Need of The Plan
Though all precaution have been planned for safe operation of the unit, possibilities of
accidental situations arising inside the terminal cannot be ruled out. In view of this, it is imperative
to prepare a Disaster Management Plan to serve as a guideline at the time of emergency to help all
concerned to handle the same as quickly as possible in order to prevent or reduce suffering of
human beings as well as damage to property & equipment. This would also help in imparting
knowledge of potential hazards & facilities available for controlling the same in a well Co-
ordinated manner to all the employees and also training them before hand.
All fire fighting needs are taken care of by the Station under the leadership of Station-in-
Charge (SIC). The stations are fully equipped with different types of fire extinguishers which are
being used as per the Safety Manual guidelines.
Objective of Plan
The main objectives of the plan are to make immediate actions to meet any emergent
situation making maximum use of combined in-terminal and allied resources for the most
effective, speedy and efficient rescue and relief operations. These are briefly enumerated below :
1. Cordon and isolate the affected area for smooth rescue operations.
2. Rescue and treat causalities and safeguard the rest
3. Minimise damage to person, property and surroundings
4. Contain and ultimately bring the situation under control.
5. Secure and safe rehabilitation of the affected area.
6. Provide necessary information to statutory agencies.
7. Provide Authoritative information to the news media.
8. Ward off anti-social elements and prying onlookers.
9. Counter rumour mongering and panic by providing relevant accurate information.
For KKBMPL (Phase 1), GAIL (India) Limited, Kochi jurisdiction, probable emergencies can be
categorized into three broad levels on the basis of seriousness and response requirements, which
are given as under:-

Level - 1 Emergency: This is an emergency or an incident which can be effectively and safely
managed, and contained within the site, location or installation by the available resources. It has no
impact outside the site, location or installation.
Level- 2 Emergency: This is an emergency or an incident which cannot be effectively and safely
managed or contained at the site, location or installation by available resource and additional
support is required. It is having, or has the potential to have an effect beyond the site, location or
installation and where external support of mutual aid partner may be involved. It is likely to be
danger to life, to the environment, to company assets or reputation.
Level- 3 Emergency: This is an emergency or an incident which could be catastrophic and is
likely to affect the population, property and environment inside and outside the installation, and
management and control is done by District Administration. Full rupture/20% of Cross Sectional
Area of underground pipeline anywhere along the route requiring massive evacuation is an
example of Level - 3 Emergency. Although Level - 3 emergencies falls under the purview of
District Authority but till they step in, it should be responsibility of the unit to manage the
emergency.
On-site ERDMP Plan shall be put in action in case of Level – 1 &2 Emergencies.
Off-site ERDMP Plan shall be put in action in case of Level – 3 Emergencies.
ON SITE EMERGENCY PLAN (For level-1 and Level-2 emergencies)
A central Disaster Control Room will be set up in the control room of the terminal. At the
time of emergency, main control room will also function as disaster control room and will be
situated in Administrative Building of the terminal. It will be under the direct charge of the
Terminal Manager. He is the person nominated to declare any major emergency and will be in
charge of all operations in such situations. He or in his absence the next senior man will act as
Disaster Controller in case of any emergency for both on site as well as off-site emergency
situation. In case of any emergency, the disaster control room would become functional
automatically, the location of which will be communicated to all the personnel. Safe assembly
point will be near the guard room of the terminal stations. Since KKBMPL is a pipeline
transportation facility GAIL Kochi does not have any fire force to face the emerging situations.

Information Flow
The following guidelines will be observed by any person after noticing any spillage or fire
till help is made available from Central Disaster Control room.
- Raise alarm
- Communicate to the disaster control room about the event.
- Communicate to fire officer / safety officer regarding the incident.
Disaster Control room
Location:-As per the area of emergency the following locations shall be act as control room
1. Receiving terminal
2. IP station
3. SV station
4. Customer Terminal
Upon receiving information from any location regarding emergency, the person operating from
Disaster Control room will:
- Depute a person to rush to site and assess the situation.
- Inform fire, transport, safety and medical services
- Organise operating personnel and arrange for control over the situation.
- Keep management informed about the gravity of the situation.
On receiving the call, Disaster Control room will immediately direct the different supporting
services as per situation which are enumerated as follows:
- Security & Administrative service who are responsible for safety of the terminal
against trespassers, Saboteurs & any outside crowd, dissemination or information to
Govt authorities, and in the neighbourhood.
- Fire services of the concerned Industrial terminals, Transport, telecommunication &
departments
- Safety dept who is responsible for implementation of safety measures at work place and
occupational safety.
- Medical Service who are responsible for providing medical care to the injured or the
affected in an event of emergency.
- Stores responsible for providing adequate number of tools, tackles and accessories for

