Online Reservations: eauclaire.maxgalaxy.netOffice Hours: Monday - Friday, 8:00 AM - 4:00 PMTo reserve in person or by mail: Community Services, 910 Forest Street, Eau Claire, WI 54703Key deposit for shelters/pavilions is $25 Online reservations are accepted for events with more than 8 days advanced notice at eauclaire.maxgalaxy.net • Hourly rates. Reservations must include your set-up and

NEIGHBORHOOD PAVILION/SHELTER Park Hours: 4 AM - 11 PMMonday - Sunday Rentals $15/Hour• Fee waived for Neighborhood Association meetings.• Some neighborhood shelters may be booked for
recreation programs.
FOREST HILL & LAKEVIEW CHAPELS $190/2 Hour Block • Additional time may be reserved ($95/hour).• Additional charges (overtime after 4 pm & weekends).• Forest Hill Chapel is reserved for memorial services only.• Chapel rentals can only be made in person or by mail:
Community Services, 910 Forest Street, Eau Claire, WI 54703.
FAIRFAX POOL eauclairewi.gov/poolGroup rentals and pool pavilion reservations available during the summer season. See page 8 for more information. Rentals can only be made in person, fax, or by mail at the Recreation Office, 915 Menomonie Street.
ALCOHOL PERMITS • Up to 2 half barrels allowed: $40/Reservation • Alcohol is not allowed at any neighborhood park or Owen
Park.• Alcohol is not allowed in Phoenix Park without completing
an alcohol application for Phoenix Park and approval from the Community Services Director.
• Beer keg permits must be purchased 10 days prior to the event.
REFUND POLICY• Refunds will only be given when notice of cancellation is
received 5 business days prior to the event.• A $7 administrative fee will be deducted for all cancelled
reservations.
ORDINANCE FOR FIRES IN PARKS• Cooking flames allowed only in grills provided by the City.• Igniting or maintaining a fire or open flame is not allowed
except if fully contained in metal grills in picnic areas or fire rings installed by the City. (Ordinance 9.76.110)
ATHLETIC FACILITY RESERVATIONSAthletic facility reservations are scheduled through the Recreation Administrative Office at (715) 839-5032, for more information go to www.eauclairewi.gov/athleticfacilities.
Note the following guidelines:• Practices are NOT scheduled at outdoor City facilities
and UWEC Bollinger Athletic Complex. Athletic facilities are on a first come, first serve basis. EXCEPTION: When ball fields are lined this indicates the field has been reserved and fees paid by another user. When this happens, please refrain from use and find an alternate location.
• Priority scheduling accommodates lease holders, organizations with agreements, and schools prior to other events, groups, and individuals.
• Reservation fees apply. Reservations submitted within two weeks of the event will be charged an additional fee. Changes to approved schedules are charged an additional fee for each request, except for weather related changes.
• A 72 hour cancellation notice is required to avoid additional charges.

THE AMAZING EAU CLAIRE CLEAN-UP Saturday, April 25, 2020 9AM - 12PM Volunteers work throughout the City and County of Eau Claire picking up trash and preparing flowerbeds.
OPERATION BLANKET March-OctoberSeeking volunteers to create blankets; knitted, crocheted, fleece, or quilted. These blankets will be distributed to several non-profit agencies who help people in need in our community. Groups and individuals are welcome to participate.
ADOPT-A-PARKIf your family, group or organization is looking for an opportunity to take an active role in keeping Eau Claire beautiful, there are several ways you can volunteer: • Adopt-a-Park, Adopt-a-Trail, Adopt-a-Flowerbed: Volunteers
pick up litter, report vandalism, help with special projects or weed flowerbeds.
• Park or Trail Clean-up: This is a one-time cleanup of a park or trail area.

FAIRFAX SEASON POOL MEMBERSHIP • Purchase your Fairfax season pool membership online at
eauclaire.maxgalaxy.net or at the Recreation Administrative Office during normal business hours.
• There is a maximum of two adults per family membership residing in the same household (student exception; student ID required).

