By this time, well have an
idea of how the night is going.Are networks calling states assoon as polls close? That
means voters are behaving asexpected.
Swing states like Ohio andFlorida are notorious forlast-minute drama, however.
Ohio wasnt settled untilWednesday morning in 2004.
And you remember whathappened in Florida in 2000.
The biggest question marks
at 8 p.m. are Michigan andPennsylvania. The latest polls
suggest President Obama willtake both. The outcome insolid-red Texas and solid-blue
Illinois have never been indoubt.
Obama will need a win in
either Colorado or Wisconsinif he hopes to hold off a late
challenge by Romney. Obamahas the slimmest of leads in
polls in Paul Ryans homestate of Wisconsin, butColorado traditionally a
red state is just too close
to call. Either state could goeither way.
Two more swing states close
at 10 p.m.: Iowa and Nevada.Obamas polling lead in both
is smaller than the margin oferror. These states might not
be called until the wee hoursof Wednesday.
By this time, polls have closedin all the swing states. Be on
the lookout to fill in the holesin this chart as the count
goes into the night.
Is Ohio critical? Whoever haswon the state in the past 12
elections won the election.
Look for Mitt Romney totake Florida and probablyVirginia, too. But dontexpect either state to be
called until much laterand perhaps well intoWednesday.

Q:How does this work?
A:We dont elect our
president directly. Instead,our votes empower electors
to vote on our behalf.This means the actual
nationwide vote total the popular vote
wont be such an importantnumber to watch Tuesday.
Whoever wins in each state
even if its by thesmallest of margins wins all that states
electoral votes.
Q:The Electoral College
seems complicated. Why
hasnt it been done away
with?
A:It would take aconstitutional amendment
to do that. Which wouldhave to be approved by
two-thirds of each house ofCongress and then ratified
by three-fourths of thestates.
Q:How many electoral
votes does it take to win?
A:The magic number is
270.
Q:Is it winner take all
for every state?
A:Maine and Nebraska
grant some electoral votesto the winners in their
congressional districts. So
its possible for candidatesto split electoral votes in
those states. Its onlyhappened once: Nebraska
cast four votes for JohnMcCain and one for
Barack Obama in 2008.
Q:Is it possible for a candi-
date to win the popular vote
but lose the electoral vote?
A:Its happened threetimes: 1876, 1888 and, of
course, in 2000.
Q:When does the Electoral
College meet?
A:Electors meet in theirrespective states to cast
their votes on Dec. 17. Theballots will then be counted
in a joint session of thenew Congress on Jan. 6,
2013.
Q:Can an elector vote for a
candidate other than the
one hes pledged to?
A:Its rare, but it happens.
Theyre called faithlesselectors.
In 2000, an elector fromthe District of Columbia
cast a blank ballot toprotest the fact that D.C.
has no voting member ofCongress. In 2004, an
elector for John Kerry casta presidential ballot for
John Edwards, although itis believed that was a
simple error. It counted,though.
Q:What happens if there is
an electoral tie vote?
A:In the event of a
269-269 tie, the newlyelected House of Represen-
tatives would then vote forpresident.
The House would vote asstate delegations, not as
individuals. Each state getsonly one vote.
The Senate votes for vicepresident but as
individuals, not as statedelegations.
Q:So, in theory, we could
wind up with, say, Mitt
Romney as president and
Joe Biden as vice president?
A:Its not likely. But in
theory: Yes.
