1 Scope
• ThisEuropeanStandardprovidesguidelinesforsustainablyimprovingtheenergyperformanceofhistoricbuildings,e.g.historically,architecturallyorculturallyvaluablebuildings,whilerespecPngtheirheritagesignificance.TheuseofthisstandardisnotlimitedtobuildingswithstatutoryheritageprotecPon,butappliestohistoricbuildingsofalltypesandages.• ThisEuropeanStandardpresentsanormaPveworkingprocedureforselecPngmeasurestoimproveenergyperformance,basedonaninvesPgaPon,analysisanddocumentaPonofthebuildingincludingitsheritagesignificance.TheprocedureassessestheimpactofthosemeasuresinrelaPontopreservingthecharacter-definingelementsofthebuilding.

5 Overview of the procedure
• ThisstandardprovidesasystemaPcproceduretofacilitatethebestdecisionineachindividualcase.Theproceduredoesnotdefineorprescribemeasuresingeneral.TheprocedureshallbeusedtoidenPfytheneedforenergyimprovementsandappropriateimprovementmeasuresthatmatchtherequirementsforthebuildinginquesPon.ThisisaniteraPveprocess,asshownbytheflowchartinFigure1anddescribedinthefollowingclauses.
6 Ini1a1ng the planning process
• TheprocessshouldbeseeninthewidercontextofrenovaPonsthatarealsodrivenbyotherforces.Forexample,ifabuildingisrenovatedduetoitsstateofdisrepair,orchangeofuse,energyimprovementsshouldbemadeatthesamePme.• TheprocessshouldstartwithaclearindicaPonofthegeneralintenPonsoftheclientorownerofthebuildingtotheprojectleader.Theprojectleadershallassemblethesuitableprojectteam(see4.2).Ajointsitevisitshallbecarriedout.• ClearlinesofcooperaPonshallbeestablishedatanearlystagetoidenPfywhoisresponsibleforeachpartoftheassessmentprocessandhowinformaPonshouldbecollected,analysedandpresented.

• Thedecision-makingprogressshallbedocumented.EarlydialoguewithbuildingcontrolandplanningauthoriPes,andforheritage-designatedbuildingswithheritageauthoriPes(see4.3),maybeneeded.• EconomicresourcesshallbeidenPfiedatanearlystageintheproject.• Thisstandardfocusesonbuildingsratherthandistricts.However,thedistrictperspecPveshouldbekeptinmind.TheremaybegoodcommonsoluPons,suchasdistrictheaPngorcollecPveuseofrenewableenergy.Theimpactofenergymeasuresontheheritagesignificanceshouldalsobeconsideredonadistrictscale.Targetsmaybesetforthewholedistrict,creaPngabasefortargetsforeachbuildingaccordingtovulnerabilityandworkingwithmutualcompensaPon.

• Atthisstageoftheprocess,theobjecPvesfortheimprovementofenergyperformanceshallbespecified.TheseobjecPvesandtargetsmayhavetoberevisedlaterintheprocessbuttargetsthatarebasedonlegislaPonorlocalregulaPonscannotberevised.Anyenergyperformanceimprovementmeasuresshallbeintegratedinalong-termmanagementstrategyforthewholebuilding.TheprocesstowardsimprovedenergyperformancecanbeiniPatedbyfactorsthatarenotdirectlyrelatedtoenergyperformance,forexampleageneralneedformaintenanceandrepairorapoorindoorenvironment.Energymeasuresshouldbecoordinatedwithanon-goingmaintenanceandrepairschedule.Projectsdrivenonlybyfinancialsubsidiesortechnicalproductsperseshallbeexaminedcarefullyfortheirconsequences.

• ThegeneralintenPonistoachievethebestpossibleenergyperformancewhileretainingtheheritagesignificanceofthebuilding.However,itisessenPalfortheprocessthatthelong-termobjecPvesforthemanagementandconservaPonofthebuildingshallbeclearlydefined.TheseobjecPvesandtargetsmayhavetoberevisedlaterintheprocess.Thepriority,orweight,ofeachtargetshouldbeconsideredanddefinedasfaraspossible.Theareaswheretargetsshouldbespecifiedare• technicalcompaPbility;• heritagesignificanceofthebuildinganditsseengs;• economicviability;• energy;• indoorenvironmentalquality;• impactontheoutdoorenvironment;• aspectsofuse.
9 Deciding if an energy refurbishment is needed • Foreverycase,theneedforanintervenPonshallbedefinedonthebasisofthedifferencebetweentheobjecPvesandthepresentcondiPonofthebuilding.Inthisstageoftheprocess,adecisionshouldbemadewhetherthebuildingneedsimprovementofenergyperformanceornot.