SOCCER This instructional sports program is designed to introduce the basic fundamentals of youth soccer. Through participation in weekly modified soccer activities, players will develop passing, dribbling, and foot skills. Players will also learn about soccer vocabulary and sportsmanship. LOCKER ROOM ATTENDANTSLocker room attendants are NOT on duty. Locker room checks may be made periodically by pool staff. All program participants are encouraged to lock up their valuables. The use of cell phones and recording devices in locker rooms or changing areas is prohibited.
SPECTATORS To minimize distractions, we strongly encourage parents and spectators to leave the pool area during lessons. We do encourage you to attend the first, fourth, and last day of each session.
POOL TEMPERATURES Indoor pool water temperatures are regulated by the school district, not Parks and Recreation. With the exception of Fairfax Municipal Pool, the schools try to maintain a comfortable water temperature.
ATTENTION PARENTS It is recommended that each participant register for only one class per session to give all participants an equal opportunity to enroll in all classes.

PARENT/CHILD AQUATICS (AGE: 6 MONTHS - 4 YEARS) An adult is REQUIRED to participate in the water with each child.
PARENT/CHILD LEVEL 1 Prerequisites: 6 months of age before the first class. Goal: Familiarize children with water, teaching swimming readiness skills, building safe habits for aquatic environments, educating parents on how to safely supervise and enjoy the water with their children.
PARENT/CHILD LEVEL 2 Prerequisites: 6 months of age before the first class AND confidently explore the water with support. Goal: Children learn when and how to safely enter and exit the water, develop breath control, gain comfort with a feeling of buoyancy, learn arm and leg actions for swimming, and continue building safe habits for aquatic environments including the expectation of parent supervision and what to do in an emergency. Provides parents with safety information and techniques they can use to help their children in the water.
PRESCHOOL AQUATICS (AGE: 4-5 YEARS) A parent is NOT required to attend.
OTTER Prerequisites: 4 years of age before the first class.Goal: Learn when and how to independently enter and exit the water, develop breath control, experience and gain comfort with buoyancy on the front and back, practice beginner arm and leg action on the front and back, prepare to safely participate in aquatic activities, learn how to recognize emergencies and call for help.
SEAL Goal: Begin to independently float, glide, and move through the water with minimal assistance. Perform previous skill for longer lengths of time or longer distances, explore deeper water, prepare to safely participate in aquatic activities, learn how to recognize emergencies and call for help.
DOLPHIN Goal: Gain increasing independence and endurance while swimming, floating, and gliding, explore treading water, learn more about safely participating in aquatic environments, learn how to safely respond once help is on the way.
RED CROSS LEARN TO SWIM (AGE 6+ YEARS) Begin learn to swim with Level 1, unless otherwise
recommended by a swim instructor.
Level 1 Prerequisites: 6 years of age before the first class. Goal: Orientate children to the aquatic environment, teach basic aquatic skills, prepare children to safely participate in aquatic activities, teach how to recognize emergencies and call for help.
Level 2Goal: Begin to independently float, glide, and move through the water. Perform previous skill for longer lengths of time or longer distances, explore deeper water, prepare to safely participate in aquatic activities, learn how to recognize emergencies, call for help, and safely respond once help is on the way.
Level 3 Goal: Perform previous skills for longer lengths of time or longer distances; introduction to the front crawl, elementary backstroke, and head first entries; develop water competency; learn how to stay safe near frozen/cold bodies of water, safely swim underwater, and choose where/when to exit the water.
Level 4 Goal: Perform previous skills with greater proficiency and build endurance; introduction to the back crawl, breaststroke, sidestroke, butterfly, and turning at the wall; practice using equipment in an emergency, and survival floating.
Level 5Goal: Perform previous skills with greater proficiency and build endurance; introduction to flip turns on front and back; perform a long shallow dive, surface, and begin swimming; develop a safety-first attitude towards water parks; understand the importance of First Aid and CPR.
Level 6 Goal: Stroke refinement for greater efficiency and effectiveness over longer distances; focus on personal water safety and the skills necessary to become a Water Safety Instructor or Lifeguard; as time allows skills for fitness swimming and springboard diving will be introduced.

