We are proud to present Eliada’s 2013 Strategic Plan and 20 Year Vision. as the economy continues to rebound slowly, eliada is able to look past today, and begin to envision the future. While the last strategic plan focused on agency survival in a catastrophic economy, this plan is focused firmly on growth, transformation, and optimization:

Multiple vocational tracts for eSta students

an additional level of care so children in PrtF who do well

aren’t “rewarded” by having to leave

new therapies and interventions to help children heal

additional housing on campus for riSe and eSta students

Support, education, and therapy for parents

early intervention Services for children with special issues to make all of this possible, eliada will develop a Master land Use Plan for our beautiful 320 acre campus, and study the feasibility of a capital campaign. While it is our greatest hope that someday, no child will need a place like eliada, in the interim we will continue to love and care for children in need as we have done for the past 107 years. We are grateful that you have chosen to care about eliada’s children as well.

20 Year ViSion: Eliada is a community of highly integrated educational, treatment and character development programs for children, families and the greater community. Eliada uses horizontal and vertical integration to achieve its mission.

1. Prepare a feasibility study for therapeutic Foster care houses owned by eliada and adjacent to the campus. 2. Perform longitudinal tracking of eliada Students for 3 months, 6 months, 12 months and 2 years. strategies.

3. develop student goal tracking and feedback in the database for day treatment and PrtF. Produce reports for students and families. 4. develop early intervention Services to address learning delays and disabilities, physical disabilities, autism, hyperkinetic and behavioral disorder, post-traumatic stress, neglect and abuse for ages birth to 6 years of age. 5. Implement a four bed level III facility.

6. Prepare a feasibility study to determine appropriate growth and development of the internship program.

20 Year ViSion: Eliada is an extremely beautiful environment where architecture, art, nature, and functionality are intertwined.

Facility committee will create a 10 year capital budget for improvements/maintenance of existing facilities.

determine utilization for all facilities and evaluate future needs. Work with eliada Foundation to develop a master construction plan and supporting capital campaign.

construct a full challenge course with low and high ropes, zip line, and repelling walls for use with students, family and staff teams.

Feasibility of building or acquiring a multi-purpose facility to house a training center, meeting rooms, administration and development offices.

Build or acquire additional Child Development center to expand offerings (Indoor Gross Motor Space, Summer camp facilities and after School).

Finalize a building plan for a new stable. Feasibility of a capital campaign to raise necessary monies for construction. if feasibility indicates a successful campaign, implement and construct new equine facility.

Migrate to an all electronic locking system throughout the campus.

complete Phase 1 to 3 of campus improvement:•Phase 1 – Quad Renovation•Phase 2 – Dining Hall Renovation and 900 foot stone patio.•Phase 3 – Moving all parking to the parameter of campus; developing a grass mall from cottage to the Memorial garden.

Integrate fine art and sculpture into the student environments.

Feasibility Study/Needs Assessment: Adding adoption Services to eliada’s continuum of care.Implement if criteria are satisfied.

implement and expand array of services for families of children in child development, including triple P Parenting Program.

child development – Parent Partnerships: continue to provide opportunities for parents to volunteer and participate in the programs. Add a quarterly family event.

implement and expand array of services for families of children in PrtF, level iii, day treatment, and therapeutic Foster care, including triple P Parenting Program and Mrt parent education.

Work with Mco’s to create a crisis stabilization and assessment program within the PrtF framework.

Feasibility Study/Needs Assessment of Weekend Family therapy.

20 Year ViSion: eliada breaks the cycles of poverty, abuse, neglect, exploitation and lack of education that prevent children and their families from succeeding.

20 Year ViSion: Eliada extends its mission beyond our organizational boundaries.

Work extensively with Benchmarks association, Mcos, State and Federal administrative divisions to establish a true and sustainable rate and treatment objectives for the State’s PrtFs.

develop linkages with Family and Juvenile courts to provide preventative, treatment and educational services. develop a Parent coordinator division to provide mediation services. Seek Foundation funding for judicial services.

Provide community access to eliada’s facilities and resource – Juvenile Justice, dSS, Home School association, private and public school.

increase the number of colleges represented in our riSe program – 30 new college candidates.

expansion of our volunteer opportunities. Hiring of full-time volunteer director.

complete an employee handbook to include eliada history, performance expectations, organizational structure and values, as well as operational guidelines. develop hard copy as well as online version.

Produce an updated video to include information on each department of eliada. include performance expectations, attire, boundaries, interpersonal relationships and linkage between each department and eliada as a whole.

Fiscal – Written manual to include policies and procedures for all positions in the Fiscal Office

Develop and use electronic filing and record retention system.

Computer scenario modeling for Financial/Program options.

complete implementation of ecHo program. Written manual of policies, procedures, and standards.

develop internal Succession Plan for Senior leadership.

determine best method to delivery Psychiatric Services (Employment, Consultant or Virtual Psychiatry). Develop adequate back up plan to ensure proper coverage 365 days a year.

develop guidelines for a Spiritual development Program.

20 Year ViSion: Eliada has highly Skilled staff who find their work rewarding.

develop career development tracks for direct line staff. Identify and assist employees who desire a management career, graduate studies or qualified professional status. develop two year curriculum that assists the employee to obtain knowledge and skills to pursue opportunities both inside and outside the eliada organization.

Hire a designated career development professional who will work individually with each direct line staff to develop their personalized plan.

conduct a 10 Year reunion of the riSe program. Invite all former RISE staff back to the campus for a weekend of fun and discussions of where our

former RISE staff went with their careers.develop a supervisor training program.

achieve a rate of retention at or above the national average by division.

annual testing module for core values.

ambassadors monitor and initiate programs to maintain staff morale.

20 Year ViSion: Eliada is financially independent through endowments, benefactors, and public/private funds. Eliminate dependence on federal and state public funding.

Work with Foundation to plan successful capital campaign. in order to plan for a capital campaign, conduct a sustainability study, create a master plan for the organization, and conduct a donor survey.

2.5% profit margin for combined services. Annual operations profit of $375,000.

evaluate and redesign Samaritan services to achieve break even performance – Foster care & day treatment.

Achieve 100% Board and Leadership giving participation.

Feasibility Study/Needs Assessment of for-profit generating auxiliary services.

Seek out diversification of funding streams – reduce Medicaid funding percentage of total revenue from 83% to 60%.

Achieve annual revenue goal of $15 million.

rebranding eliada Homes name. rebrandto honor the past, but accurately depict what eliada is today and what it is striving to become.

Present eliada program models at a national conference.

initiate peer review of outcome measurements with similar agencies in north carolina.

Work with Smart Start to be a voice for early Brain development.
