• The EU needs to achieve a strong reduction of CO2

emissions and achieve sustainable growth and job creation.

• The modernization of the mobility system in general and

the transport sector in particular will help to achieve these

objectives.

Sustainable mobility assumptions (II) • Mobility is suffering a profound change. The digital economy and a

more competitive global market forces European policymakers and

businesses to rethink how they regulate, invest and operate, implying a

more comprehensive approach to mobility. This approach requires

maximizing efficiency and creating synergies between different sectors

(transport, energy and digital).

• To achieve sustainable development, land use planning, urban

development and transport planning should be applied together.

• Innovation as a motor of competitiveness: includes

investments to develop the vehicle of the future

(namely batteries and digital devices, and collaboration

between traditional and emerging companies.)

XXI Government Program (I)

• Promote the reconversion of vehicles and fleets, in order to use natural gas, of lower carbon intensity;

• Encourage modal integration in terms of ticketing, tariffs, routes, schedules and cost management by the user;

• Encourage the development of digital platforms regarding the travel simulation, integrating the real-time schedules and the actual cost of the trip;

• Boost and expand electric mobility;

• Leverage of new behaviours, promoting modal shift (from individual vehicles to public transport, soft modes, car sharing, carpooling) and energetic efficiency;

• Develop the technological cluster of energy;

• Encourage soft modes of transport, such as bicycles and pedestrians;

• Develop and implement a Bicycle Promotion Plan and other modes of soft mobility;

• Favour soft mobility in municipalities and at intermunicipal level, reducing the distance between city and suburbs promoting infrastructures and green corridors;

• Attribution of new capabilities to local authorities regarding transports, namely on transport planning and network management;

XXI Government Program (III)• Encourage the construction of cycling infrastructures, taking into account

three user profiles and three different functions: sports practice, tourism and leisure practice and urban mobility;

• To allow the transport of bicycles in public transport (namely in the train and the subway);

• Reduce the area occupied by individual transport, roads and parking, favouring the use of public transport and soft mobility, in particular pedestrian mobility and cycling, as means of promoting youth mobility and accessibility by senior citizens;

• Encourage operators of car sharing and bike sharing services;

• Accomplish the “Rail Plan 2020”, regarding infrastructures and network.

U-bike Portugal Project:

• Framed within Europe 2020 Strategy, the project is co-financed by the

national thematic programme dedicated to the Environment - the

Operational Programme for Sustainability and Efficient Use of Resources

(PO SEUR)

• Promote cycling mobility in academic communities, providing electrical

and conventional bicycles for long term rental (semesters or school

years)

• Nationwide

• Developed by Higher Education Institutions (HEI)

• Coordinated by IMT

Goals

• CONTRIBUTE TO THE SUSTAINABLE MOBILITY

‒ Modify the modal split in urban movements, especially transferring private motorized transport mode to soft mobility.

• CONTRIBUTE TO THE SUSTAINABLE ENVIRONMENT

‒ Contribute to the reduction of primary energy consumption;

‒ Contribute to the reduction of emissions of gases with greenhouse effect, noise and air pollutants.

The Project is directed to young adults intending to demonstrate, by

giving the example, the advantages of a more sustainable mobility

option and thus attract other young people and population groups.
