EDM COUNCIL OVERVIEW

Six Areas of Advocacy

Implementing Best Practice The Council helps define the core capabilities needed to implement and sustain practical data management programs. Council members have access to the DCAM (Data Management Capability Model) Best Practice Framework for program development, assessments, training and benchmarking. Members optionally participate in Best Practice work groups such as Global Data Protection Regulation (GDPR), Critical Data Elements (CDE), Data Glossary to help improve their data management programs.

Driving Standards to enable Innovation

The Council advocates global data standards such as LEI, ISO, and OMG. We are the originators and curators for FIBO (Financial Industry Business Ontology) an open source ontology standard. Council members can participate on FIBO content workgroups and utilize FIBO for powering Data Glossaries, Machine Learning, AI and Analytics to drive innovation for their programs.

Analyzing, Benchmarking and comparing the Industry The Council conducts global data management benchmarks and other industry surveys. Members have access to all benchmark and survey data along with access to an extensive library of documents encompassing data governance, data quality, and more.

Supporting data related efficiencies for Regulation and Compliance The Council provides consultation, training and advice to regulators and market authorities on the data management implications of regulation. Our membership includes leading authorities and we advocate the adoption of best practice and standards to deliver efficiencies for all participants.

DATA MANAGEMENT CAPABILITY ASSESSMENT MODEL

DCAM is structured to define and measure capability (i.e. the definition of precisely what is required to develop, implement, govern and sustain data management). It has been organized into 8 categories, 36 capability areas, 112 sub-capabilities and 306 objectives:

• Data Management Strategy: defines the framework for the data

management program including the goals, objectives and scope; why it

is important; how it will be organized, funded, governed and practically

implemented

• Business Case & Funding Model: provides the justification for the

data management program including the rationale for the investment;

the costs, benefits, risks and expected outcomes; the mechanism used

to ensure sufficient allocation of resources; and the approach used to measure

costs and contributions from implementation of the data management program

• Data Management Program: identifies the organizational requirements

needed to stand up a sustainable data management program including

the operational framework to ensure sustainability and authority as well as the

mechanisms to establish and confirm stakeholder engagement related to

program implementation

• Data Governance: defines the rules of engagement necessary for program

implementation including the definition of policies, procedures and standards as

the mechanisms for alignment among stakeholders

• Data Architecture: focuses on the core concepts of “data as meaning” and

how data is defined, described and related; the identification of logical domains

of data; identification of the underlying physical repositories; and the

governance procedures necessary to ensure the control and appropriate use of

data

• Technology Architecture: addresses the relationship of data with the

physical IT infrastructure needed for operational deployment including how data

is acquired, stored, distributed and integrated across the organization

• Data Quality: establishes the concept of fit-for-purpose data; defines the

processes associated with establishing data control; and addresses the

implementation of governance mechanisms for management of the data

manufacturing chain of supply

.

• Control Environment: defines the data lifecycle process and how data

content management is integrated into the overall organizational “ecosystem”

DCAM MAPPING TO BCBS 239 PRINCIPLES

► Governance framework for data management is defined within DCAM

(including alignment with risk and finance governance mechanisms)

► DCAM Strategy and Program process areas

(alignment to risk as well)

► Data policy and standards are a focal point of DCAM

► Funding model for RDA is broader than data

(DCAM ensures the data funding issues are covered)

► Culture and communication is shared with risk function

(most likely driven by the risk organization)

► The Data Aggregation components of RDA are covered in DCAM

(Architecture will be shared with technology)

► Process controls and security controls are elements of ‘partnership’. These will be the responsibility of other groups (operations; business continuity; info-security). These are defined as “ecosystem” in DCAM. The DM Program must be ALIGNED to other key stakeholders

► Data Quality is a key component of DCAM

(profile, assess, remediate, business rules, supply chain management)

FIBO & DATA STANDARDS

Development of Global Data Standards

• Financial Industry Business Ontology (FIBO)

– Common Financial Language - originator of the standard for describing the structure and contractual obligations of

financial instruments, the structure of legal entities, market data pricing and financial processes

– FIBO Ontology - available as a formal model of terms, definitions and relationships for the full spectrum of financial

industry business concepts (expressed as glossaries, UML and RDF/OWL)

– FIBO Master (unified repository) via https://spec.edmcouncil.org/fibo

– FIBO Operational Applications : Webinar Recording, Slides

– FIBO Vocabulary – EDMC is collaborating with early adopter banks in delivering a comprehensive structured vocabulary

for enterprise data glossary and data harmonization efforts related to BCBS 239

– Workgroups with a structured collaborative development model

– Automated Testing Environment (coupled with JIRA)

• Unique Instrument & Entity Identification

– Legal Entity Identification: active participant in the development and adoption of the Legal Entity Identification (LEI) code

and in the expression of business hierarchies and structural relationships

– Instrument Identification: advocate for unique financial instrument identifiers and product identification codes (i.e.

derivatives, loans, multiple listings, short term instruments)

– Classification: establishment of flexible classification schemes and the issues related to operational implementation

Data as Meaning

The Council focuses on the

“unambiguous shared meaning” of data

content because it represents real

concepts (i.e. products, clients, accounts, legal entities, processes, etc.) and real

obligations (contractual requirements, transaction guarantees, counterparty processes, etc.) that are the critical

factors of input into business and

operational processes. The practice of

data management is built on this

foundation
