1 INTRODUCTION

Neil Lyners and Associates (RF) (Pty) Ltd (“Lyners”) was appointed by Legaro Properties (Pty) Ltd to compile an Electrical Engineering Services Report to support the rezoning of Farm 851/8, Paarl from Agricultural to Multi-Unit Housing Zone to establish the Drakenzicht residential development.

This report describes the proposal for Electrical Engineering Services to supply the development and also addresses the availability of electrical capacity on the existing Municipal electrical network.

2 SITE LOCATION

The site (Farm 851/8, Paarl) is located ± 1km south of the N1, on the corner of Wemmershoek Road (R301) and Lustigan Road (sometimes also referred to as Drakenstein Road) and directly opposite Boschenmeer Golf Estate (33°45’59.12”S; 18°59’10.24”E) as shown in Figure 1 below.

3 DEVELOPMENT PROPOSAL

The development shall comprise single residential erven with large private open spaces served by private internal road networks with the following land uses:

• Single title erven : 207 (3- and 4-bedroom houses varying in size from 186m² to 228m²)

• Lifestyle Centre : 1272m² GLA

• Montessori School : 1280m² GLA

• Guard House : 24m² GLA The development will be a private security estate with a separate access from Lustigan Road as shown on the site development layout in Figure 2 below. Figure 2: Site Development Layout

4 ELECTRICAL INFRASTRUCTURE DESIGN PARAMETERS

The following energy saving, and load reduction measures will be implemented to reduce the energy consumption (kWh) of individual consumers and the overall maximum load (kVA) of the development:

• Water heating: - Heat pumps will be used for water heating,

• Load control: - Energy Control Units (ECU’s) or load control relays will be installed in the distribution board

of each house for demand management by switching off the heat pump when the stove or oven is switched on.

• Air Cooling: - Breeze Air Evaporative cooling units that is much more efficient than traditional air

conditioning units will be installed for air cooling,

• Lighting: - LED lighting with intelligent switching will be used throughout.

• Energy efficient building methods:

- All relevant new energy efficient building codes and practices will be employed where possible. The external walls will be the cavity wall type and insulation material will be installed in all roof spaces to reduce heat loss in winter and to keep out heat in summer.

• Design of Electrical Infrastructure:

- Appropriate electrical conductor sizes will be used on all new installations to reduce distribution losses.

Taking the above energy saving and load reduction measures into account the notified maximum demand (maximum load) of the development is estimated at 738kVA based on a an ADMD figure of 3kVA per house calculated as follows:

The electricity reticulation network will be designed for the anticipated maximum load to avoid the need for future upgrading of the electricity networks.

5 ELECTRICITY SUPPLY AUTHORITY

The area of the proposed development falls within the Drakenstein Municipality area of supply. Drakenstein Municipality supplies the surrounding customers and it is therefore logical, technically feasible and economically advantageous to supply the development from the nearest Drakenstein Municipality electricity network with adequate capacity.

6 EXISTING ELECTRICITY INFRASTRUCTURE SUPPLY CAPACITY

6.1 Existing Main Substation Capacity Drakenstein Municipality confirmed that there is not sufficient capacity available on its existing electricity networks to supply the full electrical capacity of the proposed development and that a new 132/66/11kV main substation must be constructed to accommodate future developments. Drakenstein Municipality identified the Fraaigelegen development or a location near it as the best suitable position for the new 132/66/11kV substation. Underground 66kV electrical cables will be installed from the new 132/66/11kV substation along Wemmershoek Road (R301) towards Paarl. The 66kV underground cables will be accommodated in the future road reserve and additional cable servitudes does therefore not have to be registered. Drakenstein Municipality could not confirm the timeframe for completion of the new 132/66/11kV main substation as they have not secured all the land and servitudes rights to commence with construction of the substation. Drakenstein Municipality indicated that they are in the process of installing a temporary solution for the time being until such time that the 132/66/11kV main substation is constructed. The temporary solution involves the installation of new medium voltage networks that will be supplied from its existing Parys 66/11kV main substation as described in paragraph 6.2 below and as detailed in the Capacity Letter attached as Appendix A. Drakenstein Municipality will require the developer to contribute to the installation of the bulk network strengthening via the payment of network contributions.