proper emergency control.
- Power & Water supply department to ensure supply of fire fighting water requirement
and provision of power supply.
RESPONSIBILITIES OF KEY PERSONNEL DURING EMERGENCY
The responsibilities assigned in the disaster control plan to different members are briefly described
below and the same will be followed.
A. For Emergencies in the Station
Incident Controller (OIC):
1. Preparation, review & Updation of ERDMP Document(Check list – 5)
2. Assessment of Situation, declaration of emergency and activate the action plan.
3. Mobilisation of main coordinators & key personnel at respective locations
4. Activation of Emergency Control Centre (ECC).
5. Depending on seriousness of the emergency, seek assistance mutual aid members & external
agencies like Police, Fire Brigade, Hospitals etc.
6. Exercise control of the unaffected areas.
7. Continuously review and monitor the emregency situation.
8. Direct shutdown of plant and evacuation of personnel as and when necessary.
9. Ensure that injured are receiving prompt medical treatment, take stock of casualities, if any
and that relatives are properly informed / advised.
10. Ensure correct accounting and position of personnel.
11. Taking decision in consultation with district authorities, when the Off-Site Emergency to be
declared.
12. Regulate vehicular movement in the factory.
13. Arrange for chronological records of the incident / emergency.
14. If emergency is prolonged, arrange rotation of emergency team.
15. Authorise statements to external agencies, media.
16. In case of escalation of situation which may leads to damage to nearby population inform
district authorities to warn nearby population.
17. Ensure that incidents are investigated and recommendations are implemented.

Site Incident Controller (O&M/Pipeline In Charge):
The Site Incident Controller shall be identified by the Incident Controller and will report directly
to him. SIC should be nominated by the entity in each shift (24 hrs). Responsibilities of the Chief
Incident Controller shall include the following:-
1. He shall put in action workable emergency control plan, establish emergency control center,
organize and equip the organization with ERDMP and train the personnel.
2. Immediately on knowing about the emergency, he shall proceed to the site.
3. Assess the level of emergency and apprise CIC / ECC about situation
4. Activate the emergency procedure / control plan as required.
5. Direct all operations within the affected area as per priority
6. Ensure affected area is cordoned off and all non-essential workers in the affected area are
evacuated to the assembly point.
7. Ensure search, rescue and firefighting operation are started.
8. Minimize damage to plant, property & environment
9. Alert medical center and any specialist support as required.
10. Ensure that other stations and terminals are informed if required.
11. Arrange for pipeline team along with equipment’s if necessary.

Role of key personnel is clearly defined to avoid confusion and to meet the emergency
effectively. The Chief Incident Controller and the Site Incident Controller are two main
positions for effective control of an emergency at site. They shall be supported by Emergency
Management Team comprising of technical resources from Operations & Maintenance,
mechanical, electrical, instrumentation, civil, communications, technical services etc. Fire &
Safety, Security, HR (Personnel & Administration), Finance & Accounts, C&P personnel shall
also take due roles & responsibilities.
Also following coordination functions are not nominated separately but assigned to members of
Support & auxiliary services.

Operations Coordinator (HOD – Operations)
1. He shall proceed to control room immediately.
2. Assess the situation and apprise chief incident controller, site incident controller and other
key persons about the emergecny situation
3. He shall handle plant operations under directions of CIC.
4. He shall direct Emergency mamagement team for appropriate action.

