C. DECISIONS ON OTHER ISSUES C.1. Systematic invitations to Council presidencies to attend ENVI meetings for exchanges
of views on legislative items
Decision The coordinators - noted that Rule 54(1), Rule 58(2), Rule 63(2), 66(5) [which according to Rule 196
applies also to committees] and Rule 193(2) as well as Article 26 of the Council's Rules of Procedure afforded the possibility of giving the floor to Council representatives during exchanges of views in committee;
- agreed in principle that Council representatives (notably chairs of Council working
groups) should be encouraged to attend committee meetings and to take the floor there in order to report on the state of play of legislative files in Council;
- agreed that such invitations to speak should be made on a case-by-case basis where
the expected added value, based on the assessment of the rapporteur, would justify this exercise;
- noted that further evidence from the IMCO committee on their (systematic) practice
would be obtained.
C.2. ENVI position on the steering group of the pilot European innovation partnership on
active and healthy ageing
The papers for the meeting included: - a letter of 4 April 2011 from President Barroso to EP President Buzek on healthy ageing - as well as a guidance paper for the Steering group of the pilot European innovation
partnership on active and healthy ageing - a letter of 10 May 2011 from Ms Berès, Chair of the Committee on Employment and
Social Affairs, to President Buzek on nomination of EP Members to the Steering Group of the European Innovation Partnership on Active and Health Ageing
Decision The coordinators - held an exchange of views; - agreed that this was a matter of institutional relevance and that there were no
compelling grounds for inviting the Conference of Presidents to reconsider its decisional practice;

- also agreed that should the Conference of Presidents nevertheless decide to appoint
MEPs to sit on that Steering Group the Environment Committee would expect that EP representatives should be drawn from among its members;
- decided that the formal position of the coordinators should be explained down in a
letter from the chairman to the President and that groups would be given an opportunity to make comments on the draft within a short deadline.

The papers for the meeting included letter of 26 April 2011 from Mr de Magistris, chair of Committee on Budgetary Control, to Mr Leinen. Decision The Coordinators noted that the Conference of Presidents had authorised the CONT request to be allowed to send two of its members to join the ENVI delegation to the EMA in London on 29-30 June 2011. The coordinators invited the chairman to write again to the President of the Parliament to reiterate that several ENVI Members, including rapporteurs, had a legitimate interest in obtaining an authorisation to join the delegation on the basis of the Additional Expenses Allowance (Article 22 of the Implementing measures for the Statute for Members of the European Parliament). C.4. The case of Mr Holoman, substitute Member of the EMA Management Board
The papers for meeting included a letter of 24 April 2011 from Mr Leinen to Mr Holoman. Decision The coordinators instructed the Chairman to send a reminder to Mr Holoman, setting a final deadline for a reply and indicating that if no reaction were to be received by that deadline, the Conference of Presidents would be asked to withdraw Mr Holoman's mandate as a substitute Member of the EMA Management Board.

Decision The coordinators held an exchange of views and agreed that the rapporteur and the shadow rapporteurs should consider the issue raised by Mr Schlyter, possibly by obtaining oral explanations from representatives of the Legal Service. C.11. Gerbrandy report on "Resource-efficient Europe"
Decision The coordinators - noted that the report had been authorised with a view to assessing the "Roadmap to
a resource-efficient Europe" which was to be adopted later this year and - agreed that no further separate report on the roadmap should be drawn up.
