behind? Or do they shower those

polluters with new tax breaks?

Do they focus on the legacy we leave our kids, willing to invest in long-term efforts to promote renewable energy and keep our neighborhoodsgreat places to live? Or do they engage in short-term, me-first thinking atthe expense of future generations?

Too many legislators come down on the wrong side of these questions.Their votes show a clear and consistent pattern of siding with polluters,developers, and timber companies and against ordinary citizens. Theywould let more polluters off the hook and would despoil the legacy weshould be leaving our kids.

No other bill tells this story better than HB 3481, an effort by farmers andenvironmental groups to promote biodiesel as a renewable, locally grown,non-toxic alternative fuel. Oregon’s House Leadership killed the propos-al by demanding major new tax breaks for industrial polluters as “ran-som” for its passage, a ransom that would have created more pollution andcost taxpayers dearly.

OLCV’s Scorecard is a tool with which you can fight back against this typeof gamesmanship. At the detailed level, you can learn how your legislatorsvoted on more than twenty specific environmental bills. Or, you can look attheir overall score and learn what percentage of the votes they cast werepro-environment.

And you can then take action. The Scorecard is the first step. Additionalideas are on page 22.

Individually, we may feel powerless to take action that dramatically improvesOregon’s Legislature. But together, we are strong.

Together, we can create a government that protects our health today andpromotes a better future for our children tomorrow.

The 2005 Legislative Sessionwas marked by many battlesover environmental issues. In

the end, we saw a few bright points ofprogress on environmental bills thatwere part of the Oregon ConservationNetwork’s Common Agenda (see sepa-rate sidebar). In addition, compared toprevious sessions, fewer bills passedboth chambers that weaken existingsafeguards that protect our air, water,land, and wildlife.

Yet, these positives were out-weighed by the Session’s missedopportunities. Oregon’s HouseLeadership, in particular, stands in theway of any meaningful effort to betterprotect Oregon’s environment. Due tothe House Leadership’s hostility, muchof our energy this Session was focusedon fighting their efforts to eliminatefunding for key clean air and cleanwater safeguards and roll back the lawsthat protect our natural resources forfuture generations.

The 2005 OLCV Scorecardincludes 17 House votes and 12 Senatevotes on a range of issues, including afew of the proactive bills we promotedas a part of the Common Agenda.

ASSESSING THE SENATE:DECENT DEFENSE, WEAKOFFENSE

The Oregon Senate deserves cred-it for stopping anti-environmentallegislation that had passed the House- especially during the first fivemonths of the session. Because manyof these bills never passed out ofSenate committees, there is no objec-tive way to factor the Senate’s leader-ship into the vote chart or theirscores.

Unfortunately, the Senate madesome disappointing concessions onenvironmental issues during the finalbudget negotiations in late July. Inaddition, the Senate failed to pass a

majority of our priority bills out ofthe Senate during the session.

ASSESSING THE HOUSE:JUST PLAIN OFFENSIVE

A majority of Oregonians under-stand that a healthy environment isthe key to a healthy economy. Yet,House leaders continue to argue thatour clean air, clean water, and otherenvironmental safeguards must beweakened in order to improve theeconomy. In the long term, the poli-cies they push would harm Oregon’seconomy and threaten our children’sfuture.

Among the lowlights from theHouse:

■ The House failed to pass a biofuelsbill jointly backed by farmers andenvironmental groups. It was awin-win solution that would pro-tect our air and help grow theeconomy. Yet, House leaders heldit ransom, refusing to pass it unlessit contained massive taxpayer sub-sidies to major polluters, a ransomthat Senate leaders and theGovernor rightly rejected.

■ House leaders tried to prevent theDepartment of EnvironmentalQuality (DEQ) from taking mean-ingful action to protect Oregon’sair and water. The House-passedDEQ budget would have eliminat-ed funding for the Governor’sWillamette River cleanup andwould have prevented DEQ fromadopting new tailpipe emissionstandards that would requireautomakers to cut harmful emis-sions that pollute our air and con-tribute to global warming.

■ House leaders also assaulted ourforests and natural treasures. AHouse majority voted to requirelogging levels beyond those that

Department of Forestry scientistssay is sustainable, and voted to sig-nificantly cut funding for theColumbia River GorgeCommission.