5. He shall monitor all critical process parameters, alarms and ensure safety of plant &
equipments.
6. Warn all the employees in the affected section /plant area and evacuate them to assembly
point if need arises.
7. Assign Time recorder to start Log of emergency as well as time recording.
8. Initiate rescue activities; and first aid need to be given to injured persons pending arrival of
ambulance.
9. Notify the adjacent areas.
10. Ensure that only persons having authorised duties enter their area.
Fire & Safety Coordinator – HOD (F&S):
1. Activate Emergency Siren(s).
2. Rush to the site and take charge of fire and rescue operations.
3. Work in close association with site incident controller / chief incident controller.
4. Render technical guidance and logistics to fire personnel.
5. Establish danger zone and arrange barricading if necessary.
6. Ensure sufficient fire fighting chemicals and rescue equipments are available at site.
7. Ensure that fire water pump house is manned and sufficient hydrant pressure in fire water
mains and monitor water level in reservoir.
8. Arrange for additional fighting resources help from from mutual aid partners & other fire
services if necessary, in consultation with site incident controller.
9. Coordinate with outside fire brigades and agencies for fire fighting / rescue operations.
10. Ensure that casualities are promptly sent to first aid centre / hospital.
Security Coordinator (HOD- Security):
Security Coordinator reports to CIC / SIC and is responsible for security of installation during
emergency. He shall ensure that systematic efforts are launched and no confusion or panic is
created. He shall carry out following actions:
1. Assist F&S department in evacuation and escorting workers & visitors to assembly areas.
2. Maintain security of premises in the event of evacuation.
3. Maintain the law and order, assist authorities in case of public unrest.

4. Close all gates, control traffic and allow only authorised persons to enter in consultation with
site incident controller / shift coordinator.
5. Cordon off the area of accident and coordinate with external security personnel if necessary.
6. Direct the external help / authorities to respective coordinators.
Administration and Communication Coordinator - (HOD – HR)
Support & Auxillary Services Coordinaor - (HOD – Finance):
1. Take charge of medical, welfare and media.
2. Activate medical centre and render first aid to the injured by assigning first-aid personnel to
specific duties.
3. Arrange additional medical supplies, drugs and equipment, spares for firefighting, as required.
4. Arrange ambulance for transporting casualties and coordinate with hospitals for prompt
medical attention to casualties.
5. Keep all the vehicles and drivers in readiness and send vehicles as per requirement of different
coordinators and officials. to mobilize transport to various teams for facilitating the response
measures;
6. To monitor entry and exit of authorized personnel into and out of premises;
7. Head Counts at assembly points.
8. Take care of public relation, inform relatives of injured.
9. Arrange refreshment.
10. Arrange to meet emergency clothing requirement.
11. Arrange to contact the families of the injured.
12. Maintaining public relation and arrange media briefing wherever necessary
13. To control the mob outside, if any, with the assistance of the police and to provide
administrative and logistics assistance to various teams;
14. Issue press statement with the approval of Competent Authority / OIC.
15. Take help of welfare bodies, social organizations, NGO’s, local administrations, blood bank,
blood donors, hospitals, doctors, ambulance services, water supply department, transport hire
service, catering services as per requirement.
16. Inform police, civil authorities, statutory authorities etc. with the approval of OIC, if necessary.

to minimize damage to equipment/plant in consultation with other coordinators.
3. Ensure that key electrical personnel are present at site with proper tools.
4. Render technical guidance and logistics to electrical personnel.
5. Ensure electric supply of affected equipment/area isolated if required.
6. Ensure proper lighting is provided during handling of emergency if required.
7. Provide assistance to control room engineer for plant shut down/instrument control
requirement.
HOD (Civil):
1. Arrange for heavy vehicles / lifting machinery if required.
2. Assist site incident controller in assessing stability of civil structures.
3. Arrange for civil related requirement at emergency site.

Communications Coordinator shall ensure that:
1. ECC communication equipment and systems are maintained to a high standard and
functional throughout the emergency.
2. Back-up communication system is available in the event of the ECC Room is not
available.
3. Providing quality and diverse communication systems for use in routine and emergency
situations.
Finance Coordinator (HOD – F&A):
1. Rush to ECC.
2. Keep in touch with the Chief incident controller for any financial help if needed.
Material Coordinator (HOD – C&P):
1. Ensure the store is manned for issuance of any material, if required.
2. Arrange for cranes, JCB and other machinery, if required.
3. Keep in touch with the site main controller and other coordinator for any help.
Shift Engineer – Control Room:
1. Inform fire control about the emergency.
2. Inform incident controller, site incident controller, HOD operations.
3. Sound siren as declared by incident controller.
4. Take suitable action to protect the plant in consultation with site incident controller,
HOD Operations.
5. Communicate message (telephone) to person(s) working in area/plant.
6. Report list of casualties to HOD (F&S).
Shift In-Charge –Security:
1. Take charge to deal with emergency till the arrival of HOD (Sec.)
2. Assist fire fighting in-charge for extra help.
3. Take action to close all the gates and allow only authorized personnel to enter.

