Record Notes of the Special Meeting on Trial of New Reserve Shut Down

(RSD) Procedure held on 21.09.2021 through VC

1. Introduction

1.1 A Special Meeting (combined Operation & Commercial teams of the Utilities of

SR) was held on 21st September 2021 through Video Conferencing to discuss on the

outcome of trial of the new RSD procedure and to decide future course of action.

The list of participants is at Annexure-1.

1.2 Member Secretary (I/c),SRPC welcomed the participants to the Special Meeting on

“New RSD Procedure”. He informed that this meeting is specifically being

conducted to discuss on the experiences of the trialoperation and to finalize the

future course of action. The status of implementation of New RSD procedure on

trial basis for two months was discussed in the OCC meetings. During the course of

this meeting operational and commercial issues may be discussed, fine tuning

needed, if any, may be examined and the way forward could be agreed and

finalized. He requested all Constituents to express/ share their

comments/suggestions so that the finalized procedure could be put in place after the

trial.

1.3 Welcoming all the participants, SE(O), SRPC informed that the trial operation of

New RSD Procedure is under progress from 01.08.2021 for two months (01.08.2021

to 30.09.2021). He observed that the main objective of the Procedure is to facilitate

beneficiaries for availing entire contracted capacity (maximum possible) of the

station from the running units in case of non-requisition by major beneficiaries of

the station. It was observed that during August & September 2021 occasions for

availing the facility were limitedon account ofthe prevailing demand

pattern/generation availability. Even though comments were sought from

beneficiaries on the experience, no communication had been received from any of

the SLDCs. He stated that being system operators, SLDC’s feedback would go a

long way in further improving the procedure.

2. Background

a) In the Special meeting held on 03.09.2020 the new RSD procedure was finalized

to be implemented in SR. Further, a mock was planned for 2 months to create

entitlements as per requisitions to address the compensation and various other

issues raised by SR constituents. It was also agreed that SRPC would convene a

special meeting (VC) 10 days prior to completion of 2-month trial operation to

decide on continuing the Trial, discontinue the Trial or modify the proposal

based on feedback and continue the Trial. Feedback would be communicated by

the Constituents / Generators / SRLDC on the trial operation.

b) The Utilities had conveyed concurrence for implementation of new RSD

procedure on trial basis for two months.

c) In the 179th

meeting of OCC (09.06.2021), it was decided to implement the

procedure in off-line mode. Accordingly, a separate web based application was

prepared in line with the broad principles advised by SRPC forum.

d) As agreed in the 180th meeting of OCC (09.07.2021),a workshop was conducted

on 13.07.2021 with participation from all the concerned entities wherein it was

agreed for Mock trial for 10 days from 15.07.2021 to 24.07.2021.The mock trial

had been successfully completed on 24.07.2021.

e) Subsequently, a Meeting was conducted on 27.07.2021 wherein the experience

of mock trial run of the experience was shared by SRLDC/ State SLDCs/SRPC

and agreed for implementation of Trial Operation of New RSD

Procedure from 01.08.2021 for a period of two months i.e. till 30.09.2021.

f) Trial Operation of New RSD Procedure has been implemented from 01.08.2021.

g) There are two applications one web based RSD application and other WBES

scheduling application. The implementation is being done only in web based

RSD application.

3. Deliberations

i. TSTRANSCO expressed gratitude to SRPC/SRLDC team and stated that the

trial run period till now was quite satisfactory for them. In view of the full

agricultural load on Telangana Grid (during the trial period) they got less

opportunity to optimally utilize the procedure. During August 2021, on two

occasions TS had entered into NEW RSD procedure and it was very much in

line with TSTRANSCOs proposal during the finalization of the procedure.

When SRPC brings out the commercial account w.r.t compensation etc. a clear

picture would be available on the financial benefits. The demand of Telangana

State would be high during the months of August, September & October and

also during January, February and March. More generators may go into RSD in

coming months and they could have more occasions to experience the benefits.