■ In a series of votes, the Housemajority acted to dramaticallyincrease sprawling, uncontrolleddevelopment onto Oregon farm-land.

WHAT ABOUT THEGOVERNOR?

Governor Ted Kulongoski did nottake an active role in supporting thefull set of conservation priorities for-warded by the Oregon ConservationNetwork. However, he did showleadership on several of the individ-ual proposals. For instance, theGovernor included funding for twopriorities, Conservation Investmentsand the Pesticide Use ReportingSystem, in his budget. He tookadministrative action to help estab-lish marine reserves to restore oceanfish populations, and he lobbied onbehalf of the biofuels bill. TheGovernor also vetoed a line in theDEQ budget that would have pre-vented Oregon from adopting new“clean car” standards to protect ourair and combat global warming pol-lution.

Counterbalancing these positivesteps, the Governor supported asweeping and dangerous land use bill(Senate Bill 1037) that would havesignificantly expanded the scope ofBallot Measure 37, further threaten-ing the state’s ability to prevent out-of-control sprawl and protect farm-land. The Governor’s failure toendorse a bill to eliminate dangerouslevels of toxic pollutants from beingdumped into Oregon’s rivers alsohelped prevent it from passing. Andas described below, the Governor

signed three bills that roll back pro-tections for Oregon’s parks, rivers,and farmland, and let a fourthbecome law without his signature.

THE FINAL RESULTS:WHAT ACTUALLYCHANGED The outcome of the OCNCommon Agenda is described onpage 6. What else happened?

There were a couple of brightspots worth noting. Passage of SenateBill 82 will lead to a broad process toengage citizens in determining thefuture of land use planning and farm-land protection in Oregon. In addi-tion, minimum energy efficiencystandards will now be set for elevenproducts not already covered by fed-eral law. By 2020, this action isexpected to save as much electricityas would be needed to power 50,000homes.

There were some significant set-backs as well. The Legislature passedand the Governor permitted the fol-lowing bills to become law:

■ HB 3502 transfers the debt-riddenOregon State Fair to the OregonParks Department, effectivelyshifting lottery funds designated byMeasure 66 for Parks into theState Fair instead.

■ HB 3494 allows for excessivegroundwater withdrawals that willthreaten the health of theDeschutes River in centralOregon.

■ HB 2458 will lead to inappropriateindustrial development outside ofurban areas, leading to uncon-trolled sprawl, unplanned develop-ment, and higher taxes to supportinfrastructure located far frompopulation centers.

IMPROVED AVERAGE SCOREBottom line, the 2005 Legislature

did better than last session. The aver-age House score was 44% and theaverage Senate score was 52%. Thisis up from 2003, when both cham-bers averaged 39%. This Senate’s52% average represents the first timesince 1993 that either LegislativeChamber has broken 50%.

But as in 2003, the overall recordis one of failure. The Legislature alsocontinues to exhibit serious partisanbattles on environmental issues, withfew Republicans willing to buck theirparty Leadership and vote pro-envi-ronment. Of 45 Republican legisla-tors, just one scored better than 40%.In contrast, of 45 Democrats, only 8scored worse than 60%.

LOOKING TOWARDS 2007The 2005 Legislative Session had

some clear bright points and a higheroverall score. The coordinated effortby the Oregon ConservationNetwork on common priorities, anda new lobbying presence by OLCV,helped. We hope the CommonAgenda also provides a new vehicleby which citizens can evaluate theirlegislators.

In the end, it is clear voters mustelect more leaders committed toenvironmental stewardship before wecan count on the Legislature to takeconcrete steps to defend our air andwater, hold polluters accountable,and keep Oregon a great place tolive. ■

For the first time, Oregon’s environmental community represented by the Oregon Conservation Network (OCN) wentinto a Legislative Session with a clear consensus on the community’s highest priorities. During 2004, OLCV and its sister

organization, OLCV Education Fund, facilitated a process by which more than 40 conservation groups agreed upon a set ofshared priorities for the 2005 Legislature.

The OCN “Common Agenda” consisted of six proactive environmental proposals, and the goal to prevent the Legislaturefrom rolling back existing environmental laws. OLCV’s Lobbying Program in 2005 was focused on those priorities, the resultsof which are described below. These priorities were common sense proposals that would protect our health, preserve naturalresources for future generations, and promote the long-term vitality of Oregon’s economy.

