    Construction of Batinah Expressway Package 7Preamble to The Bill of Quantities

    Add the following to the 20.1.2 Quantities

    f) Amendment shall not be made to these Bills of Quantities without the authority, inwriting, of the Tender Board during the tender stage.

    g) The Contractor is to ensure that identical items occurring in separate bills are not pricedat different rates unless this is the Contractors deliberate intention.

    h) The prices and rates entered by the Contractor against items in the Bills of Quantitiesshall apply throughout the duration of the Contract to the execution of these items inany location and, except where otherwise provided for, to any additional work ordered

    by the Engineer and/or the Employer.

    i) A price or rate is to be entered against each item in the Bills of Quantities and the Daywork Schedules and any item left unpriced will be deemed to be included for elsewherein the Bills of Quantities for the Day work Schedules and hence the rate for that item willbe taken as NIL.

    j) According to the General Conditions of Contract the Engineer may, if in his opinion it is

    necessary or desirable, order in writing that any additional or substituted work shall beexecuted on a day work basis. The Contractor shall be paid for such work at the ratesentered by him in this list. The rates entered herein shall include and be consideredcompensation for the costs incurred for organization of work, overheads, profits, taxes,royalties, fees, payment to third parties for land or the use of land, or for damage toproperty, incidentals, haulage, tools and all other costs necessary for the performanceof the work on a day work basis.

    k) Rates quoted under Day Works Schedule would not be used for evaluating cost of any

    item of works not listed in the BOQ. The price payable for any new item of work

    instructed to be executed shall be reasonable and appropriate and shall be calculated

    on the following lines as may be applicable:

    (a) Price of comparable item in the Contract

    (b) Price quoted for similar works on other contracts

    (c) Price based upon Rate Analysis utilizing actual cost of materials, labour and

    equipment plus the profit margin

    (d) Based upon quotation from qualified sub-contractors in case the work is of such a

    nature that a sub-contractor has to be engaged plus the tendered margin.

    (e) Based upon rates approved for nominated sub-contractor plus the tendered margin

    Rates quoted under Day Works Schedule is meant to be utilized for executing anactivity of incidental nature and which is not susceptible to measurement Amount