LIFEGUARD TRAINING FULL COURSEThis Red Cross course trains and certifies successful participants in American Red Cross Lifeguarding/First Aid/CPR/AED. The lifeguard certification requires a standard number of hours for classroom, pool, and online training. Successful completion requires that participants be PRESENT FOR ALL CLASS SESSIONS, complete all online training modules, attain 80% on the written exam, and demonstrate proficiency in all skills. Prerequisites: 1) Students must be 15 years old by the completion of this course. 2) The ability to swim at least 300 yards continuously demonstrating breath control and rhythmic breathing using front crawl or breast stroke. 3) The ability to tread water for 2 minutes using only the legs. Successful completion of a timed event in 1 minute, 40 seconds. This timed event requires a participant to complete the following sequence: swim 20 yards, surface dive feet-first or head-first to a depth of 7-10 feet and retrieve a 10 pound object; surface and swim 20 yards on their back with the object (both hands must remain on the object throughout); exit the water without using the ladder or steps.Upon successful completion, participants will receive a Red Cross certificate that indicates Lifeguarding/First Aid/CPR/AED and is valid for 2 years.Required Materials: 1) Students must possess a copy of the Lifeguarding Manual released January 2017. A free version of the book may be downloaded at www.redcross.org or a print version of the book may be purchased online at www.redcrossstore.org for approximately $32. 2) Students are encouraged to bring their own pocket mask. A limited number will be available for students to borrow. Masks may be purchased as a set online for approximately $12.50 through www.redcrossstore.org.

ADAPTIVE ONE-DAY ART WORKSHOPSAdaptive One-Day Art programs are designed for individuals with varying abilities. Youth will have
the opportunity to create art projects specifically designed to best meet their ability. A parent and/or caregiver may be asked to attend the class to ensure safety and success in the program. See page 25 for a description of the one-day art class offerings.

The Adaptive One-Day Art programs are designed for individuals with varying abilities. Youth will have the opportunity to create art projects specifically designed to best meet their ability. CANVAS PAINTINGAll artists will receive a canvas board to create a one of a kind painting. We will use tape, stencils, and glue as a resist technique, explore color mixing, and try out splatter painting as well. Come dressed for a messy fun time!

An adult helper is encouraged to attend for children 7 and younger.SCULPEY MINI SCULPTURESArtists will learn the fun of working with moldable, colorful oven bake Sculpey clay. Students will create small animal or insect sculptures, miniature food sculptures, or anything else their imagination desires. Completed sculptures will be sent home with simple instructions for baking.
MOSAIC STEPPING STONESIn this crowd favorite workshop, artists will use beads, tiles, cement, and pie tins to create a beautiful mosaic-style stepping stone. Freeze your handprint in time or create a unique design with some fabulous embellishments. An adult helper is encouraged to attend for children 7 and younger.
ARTS AND CRAFTS SUPER CENTERSArtists will be able to experiment, explore, and create with fun and exciting materials while working at a variety of art centers. Arts and crafts super centers will include traditional painting, tissue paper painting, collages, and wire/bead sculptures. This workshop will be sure to satisfy your artist’s limitless imagination.
“MINI” CHALKFEST 2020Artists may work with traditional sidewalk chalk or try their hand at chalk painting, an exciting and fun technique that will be available. Bring a favorite picture to reproduce, choose some examples on site, or use your imagination to transform your sidewalk square into art.

