A B S T R A C T

Any piece of policy analysis must be appropriate to the context of its intended use. Social scienceoften fails

as policy analysis due to insensitivity to context. This paper explores a number of different modes of policy

analysis to determine the circumstances in which the application of each is appropriate. It is argued that

each mode is appropriate only under a fairly limited set of conditions; many of the problems policy analysis

encounters are a result of attempts to apply a mode outside its niche. Greater use should be made of what is

developed here as a hermeneut!c model of policy analysis, appropriate in a residual set of conditions which

none of the traditional models of policy analysis copes with adequately.

Thus one finds social scientists devot ing considera ble effort to the pro duc tio n of

knowl edge in tend ed to be applica ble to pub lic policy, only to have little heed paid to

their efforts by people in public decision making positions, or policy stakeholders

more generally. We have indeed travelled far from the heady days of the 1960s, when it

was widely believed that, given enoug h analysis and federal gove rnm en t money , it was

possible to solve any social problem. T oday, one f inds widespread doubt am on g both

polic ymake rs and social scientists - not least policy analys ts themselves - con cern ing

the ability of social science to co ntri bute to social pr oble m solving [1].

Policy analysis is an applied social science discipline wh ich use s mu ltiple me thods of inq uiry and