4. Regulate the traffic. Arrange for area cordon off / barricading in consultation with site
incident controller
5. Deploy security guard to emergency site and also reinforce security force as required.
6. Don’t allow any vehicle near emergency site except fire tender, ambulance, & other
emergency vehicles.
7. Assist personnel (contract persons, visitors) to gather at the assembly point at Near Main
Gate - Security Office Area
8. Restrict the entry. No one is allowed to enter except those connected with fire fighting,
ambulances service.
9. Responsible for assembly points - Near Main Gate - Security Office Area
10. Coordination after general shift hours and on holidays.
Control Room Operator:
1. Clearly note down type of emergency and the location
2. Sound fire turn - out bell.
3. Inform HOD (F&S) and the other coordinators as per emergency telephone list.
Maitenance Person(s):
1. Persons/ employees working in nearby visinity of emergency site
2. Raise a voice alarm.
3. Operate nearest break glass unit (BGU).
4. Inform to Control Room and inform briefly about situation.
5. Wait along with roadside to guide the fire vehicle and ambulance, clearly indicate to the
fire & safety personnel about the leakage, fire, explosion, damage caused, number of
casualties and any other specific information.
6. Take measure to isolate affected part, cut-off source as per instruction from CR/shift
engineer.
7. Look out for any casualty, give first aid and if possible try to remove them to road side.
8. Look out for casual labour around the area and direct them to assembly point.
9. Assist rescue team for search and rescue operation.
10. Attack the fire with appropriate fire extinguisher.
11. Do not get panicked, note the wind direction and amount of leakage / damage.

12. Operate the fire fighting system (Water spray / monitor etc.).
13. Report to shift engineer for further instructions.
ERDMP Records Maintenance as per Clause 14.2.5.7 (a)
Maintains records for all kind of emergencies covering near Miss, Level-I, Level-II, Incident
Record, Near Miss, Preliminary Accident report file etc.
Post–disaster documentation like resources deployed, relief, rehabilitation measures and
lesson learned to avoid re-occurrence of any such emergency need to be prepared.
Time Recorder as per Clause 14.2.5.7 (b)
An officer shall be assigned the responsibility is to maintain an accurate time record of key
information received from the incident or emergency location and to record the actions initiated by
the site incident controller and for implementing the emergency response actions below:
1. To record key incident events / actions on incident status board / display manually or
electronically;
2. To maintain essential equipment checklist status;
3. To ensure all status and information is up to date and correctly displayed;
4. To take all necessary recorded material to the alternate ECC room in the event of emergency
in main ECC room; and
5. To maintain a log book.

Flow of Information.
1. Control Centre shall receive the information form field either in person or from the various
systems available in the installation.
2. On receipt of information, the control room shift In-charge will actuate the ERDMP and
notify the emergency to site incident controller.
3. Control room shift in-charge will act as site incident controller till arrival of designated
person.
4. SIC or CIC depending upon the level of emergency will activate the ERDMP and inform the
concerned authorities as depicted above in the chart.

