Schools and libraries are eligible

Discounts range from 2090%, the amount of discount depends on the level of poverty and location of the school or library (urban or rural) receiving services

Average discount for libraries is about 70%

Funding comes from the Universal Service Fees on your telephone bills

Regulated by the Federal Communications Commission (FCC) and administered by the Universal Service Administrative Company (USAC)

E-Rate Categories of Service

Priority Two (P2) Internal Connections & Basic Maintenance of Internal Connections

Examples of Internal Connections:Support for equipment and cabling on-site that transport information to classrooms or public rooms of a libraryDoes NOT include end-user components such as computersSubject to the Two-in-Five RuleEntities can only receive funding every two out of five years

Examples of Basic Maintenance:Repair and upkeep of eligible hardwareWire and cable maintenanceBasic technical support

NOTE: Only highest discount libraries will qualify for P2

Form 470: Who I Am and What I WantThe Who I Am and What I Want form begins the competitive process:

Must be filed by the entity that is able to negotiate and sign contracts on behalf of the school or libraryIdentify and describe your desired categories of service and the function of the servicesNotify potential bidders (service providers) of the types and quantities of services that you need Follow all applicable state and local procurement lawsWait 28 days after the Form 470 is posted to the USAC website or after public availability of your Request for Proposals (RFP), whichever is later, before selecting a vendor or executing a contract