BIODIESEL SOLUTIONSFOR OREGON’S FARMERSAND CHILDRENA bipartisan proposal encouraging theproduction and use of biofuels wasclearly a winner for the environmentand Oregon’s economy (HB 3481).Unfortunately, House leadersembraced an unrelated amendmentoffered by Associated OregonIndustries (AOI) expanding tax breaksfor polluters to simply follow environ-mental laws. AOI and Oregon’s HouseLeadership refused to accept a com-mon sense compromise on the bill inthe final hours of the Session unlessthese huge tax breaks stayed part ofthe bill, thus killing the entire biofuelspackage.

THE BOTTOM LINE: The LegislatureFailed to Adopt this Priority

CLOSE THE TOXICPOLLUTION LOOPHOLETO RESTORE SAFE ANDHEALTHY RIVERS If there is one environmental issue thatevolved from obscurity to infamy dur-ing the 2005 Session it was “toxic mix-ing zones.” A bill was introduced toban the ability of polluters to dumptoxic chemicals at toxic concentrationsinto Oregon’s rivers (SB 555). Publichearings took place in House andSenate Committees, but the proposalin the end dissolved in partisan bicker-ing in the Senate and had beenpromised a certain death by HouseLeadership. It was disappointing notto have had a floor vote in eitherchamber on a proposal that wouldhave significantly reduced the flow oftoxic chemicals into the WillametteRiver.

THE BOTTOM LINE: The LegislatureFailed to Adopt this Priority

CREATE MARINENURSERIES TO PUTFISHERMEN BACKTO WORKRecognizing the importance of healthyfish populations to coastal communi-ties and Oregonians statewide, conser-vation groups drafted a bill to protectportions of the coast as marinereserves and marine parks (SB 734), toallow fish populations to recover andput fishermen back to work.Unfortunately the legislation failed tomove through either House andSenate Committees. However,Governor Kulongoski took a strongposition on marine reserves and hasgiven clear direction to state agenciesto move forward with a process toestablish protected areas off ofOregon’s coast.

THE BOTTOM LINE: The LegislatureFailed to Adopt this Priority, butAdministrative Action has been Setin Motion

PROTECTING LAND USEPLANNING FOROREGON’S FUTURE The Legislature was charged withresponsibly dealing with Measure 37,the ballot initiative passed inNovember 2004. The Measure pre-sents a grave threat to Oregon’s systemof using land use planning to protectfarmland, forestland, and neighbor-hoods. Senate Democrats and HouseRepublicans tackled the problem sepa-rately. The Senate majority passedover to the House a reasonable billthat clarified many questions thatremained about how Oregon was toimplement Measure 37 (SB 1037),without making big changes toMeasure 37. As the Session started towind down, the House majority, withGovernor Kulongoski’s support,passed a dangerous amended versionof SB 1037 that would have gone even

further than Measure 37 to make iteasier for developers to build shoppingmalls and subdivisions across Oregon’sfarmland and open spaces. Thankfully,the Senate rejected the House versionof SB 1037.

THE BOTTOM LINE: The LegislatureFailed to Address this Priority

TAKING BACK OUR RIGHTTO KNOW: IMPLEMENTINGOREGON’S PESTICIDE USEREPORTING LAWIn 1999, the Legislature passed thePesticide Use Reporting System by anoverwhelming margin, but for sixyears since then the pesticide industryand House Leadership successfullydenied the program the funds neededto get it off the ground. After difficultnegotiations, the 2005 Legislaturefunded a compromise version of theSystem (SB 5607), allowing steps to betaken to protect our health. On theminus side, the deal left ruralOregonians in the dark with limitedreporting requirements over a widegeographic scale. On the positive side,the deal does start to gather importantinformation regarding application ofpesticides in urban areas across thestate.

THE BOTTOM LINE: The LegislaturePartially Adopted this Priority

This is OLCV’s 17th EnvironmentalScorecard for the Oregon Legislature.The goal of the Scorecard is to pro-vide objective, factual informationabout the voting records of Oregon’sSenators and Representatives. OLCV’smission is to educate the public aboutthe environmental voting records ofelected officials and to hold those deci-sion-makers accountable.

