S A F E T Y / V E I L I G H E I D

Na aanleiding van die brand wat deur ’n kragopwekker in Eldopark veroorsaak is, wil die HEV inwoners weer bewus maak van die riglyne en reëls oor die gebruik en installasie van kragopwekkers.

Die riglyne waaraan installasies in Eldopark moet voldoen is die volgende:

Gekwalifiseerde elektrisïen moet die installasie waarneem en die wetlike riglyne

nakom

Sertifikaatuitreiking na installasie (CoC).

Verkieslik diesel bo petrolkragopwekker - die geraasfaktor is veel laer.

Uitlaatstelsel met verkieslik ’n klankdemper hê wat die geraas verminder.

“Change-over switch” wat die krag beheer vanaf elektries na die kragopwekker.

Kragopwekkerkamer (optioneel).

Gebruik’n goed geventileerde area vir die kragopwekker.

Omhulsel- Goed geventileerde Staalkas - geen materiaal in die omhulsel as gevolg

van brandgevaar.

Veiligheidheidsaspek - brandblusser moet byderhand wees.

Moenie kragopwekker naby voorwerpe, materiaal, voertuie of toerusting plaas wat

vlambaar/brandbaar is nie.

Kragopwekker moet reg gebruik word – nie koppeling via "muurprop metode” nie.

Kragopwekker moet gereeld nagegaan word om foutiewe werking te voorkom, bv.

brandstof lekkasies, ens.

Volgens die "Gauteng North Regulations" mag geen kragowekker groter as 10Kva geïnstalleer word sonder spesiale toestemming van Tshwane nie.

Estetiese huisreël – geen kragopwekker mag van die straatfront sigbaar wees nie.

Due to the fire that was caused by a generator in Eldopark, the HOA wishes to residents of the guidelines and rules on the use and installation of generators.  The guidelines that installations in Eldopark need to meet are as follows:

A qualified electrician must observe the installation and comply with the legal

guidelines

Certificate Issued after installation (COC).

Preferably a diesel than petrol generator - the noise factor is much lower.

Exhaust preferably with a muffler to reduce noise.

"Change-over switch" that switches the power from electrical to generator power.

Generator room (optional).

Use a well ventilated area for the generator.

Enclosure - well ventilated steel cabinet - no flammable insulation must be used to

prevent fire hazard.

Security aspect - extinguisher must always be present.

No flammable/combustable objects, materials, vehicles or equipment near the

generator.

Generator must not be connected to the home via the "plug method" .

Generator must be checked regularly to prevent malfunction, eg. fuel leaks, etc.

 According to the "Regulations Gauteng North" no generators greater than 10KVA be installed without special permission of Tshwane Aesthetic house rule - no generator may be visible from the street front

S A F E T Y T I P S

Before reading these tips, always read the Owner’s Manual and instructions for your generator. Carefully follow all instructions and warnings in order to safely start and operate the generator. Do NOT cut corners when it comes to safety.

These tips are merely supplemental and are not intended to substitute reading of the Owner’s Manual.

Carbon Monoxide and Ventilation

Using a generator indoors CAN KILL YOU IN MINUTES. Exhaust contains carbon monoxide, a deadly poison gas you cannot see or smell.

NEVER run a generator indoors or in partly enclosed areas such as garages. Never use a portable generator inside a home, garage, shed or other partially enclosed space, even if doors and windows are open.

Use portable generators outside only, far away from the home. Keep the generator away from openings to the home, including doors, windows and vents.

ONLY use outdoors and far from windows, doors, vents, crawl spaces and in an area where adequate ventilation is available and will not accumulate deadly exhaust gas.

Using a fan or opening doors and windows will not provide sufficient ventilation. It is recommended that you install battery operated Carbon Monoxide alarms/detectors

indoors according to manufacturer’s instructions / recommendations.Gasoline, Fueling and Burn Safety

Gasoline is extremely flammable and explosive. If tank is over-filled, fuel can overflow onto a hot engine and cause fire or explosion. Do not overfill the fuel tank. Always allow room for fuel expansion. Never add fuel while unit is running or hot. Allow generator and engine to cool entirely before adding fuel. Never store a generator with fuel in the tank where gasoline vapors might reach an open flame, spark or pilot light. Do not smoke near fuel or generator. Many generator parts are hot enough to burn you during operation and while the generator is cooling after turning off.  Avoid coming into contact with a hot generator.

Electrocution Hazard and Electrical Shock Hazards

Connecting a portable electric generator directly to your household wiring can be deadly to you and others.  A generator that is directly connected to your home's wiring can 'back feed' onto the power lines connected to your home and injure neighbors or utility workers. Do not connect your generator directly to your home's wiring or into a regular household outlet.

Always start or stop the generator only when no electrical loads are connected. Overloading your generator can seriously damage your valuable appliances and electronics. 

Do not overload the generator.  Do not operate more appliances and equipment than the output rating of the generator. Prioritize your needs. A portable electric generator should be used only when necessary, and only to power essential equipment.