ART CLASSESADVENTURES OPEN STUDIOWelcome to Boyd Park Summer Art Studio! In this 4-week long studio experience, young artists will determine the structure of the class. We will start day one by conferencing as a group and making sketchbooks to store our ideas and discoveries. Each day students will come to class and welcomed by an assortment of art media to meet the needs of all artists. This class will focus on exploration and process with less emphasis on a final product.
ANIMAL ADVENTURESYoung artists will have a wildly good time creating original works of art featuring their favorite animals, while exploring various art media. Projects may include, but are not limited to, drawings, painting, collage, sculpture, and more
CRAY-CRAY FOR CLAYArtists will learn and practice hand-building skills to design creative 3D works of art using air-dry clay and Sculpey polymer clay. Projects are taught to allow exploration and individuality so students may create what they want. All work will be painted and sealed before going home.
UNDER THE SEA Come explore the seven seas in this water themed class. You’ll make 3D sculpture of sea creatures, design an underwater oasis or a lost kingdom, create fun, moveable fish, and more.
PAINT, PRINT, AND DYEA summer classic with wonderful new projects! Students will complete a canvas painting, experiment with watercolor techniques, and explore the world of printmaking. We will also experiment with Sharpie tie dying! Don’t forget to bring 2 100% cotton t-shirts or similarly sized items (please prewash for best results).
WALK LIKE AN EGYPTIAN Take a step back into ancient times. Artists use Egyptian hieroglyphics to create a secret message in a scroll, explore the mysteries of ancient Mayan temples, and dive into the world of ancient Greek art. Time machine not required.

USTA TENNIS & PICKLEBALL INSTRUCTION
TENNISAll instructional classes will follow the USTA (United States Tennis Association) Recreational Tennis Curriculum. The USTA program includes performance objectives, skill drills, and fun games on the courts. Students need to bring their own tennis racquet. The USTA tennis curriculum is designed to bring kids to the game by utilizing smaller racquets, slower and lighter balls, shorter court dimensions, and modified scoring.
RED BALL Red Ball tennis instruction is focused on developing the ABCs (agility, balance, and coordination), all while forming the skills necessary to serve, rally, and score. Participants will play fun games and learn how to make contact with the ball while improving hand-eye coordination and self -confidence.
ORANGE BALL Players utilize control, spin, and positioning to their advantage while also being able to consistently rally and cooperate with a partner. Balance, transferring weight, and ground strokes are incorporated into this instructional program.
GREEN BALL Skills incorporated into Green Ball instruction includes playing games and sets, grip, body position, forehand stroke, backhand stroke, service and scoring. Players will learn how to hit with direction, develop volleying techniques, strategies for playing at the net, and improve their coordination.