HOW THE 2005 SCORECARD VOTESWERE CHOSEN

Experts from Oregon’s environ-mental organizations nominated votesto include in the Scorecard. A volun-teer committee reviewed these nomi-

nations to identify votes that (1) pre-sented a clear choice about whether ornot to protect the environment,(2) reflected a cross-section of theenvironmental issues addressed duringthe session, and (3) were viewed asimportant by a range of conservationgroups.

The Scorecard is designed toprovide voters with the informa-tion to separate true stewardsof Oregon’s environment fromthose who just talk about it.

Therefore, the Scorecard onlyincludes votes where there was a sig-nificant lobbying effort by conserva-tionists as well as opponents, making it

known to legislators that they werefacing a clear choice. OLCV does notscore votes where, because of thenature of the lobbying effort, therewas some apparent confusion regard-ing a bill’s impact on the environment.All votes on the positive bills in theOregon Conservation NetworkCommon Agenda that had a floor let-ter submitted by the OLCV Lobbyistwere scored.

The final decision on what votes toscore was made by OLCV’s Board ofDirectors. We wish to thank themany volunteers who helped compileand review the Scorecard for theirvaluable input. ■

SUPPORTING OREGON’SECONOMY BY RESTORINGCONSERVATIONINVESTMENTSStrong bipartisan majorities in boththe House and Senate backedGovernor Kulongoski’s call forincreased long-term investments inhabitat conservation and watershedhealth by the Oregon WatershedEnhancement Board (OWEB).Increased revenues from lottery gamesboosted OWEB’s budget this Session.In years past, lottery dollars dedicatedfor fish and wildlife projects throughpassage of Measure 66 in 1998 havebeen used to backfill other naturalresource agency programs.Fortunately, legislators decreased theshare of backfill taking place, despitepressures to once again divert thesefunds to other projects. We are hope-ful even less backfill will take place in2007.

THE BOTTOM LINE: The LegislatureMostly Adopted this Priority

PROTECTING THEOREGON DREAM:STOPPING ROLLBACKSTO ENVIRONMENTAL LAWSIn each of the last five legislative ses-sions the Legislature passed many billsthat would have rolled back existingenvironmental safeguards. For exam-ple, in 1999, nineteen bills that wouldhave harmed Oregon’s environmentwere passed by the Legislature.Fourteen of these were vetoed byGovernor John Kitzhaber. The num-ber of “rollbacks” has dropped eachSession since. In 2005, the fewest roll-backs since 1995 passed, largely due tothe efforts of the Senate Leadership toblock anti-environmental bills thatcame over from the House. Of the fiveenvironmental rollbacks that ultimate-ly reached Governor Kulongoski’sdesk, he vetoed one, signed three, andlet the fifth become law without hissignature.

THE BOTTOM LINE: The SenatePlayed a Key Role in Stopping MostEnvironmental Rollbacks, but FourRollbacks Remain Too Many

OVERALL ASSESSMENTWhile there were a few bright spotsfor the Common Agenda, overall itis clear that the Legislature did notadequately act on these key propos-als to better protect Oregon’s envi-ronment for future generations.Citizens who care about the envi-ronment should demand more oftheir legislators in 2007.

Within 8 years ofimplementing the standards, water sav-ings would reach nearly 1 billion gal-lons each year.

This bill to developOregon’s biofuels indus-try was part of the

Oregon Conservation NetworkCommon Agenda. Diesel exhaust is thenumber one air toxin in Oregon and isknown to cause cancer and trigger asth-ma attacks in children. Biodiesel, a sub-stitute for petroleum diesel, is a nontox-ic, renewable fuel made from plants.Biodiesel significantly reduces air pollu-tion while creating new markets forOregon’s farmers. A responsible versionof HB 3481 passed the Senate, but theHouse rejected it.

AIR & WATER QUALITYMINORITY REPORTS:SUBSIDIES FOR POLLUTERS• HB 3481

During the debate overthe biofuels package (seeHouse Vote 3, Senate

Vote 2), House leaders added to the billan unrelated amendment to dramaticallyexpand the level of tax breaks going tomajor polluters simply to obey existingclean water and clean air safeguards.This “pollution control tax credit”(PCTC) robs state agencies of revenueneeded to enforce existing clean air andclean water laws. It also biases the mar-ketplace in favor of polluting businessesagainst non-polluting businesses. In theHouse, a good Minority Report wasoffered on the floor to strip out thePCTC expansion from the bill. Thevote unfortunately failed. In the Senate,a bad Minority Report was issued to try

to re-insert the PCTC expansion intoan otherwise responsible Senate versionof the biofuels package. Fortunately, italso failed.