TSTRANSCOopined that trial of the procedure may be continued for two more

months.

ii. KPTCL opined that it’s a good move and they were satisfied with the overall

experience. KPTCL pointed out the issues on the visibility,since RSD portal and

web based scheduling program are not linked.

iii. APTRANSCO informed that they couldn’t get a chance to enter into the new

procedure till now. However, in consultation with SLDC officials they would

revert.

iv. KSEBL appreciated both SRPC/SRLDC for the efforts put into in the

implementation of the NEW RSD Procedure.

v. TANTRANSCO remarked that could not observe any significant advantages.

vi. SRLDCpresented their observations during the Trial run period (Annexure-3.vi)

a) It was noted that during the trial run only four instances had occurred where

in NEW RSD procedure was applied(09.08.2021, 13th,14

th& 15

th September

2021). On 9th

August incident, unit was brought back from RSD; and on the

other dates units were taken out under RSD. All the incidences were in

respect of KudgiSTPS.

b) SRLDC expressed their difficulties/ issues faced like not following the

gentleman agreement, The issues of not providing Technical minimum

during Ramp up of unit/ punching requisition when on bar entitlement was

zero/ forceful schedule etc., were noted.

c) Payment Security Mechanism (PSM implications) in NEW RSD procedure

was not envisaged. SRLDC expressed issues regarding incorporating PSM

in the NEW RSD mechanism. The information regarding PSM is available

only on D-1.SRLDC suggested four methods to incorporate the PSM in

NEW RSD procedure.

vii. SRPCobservationis at Annexure-3.vii. SRPCobserved that on 9th

August 2021,

Kudgi STPS unit got revived during the day around 09:00 hrs. On a query raised

by SRPC, SRLDC clarified that the punching of requisition by the beneficiaries

is provided only in the WBES (Web Based Energy Scheduling) platform. Based

on the revision No. 72 (around 07:17 hrs of the day) of Requisition page

available in SRLDC WBES, it was found that all the beneficiaries of Kudgi

STPS including Kerala had initiated their requisition punching. SRLDC pointed

out that on 9th

August, 2021, KSEBL had not followed the Gentleman’s policy

because they had not requisitioned in the New RSD application provided by

SRLDC. During real time operation, KSEBL had punched their requisitions in

WBES based on the On bar Entitlement available in WBES ie. as per Old RSD

method. Even though Kerala had not requested during the revival of the Unit of

Kudgi STPS, the Surrender MW and Surrender considered in the New RSD

application has been shown as zero whereas on bar entitlement (MW and %) had

shown as zero. SRLDC stated that regarding the zero value shown in Surrender

MW and Surrender considered in the New RSD applications will be examined

and rectified. But the off bar entitlement (in MW and %) has been shown

correctly, KSEBL would have followed the same.

SRPC pointed out that on reading both the available applications (On bar and off

bar Entitlement in the New RSD application and WBES), the beneficiaries must

have got confounded. It was also noted that the forced schedule was given to

KSEBL for the blocks where it was not requested by KSEBL.

viii. SRLDC informed that in WBES, the implemented schedule is finalized based on

the On-bar Entitlement available in the WBES platform which is as per Old

RSD method. During the revival of the unit, the beneficiaries who had requested

in the New RSD application did not punch their On Bar requisition upto their on

bar entitlement computed as per the new RSD procedure. Therefore, the WBES

Application forcefully scheduled the Entities who had not requested in the new

RSD, based on their respective On-Bar Entitlement (computed w.r.t. MoP

allocation).

SRLDC requested the beneficiaries to punch the Requisitions in WBES

Application based on the On-bar entitlement % in New RSD Application to

avoid getting forcefully scheduled. SRLDC informed that with few limitations,

the New RSD method has been implemented and requested all beneficiaries to

follow the gentleman’s agreement.

ix. TS SLDC requested to provide pop-ups while punching the values in

Requisition file so that such non-compliance could be avoided.

x. KSEBL stated that as suggested by TSTRANSCO,providing of suitable pop ups

needed to be looked into.