Fire / Explosion / Gas Leak Emergency
a. First responder is operator or maintenance worker who on discovering fire / explosion /
gas Leak shall operate nearest Manual Call Point (MCP).
b. Call for ‘HELP’.
c. Try to extinguish or contain fire with help of nearest available fire extinguisher, water
hydrant, without endangering himself.
d. Immediately notify control room confirm location, type & extent of emergency,
numbers of injured, if any and nature if injuries, name of reporter etc.
e. Control room operator shall inform to Shift In-charge who shall take charge to deal with
emergency, sound emergency siren as applicable, inform to Fire station, Security, HOD
operations, Maintenance coordinators, O&M Incharge (SIC), Office Incharge (CIC).
f. Fire coordinator shall take immediate ‘turnout’ and action to control emergency.
g. Security coordinator shall carry out rescue operations at site and control of personnel to
those required for emergency control.
h. SIC shall rush to site with members of Emergency Management team and take action to
mitigate / contain emergency. Time to time, he shall communicate to CIC regarding
status & action plan of emergency and execute his instructions.
i. All coordinators shall be at respective duty stations and obey instructions from CIC.
j. CIC will assume full responsibility of emergency action plan. He shall take decision
regarding level of emergency, start of Emergency Control Centre (ECC).
k. CIC shall take necessary emergency control measures till situation is brought under
control. He shall initiate actions & decisions regarding:
• Operation & maintaineance
• Shut-down of plant & equipment
• Evacuation of personnel
• Medical assistance to injured
• Assistance from mutual aid members and external agencies.
• Escalation of emergency & reporting incident to district authorities
• Communication & assistance to affected public

5. Control room operator shall inform to Shift In-charge who shall take charge to deal with
emergency, sound emergency siren as applicable, inform to Shift Incharge Fire station,

12. CIC will assume full responsibility of emergency action plan. He shall take decision
regarding level of emergency, start of Emergency Control Centre (ECC).
13. CIC shall take necessary emergency control measures till situation is brought under
control. He shall initiate actions & decisions regarding:

OFF SITE EMERGENCY PLAN
At any times the possibility of a major emergency (a situation out of control of
terminal authority) cannot be ruled out though chance of such possibility are remote. In such cases,
authority would declare it to be a major emergency and the help of mutual aid partners, district
authority etc. shall be called. The district Collector shall assume the charge of Chief Incident
Controller and the Station Incharge off GAIL Kochi shall be the Site Incident Controller.

Details of emergency telephone number of all nearby Installation, hospitals, police, fire brigade
must be displayed.
The functions of all other personnel shall be the same except that in this case the site incident
coordinator shall be the station in charge, GAIL Kochi
A central Disaster Control Room will be set up in the control room of the terminal. At the
time of emergency, main control room will also function as disaster control room and will be
situated in Administrative Building of the terminal. It will be under the direct charge of the
Terminal Manager. He is the person nominated to declare any major emergency and will be in
charge of all operations in such situations. He or in his absence the next senior man will act as
Disaster Controller in case of any emergency for both on site as well as off-site emergency
situation. In case of any emergency, the disaster control room would become functional
automatically, the location of which will be communicated to all the personnel. Safe assembly
point will be near the guard room of the terminal stations. Since KKBMPL is a pipeline
transportation facility GAIL Kochi does not have any fire force to face the emerging situations.
Information Flow
The following guidelines will be observed by any person after noticing any spillage or fire till help
is made available from Central Disaster Control room.
- Raise alarm
- Communicate to the disaster control room about the event.
- Communicate to fire officer / safety officer regarding the incident.
Disaster Control room
Location:-As per the area of emergency the following locations shall be act as control room
1. Receiving terminal
2. IP station

4. Customer Terminal
Upon receiving information from any location regarding emergency, the person operating from
Disaster Control room will:
- Depute a person to rush to site and assess the situation.
- Inform fire, transport, safety and medical services
- Organise operating personnel and arrange for control over the situation.

- Keep management informed about the gravity of the situation.
On receiving the call, Disaster Control room will immediately direct the different supporting
services as per situation which are enumerated as follows:
- Security & Administrative service who are responsible for safety of the terminal against
trespassers, Saboteurs & any outside crowd, dissemination or information to Govt
authorities, and in the neighbourhood.
- Fire services of the concerned Industrial terminals, Transport, telecommunication &
departments
- Safety dept who is responsible for implementation of safety measures at work place and
occupational safety.
- Medical Service who are responsible for providing medical care to the injured or the
affected in an event of emergency.
- Stores responsible for providing adequate number of tools, tackles and accessories for
proper emergency control.
- Power & Water supply department to ensure supply of fire fighting water requirement and
provision of power supply.
RESPONSIBILITIES OF KEY PERSONNEL DURING EMERGENCY
The responsibilities assigned in the disaster control plan to different members are briefly described
below and the same will be followed.
For Emergencies in the Station
Chief Incident Controller (District Magistrate):
1. Preparation, review & Updation of ERDMP Document(Check list – 5)
2. Assessment of Situation, declaration of emergency and activate the action plan.
3. Mobilisation of main coordinators & key personnel at respective locations
4. Activation of Emergency Control Centre (ECC).
5. Depending on seriousness of the emergency, seek assistance mutual aid members &
external agencies like Police, Fire Brigade, Hospitals etc.
6. Exercise control of the unaffected areas.
7. Continuously review and monitor the emregency situation.