Oregon law already allowshound hunting of cougars when neededto protect livestock and public safety.Recreational hunting with hounds, asSB 389 would legalize, exacerbates therisk of human-cougar conflict accordingto many cougar biologists. By targetingtrophy cougars (large dominant males)instead of focusing on those that causeproblems, hound hunting increases thejuvenile cougar population, the age thatactually causes the most disturbances.After the House passed this version, theSenate appropriately rejected it.

SB 1037 was a vehicle todiscuss how to reconcilefairness to property

owners under Measure 37 with the pub-lic’s desire to protect farmland, naturalspaces, and neighborhoods from sprawl-ing, out-of-control development. Latein the Session, House leaders and theGovernor backed a version of SB 1037that would have significantly expandedthe scope of Measure 37 claims byallowing for them to be “transferable.”This would dramatically increase thenumber of shopping malls and subdivi-sions that would “crop up” on farmlandin a way that threatens neighboringfarmers and the environment. TheHouse passed this bill on August 2nd.Fortunately, the Senate rejected itthrough a vote of non-concurrence.

House Bill 2458 allowsfor industrial develop-ment in an unlimited

number of so-called "developmentzones" outside of urban growth bound-aries (UGBs). In the form it initiallypassed the House, HB 2458 would havealso offered a parallel expansion of com-mercial development, such as Wal-Martstores. A fundamental premise ofOregon’s land use planning program isthat urban-scale development should becontained within UGBs to limit the costto taxpayers of providing roads, sewers,and other infrastructure. With the pas-sage of HB 2458, industrial facilities canbe built far from population centers andexisting infrastructure, increasing thecost to taxpayers for providing infra-structure, causing longer commutes andmore air pollution, and creating moreconflict between family farmers andincompatible industrial development.

The result of this billwould be less farmland, higher taxes (toprovide services to these dwellings), andchildren who have to travel long dis-tances to go to school.

Under HB3502, these lottery dollars would bediverted from State Parks to cover thedebt and ongoing costs of the State Fair.While the State Fair is an importantinstitution, it is not a State Park, doesn’tserve the same function as a State Park,and its need for money should not bemet by diverting dollars from manage-ment of our State Park system.

Deschutes Basin that are protected bythe Scenic Waters Act. In the dry sea-son, groundwater accounts for approxi-mately 90% of the surface flows in thelower Deschutes River. HB 3494 legal-izes a defective rules program thatallows new groundwater development inthe Deschutes Basin at the expense ofriver flows needed for wildlife andrecreation. This threatens fish with riverflows too low for them to reach impor-tant spawning grounds.

SENATEBRIDGE BUILDER OFTHE YEARSenator David Nelson(R-Pendleton)

Debates over forestissues have historicallybeen among the mostcontroversial in theLegislature. This year,the timber industryhad a desire to pass

legislation to use small trees as a biofu-el, while thinning overcrowded forests.Rather than simply introducing thelegislation as the timber industrywould want, Senator Nelson invitedenvironmental groups to the table inthe initial stages of drafting the billand throughout the development ofthe final proposal (SB 1072). In theend, the bill was viewed by environ-mental groups as neither particularlygood nor bad, so it is not rated in theScorecard. Nonetheless, we were verypleased with the time and energySenator Nelson put into working withthe conservation community and lookforward to similar efforts in futureSessions.

ENVIRONMENTALDEFENDER OF THE YEARSenator Charlie Ringo(D-Beaverton)

If you asked Senatorswhich colleague prior-itized the environ-ment over all otherissues during the 2005session, they wouldanswer unanimously:

Senator Ringo. As Chair of the SenateEnvironment and Land UseCommittee, Senator Ringo preventedmany anti-environmental bills frommoving to the Senate floor for a vote.It was largely because of his effortsthat fewer environmental rollbacksmade it to Governor Kulongoski’sdesk this session. We thank SenatorRingo for standing up for clean water,clean air, and a healthy future for ourchildren.