xi. SRPC pointed out that providing such pop ups had been requested to SRLDC in

the last meeting on implementation of new RSD procedure. However, SRLDC is

yet to implement the same. Implementation of New RSD procedure in WEBS

platform only would solve the problems/limitations. SLDCs are facing hardships

due to simultaneous platforms being run at SRLDC for implementation of new

RSD Procedure. In view of the delay in implementation of new RSD procedure

in WBES despite taking up in various sub-committee meetings and the

procedure, the issue may needed to be escalated to TCC/ SRPC.

xii. The forum noted that the new RSD Procedure is not being implemented

fruitfully due to the usage of two platforms i.e WBES for scheduling and new

RSD platform for new RSD Procedure. Forum requested SRLDC for the

improvement in the new platform designed for implementation of new RSD

procedure based on the feedback from constituents. SRLDC was requested to

expedite the implementation of the New RSD Procedure in WBES platform. It

was decided that the compensation for the month of August, 2021 shall be done

based on the computed on bar entitlement as per the New RSD method. SRPC

requested SRLDC to share the files for NEW RSD method with non-zero ON

bar entitlement values for Kerala for the day 09.08.2021.

xiii. SRLDC suggested that more awareness needed to be given to SLDC operators

to correctly utilize the NEW RSD procedure.

xiv. After deliberations, it was agreed to continue the trial operation with commercial

implication for one more month and further deliberations in the OCC meetings.

The following Method suggested by SRLDC would be implemented in case of

PSM:

“The PSM regulated quantum would be booked completely as Off Bar

entitlement for the PSM entity of the station. The remaining quantum would be

booked to the Off bar entitlement of the PSM regulated entity. On bar

entitlements of other beneficiaries’ remains same and the remaining quantum

would be booked to the PSM regulated entity’s on bar entitlement”.

Illustration:

Consider one unit of Kudgi STPS station to be under off bar condition and two

units under on bar. Subsequently,PSM regulation of 32% imposed on one of the

Karnataka DISCOMs. Then the Karnataka on bar entitlement got reduced from

875.25 MW to 595.17 MW. With the PSM regulation, one Unit taken under

RSD.

4. Conclusion

a) Implementation of the new RSD procedure on trial basis with

commercial implication would be continued for one more month

(till 31st October 2021).

b) SRLDC to facilitate pop-ups while punching the values in

requisition file for non-compliance alert.

c) PSM in NEW RSD procedure: Method-I (suggested by SRLDC) to

be adopted during trial operation.

d) Generators / SRLDC to ensure schedule of generators including PX

schedule well within the DC. Generators to keep adequate margin

while selling through PXto avoid schedule more than DC

e) SRLDC to expedite the action for bringing New RSD program in to

WBES at the earliest.

f) Delay by SRLDC in implementing NEW RSD through WBES

program to be escalated to TCC/SRPC forum.

• Only units of Kudgi was taken under New RSD procedure i.e under Running New and New RSD.

• 6th -8th August One unit Kudgi was kept under RSD New as all units were under outage no effect on

entitlements.

• Beneficiaries were not followed agreed procedure while punching requisitions.

maintain only one unit on bar.

Surrender requests were received and kept under NewRSD :

One unit of Kudgi Kept under New RSD from 6th to 8th .

For NTPL from TS (1st to 3rd ),TNEB(2nd to 4th ) and KPTCL(6th to 8th). Criteria not met and Kept under RSD old.

KAR:

Technical minimum was not provided during Ramp up of the unit upto technical min 37-55 TB,47-50TB

requisition entered was 0 MW.

87-96 TB on 9th Aug 55% of entitlement was not punched.

Technical minimum requisition was not punched on 13th ,14th and 15th of Sep.

Requisitions were punched more than On bar entitlements.

TS:

Technical minimum was not provided during Ramp up of the unit upto technical min 37-50 TB on 9th Aug.

Schedules were more than punched requisition due to PSM in Kudgi units.

Requisitions were punched more than On bar entitlements on 14th Sep.

KER:

Not requested for the unit i.e. On bar Ent was 0 MW but punched requisition 51TB, 61-68 & 76-96TB.

Other beneficiaries did not get schedules due to this.

Due to technical minimum not provided by other beneficiaries forceful schedule was given 37-57TB on

9th Aug.

Technical minimum requisition was not punched on 13th ,14th and 15th of Sep.