Use the proper power cords.  Plug individual appliances into the generator using heavy-duty, outdoor-rated cords with a wire gauge adequate for the appliance load. Overloaded cords can cause fires or equipment damage. Do not use extension cords with exposed wires or worn shielding.

Do not operate the generator in wet conditions such as rain or snow.  The generator must be properly grounded. If the generator is not grounded, you run the risk

of electrocution. We strongly recommend that you check and adhere to all applicable federal, state and local regulations relating to grounding.

Generator Placement and Operation

Keep children away from portable generators at all times. Allow at least five feet of clearance on all sides of the generator when operating. Generators can be used during a wide variety of weather temperatures, but should be

protected from the elements when not in use to prevent shorting and rusting. Operate the generator only on level surfaces and where it will not be exposed to excessive

moisture, dirt, dust or corrosive vapors. Inspect the generator regularly and contact the nearest authorized dealer for parts needing

repair or replacement. Always disconnect the spark plug wire and place the wire where it cannot contact the spark

plug to prevent accidental starting when setting up, transporting, adjusting or making repairs to the generator.

Hulle vinnige optrede met die bestreiding van die brand by Nanki 31, weens die kragopwekker wat die brand veroorsaak het. Hulle was binne etlike minute op die toneel. Die garage is erg beskadig, maar gelukkig is niemand beseer nie.“Baie dankie vir uiters professionele en spoedige diens . Hulle was voortdurend baie besorg oor ons veiligheid en het die gebou beveilig teen enige verdere skade. Julle is 'n aanwins wat daardie ekstra myl loop. Dit word hoog op prys gestel en baie waardeer”

Look out for fraudulent Pre-paid meters contractorsIt came to our attention that contractors arrive at estates to install pre-paid meters. Herewith a few pointers that are very important.

1.      Especially the so called PEU contractors cannot just arrive to install pre-paid meters - they have to meet with the body corporate in advance to negotiate the installation process.

2.      Owners have to be at home for the Installer to enter into these contracts. They have to sign the contract only if they are sure about the following.

a.      That the meter was actually installed.b.      That the electricity is working. Most of the times the meter is installed but not

connected leaving the resident without power.c.      Make sure that the old meter was removed.d.      Leave contact details of the customer care centre were problems can be logged. You

cannot report faulty meters at the Council, because the Council cannot work on these meters. The Tshwane Mayor inadvertently sold these meters to PEU. They own these meters and Tshwane. The Council, cannot assist with anything should it go wrong.

e.      Phone the numbers given before you sign the contract. These centres are seldom working properly, so ask for a back-up plan if the centres are of line.

3.      Make sure that your contract stipulates the promised turnaround time when there is a service call.

Please provide a pass-out letter for all gifts and items. Without this letter the pedestrian will not be permitted to remove any items from Eldopark. Your co-operation in this regard will be appreciated.

MOI – House rulesRules of the streets

13.1 The streets of ELDOPARK ESTATE are for the use of all residents, whether it be on foot, bicycle, motorcycle, trucks, delivery vans, busses or cars.

13.2 Cars are considered to be part of the street environment, but not necessarily the dominating factor:

13.3 The National Road Traffic Act, 1996 (Act No. 93 of 1996), and the Regulations made there under, as well as the by-laws of the TSHWANE Metropolitan Municipality, shall apply to the streets in the ELDOPARK ESTATE.

13.4 The following rules are, notwithstanding rule 13.3, applicable to the streets in the ELDOPARK ESTATE:

(a) The streets are for the use of all residents of the ELDOPARK ESTATE, their visitors, contractors and emergency vehicles.

(b) The speed limit is restricted to 30km per hour.

(c) All traffic signs on the streets must be adhered to.

(d) No Member, a member of their household, their guests or lessees may use the communal areas situated at Park 1 and Park 2 as a parking facilities for any type of vehicle.

(e) The use of any motor vehicle with e.g. noisy exhaust systems is prohibited.

(f) Only licensed persons may drive any engine-powered vehicle on the streets of the ELDOPARK ESTATE.

(g) Only licensed motorcycles and motorized vehicles may be driven on the streets of the ELDOPARK ESTATE.

(h) Parents must oversee the safety of their children on the streets of the ELDOPARK ESTATE.

(i) No person may drive any vehicle that requires the driver by law to wear a helmet without a helmet.

(j) No vehicle, except a vehicle that is ordinary used for transporting goods, may park on a loading zone.

(k) Failure of residents, tenants, visitors, contractors and service providers to adhere to aforementioned traffic rules and regulations, can be fined and/or penalised by the HOA. The nature of such fines/penalties will be determined by the board of directors.

What you should be doing in SPRING?

Prep the beds.Remove winter mulch or, if well composted, work into the top layer of the soil. Work in some leaf mold or well-rotted manure, too.

Your veggie garden will need about an inch of water a week; if enough rain hasn't fallen, water till the top ± 15 cm of soil are wet. Simply wetting the soil's surface with daily watering 

Go shoppingPick out flats of your favorite bedding plants; remember to pick ones not yet in bloom for stronger plants.