LAND USE PROTECTOR OFTHE YEARSenator Kurt Schrader(D-Canby)

In a session plaguedby attacks on Oregon’ssystem of using landuse zoning to protectfarmland, forestland,and neighborhoods,one Senator clearly

stood out for his effort to preserve it.As Chairman of the Senate BudgetCommittee, Senator Schrader champi-oned funding for involving thousandsof citizens in charting the future of ourland use system (SB 82) and played akey role in securing funding for theColumbia River Gorge Commission(SB 5587). Both efforts demonstratehis commitment to building betterneighborhoods in our urban areas,while protecting farm and forestlandfor future generations. We applaudSenator Schrader’s commitment topreserving the Oregon we all knowand love.

Much of the action onlegislation takes placelong before a billmakes it to the Senatefloor, either behindthe scenes or in com-mittee meetings. As a

member of the Environment and LandUse Committee, Senator Shieldswould consistently ask probing ques-tions of people who testified beforethe Committee on critical environ-mental issues, raising points that mayhave been overlooked during commit-tee debates. We thank Senator Shieldsfor being a reliable resource for theconservation community and hisSenate colleagues, due to his knowl-edge and passion for protectingOregon’s environment.

BEST CONSENSUS BUILDERSenator Ben Westlund(R-Bend)

When CommonAgenda items such asbanning toxic mixingzones in Oregon riversand promoting biofu-els were brought to hisattention, as well

as a bill to promote the use of solarenergy in Oregon, Senator Westlundhelped environmental lobbyists strate-gize ways to revise the legislation sothat they would be more likely to passboth chambers. While the Legislature,in the end, failed to pass the twoCommon Agenda items, Westlundmade a valiant effort to think outsidethe box, and find common sensesolutions on behalf of Oregon’senvironment.

HOUSETEDDY ROOSEVELT AWARD Representative Scott Bruun(R-West Linn)

Our 26th Presidentwas known for hisforesight - a willingness to makedecisions for thelong-term. In twoparticular instances

this session, Representative Bruunstood out for bucking his caucusLeadership while voting to put ourlong-term future ahead of short-termexpediency. He voted against the pro-posal (HR 3) that would have prevent-ed state agencies from being able toadopt tighter controls on greenhousegas emissions and he voted against theDEQ budget (HB 5135) that wouldhave forbidden the Governor fromadopting “clean car” emission stan-dards. Representative Bruun recog-nizes the time to act is today to dealwith the long-term threat posed byglobal warming. We applaudRepresentative Bruun’s thoughtfulnesson this critical issue.

ENVIRONMENTALQUARTERBACK OF THEYEARRepresentative Jackie Dingfelder(D-Portland)

Long before theSession began,RepresentativeDingfelder was hardat work buildingcoalitions on behalf ofenvironmental legisla-

tion. She was a lead sponsor of thebiofuels package (HB 3481), the ener-gy efficient appliances package (HB3363), and worked tirelessly to comeup with solutions to better recycleelectronic waste. Whether it’s with themedia, her House colleagues, or her

constituents, RepresentativeDingfelder is the first to explain whyprotecting Oregon’s unique quality oflife is a top priority. Her deep knowl-edge of environmental issues makesher the go-to Representative thatother legislators turn to for advice onenvironmental bills. We sincerelythank Representative Dingfelder formaking our issues a priority during the2005 Session.

BEST ENVIRONMENTALCOMMITTEE WORKRepresentative Mary Nolan(D-Portland)

Representative MaryNolan was always onestep ahead of not onlyher colleagues onenvironmental issues,but frequently theconservation groups

themselves. As a member of the HouseEnvironment Committee as well asthe House Land Use Committee, shewas in a key position to flush out thedetails of various proposals and discov-er their true impacts on Oregon’s envi-ronment. Whenever a bill was movedfrom her committee to the Housefloor, she was always willing to sponsorfloor letters explaining either the ben-efits or the negative impacts that theproposal would have on our state. performance in Salem. If your legislator voted to protect Oregon’s water, air, land, and wildlife, please write tothank them. Those that resisted the strong pressure of corporate polluters and developers deserve our thanks.

Join or volunteer with the Oregon League of Conservation Voters, the politi-cal voice of Oregon’s environmental movement. Turn to the back page for information on how you can