8. Direct shutdown of plant and evacuation of personnel as and when necessary.
9. Ensure that injured are receiving prompt medical treatment, take stock of casualities, if any
and that relatives are properly informed / advised.
10. Ensure correct accounting and position of personnel.
11. Taking decision in consultation with district authorities, when the Off-Site Emergency to
be declared.
12. Regulate vehicular movement in the factory.
13. Arrange for chronological records of the incident / emergency.
14. If emergency is prolonged, arrange rotation of emergency team.
15. Authorise statements to external agencies, media.
16. In case of escalation of situation which may leads to damage to nearby population inform
district authorities to warn nearby population.
17. Ensure that incidents are investigated and recommendations are implemented.
In addition to the above duties the following steps are also to be taken for level-3 emergencies
In case of any Level-3 emergencies he shall coordinate mobilisation of resources for fire fighting,
rescue, medical assistance and efforts to mitigate the effects of emergency.

Site Incident Controller (O&M/Pipeline In Charge):
The Site Incident Contrller shall be identified by the Incident Controller and will report directly
to him. SIC should be nominated by the entity in each shift (24 hrs). Responsibilities of the Chief
Incident Controller shall include the following:-
1. He shall put in action workable emergency control plan, establish emergency control
center, organize and equip the organization with ERDMP and train the personnel.
2. Immediately on knowing about the emergency, he shall proceed to the site.
3. Assess the level of emergency and apprise CIC / ECC about situation
4. Activate the emergency procedure / control plan as required.
5. Direct all operations within the affected area as per priority
6. Ensure affected area is cordoned off and all non-essential workers in the affected area are
evacuated to the assembly point.
7. Ensure search, rescue and firefighting operation are started.
8. Minimize damage to plant, property & environment
9. Alert medical center and any specialist support as required.
10. Ensure that other stations and terminals are informed if required.
11. Arrange for pipeline team along with equipment’s if necessary.

Role of key personnel is clearly defined to avoid confusion and to meet the emergency
effectively. The Chief Incident Controller and the Site Incident Controller are two main
positions for effective control of an emergency at site. They shall be supported by Emergency
Management Team comprising of technical resources from Operations & Maintenance,
mechanical, electrical, instrumentation, civil, communications, technical services etc. Fire &
Safety, Security, HR (Personnel & Administration), Finance & Accounts, C&P personnel shall
also take due roles & responsibilities.

Operations Coordinator (HOD – Operations)
1. He shall proceed to control room immediately.

4. He shall direct Emergency mamagement team for appropriate action.
5. He shall monitor all critical process parameters, alarms and ensure safety of plant &
equipments.
6. Warn all the employees in the affected section /plant area and evacuate them to assembly
point if need arises.
7. Assign Time recorder to start Log of emergency as well as time recording.
8. Initiate rescue activities; and first aid need to be given to injured persons pending arrival of
ambulance.
9. Notify the adjacent areas.
10. Ensure that only persons having authorised duties enter their area.

Fire & Safety Coordinator – HOD (F&S):
1. Activate Emergency Siren(s).
2. Rush to the site and take charge of fire and rescue operations.
3. Work in close association with site incident controller / chief incident controller.
4. Render technical guidance and logistics to fire personnel.
5. Establish danger zone and arrange barricading if necessary.
6. Ensure sufficient fire fighting chemicals and rescue equipments are available at site.
7. Ensure that fire water pump house is manned and sufficient hydrant pressure in fire water
mains and monitor water level in reservoir.
8. Arrange for additional fighting resources help from from mutual aid partners & other fire
services if necessary, in consultation with site incident controller.
9. Coordinate with outside fire brigades and agencies for fire fighting / rescue operations.
10. Ensure that casualities are promptly sent to first aid centre / hospital.
Security Coordinator (HOD- Security):
Security Coordinator reports to CIC / SIC and is responsible for security of installation
during emergency. He shall ensure that systematic efforts are launched and no confusion or panic
is created. He shall carry out following actions:

3. Arrange additional medical supplies, drugs and equipment, spares for firefighting, as
required.
4. Arrange ambulance for transporting casualties and coordinate with hospitals for prompt
medical attention to casualties.
5. Keep all the vehicles and drivers in readiness and send vehicles as per requirement of
different coordinators and officials. to mobilize transport to various teams for facilitating the
response measures;
6. To monitor entry and exit of authorized personnel into and out of premises;
7. Head Counts at assembly points.
8. Take care of public relation, inform relatives of injured.
9. Arrange refreshment.
10. Arrange to meet emergency clothing requirement.
11. Arrange to contact the families of the injured.
12. Maintaining public relation and arrange media briefing wherever necessary
13. To control the mob outside, if any, with the assistance of the police and to provide
administrative and logistics assistance to various teams;
14. Issue press statement with the approval of Competent Authority / OIC.

1. Rush to ECC.
2. Keep in touch with the Chief incident controller for any financial help if needed.
Material Coordinator (HOD – C&P):
3. Ensure the store is manned for issuance of any material, if required.
4. Arrange for cranes, JCB and other machinery, if required.
5. Keep in touch with the site main controller and other coordinator for any help.
Shift Engineer – Control Room:
1. Inform fire control about the emergency.
2. Inform incident controller, site incident controller, HOD operations.
3. Sound siren as declared by incident controller.
4. Take suitable action to protect the plant in consultation with site incident controller, HOD
Operations.
5. Communicate message (telephone) to person(s) working in area/plant.
6. Report list of casualties to HOD (F&S).

5. Wait along with roadside to guide the fire vehicle and ambulance, clearly indicate to the fire
& safety personnel about the leakage, fire, explosion, damage caused, number of casualties

Maintains records for all kind of emergencies covering near Miss, Level-I, Level-II, Incident
Record, Near Miss, Preliminary Accident report file etc.
Post–disaster documentation like resources deployed, relief, rehabilitation measures and lesson
learned to avoid re-occurrence of any such emergency need to be prepared.

maintain an accurate time record of key information received from the incident or emergency
location and to record the actions initiated by the site incident controller and for implementing the

1. First responder is operator or maintenance worker who on discovering fire / explosion / gas
Leak shall operate nearest Manual Call Point (MCP).

3. Try to extinguish or contain fire with help of nearest available fire extinguisher, water
hydrant, without endangering himself.
4. Immediately notify control room confirm location, type & extent of emergency, numbers of
injured, if any and nature if injuries, name of reporter etc
5. Control room operator shall inform to Shift In-charge who shall take charge to deal with
emergency, sound emergency siren as applicable, inform to Shift Incharge Fire station, Shift
incharge Security.
6. Fire coordinator shall take immediate ‘turnout’ and action to control emergency.
7. Security coordinator shall carry out rescue operations at site and control of personnel to
those required for emergency control.
8. Shift incharge security shall contact Office Incharge (CIC), O&M Incharge (SIC), HOD
operations at Ujjain and apprise them about nature & extent of emergency.
9. Shift-In-charge –Security ( Main Gate Township) shall
• Communicate emergency message received from compresson station to All HOD’s.
• Organise arrangement for transportation of officials to station.
• Inform Ambulance driver to proceed station.
• Inform all duty/ off duty drivers to proceed sation.
10. Office Incharge, All HOD’s shall rush to station with members of Emergency Management
team and take action to mitigate / contain emergency.
11. All coordinators shall be at respective duty stations and obey instructions from CIC.
12. CIC will assume full responsibility of emergency action plan. He shall take decision
regarding level of emergency, start of Emergency Control Centre (ECC).
13. CIC shall take necessary emergency control measures till situation is brought under control.
He shall initiate actions & decisions regarding:
• Operation & maintaineance
• Shut-down of plant & equipment
• Evacuation of personnel
• Medical assistance to injured
• Assistance from mutual aid members and external agencies.
