Energy Scenario in India

India is the 9th largest economy in the world, driven by a real GDP growth of 8.7% in the last 5 years.

As per the projection of Government Of India, a total domestic energy production of 669.6 MTOE will be reached by 2016-17 and 844 MTOE by 2021-22, which will meet around 71% and 69% of expected energy consumption only.

The rest to be met from imports, projected to be about 267.8 MTOE by 2016-17 and 375.6 MTOE by 2021-22.

India is the fourth largest consumer in the world of Crude Oil and Natural Gas, after USA, China and Russia.

Per capita consumption of electricity of China is 3493 kwh; Brazil is 2286 kwh and US is 11919 kwh, whereas per capita consumption in India is just 879 kwh.

The demand for energy in India is expected to grow rapidly in view of the GDP growth and rapid urbanization.

Energy Statistics in India

A publication “Energy Statistics” is brought out every year by Central Statistics office of India. The publication contains the latest data available from the line Ministries of the Government of India, in respect of different energy resources and a brief analysis of the data on reserves, installed capacity, potential for Generation, Production, Consumption, Import, Export and Whole sale price of different energy commodities. This publication also includes energy deficit scenario and development perspective.

Conformity to International Standards

In India, the Energy Statistics are generated in natural units by respective line departments.

Only the figures of energy production from various energy sources are expressed in energy unit(peta joule). This is done at Central Statistics Office by applying appropriate conversion factor.

Energy Data Collection Mechanism

Coal and Coal Derivatives

Statistics Division of Coal Controller’s Office (CCO) in entrusted with the task of Coal Statistics. Major role of this division are as under:

1) Collection, compilation, analysis and dissemination of Coal Statistics

2) Undertake Annual Survey of Coal and Lignite Industry to assess production, dispatch, stock at pithead etc.

3) To monitor the progress of captive coal and lignite blocks

4) To maintain a database of washeries in India.

Coal and Coal Derivatives The data are collected from different coal/lignite

companies under the statutory power vested with the Coal Controller under the provision of Collection of Statistics Act 1953, the Colliery Control Rule, 2004 and Coal Mines Act 1974.

Data are collected from Coal companies on monthly basis. An Annual Survey of entire coal and lignite producing sector is done every year through mailed questionnaire method.

Petroleum and Natural Gas

Economic and Statistics Division under Ministry of Petroleum & Natural Gas maintains the data base on production and trade of crude oil, natural gas, petroleum products and stages of capacity creation by the petroleum industry.

This Division brings out monthly and quarterly reports on Petroleum Statistics.

Data on production of Crude Oil, all Petroleum Products, Natural Gas, LNG, Imports/Exports of Oil and Petroleum Products and Refinery intake are collected on monthly basis.

Data are collected under statutory power vested in ‘The Oil Fields Act 1948’ and ‘The Industries Act 1951’.

Electricity

Central Electricity Authority (CEA) under Ministry of Power is the Nodal Authority for supply of Electricity data.

CEA collects the data concerning the generation, transmission, trading, distribution and utilization of electricity and carry out studies relating to cost, efficiency, competitiveness and such like matters.

CEA collects the statistics under Central Statistics Authority Regulation 2007.

Statistics is collected daily, weekly, monthly, quarterly or annually as specified by the authority in its prescribed formats.

Electricity The Central Electricity Authority is receiving data from various Public and Private Entities/Utilities/Organizations/Industries. Though, it is mandatory to these organisations to furnish the correct, complete data in time, yet the following problems are being faced in collection of electricity data.

Delay in furnishing data.

Furnishing incomplete/incorrect data.

Non submission of data.

For smooth collection of the electricity data, CEA is installing electronic data collection system titled as Information Management System (IMS), where all the returns of electricity data can be directly furnished by concerned party (Licensees, generating, companies, entities etc.)

New and Renewable Energy Ministry of New and Renewable Energy (MNRE) is the Nodal

Ministry of the Government of India for all matters relating to New and Renewable Energy.

The basic data being compiled includes year wise and month wise no. of systems installed, their capacities, locations, etc. and is obtained from various stakeholders i.e. State Government Departments/Nodal Agencies, NGOs, Private Entrepreneurs, etc. Annual statistical information regarding achievements under different programmes/schemes is being included in yearly Annual Report of the Ministry.
