    Background

    Central Asian Countries Initiative for Land Management (CACILM) is a part-

    nership between Central Asian countries and international donor community tocombat land degradation and improve rural livelihoods in five republics of the

    region. Overall the Initiative intends to implement a comprehensive and inte-grated approach to improve restoration, maintenance, and enhancement of the

    productive functions of land in Central Asia, leading to improved economic andsocial well-being of those who depend on these resources while preserving the

    ecological functions of the land.

    Multi-country and national support structures generate the basis for effectivepolicy-making, planning, and financing sustainable land management initiatives

    to meet future challenges, such as the effects of global warming on agricultureand food systems.

    Project Objective

    The main objective of the project is to increase capacity at the national andcross-country levels to develop and implement an integrated approach and

    strategies to combat land degradation within National Programming Frame-

    work.

    Activities and Results

    Mainstream sustainable land management principles into national poli-

    cies and legislation;

    Mobilize resources to support land management initiatives;

    Improve human resource development for better interaction between

    state agencies and land users through learning, dissemination and repli-

    cation of best practices in collaborative land management.

    Enhance the capacity of the DNA and involved governmental officials

    for preparation of Clean Development Mechanism projects in Uzbekistanthrough producing a manual for CDM projects implementation, six CDM

    guidebooks and series of thematic workshops and training;

    Support development of CDM projects to be implemented in Uzbekistan.At present, six chemical CDM projects have been registered and imple-mentation of projects commercial phase and immediate emission reduc-

    tion, which is estimated at 1 million tons of2- equivalent per year, isforeseen. Projects are implemented by State Chemical Industry Company(UzKimyoSanoat) and financed by Mitsubishi Corporation, and total

    financial revenue is expected to be around EURO 10 million per year. In

    addition, there are more than sixty CDM projects being planned, with an-ticipated emission reduction of around 14 mln tones of CO2-equivalent

    per year;

    Support the Government in raising awareness, addressing institutionaland financial barriers in access to CDM, through creation of website on

    CDM, publishing of quarterly project newsletters and electronic libraries.

    Owing to its geographical and climatic characteristics, Uzbekistan is vulner-able to threats of environmental degradation, particularly affecting its aridecosystems. Land degradation in Uzbekistan is caused mainly by low effi-ciency of irrigation system and practices, extensive agriculture, deforestation,overgrazing and wind erosion. A major distinguishing feature of land degra-dation in Uzbekistan is loose sand and some 2.3 million hectares in Bukhararegion and 4.5 million hectares in Karakalpakstan are affected by wind ero-sion. Sand is blown around by the wind with negative effects ranging fromimpact on people's health and well-being, to reduced agricultural productiv-ity, impact on roads and other infrastructure, contamination of water re-sources and environmental pollution.

    The joint project of GEF, UNDP and the Government of Uzbekistan, aimedat achieving ecosystem stability on degraded lands in Karakalpakstan and theKyzylkum Dersert, has been launched in 2008. The project is the integral partof the "Central Asian Countries' Initiative on Sustainable Land Manage-ment" (CACILM).

    The main objective of the project will be to test, evaluate and promote inno-

    vative solutions to the problems of land degradation at a pilot scale in KyzylRovat (Bukhara region) and Kazakhdarya (Karakalpakstan) communities and

    replicate best practices in order to achieve ecosystem stability on degraded

    land in Karakalpakstan and the Kyzylkum Desert.

    Activities and Results

    Identify plant species that have both strong ecological and economicbenefits for succession in desert and semi-desert ecosystems and testsustainable land management methods;

    Support efforts of stabilizing mobile sands and rehabilitating degradedland in partnership with local communities;

    Strengthen institutional and policy framework for integrated land useplanning and management;

    Implement monitoring and evaluation, learn and disseminate best prac-tices in land management.

    Strengthen the capacity of the Irrigated Land Reclamation Fund so that it

    can meet its mandates and ensure that the Fund has adequate authority to

    carry out its responsibilities;

    Enhance the Fund's capacity to set project priorities based on sound prin-

    ciples of project preparation through improving project preparation and

    appraisal capacity;

    Support the development of legislation to improve the ability of the gov-

    ernment, farmers and water users associations to better manage land re-

    sources to prevent land degradation;
