TRAINING PROGRAMME TALUK PANCHAYATH EXECUTIVE OFFICERS.

OBJECTIVE

In our Democratic system of our country a important role and responsibility has been given to

the Panchayath raj Institutions. Under the three tire decentralized Administration system,

which was implemented as a result of the 73rd

constitutional amendment, the institution

established in the middle tire- Taluk Panchayaths, have a greater role to play in the Rural

Development. Mainly These Taluk Panchayaths while bringing co-ordination between the lower

tire Gram Panchayath system and upper tire Zilla Panchayath system, have to play a pivotal role

in reaching the Government programmes to the common man. To supervise the functioning of

all the Gram Panchayaths under the Taluk Panchayath system and guiding them to smoothen

the process of Development as the motivator is one of the important functions of Taluk

Panchayath executive officers. In this background, for the responsible Taluk Panchayath

Executive officers to impart the information in the matters of 73rd

constitutions amendments,

Panchayath raj system, Election process, Formation of Taluk Panchayaths, basic principles of

the Decentralisation, important points of Panchayath Raj legislation, functions of Gram

Panchayaths and Taluk Panchayaths, reservation to the post of Presidents of Taluk Panchayath

and Gram Panchayath, their pay and allowances, Bye laws of Taluk Panchayaths, formation of

exchanges, formation of Sub committees and their duties, Executive Officers functions, method

of conducting meetings, Gram Panchayaths administration and the role of Secretaries, planning

process, method of conducting the Ward Sabha and Grama sabha, and preparation of preface

to the Development through the Public participation techniques, Rural development

programme like basic amenities, Poverty alleviation, service sector, Complete Cleanliness

Programme, the available programmes for the Scheduled cast and scheduled Tribes, land

based programmes, Income Generating activities, Finance and budget , Method of conducting

Performance review meetings, appointment of staff to Grama Panchayath and related topics,

removal of Public Grievances, co-ordination between different departments, Resource

mobilization, Transparent Administration, Managing the accounts and Auditing the accounts,

Achieve Development through Poverty alleviation, Right to information Act, This Training

programme is arranged.

Those Taluk Panchayath Executive officers who are trained in the programme would be able to

take decisions independently without depending on the staff members, working under them

and by doing their duties most efficiently they can strengthen the Panchayath Raj system.

Mutual Introduction

objective This session aims at bringing together the officers of Rural development and

Panchayath Raj Department and Officials deputed from different

departments as Taluk Panchayath Executive officers, to involve in the

Training environments through the activities pertaining to familiarization

with the training environment, providing mutual acclimatisation among the

participants. The activities are designed in such a way that Participants

should come out of hesitation, inactiveness, fear of participation, laziness

and mingle with all co participants in an open mind so that the learning

would become effective. Various games can be introduced for introduction

of participants.

sMethod Game 1 Mutual introduction of participants

Method: In this activity Resource Person should keep ready the slips/piece

of paper containing the figures of flowers, Fruits, vegetables, animals

assorted etc. If there are total 40 participants at least 20 pairs of figures

should be kept ready. First these figures have to be divided in to two parts

and allow the participants to take one slip each. After all of them have taken

the figures, ask them to join that partner who has the similar type of

figure/animal. Allow them about 5 to 10 minutes to mutually introduce

themselves. Then the participants in groups introduce their partner to the

rest of the participants and also they explain something about the figure

animal they got. While introducing their partner they have to focus on

2. Political experience,

3. Achievements and experience,

4. Family background and personal

information.

Game 2

Introducing each other while moving in a circle. The participants can be

made to stand in two circle one within another. They may be asked to move

in the opposite direction. when the trainer indicates the group should stop

moving and they have to share family background, education, occupation,

hobbies (like, sport, art, literature, social service etc) and they also have to

share any of the worth remembering moment in their life, either good or

bad achievement, social service, or what they propose to do in future to the

opposite person. Similar movements may be made at least three to 4 times.

The outcome of this game is to introduce to many in a short span of time.

Instructions to

the trainers

• Depending on the time, space, number of participants, the trainers

can chose one among the four games detailed above.

• They must be fully aware about the game and the skill to play, which

they are going to select.

• All complementary materials should be kept ready before the start

of the activity. It should be observed that all the participants should

actively participate in the game. Activity should conclude in a given

time.

1. After completion of the game, participants from different

geographical and education background will come together as a

team.

2. The trainers can identify the attitude of individuals

3. Trainees will adjust to the training environment.

4. A relationship of trust and mutual understanding will establish

among the trainees.

Session 2 Expectations of the Participants

Objective The persons who come for the training have their own expectations. This

session is meant for correlating the objectives of the organizers those with

the expectations of the trainees.

Method During the session the Resource persons should make efforts to talk to

individual participant and bring out what they are expected of the training.

The R P may ask the trainees to list out their expectations in the book given

to them. A time limit of 5 minutes can be fixed for this purpose. After

everybody’s writing through brainstorming the expectations of the trainees

can be listed in a chart.

In Training module design, the trainer should confirm the expectations of

the participants are included. In case any of the expectations is not finding

a place in the design; efforts should be made to include the trainee’s

expectation.

Administration system during the time of PANCHS

To understand the deficiencies, to impart the path of elected administration

system through presentation.

basis of Decentralisation principles and understand the functions these

standing committees would perform.

Panchayath as per rules.

Panchayath’s for Day to day transactions as per rules and in disciplined

manner.

these points on a sheet of chart. The trainer may conclude the game only

after deliberating the left out points and also giving clarifications to required

points.

The game could be played differently too. Taking names of patriots of our

country, or sports person or cinema stars name also the con be enacted.

Game 2 paper ball game

This exercise can also be conducted in a different manner also. Instead of

numbers, a paper ball can be passed on from one participant to another and

when whistle blows the person on whose hands the ball is there has to

present a point of learning.

Sub session 5 FORMATION OF SUB COMMITTEES AND THEIR DUTIES

Objective The session aims to impart knowledge and information to the participants

regarding the formation of sub committees on Health, Child development,

eradication of child labor, awareness and Quality control, Food Guarantee,

S D M C freedom to bonded labor, literacy, clean water and impress upon

the participants the duties of these sub committees.

of staff recruitment management of files and documents, procedures and

process at the time of dissolutions of Grama Panchayaths, the process of

termination of the membership of the members of Grama Panchayath,

management of rights to the property, review of the general statistical data

(every year)

processes of Plan preparation and preparation of Action plan for Grama

Panchayath and Taluk Panchayath and process of getting approval.

OBJETIVE While preparing any projects, the participants have to ensure the peoples

participation utilizing the opportunities available from organizing the ward

sabhas and Gram Sabhas and while doing so To impart skill to the

participants.

these points on a sheet of chart. The trainer may conclude the game only

after deliberating the left out points and also giving clarifications to required

The game could be played differently too. Taking names of patriots of our

This exercise can also be conducted in a different manner also. Instead of

numbers, a paper ball can be passed on from one participant to another and

fixed by the Government, to the eligible beneficiaries.