6.2 Existing Medium Voltage Network Capacity Drakenstein Municipality is in the process of constructing two new 11kV switching stations that will be supplied from existing Parys 66/11kV main substation on a temporary basis until such time that the new 132/66/11kV main substation is constructed. The first 11kV switching station will be constructed on the corner of Jan Van Riebeeck Drive and Carolina Road and will be supplied via 4 x 185mm² Cu 11kV underground primary feeder cables from Parys 66/11kV main substation. The second 11kV switching station will be constructed close to the entrance of Boschenmeer Golf Estate and will be supplied via 2 x 185mm² Cu 11kV underground primary feeder cables from the first 11kV switching station. The construction of the above temporary network reinforcements started in 2018 and will be completed within the next five years. The Drakenzicht development will be supplied from an existing 11kV overhead line located along

Drakenstein Road (Lustigan Road) and the full capacity required by the development will be available

once the above temporary network upgrades are completed.

7 EXISTING ON-SITE SERVICES

Existing Municipal low voltage services that supply the Manor House and Labourers’ Cottage are present on the site. The existing low voltage services will be removed and replaced by a new underground internal private network to supply the residential erven, lifestyle centre and school.

8 PROPOSED INTERNAL RETICULATION NETWORK

8.1 Private Internal Electrical Reticulation Network The development will be supplied from a Municipal 11kV bulk supply point situated next to the refuse room. A 6m x 4m servitude must be registered on the erf boundary next to the refuse room to accommodate the Municipal 11kV bulk supply equipment. The developer will be responsible for the installation of the 11kV ring feeder from the closest Municipal supply point (existing 11kV overhead line located along Drakenstein Road) up to the new 11kV bulk supply point. The reticulation network within the development boundaries will be a private network and will be designed to comply with the standards and requirements of SANS 10142, and where appropriate, generally in accordance with NRS034-1:1999 - Electricity Distribution Guidelines for the Provision of Electrical Distribution Networks. The private internal reticulation services will consist of an 11kV underground cable network supplied from the Municipal 11kV bulk supply point. Miniature substations will be connected to the 11kV underground cable network and will in turn supply the low voltage network (underground low voltage cables and metering kiosks) to provide an individual service connection for each erf. The internal reticulation services will generally be installed in the road reserve and the exact position of above ground equipment such as miniature substations and metering kiosks will be selected to minimise the visual impact. The operation and maintenance of the private internal reticulation services will be the responsibility of the Home Owner’s Association. The Home Owner’s Association will receive a monthly bulk account for the electricity consumption of the estate. Owners of individual erven will therefore not be able to buy electricity directly from the municipality and the service of a private metering company will have to be acquired to manage the electricity metering. Each erf will therefore have a private electricity meter and will receive a monthly account from the Managing Agent.

8.2 Street and Area Lighting Network Lighting of external public roads will be designed to comply with the standards and requirements of Drakenstein Municipality as well as national (SANS) and international (IEC) standards. Street and area lighting of internal private roads, private open spaces and parking bays and the lighting of features, walls, entrances, water features etc will be provided to the Architect’s requirements. Private lighting will be metered separately and the Home Owners Association will be responsible for the account. The operation and maintenance of any private lighting will also be the responsibility of the Home Owners Association. Energy efficient lighting technology will be used as far as possible to reduce the energy requirements of the development.

9 NETWORK CONTRIBUTION COSTS

Network Contribution Costs are payable to the local authority to provide the necessary bulk electrical engineering services to accommodate the development. The current Network Recovery rate amounts to R5 513.57 per kVA excluding VAT.

10 CONCLUSION

Drakenstein Municipality indicated that the existing electricity networks in the area has reached its

full capacity and a new 132/66/11kV main substation must be constructed to accommodate future developments. The timeframe for completion of the new 132/66/11kV main substation cannot be confirmed as the Municipality have not secured all the land and servitudes rights to commence with construction of the substation.

Drakenstein Municipality has committed to implement a temporary solution to create capacity in

the area by installing new medium voltage networks from its existing Parys 66/11kV main substation.

The construction of the temporary network reinforcements started in 2018 and will be completed within five years. The Drakenzicht development will be supplied from an existing 11kV overhead line located along Drakenstein Road and the full capacity required for the development will be available once the temporary network upgrades are completed. Lyners is therefore satisfied that the electrical supply constraints in terms of available bulk capacity will be addressed by Drakenstein Municipality and that the site is suitable for the intended development from an electrical engineering point of view.