PICKLEBALL Pickleball is similar to badminton and tennis. It

YOUTH SPORTS Outcomes: Instructional Programs: Introduce a specific sport to learn fundamentals; Build confidence through participation; Improve physical fitness. District. ECASD residents pay a materials/supply fee for activities identified with this symbol. This is the second fee listed. Non-school district residents must pay the full program fee (first fee).
SCHOOL DISTRICT RESIDENT POLICYResidents who do not reside within the Eau Claire Area School District (i.e., taxes for that specific residence are not paid to the Eau Claire Area School District) are considered Non-Eau Claire Area School District residents. Patrons are responsible for stating their residency when registering for any Parks and Recreation programs. Those who do not reside within the Eau Claire Area School District must pay the full program fee. If you need further clarification on this policy, please contact the Parks & Recreation Administrative staff at (715) 839-5032. GENERAL INFORMATIONMost programs have enrollment limits. Early registration is encouraged. Most programs for which a fee is charged require pre-registration. Sales tax is included in the program fee.
REFUNDS ($7 Administrative Fee)• A full refund will be issued for any program cancelled by Parks and
Recreation. (Not subject to administrative fee). • A full refund is available if Parks and Recreation makes changes to
the original program schedule and you can no longer participate. (Not subject to administrative fee).
• A refund will be issued for a program if Parks and Recreation is notified of your cancellation 72 hours prior to the start of the program. Refund subject to administrative fee. (Exceptions to this policy are noted in class descriptions in the Prime Times catalog).
• All program transfers/cancellations must be done by phone or in person. There are no guarantees with email notifications.
• Refunds will not be issued for Fairfax Pool Memberships or EC RecPass Punch Cards.
• • Youth Leagues - 75% of the program fee may be refunded up to the first day of program. (Refund subject to administrative fee). No refunds after schedules have been completed.
• Refunds will not be issued for Adult Athletic Team registration fees after schedules have been completed. (Refund subject to administrative fee).
• Shelter/Pavilion reservations are eligible for a refund if the cancellation is received 5 business days prior to the event. (Refund subject to administrative fee).
• If your account is credited with a refund or an overpayment is made, you will be issued a credit card refund or check in 1-2 weeks.
CLASS CANCELLATIONS A minimum number of students are required before a class can be offered. Parks and Recreation reserves the right to cancel a class or make schedule changes when enrollment does not reach the minimum number.
INSURANCE Parks and Recreation does not provide accident or hospital insurance for people participating in sponsored activities. All participants should review their personal insurance policies for coverage.
AGE REQUIREMENTSFor all youth programs the age will be as of the first day of the program. Parents, please, do not ask to have your child put in a class he/she does not belong in. All age requirements are set to benefit the children and to make instruction easier for the program leader. In some instances, age requirements have been set for your child’s safety. Thank you for your cooperation.
WE LOVE PARENTSBut... with your child’s best interest in mind, parents are invited to attend their child’s midterm and last class meeting only (instructional programs). Our instructors have found that the quality of instruction is affected by parent and/or sibling distractions and interruptions. We feel it is most beneficial for your child to have recreational time with his/her peers. Instructors welcome the opportunity to discuss participants’ progress with parents.
NON-CITY RESIDENT POLICYRecreation programs and activities that are not part of summer school offerings are supported by City property taxes. Non-City residents will be required to pay their “fair share” to support activities. The program fee for non-residents will be double the resident fee or an additional $10, whichever is less. A non-resident is considered anyone who lives outside of the City limits (ie; township/county). Unfortunately, our registration software cannot always decipher if addresses are located within the Eau Claire City limits. For this reason, all participant addresses are reviewed during each season. Invoices will be sent to non-residents that pay the resident fee. Residency can be checked at http://eauclairecitywi.wgxtreme.com/.
YOUTH SCHOLARSHIP PROGRAMEau Claire Parks and Recreation offers a Scholarship Program for families experiencing low-income who reside within the city limits of Eau Claire. Scholarships apply to youth programs and youth/family pool passes only. Our Scholarship Program is made possible by the generosity of area businesses and community members. Any resident living within the City of Eau Claire boundaries currently receiving Federal, State, or Local assistance are eligible. For more information on guidelines and application process, or if you would like to donate to our scholarship fund, please contact the Recreation Office at (715) 839-5032.

PHOTO/VIDEO POLICYEau Claire Parks and Recreation provides programs in facilities and on property open to the public. Parks and Recreation staff may photograph or videotape participants enrolled in its programs for promotional or training purposes. These photographs or videos are the sole property of the City of Eau Claire.
LOST & FOUND ITEMSAll items of value are brought to the Parks and Recreation Administrative office and stored up to one year. Every attempt is made to contact the owner when possible. Items of value may include but are not limited to; wallets, purses, driver’s license, cell phones, and jewelry. Other items found at facilities, programs, or events will be kept at the site until the end of the season. After that time, all items will be brought to the Central Maintenance Facility where they are sorted and donated to a local charity. Fairfax Pool has a one-week policy for holding lost and found items due to the nature of items that are found. At that time they are either disposed of or donated to a local charity.

State Statute: “At the beginning of a season for a youth athletic activity, the person operating the youth athletic activity shall distribute a concussion and head injury information sheet to each person who will be coaching that youth athletic activity and to each person who wishes to participate in that youth athletic activity. No person may participate in a youth athletic activity unless the person returns the information sheet signed by the person and, if he or she is under the age of 19, by his or her parent or guardian.”
